Vom 22. bis 23. September wird in New York der UN-Zukunftsgipfel (Summit of the Future) stattfinden. Auf diesem wollen die 193 UN-Mitgliedstaaten unter dem Motto „Multilaterale Lösungen für ein besseres Morgen“ eine Erklärung über zukünftige Generationen (Declaration on Future Generations), den sogenannten Zukunftspakt (Pact for the Future) sowie einen Globalen Digitalpakt (Global Digital Compact) verabschieden. Vor dem Hintergrund der aktuell laufenden Verhandlungen fokussieren wir uns in dieser Folge auf die Themen Frieden und internationale Sicherheit sowie Innovation und digitale Zusammenarbeit, um zwei wesentliche Säulen des Zukunftsgipfels zu besprechen. They will brief reporters virtually on the forthcoming Our Common Agenda policy brief on Transforming Education.UNICEF's Deputy Executive Director for Humanitarian Action and Supply Operations, Ted Chaiban, today (4 August) said despite children in Sudan “have consistently borne the brunt of recurring violence, upheaval, and displacement, the situation that they're facing today is unprecedented,” and “however difficult things have been in the past, it's never been this difficult.”Briefing reporters in New York on the situation of children affected by the conflict in Sudan, Chaiban said, “Before the war erupted on the 15th of April, Sudan was already grappling with a humanitarian crisis. Now more than 110 days of brutal fighting have turned the crisis into a catastrophe, threatening the lives and futures of a generation of children young people who make up over 70 percent of the population.”Chaiban, who is UNICEF Deputy Executive Director for Humanitarian Action and Supply Operations, said, “From what's reported, 435 children have been killed in the conflict. At least 2025 children were injured. That's an average of one child killed or injured every hour since the war began. And we know that that's an underestimate. The true total is much, much, higher.”He said, “Everything's been done to reach the population but as fighting continues, it makes access difficult, and we can't overemphasize the fact that much is being done, but much more needs to be done.”He noted that for the next 100 days, UNICEF “would need urgently $400 million to sustain and scale the crisis response to support the most vulnerable children.”Also, briefing, OCHA's Director of Operations and Advocacy Division Edem Wosornu said, “93 humanitarian partners reached at least 2.5 million people with some life-saving assistance across Sudan between April and June. Let's not forget the target is 24 million people, who need humanitarian assistance. They are half the population of a country that before the 15th of April was doing not too bad. There were needs, but we were not targeting people in the capital.”Asked about ethnically targeted attacks, Wosornu said, “There are accounts from people saying that certain tribes are targeted more than others. And I think the focus right now in this briefing is on how we get assistance into the different areas of Khartoum, what Madani put it on to a lesser extent, the quarter funds, and how we stay and deliver, no matter what.”Chaiban and Wosornu recently returned from a visit to the country and the Chad-Sudan border.

In September 2024, less than two months before the next U.S. presidential election, the United Nations will host a landmark “Summit of the Future,” where member nations will adopt a Pact for the Future. The agreement will solidify numerous policy reforms offered by the U.N. over the past two years as part of its sweeping Our Common Agenda platform. The Philippine Coast Guard on Wednesday accused Chinese patrol vessels of blocking two of its boats in the disputed South China Sea, describing their actions as “very dangerous”. China claims almost the entire sea despite rival claims from other Southeast Asian countries including the Philippines, Vietnam and Malaysia. Dennis Hegstad, a Tesla owner from Texas, was left stranded when he couldn't access his Model 3. His electric vehicle had 130 miles of charge available, but was completely locked up, requiring a tow to a service center. SECURITY COUNCIL Abdou Abarry, the Special Representative of the Secretary-General and head the UN office for Central Africa, briefed the Security Council today.He started on a positive note, saying the region has more opportunities and resources than challenges, noting that the preference shown by most States in the sub-region is for dialogue to resolve tensions peacefully – quoting the dialogue between the Central African Republic and Chad, as well as the mobilization of States from the region to resolve the crisis in the eastern part of the Democratic Republic of the Congo. The UN's Chiefs of Police Summit kicked off in New York, bringing together senior Government and police officials to deliberate on the contribution of the UN Police to sustainable peace and development.Speaking to journalists today (1 Sep) in New York, the Police Adviser and Director of the UN Police Division, Luís Carrilho, said “the Member States have been particularly interested in hearing about the United Nations police contributions to the Women Peace and Security Agenda, A4P+, including our work to protect civilians, advance political solutions, strengthen strategic and operational integration and increase accountability of, and to, peacekeepers, amongst others.”The Police Commissioner of the UN Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), Bettina Patricia Boughani, told journalists that her forces “will support the Malian security forces for the security of election”, which was scheduled to be held on 27 February 2022, but should now happen by February 2024.