Hello PYFR team! I love the podcast and appreciate it and all the resources you offer. My question is about taxes on the pay-out of annual leave for retirees. I assumed it would be considered income just like salary and would be taxed at whatever rate my income met for that year. But, a colleague who is planning to retire in a few months is planning to use all his leave now because he thinks the payout will be treated like a bonus and taxed at a higher rate. And, are bonuses even taxed a higher rate, or is only the amount withheld higher? Thanks so much! - Kevin

Starting in January, federal retirees and other beneficiaries will see another cost-of-living adjustment (COLA) added to their Social Security benefits. The 2024 COLA will be 3.2%, the Social Security Administration announced Thursday. It's a relatively smaller adjustment compared with the COLA that beneficiaries received for 2023. The annual COLA is meant to keep federal retirees and Social Security recipients' benefits on pace with rising inflation. COLA amounts are determined by the third quarter each year of the Bureau of Labor Statistics' Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W). But like every year, not all federal retirees will receive the full 2024 COLA. Depending on the system under which a federal employee retires, the exact 2024 COLA amount varies. Federal retirees and Social Security recipients are about to get the largest increase in their cost-of-living adjustment (COLA) in over four decades.The COLA will increase 8.7% for 2023, the Social Security Administration announced on Oct. 13. But not all federal retirees will see that amount added to their checks. Those in the Federal Employee Retirement System (FERS) will receive a 7.7% COLA starting in January.
Issues with the Thrift Savings Plan member access system have persisted for more than a month now. Long wait times and dropped calls at the TSP's customer service center, lack of access to historical documents, beneficiary designations and financial information. All problems with the new My Account Platform. The Federal Retirement Thrift Investment Board launched the system June 1. Now, many of the problems are getting more attention on Capitol Hill. Federal News Network's Drew Friedman spoke with Rep. Eleanor Holmes Norton (D-D.C.), about why the TSP issues have been a recent priority for her, on the Federal Drive with Tom Temin.
When Congress created the Federal Employee Retirement System in the ‘80s, one of the most notable changes was that future retirees would get smaller cost of living adjustments than participants in the old Civil Service Retirement System. CSRS and Social Security beneficiaries get COLAs that match inflation; FERS retirees get a smaller adjustment. That hasn't been a big deal over the past decade of low inflation, but obviously circumstances have changed. The National Active and Retired Federal Employees Association (NARFE) is urging Congress to pass the Equal COLA Act, which would get rid of the disparity between CSRS and FERS COLAs. To talk more about it, the Federal Drive was joined by John Hatton, Vice President for Policy and Programs at NARFE.

For the past decade — since the end of the 2008-2009 Great Recession — stock market experts have regularly predicted a major correction, a drop of 20% or more in the stock market, each year up to and including now. So far they’ve all been wrong. This is the longest bull market in history. But eventually they will be correct and the market will tank. Then all their sky-is-falling-in predictions will be filed away and forgotten. In the meantime there is a bear market. The C, S and I funds of the Thrift Savings Plan tank. Like last time hundreds of thousands of TSP investors, both active and retired, will trade in their shares of the stock index funds for the “safety” of the Treasury securities G fund. Then what, are you ready? Which is why we called in Arthur Stein, a Washington, D.C.-area financial planner. Many of his clients are federal workers or retirees. Several are also TSP millionaires who rode out past financial ups and downs, investing mostly or exclusively in the stock market during good times — and especially “bad” times when stocks were on sale. On June 1, 2015, Alberta's Bill 10 became law. The content of this bill has twofold implications for policy within school districts. The first impact is that Gay Straight Alliances (GSA's) must be allowed in any school where students request to have them. The second is that “gender identity” and “gender expression” are now included in Alberta's Bill of Rights. In December, 2015, those rights were also added to Alberta's Human Rights Act through Bill 7. In the fall of 2015, Alberta's Minister of Education released Guidelines for Best Practices: Creating Learning Environments that Respect Diverse Sexual Orientation, Gender Identity and Gender Expression for all publicly funded schools and gave each Alberta school board until March 31, 2016 to come up with their own policy to accommodate the provincial guidelines. However, the question has been asked: Why not draft the same LGBTQ policy for all school boards? The speaker will elaborate on that question and explain more details of Bill 7 and 10.
