Stefaan Verhulst and Andrew Schroeder speak with Brent Phillips, Humanitarian AI Today podcast producer, about the New Commons Challenge (https://newcommons.ai/) focusing advancing AI for public good through data commons. Dr. Stefaan G. Verhulst is an expert in using data and technology for social impact. He is the Co-Founder of several research organizations including the Governance Laboratory (GovLab) at New York University and The DataTank based in Brussels. Dr. Andrew Schroeder is the Vice President of Research and Analysis for Direct Relief and the Co-Director of CrisisReady. The Open Data Policy Lab, a collaboration between The GovLab and Microsoft, launched the New Commons Challenge initiative to advance the responsible re-use of data for AI-driven solutions that enhance local decision-making and humanitarian response. The Challenge will award two winning institutions $100,000 each to develop data commons that fuel responsible AI innovation in these critical areas. The Challenge builds on the Open Data Policy Lab's recent report, “Blueprint to Unlock New Data Commons for AI,” which advocates for creating collaboratively governed data ecosystems that support responsible AI development. The Challenge is backed by leading institutions committed to ethical AI and open data. Partners include Direct Relief / CrisisReady, and Harvard Law School Library, and UNESCO as international observer, which will provide subject-matter expertise and evaluation support. Stefaan, Andrew and Brent discuss the New Commons Challenges in detail and touch on data commons for AI, disaster relief and local decision making, AI governance, data sharing architectures and data re-use, advances in artificial intelligence and human-AI interaction, and the intersection of collective intelligence and artificial intelligence.

Sofía Bosch Gomez, Becky Miller, Ania Karzek and Jett Pisate Virangkabutra are designers and researchers working on environmental sustainability. This panel was recorded during the International Design in Government Conference held in Helsinki (2024). The title of the panel was: Transforming Public Services: Intercontinental perspectives to addressing sustainability. This panel is an intercontinental and transdisciplinary discussion on sustainability in the context of the development of public services. The cases presented were on sustainable services related to garbage management, farmers advice to motivate sustainable farming, women security and strategic city planning.  We explored the most significant mistakes made, how their projects operate across organizational boundaries, and strategies to support emerging sustainability challenges. Dr. Sofía Bosch Gómez is an Assistant Professor in the Department of Art + Design at Northeastern University's College of Arts, Media, and Design. She is also affiliated with the Burnes Center for Social Change and The GovLab. As a designer and researcher, she explores the intersection of public service innovation, design research, and education.Becky Miller works as a policy and service designer in the UK's Department for Environment, Food and Rural Affairs. Since 2022 she's been working on the Farming and Countryside Programme helping to develop new policies and services for farmers and land managers in England. She was the first service designer to work in the UK's cross-government Policy Lab (2019-2022), and previously worked on digital transformation of local government services. Before joining UK Civil Service, she worked in small businesses and service organisations including London's award winning music venue, Union Chapel. Ania Karzek has a Master of Arts in Public Sector Leadership and more years in government than she'd care to count. Ania has worked across a number of disciplines, including water, environment, government reform, social services, child protection and most recently, local government. She has also seen how ‘the other half live', having worked in the private, university and not for profit sectors in consulting and operational management roles. For several years now, Ania has been championing human-centered technology and data ethics and has pleaded with audiences to think slowly, broadly and deeply about the impacts of their technology choices. A disruptive policy wonk by trade, Ania has a passion for connecting the art of the possible with the care we need to take in making it happen. Jett Pisate Virangkabutra is the Founder of Create.ture - a social innovation consultant and adjunct lecturer at Thammasat University, King Mongkut's University of Technology Thonburi and Mahidol University. Representing the humanitarian, academic, regulatory and private sectors, Eugenia Olliaro, former Responsible Data for Children Lead at UNICEF, Stefaan Verhulst, Co-founder of NYU's GovLab, and Meeri Haataja, CEO of Saidot, provide their views and insight on AI governance and on AI governance in humanitarian action. Next, representing the technology and private sectors, Agata Ferretti, AI an Data Governance Expert with IBM, and Aparna Bhushan, Data Governance and Digital Policy Advisor, discuss how initiatives like the AI Alliance are approaching AI governance and provide unique insight on the role of open-source AI in promoting transparency and trust, and the importance of addressing the digital divide and ensuring that AI works for everyone. Panelists explain why it's important for humanitarian actors to become aware of broader governance conversations connected with AI. Akash Kapur is a respected journalist who has written for a variety of publications, including The Atlantic, The Economist, Granta, The Hindu, The New York Times, The New Yorker, and The Wall Street Journal. At one point he wrote a fortnightly “Letter from India” column for the international edition of The New York Times. A Senior Fellow at New York University's The GovLab, where he works on issues such as open data, Internet governance, and technology law and policy, he is the author of India Becoming: A Portrait of Life in Modern India and, recently, Better to Have Gone: Love, Death, and the Quest for Utopia in Auroville. He was born and raised in Auroville, the intentional community in South India based on the teachings of Sri Aurobindo and The Mother. We spoke mainly about that book and the remarkable story it tells, and we touched on themes such as the promise of utopia that Auroville represented. Many of our current public institutions are trying to solve today's problems by using outdated, cumbersome tools of the past. It's no wonder that many of our public institutions are failing; the tools needed to tackle the complex societal