Hristina Piskudilis iz organizacije ASTRA kaže da samim tim što je stepen siromaštva iz godinu u godinu sve veći: imamo i veći broj osoba koje prose na ulici, a među njima ima i mnogo dece. “Neke procene su da samo u Beogradu ima 2-3 hiljade dece koje se bave prosjačenjem. E sada, ono što je na primer bitno u svemu tome jeste da mi znamo da je u pitanju prekršajno delo, ali postoji i gledanje kroz prste od strane čitavog sistema na tu pojavu. Imajući u vidu da mnogi ljudi na taj način izdržavaju porodice. Nekada se desi da dete prosto, u dogovoru sa roditeljima, dete može na taj način da doprinosi kućnom budžetu”, navodi ona. Stepen siromaštva je svake godine veći, deca ili pomažu roditeljima, ili se brinu o sebi ili su žrtve prinudnog prosjačenja. Za to jeste odgovorni sistem. Međutim, Programska direktorka Centra za integraciju mladih Aleksandra Micić, navodi da kada se govori o deci prosjacima problem se prihvata kao problem nefunkcionisanja sistema pravosuđa i policije, a deca su žrtve trgovine ljudima i eksploatacije. Problem je znatno dublji. “Deca izlaze na ulicu da rade i pomognu porodici na žalost kao posledica ekstremnog siromaštva i uslova u kojima žive, a ne nužno kao eksploatisana lica bilo od roditelja, bilo od nekog drugog. Naravno, ne možemo da kažemo da je uvek tako. Oba slučaja su tužna. Ako posmatramo tako, možemo deci pružiti s jedne strane novac, a nekada nešto od hrane, nešto što im treba, porazgovarati sa njima, gde idu u školu, koga imaju, preporučiti im svratište”, navodi Micić. Hristina Piskudilis iz organizacije ASTRA smatra da je zakon dobar - ali da problem leži u njegovoj primeni. “Što se tiče prosjačenja - ono spada u prekršajno delo, to su finansijske kazne. Ne znam koliko je to efikasno, s obzitom na to da ti ljudi nemaju para. Što se tiče prinudnog prosjačenja kao vrste trgovine ljudima - imamo dobro zakonsko rešenje. Kazne su od 3 do 12 godina. Problem je u tome što se zakonska regulativa i zakoni ne sprovode dovoljno efikasno, niti je kaznena politika kakva bi trebala da bude kako bi se trgovci ljudima prestali baviti tim poslom”, kaže Piskudilis. Po pitanju rada nadležnih institucija: Piskudilis smatra da je najbolja slika toga - statistika. “U prethodne tri godine - mi imamo zvaničnu brojku i upozorenje stručnjaka da je broj žrtava na teritoriji Srbije 10 puta veći. Što se tiče prosjačenja, 2019. godine, od ukupno 39 žrtava - samo 4 su bile identifikovane kao žrtve trgovine ljudima prinuđene na prosjačenje. 2020 od 57 - samo dve žrtve. 2021. od zvanično registr 44, samo 10 posto su činile žrtve prinuđene na prosjačenje. To su jednocifrene brojke, koje se kreću u zadnjih tri godine, od 1 do 5 - a znamo da npr samo u BG ima dve-tri hiljade dece koja prosi. Tu vidimo da u sistemu nešto škripi, znači nemoguće je da ih je toliko malo”, upozorava ona. Deca koja su prepuštena ulici svakako nisu odlika sistema koji je uređen i koji radi u cilju zaštite svojih građana. Aleksandra Micić iz Centra za integraciju mladih navodi da je rešavanje ovog problema pitanje političke volje. “Ne postoje na žalost sistemska rešenja koja mogu da dovedu do smanjenje broja dece na ulici. Ne postoje apsolutno uređena društva gde ne postoje deca na ulici, ali postoje uređenija društva gde je taj broj mnogo manji i društva koja mnogo efikasnije reaguju na ovaj problem. Ono što jeste problematično je što pitanja dece u uličnoj situaciji nije pitanje, uslovno rečeno, čije rešavanje mnogo doprinosi. Ako gledamo da je većina stvari politička volja, ako gledamo kroz to, onda ovo nije pitanje nije dovoljno atraktivno i tu nastaje rupa, nastaje šum kada je u pitanju rešavanje”, navodi Aleksandra Micić. It has not been a good few days for the NFL. Last week former Dolphins coach Brian Flores filed a class action lawsuit in Federal Court in Manhattan. Sunday Saints running back Alvin Kamara was arrested and charged with battery resulting in significant bodily harm. Subsequent surveillance video does not paint a favorable picture for Kamara. These arrests continue to be alarming for the NFL.. While the league has enjoyed excellent TV ratings it may be time for a new commissioner. Roger Goodell has made a lot of money for the owners, but his track record on social issues, domestic violence punishments among other things hasn't been good. I also talk about the reckless and absurd Stephen A. Smith of ESPN who yesterday on First Take pretty much threatened former NY Giant Tiki Barber, now a talk show host at WFAN in New York.
