A new, state-of-the-art electronic patient care records system promises to improve the patient-care capabilities of Wilson County EMS providers. Two Wilson County emergency services districts (ESDs) recently transitioned to a system developed by ImageTrend LLC to facilitate their medical data management. This week's episode addresses some of the concerns of educators who seek resources not available at their own schools. Our host, Toni Myers, discusses the support offered to rural educators by Education Service Districts (ESDs) with her guest, Ayla Olson. Ayla is an Instruction Coach with the InterMountain ESD, serving twenty-one school districts in Morrow, Umatilla, Union, and Baker counties. Through ESDs, educators have access to support in four areas: programs for children with special needs, school improvement, technology support, and administrative services.  ESDs are especially designed to meet the needs of educators in rural areas who may have difficulty traveling to distant meetings and workshops. Voters in central and western Wilson County delivered a split decision Nov. 7 on sales taxes for the county's two emergency services districts (ESDs) that serve their area. Voters in ESD 4, which provides EMS coverage to an area that includes Floresville and Poth, approved a 3/4- cent sales-and-use tax increase for their district. According to complete but unofficial election returns, the vote was 975 for and 948 against the proposal. Today, Tim and Matt are joined by Joel Pabelico, an investigator within the DA's office in Riverside County. Joel has the very special assignment of being the handler of K9 Chewie, one of our K9 dogs that we sponsored to be trained with Jordan Detection K9. In this episode, Joel shares how K9s are trained to sniff out electronics in search warrants, and how a dog can be used to fight child crimes. Joel works predominantly in child sexual abuse material cases where suspects tend to hide illicit photos and videos on devices that are easily concealed. This includes USBs, SD cards and cell phones. So how does a dog smell out images of victimized children? ESDs, or electronic scent detection K9s, are trained to identify specific chemical odors that are present in digital devices. Joel talks us through the process of executing a search warrant with a K9, and gives examples of interesting behaviors that the dog will display when a particular scent has been detected.  Chewie and Joel were paired up on day one of training and he talks about their deep bond that can't compare to any other type of relationship. K9 dogs like Chewie have been instrumental in many child crime rescues and Joel shares a notable case they cracked together in Riverside County involving a livestream. Wilson County Emergency Services Districts (ESDs) 4 and 5 — which are preparing to hold sales-tax elections next spring — held a special meeting Nov. 29 to learn about educating the public about the sales tax. The boards of ESD 4, which provides EMS coverage to western and central Wilson County including Poth, and ESD 5, which provides fire support for western and central Wilson County — excluding Poth — are proposing a 2-percent sales tax for their districts. A new report from noted economist Dr. Ray Perryman finds that across Texas, emergency services districts (ESDs) are more cost effective than municipalities in delivering emergency services. ESDs are independent, grassroots governments created by voters to provide fire protection, emergency medical response, or both. Emergency services districts protect more than 10 million Texans. Perryman's researchers collected tax data for ESDs and for similarly sized municipalities in the same geographic area. Using census figures, the report calculated the per capita expenditure for both Emergency Services Districts and municipalities. A Wilson County Emergency Services District (ESD) 5 fire unit takes position to contain a fire July 12 on C.R. 120 north of Floresville. Flames consumed approximately 1.5 acres of dry vegetation, along with an unoccupied recreational vehicle that was being used for storage, according to ESD 5 Fire & Rescue Chief Adam Strzelczyk. Firefighters successfully subdued a May 30 fire on F.M. 775 north of Floresville that looked worse than it was. Smoke from the fire — burning in a field not far from Floresville North Elementary School — could be seen from U.S. 181. Wilson County Emergency Services District 1 (ESD 1) is planning to lower its propertytax rate for the coming fiscal year. The information meeting took place at China Grove City Hall, after China Grove Fire & Rescue Chief Mike Winfield went before Bexar County commissioners July 13. This question was asked while Tony Scotti was observing an EP Training program. The time frame was about five years back. During a break, a group of students approached him and asked the question “What does driving have to do with Executive Protection?”. At the time Tony could understand why they would ask the question, they are paying a considerable amount of money to attend an EP training program, and Security Driving or Secure Transportation was hardly mentioned. This, not a criticism, it is an observation. Tony’s thoughts on the subject are skewed by human bias. The bias comes from his years in the profession and the market segment he worked with and in. His career has been mostly corporate, military, government, and law enforcement. He does not understand the private security (Those that market and supply protective services to the corporate community), and entertainment market – He has little or no experience working with that segment of the profession. This is not a criticism; it is a statement of fact. His reaction to the question was – Wow. He wanted to know what others thought, maybe it’s him. So, at that time, he posted the question on LinkedIn, Facebook Groups, and the ISDA Network. Altogether, there were more than 150 comments, written by practitioners from the various segments of the profession, and varying degrees of experience.   The following are some of the responses to the question: “I suspect the reason for the question is that those asking it has limited experience and far less analytical ability.” “I can’t imagine that any “professional” protection agent would ask that question.