“Protection of civilian is also important in support always of the Malian authorities. Deployment of Malian security forces into the north and we participate also of restoration of state authorities”, said Boughani.According to the Police Commissioner, the main tools for the UN Police in the country “are capacity building, advisory support, solo and joint patrols, and building and rehabilitation of Malian infrastructures.”Violet Nasambu Lusala, the Police Commissioner of the UN Interim Security Force for Abyei (UNISFA), highlighted the “significant strides regarding gender parity responsiveness” in her forces.Lusala said she was “proud to inform” that in the professional category 75 percent of the officers are women and in terms of Individual Police Officers (IPOs) the number is 36.7 percent.Addressing the Summit earlier on Friday, the UN Secretary-General said the UN Police is a cornerstone of the UN's peacekeeping work as well as the vision contained in Our Common Agenda.

Co-written with Avital Balwit. Introduction and Key Points On September 10th, the Secretary General of the United Nations released a report called “Our Common Agenda”. This report seems highly relevant for those working on longtermism and existential risk, and appears to signal unexpectedly strong interest from the UN. It explicitly uses longtermist language and concepts, and suggests concrete proposals for institutions to represent future generations and manage catastrophic and existential risks. In this post we've tried summarising the report for an EA audience. Some notable features of the report: It explicitly discusses “future generations”, “long-termism”, and “existential risk” It highlights biorisks, nuclear weapons, advanced technologies, environmental disasters/climate change as extreme or even existential risks It recommends the “regulation of artificial intelligence to ensure that this is aligned with shared global values” It proposes several instruments for protecting future generations: A Futures Lab for futures impact assessments and “regularly reporting on megatrends and catastrophic risks” A Special Envoy for Future Generations to assist on “long-term thinking and foresight” and explore various international mechanisms for representing future generations, including... Repurposing the Trusteeship Council to represent the interests of future generations (a major but long-inactive organ of the UN) A Declaration on Future Generations It proposes instruments for addressing major risks: An Emergency Platform to convene key actors in response to complex global crises A Strategic Foresight and Global Risk Report to be released every 5 years It also calls for a 2023 Summit of the Future to discuss topics including these proposals addressing major risks and future generations Other topics discussed which might be of interest: Protecting and regulating the ‘digital commons' and an internet-enabled ‘infodemic' The governance of outer space Lethal autonomous weapons Improving pandemic response and preparedness Developing well-being indices to complement GDP Context A year ago, on the 75th anniversary of the formation of the UN, member nations asked the Secretary General, António Guterres, to produce a report with recommendations to advance the agenda of the UN. This report is his response. The report also coincides with Guterres' re-election for his second term as Secretary General, which will begin in January 2022 and will likely last 5 years. The report was informed by consultations, listening exercises, and input from outside experts. Toby Ord (author of The Precipice) was asked to contribute to the report as such an ‘outside expert'. Among other things he underlined that ‘future generations' does not (just) mean ‘young people', and that international institutions should begin to address risks even more severe than COVID-19, up to and including existential risks. All of the new instruments and institutions described in the report are proposals made to the General Assembly of member nations. It remains to be seen how many of them will ultimately be implemented, and in what eventual form. Summary of the Report The report is divided into five main sections, with sections 3 and 4 being of greatest relevance from an EA or longtermist perspective. The first section situates the report in the context of the pandemic, suggesting that now is an unusually “pivotal moment” between “breakdown” and “breakthrough”. It highlights major past successes (the Montreal Protocol, the eradication of smallpox) and notes how the UN was established in the aftermath of WWII to “save succeeding generations” from war.
