Congress increasingly focused on Richard Kahn because he was not some distant accountant who occasionally handled Jeffrey Epstein's taxes; he spent years inside the machinery of Epstein's finances and later became a co-executor of his estate. The House Oversight Committee subpoenaed Kahn and questioned him behind closed doors in March 2026 about the companies, payments, gifts, financial transactions and estate operations that surrounded Epstein. Kahn told lawmakers that he had no knowledge of Epstein's abuse or trafficking and said he saw nothing suspicious in the spending he managed, even though he tracked Epstein's expenditures closely and authorized payments involving women connected to Epstein. Lawmakers were particularly interested in the web of companies Kahn helped administer, the movement of money through Epstein's accounts, his role in dealing with banks and the extent to which financial infrastructure helped sustain Epstein's operation. Oversight Democrats were openly skeptical of Kahn's claim that he remained unaware, arguing that someone with such intimate knowledge of Epstein's money deserved far more scrutiny over what he saw, approved and facilitated.The questioning became even more significant when Kahn made admissions that lawmakers said raised additional questions rather than resolving them. Democratic members said Kahn acknowledged helping facilitate a sham marriage involving women connected to Epstein and admitted that he had impersonated Epstein in communications with banks. Congress also zeroed in on Kahn's role as co-executor of the estate, including settlements paid to survivors and questions about a particular claimant referred to as “Jane Doe 4.” Kahn initially appeared to say that the woman had received a settlement, only for his attorney to later retreat from that account, first saying no settlement existed and then saying he could neither confirm nor deny one. That shifting explanation prompted lawmakers Robert Garcia and Ro Khanna to demand written clarification. The larger congressional focus on Kahn reflected a broader effort to move beyond Epstein's famous friends and examine the people who actually managed the money, companies and payments that kept his world functioning. Congressman Ro Khanna says America needs an “economic realignment.”Fresh off a tour through his birthplace of Pennsylvania, Rep. Ro Khanna, D-Calif., said he is “thinking seriously” about running for president in 2028 — a race he called a “breaking point in America” that could lead to a destructive revolution or a new economic order. “If we don't do something dramatically different, we may break,” Khanna tells NPR's Steve Inskeep in this episode of Newsmakers.  “Have you met these folks in their 30s? They want pitchforks and torches. They want your scalps … politically.” The California lawmaker — who acknowledged he sits around 2% in the Democratic presidential polls — does not have the name recognition of some other contenders, including his fellow Californians: former Vice President Kamala Harris and Gov. Gavin Newsom. He has, however, steadily raised his profile through years of action on issues ranging from the Epstein files to a wealth tax. A bipartisan group of lawmakers introduced the Epstein Files Transparency Act II after the Justice Department repeatedly missed deadlines and faced accusations that its releases under the original law were incomplete, heavily redacted and improperly exposed survivors' personal information while concealing the identities of men potentially connected to Epstein's abuse. The proposed legislation would give survivors, members of Congress, state attorneys general and local prosecutors standing to sue the Justice Department for failing to release required records. It would also allow survivors to obtain complete, unredacted records concerning their own cases and give state and local authorities access to materials needed for investigations and prosecutions, including classified information through secure channels.The new bill was designed to add enforcement powers that critics said were missing from the original Epstein Files Transparency Act, including potential criminal penalties for Justice Department or FBI officials who knowingly concealed, destroyed, falsified or withheld records. Legal experts said the legislation could become a significant tool for survivors and state investigators, but questioned whether it could attract enough votes in Congress, whether President Donald Trump would sign it and whether another law would actually force cooperation from the same Justice Department accused of resisting disclosure. A bipartisan group of lawmakers introduced the Epstein Files Transparency Act II after the Justice Department repeatedly missed deadlines and faced accusations that its releases under the original law were incomplete, heavily redacted and improperly exposed survivors' personal information while concealing the identities of men potentially connected to Epstein's abuse. The proposed legislation would give survivors, members of Congress, state attorneys general and local prosecutors standing to sue the Justice Department for failing to release required records. It would also allow survivors to obtain complete, unredacted records concerning their own cases and give state and local authorities access to materials needed for investigations and prosecutions, including classified information through secure channels.The new bill was designed to add enforcement powers that critics said were missing from the original Epstein Files Transparency Act, including potential criminal penalties for Justice Department or FBI officials who knowingly concealed, destroyed, falsified or withheld records. Legal experts said the legislation could become a significant tool for survivors and state investigators, but questioned whether it could attract enough votes in Congress, whether President Donald Trump would sign it and whether another law would actually force cooperation from the same Justice Department accused of resisting disclosure. This week, Scott sat down with his colleagues Lawfare Foreign Policy Editor Daniel Byman, Lawfare Public Service Fellow Julia Curlee, and Lawfare Contributing Editor and Vice President of Research, Security and Defense at the Chicago Council on Global Affairs Ariane Tabatabai, to talk through the week's big news in foreign policy, including:“Truce or Consequences.” The fragile ceasefire that had paused the U.S.-Iran war since the spring now appears to have collapsed. After Iran struck several commercial vessels transiting the Strait of Hormuz, the United States has launched several successive nights of strikes, hitting more than 300 targets across Iran. Iran has in turn retaliated against U.S. bases in Bahrain and Kuwait. Speaking from the NATO summit in Ankara, President Trump declared the June memorandum of understanding “over” even as he insisted that talks toward a lasting peace could still continue. By the weekend, Iran had declared the Strait of Hormuz closed, and U.S. officials were describing the ceasefire as fully “broken down.” Then, on Monday, Trump escalated further—declaring that the United States would “keep” and “run” the Strait as its self-styled “Guardian,” reinstate its blockade on Iranian ships, and charge a 20% fee on all cargo passing through, an arrangement Tehran has flatly rejected. Is the war back on? And is there any diplomatic path left to pull both sides back from the brink? “Rutte Awakening.” NATO's leaders gathered in Ankara last week for a summit that Secretary General Mark Rutte billed as the launch of “NATO 3.0”—a stronger, more self-reliant Europe inside an alliance less dependent on the United States. Allies touted rapid progress toward last year's pledge to spend 5% of GDP on defense, announcing more than $50 billion in new procurement and at least €70 billion in fresh military aid for Ukraine. But the gathering was overshadowed by friction with President Trump, who publicly berated allies for declining to help in the Iran war and briefly revived his campaign to acquire Greenland before ending on a somewhat more conciliatory note. What did the Ankara summit actually accomplish? And what does “NATO 3.0” mean for the alliance's future?“Bad Bromance.” The once-close alliance between Washington and Jerusalem—and between President Trump and Israeli Prime Minister Bibi Netanyahu—is showing unusual public strain. Ro Khanna said he was detained for more than an hour by armed Israeli settlers—and then by IDF soldiers—during a West Bank visit, and armed settlers attacked a CNN crew and other journalists days later. At home, Israeli confidence in Trump has plummeted in advance of Israeli elections in October, even as U.S. primaries have produced a record number of candidates critical of Israel, particularly on the left.
