La COP29, grande conférence annuelle de l'ONU sur le climat, commence lundi à Bakou.Elle s'annonce comme l'une des plus difficiles de ces dernières années. Elle se tient en effet quelques jours à peine après l'élection de Donald Trump à la présidence des Etats-Unis, deuxième plus gros émetteur de gaz à effets de serre.Autre difficulté, cette COP29 sera centrée notamment sur la question de l'argent, alors que les besoins des pays du Sud sont estimés en milliers de milliards de dollars par an pour faire face au dérèglement du climat et mener à bien leur transition écologique.Enfin dernier obstacle, elle est organisée en Azerbaïdjan, producteur majeur de pétrole et qui n'est pas forcément pressé de changer de modèle. L'Inde est l'un des pays au monde les plus touchés par la crise climatique et écologique : les vagues de chaleur se multiplient, l'eau manque, la pollution tue plus d'un million de personnes par an. Le pays continent est d'ailleurs le troisième émetteur mondial de CO2. Ce n'est donc pas une exagération : l'avenir de la planète se joue aussi en Inde.Et pourtant, ce sujet était quasiment absent de la campagne électorale. In this podcast, Seán Ó Conláin and Caroline Whyte spoke with Harjeet Singh. Harjeet is the Global Engagement Director at the Fossil Fuel Non-Proliferation Treaty Initiative (FFNPT). He is currently also a member of the United Nations' Technical Expert Group on Comprehensive Risk Management. Topics covered in our interview included the history of the FFNPT initiative, its current status, and the next steps that are being planned. We discussed the limitations of the UNFCCC COP climate negotiations process and the need for a complementary global fossil fuel phase-out framework, and to ensure that those who are most responsible for the climate crisis are obliged to respect this framework. We identified strong alignment between the Treaty initiative and the “Cap and Share” fossil-fuel-phase-out campaign that Feasta is working on with a group of partners, and we discussed possible next steps for the Treaty initiative.

How a climate 'loss and damage' fund can truly deliver on its promise

The decision to establish a loss and damage fund to provide financial assistance to countries affected by climate disasters was hailed as one of the biggest achievements at last year's climate conference, or COP. One year later, reaching an agreement on how that fund will be operationalized is widely seen as a benchmark for success at COP 28. While negotiators managed to agree on a draft framework for the fund earlier this month, multiple points of tension remain. Developing countries and civil society organizations were disappointed with the proposal to house the fund in the World Bank, at least for an interim period, rather than as an independent fund under the United Nations Framework Convention on Climate Change, as well as the decision to limit eligibility for funding to small island states and least developed countries rather than all vulnerable countries. Harjeet Singh has been campaigning on this issue for years, and as the head of global political strategy at Climate Action Network International, a global network of NGOs fighting climate change, he's now calling for rich countries to stop dragging their feet while climate-vulnerable countries pay the price. “That message of hope coming out of COP 28 is extremely important. We cannot arrive at a conclusion saying it's a work in progress,” Singh said in the second episode of Devex's Climate + podcast. “Now it's about really delivering it to the people and for the people.” Climate + is supported by the World Bank. At COP27, the UN's conference on climate change this week, countries in the Global South are calling for a loss and damage compensation fund. And for the first time, it's actually on the agenda. The central argument for the fund is that the countries most vulnerable to climate change are the least responsible for the emissions contributing to the climate crisis. Advocates for the fund say that the highest carbon-emitting countries, like the U.S. and those in the European Union, should financially help countries like Pakistan, for example, deal with flood relief. On Nothing is Foreign this week: the case for climate reparations, the pushback against them, and why they aren't enough for many living in climate-vulnerable countries. Plus, activists across Asia are concerned about Elon Musk's takeover of Twitter, and what it might mean for their freedom to express dissent. We hear from a few of them. Harjeet Singh is head of Global Political Strategy at Climate Action Network International, a network of over 1500 Non-Governmental Organizations (NGOs) in more than 130 countries, working to promote government and individual action to limit human-induced climate change to ecologically sustainable levels. Until recently, he has led ActionAid International's climate change work globally. He is a member of the United Nations' Technical Expert Group on Comprehensive Risk Management (TEG-CRM) under Warsaw International Mechanism for Loss and Damage. While mitigation measures are being given due importance, specific targets are yet to be drafted. In order for India, among other large economies, to step up its mitigation and adaptation efforts, it needs to raise ambition domestically, bringing policy coherence across the central and state governments, and ensuring access to finance from rich countries. To understand how India should prioritize its mitigation and adaptation efforts, we interviewed Harjeet Singh, Senior Adviser at Climate Action Network. Harjeet is a global expert on the issues of climate impacts, migration and adaptation and has spent two decades working in development sectors. As a shocking new report finds that many coastal cities will be flooded by rising sea levels by 2050, Chile's President Sebastián Piñera announced Wednesday that the U.N. climate summit in Santiago has been canceled. Anti-inequality protests have entered their third week in the country, with protesters calling for the Piñera government to resign. The U.N. said it is now looking for an alternative venue for the annual climate meetings. Meanwhile, a dire new report has warned 300 million people are at risk from rising sea levels, with the most vulnerable populations concentrated in the Global South. According to the study published in Nature Communications, global sea levels are expected to rise between two and seven feet, or possibly more, with some coastal cities being wiped off the map. We speak with Harjeet Singh, the global lead on climate change for ActionAid, who is based in New Delhi, India; and Benjamin Strauss, co-author of the study in Nature Communications and CEO and chief scientist at Climate Central.
