Redevelopment of state prisons proves challenging Two years after New York State selected Conifer Realty to construct a mixed-use campus with up to 1,300 apartments at the former Downstate Correctional Facility in Fishkill, the company has yet to submit a proposal to the town's Planning Board. Two and a half miles away, redevelopment plans at another decommissioned state prison, the Beacon Correctional Facility, or Camp Beacon, have also stalled. An update from Empire State Development, New York's economic development agency, provides little clarity. A spokesperson for the agency said on June 5 that "ESD, Conifer and the Town of Fishkill continue to work collaboratively on the redevelopment of the Downstate Correctional Facility" — virtually the same statement it provided a year ago, when it said that "ESD continues to work with Conifer and the Town of Fishkill to finalize a site plan." The state announced in June 2024 that the Rochester-based Conifer would, over the course of a decade, convert the 80-acre former maximum-security prison into a campus with as many as 1,300 housing units. Construction of 375 units, at least 20 percent of them "permanently affordable" for households earning less than 80 percent of the area's annual median income, was expected to begin by January 2026. Fishkill Supervisor Ozzy Albra, who criticized the plans as a "bad deal for the taxpayers," said a year ago that he had negotiated ESD and Conifer down to 1,100 units. He said this week that, while he believes local schools, including Glenham Elementary, which is part of the Beacon City School District, will be able to absorb the students generated by the development, traffic will be a critical issue. That has guided continued negotiations, he said, with his goal to get the unit count "well below 700." Albra said he has made a number of additional requests, including a split between homes for sale and rental units and for the project to include more one-bedroom apartments. The state's announcement, framed as part of Gov. Kathy Hochul's plan to build 15,000 homes and apartments to address a statewide housing crisis, said the site would include two-story duplexes and triplexes, with at least 25 percent of units having three bedrooms. Albra has also asked New York State to commit to connecting the property to the Dutchess Park and Rombout sewer districts and to extend water infrastructure to the surrounding area. Last year, Conifer said it would limit construction to 2½-story buildings because the nearest fire department, in Glenham, does not have a ladder truck. A spokesperson said this week that the company continues to "work collaboratively" with stakeholders, but there are "no major updates to report." The representative did not respond when asked about a timeline for a submission to the Planning Board. Albra said he has no insight into timing, either, but suggested the project has slowed because "we did our homework to protect the residents of Fishkill." Meanwhile, the state has twice asked for proposals — and once awarded development rights — at Camp Beacon, yet the 39-acre property, with 22 buildings hidden beyond Beacon High School and the city's Highway Garage, has remained seemingly untouched since the women's prison closed in 2013. New York State asked for proposals in 2014 but received only one: from the New York City-based Doe Fund, which proposed creating a farming and job-training center to help homeless and low-income people seek employment and self-sufficiency. The nonprofit withdrew its proposal in 2017 after local officials — including Dutchess County Executive Sue Serino, then a state senator — asked then-Gov. Andrew Cuomo to reject the plan because it was "inconsistent with the site's mixed-use, recreational and destination development potential." Wilson County ESD 3 EMS recently announced the arrival of its two new ambulances, with a new look! The district was advised last November by Frazier, the manufacturer, that the two vehicles should be ready for delivery in the spring. ESD 3, which provides emergency medical services to all of eastern Wilson County, including the cities of Stockdale and La Vernia, submitted a letter of intent to Frazier in January for the remounting of another ambulance for the 2027 fiscal year; this is to allow for build time of 20 to 24 months by the manufacturer. And while some will lament the fact that ESD takes the wind out of the sails of National Signing Day in February, I suppose it will be nice to know who plans to play for the Huskers. It's like knowing what's beneath the gift wrapping on Christmas morning (SEASONAL REFERENCE!). There will also be mention (and for reasons that I'm not able to disclose, no more than mentions) of the Nebraska volleyball team preparing for its post-season tournament. The duo will also mention the undefeated Nebraska men's basketball team as they prepare for Creighton on Sunday. And because it's the holiday season, we're going to be spoiling you with a brand new Five Heart Theatre! Be ready, because we have no idea what we're doing.
On Wednesday, November 19, Oregon's Legislative Revenue Office released the state's December Economic and Revenue Forecast. The good news is that Net General Fund and Lottery resources are up $318.8 million from the September Forecast. The bad news is that they are still down $635.9 million since the Close of Session Forecast in June of this year. While the news is about as good as K-12 advocates could have hoped for, it is still important to be vigilant and make a clear and convincing case to center the growing needs of students and protect all K-12 programs from cuts or reductions in the 2025-27 budget. There will be many other programs facing cuts, particularly in the Human Services sector, due to the passage of federal legislation - most notably Medicaid and SNAP - that the state will have to consider when weighing how to balance budgets, if and when to tap into reserve funds, etc. It is also worth noting that the Legislature is forecasting other potential costs that have not been budgeted for like wildfire mitigation costs, HR 1 state implementation costs, keeping an ending balance for the state general fund, etc. And while there is one more Forecast that will be released on February 4, 2026, to inform Legislators during their short session, K-12 schools need to be prepared for the possibility of mid-year and/or mid-biennium reductions. Our featured students are from Orenco Elementary School's Life Skills program. They were able to participate in Outdoor School this fall, thanks to the extra efforts of NW Regional Education Service District and Orenco staff. Each Outdoor School location typically has one all-terrain wheelchair, but more were necessary to allow all students who needed them to have access. So, ESD staff borrowed wheelchairs from other locations to make it possible. El término hebreo traducido como “confiesa” o “declara” (todah) puede referirse tanto a la acción de gracias (Sal. 26:7; Isa. 51:3; Jer. 17:26) como a la confesión del pecado (Esd. 10:11). Lamentablemente, no hay en el texto bíblico indicación alguna de que Acán diera muestras de verdadero arrepentimiento.