challenges of today, from climate change to systemic racism, require a long-overdue upgrade. In Solving Public Problems, author Beth Simone Noveck offered a radical but practical rethinking of the tools that public servants, students, activists, and leaders need in a 21st-century world. By taking advantage of technology, data, and the collective wisdom of communities, Noveck showed us that there's a better way forward to solve contemporary problems. Noveck drew on lessons learned from decades of advising global leaders, along with original interviews and surveys of thousands of public problem solvers. The result is a useful framework for why and how we can use data and technology to improve the effectiveness of policies, laws, and public institutions working for the people. Beth Simone Noveck is a professor at Northeastern University, where she directs the Burnes Family Center for Social Change and Impact and its partner project, The Governance Lab (The GovLab) and its MacArthur Research Network on Opening Governance. She is also Core Faculty at Institute for Experiential AI (IEAI) at Northeastern. New Jersey governor Phil Murphy appointed her as the state's first Chief Innovation Officer and Chancellor Angela Merkel named her to her Digital Council in 2018. Previously, Beth served in the White House as the first United States Deputy Chief Technology Officer and director of the White House Open Government Initiative under President Obama. UK Prime Minister David Cameron appointed her senior advisor for Open Government. In addition to Solving Public Problems, Beth is the author of Smart Citizens, Smarter State: The Technologies of Expertise and the Future of Governing (Harvard Univ Press 2015) and Wiki Government: How Technology Can Make Government Better, Democracy Stronger and Citizens More Powerful and co-editor of The State of Play: Law, Games and Virtual Worlds. Her TED talk is here, and she tweets @bethnoveck. Eric Klinenberg is Helen Gould Shepard Professor of Social Science and Director of the Institute for Public Knowledge at New York University. `It seems like the pandemic has forced many of us to realize how connected today's kids are. Just think about how much of their life is spent online vs. so little of ours - I'm speaking as a kid who grew up in the 80s and 90s - It's such a shift in just one generation. We spend a lot of time talking about all of the ills of this connectivity, but how can it be harnessed for good?To answer that question, I wanted to turn to Richard Culatta. He was appointed by President Obama as the Director of the Office of Educational Technology for the US Department of Education. In that capacity, he focused on expanding internet connectivity to schools across the country, promoting personalized learning, and developing a national ed tech plan. Carmen spent 32 years at CIA but when you meet her you will hardly notice. The top five skills that people on LinkedIn endorse her for are strategy, analysis, leadership, national security, and government, FWIW. She is the co-author of the new book: Rebels At Work: A Handbook for Leading Change from Within, which was informed by her career as a heretic at the CIA.   She likes to speak in public and will go just about anywhere if you pay her expenses. She is an in-demand expert on critical thinking, diversity of thought, and intrapreneurship, speaking to Fortune 500 companies, major non-profits, and governments. Some of her most recent presentations include speaking at South by Southwest 2019 and TEDxMidAtlantic on Surviving as a Change Agent, at SXSW2018 on avoiding the Mediocrity Trap, and on Critical Thinking at SXSW 2017. Recently she has spoken: to US Treasury officers on Diversity of Thought; to Canadian Federal senior executives about Diversity of Thought and Rebel Thinking, to the California STEM Education conference 2020, at the Business Innovation Factory 2017, and multiple times at GovLoop's NextGen Leadership summit.   If you're interested in more serious career details, read this paragraph. From 2005-2007 Carmen was part of the executive team that led the CIA's Analysis Directorate; in her last assignment before retiring she began the CIA's Lessons Learned program and led the Agency's first effort to address the challenges posed by social networks, digital ubiquity, and the emerging culture of collaboration. She was a leader on diversity issues at the CIA, serving on equity boards at all organizational levels and across Directorates. She was the first CIA executive to conceptualize many IT applications now used by analysts, including online production, collaborative tools, and Intellipedia, a project she personally green-lighted; as a senior executive, she began using in 2005 social networking and blogs to reach her diverse workforce. Upon her retirement from CIA, she received the Distinguished Career Intelligence Medal. From 2011—2015, Carmen was a member of Deloitte Federal Consulting where she served as senior advisor and mentor to Deloitte's flagship innovation program, GovLab, and sponsored research projects on Bitcoin, Millennials, and the impact of the Internet of Things on government.   Carmen describes herself as Puerto Rican by birth and Texan by nationality. In 2018, New Jersey Governor Phil Murphy appointed Beth S. Noveck as the state's first Chief Innovation Officer, responsible for making government services more responsive and jumpstarting its innovation economy.rnrnNoveck directs the Governance Lab (The GovLab) and its MacArthur Research Network on Opening Governance. At the GovLab, she directs better governance programs, including work with public institutions on public engagement in lawmaking (CrowdLaw), expert-sourcing innovative solutions to hard problems (Smarter Crowdsourcing), and co-creation between cities and citizens (City Challenges). She also coaches "public entrepreneurs," working with passionate individuals to take their public interest projects from idea to implementation.rnrnPreviously, Noveck served in the White House as the first United States Deputy Chief Technology Officer and director of the White House Open Government Initiative under President Obama. When city planner Jonathan Wachtel got tired of being able to do no more to thank residents for making good suggestions about how to achieve sustainability goals, he decided to find a way he could help them to implement their own ideas. Since the program launched in 2012, more than 20,000 residents have participated in more than 500 events, workshops, and projects, which have increased the city's tree canopy coverage, reduced waste, conserved water, and improved energy efficiency.
