SAN ANTONIO, Texas - Janie Barrera is founding president and chief executive officer of LiftFund, formerly Accion Texas Inc. Created in 1994, LiftFund has grown to be one of the nation's largest micro and small business lender. The nonprofit agency provides small loans and management training to microenterprises of all kinds — from startups to long-established businesses — and operates in the states of Alabama, Arkansas, California, Florida, Georgia, Kentucky, Louisiana, Mississippi, Missouri, New Mexico, New York, Oklahoma, South Carolina, Tennessee and Texas. On Wednesday, Barrera participated in a webinar hosted by Connect Humanity. The title of the webinar was “Texas Border - Small Business Broadband Fund; Virtual Roundtable.”The webinar was held to provide more information about Connect Humanity's plans to build a $10 million fund to help finance the digitalization of small businesses in the Texas border region. The webinar was hosted by Jordana Barton-Garcia, a senior fellow at Connect Humanity. The webinar included entrepreneurs and local leaders that discussed the importance of investments in digital infrastructure, broadband affordability, and skills — and how this can act as a catalyst to help build the foundation for a vibrant South Texas economy. In her remarks, Barrera spoke about the challenges small businesses faced during the COVID pandemic. Small businesses that did not have a website were at a disadvantage, she explained. “I'm glad to be part of this conversation. I encourage more investments and funds like this,” Barrera said. She said there is accountability and evaluation in the project Connect Humanity is embarking on.“It's not well, ‘I think we're going to do this.' We know what the goal is. We're going to have a baseline. We move forward and (we will) be able to show, hopefully, dramatic findings in years two, three and four,” Barrera said.“So, it's short term, I believe, because the urgency is here. If we don't do something right now, we are going to miss an opportunity. So thank you Jordana for bringing me into the conversation.”To read the new stories and watch the news videos of the Rio Grande Guardian International News Service go to www.riograndeguardian.com.

Today's episode is a roundtable discussion about AI safety with Eliezer Yudkowsky, Gary Marcus, and Scott Aaronson. Eliezer Yudkowsky is a prominent AI researcher and writer known for co-founding the Machine Intelligence Research Institute, where he spearheaded research on AI safety. He's also widely recognized for his influential writings on the topic of rationality. Scott Aaronson is a theoretical computer scientist and author, celebrated for his pioneering work in the field of quantum computation. He's also the chair of COMSI at U of T Austin, but is currently taking a leave of absence to work at OpenAI. Gary Marcus is a cognitive scientist, author, and entrepreneur known for his work at the intersection of psychology, linguistics, and AI. He's also authored several books, including "Kluge" and "Rebooting AI: Building Artificial Intelligence We Can Trust". This episode is all about AI safety. We talk about the alignment problem. We talk about the possibility of human extinction due to AI. We talk about what intelligence actually is. We talk about the notion of a singularity or an AI takeoff event and much more. It was really great to get these three guys in the same virtual room and I think you'll find that this conversation brings something a bit fresh to a topic that has admittedly been beaten to death on certain corners of the internet. With its judgment in Dobbs v. Jackson Women's Health Organization, the U.S. Supreme Court eliminated the constitutional right to abortion. Striking down the landmark Roe v. Wade decision provides state governments with newfound power to enact and enforce laws that curtail abortion access. The consequences of the ruling will reverberate beyond access to abortion to affect women's equality, bodily autonomy, healthcare, democracy, criminal justice, and U.S. credibility to influence the protection of international human rights. Our speakers—Reem Alsalem, UN special rapporteur on violence against women, its causes and consequences, and Julie C. Suk, professor of law at Fordham University School of Law—discuss what the ruling means for democracy and human rights in the United States and its implications beyond U.S. borders.
For the first time since the COVID-19 pandemic began, the World Health Organization is poised to declare a different disease, monkeypox, to also be a public health emergency of international concern. Since early May 2022, cases of monkeypox—a disease endemic to parts of Africa—have been identified in more than thirty-seven countries where the disease is not normally found. More than three thousand confirmed and suspected cases have been reported. In this Council on Foreign Relations roundtable, Dr. Luciana L. Borio, senior fellow for global health at the Council on Foreign Relations, and Dr. Anne Rimoin, Gordon-Levin endowed chair in infectious diseases and public health at the UCLA Fielding School of Public Health, discuss the state of the international monkeypox outbreak, national and multilateral public health responses, prospects for control, access to countermeasures, and the potential implications of this outbreak.
Five decades ago, China was closed off to the world. In 1972, Jerome Cohen was part of the first U.S. delegations to travel to China after Richard Nixon's historic visit. A pioneer in Chinese legal studies in the 1960s, he has been deeply involved in Sino-U.S. political, legal, and business developments in past half-century—from the hopeful early days of China's reform era in the 1980s to the far darker atmosphere of recent years. In this roundtable, Jerome Cohen, adjunct senior fellow for Asia at the Council on Foreign Relations and faculty director emeritus and founder of NYU Law School's US-Asia Law Institute, reflects on the trajectory of China and its legal system over the past five decades.
Ray Takeyh, Hasib J. Sabbagh senior fellow for Middle East Studies, and Craig McNamara, founder of Sierra Orchards and son of former U.S. Secretary of Defense Robert McNamara, discuss the legacy of Robert McNamara and the Vietnam War.

Pandemic-related school closures have affected more than 50 million K-12 students in the United States. These disruptions created substantial challenges for parents and impacted children's learning and social wellbeing. It has been said that pandemic-related closures may have resulted in significant learning loss that could deepen existing educational and income inequalities. The COVID-19 School Data Hub, the brainchild of Brown Professor of Economics Emily Oster, attempts to assess these impacts. Speakers discuss the data and how the United States can address the tremendous learning loss and education inequality exacerbated by COVID-19.
