Agency that approves energy rate hikes in Oregon explains the how and why behind decisions

 The Oregon Public Utility Commission has approved rate hike upon rate hike in recent years, and consumers are feeling the pinch. Currently, the list of requests for rate hikes includes those from Idaho Power, which serves about 20,000 customers in Oregon; Portland General Electric, which last had a rate case in 2023; and Northwest Natural and Pacific Power, which both last had a request before the PUC in 2022-2023. Portland Mayor Ted Wheeler wrote the agency a formal letter of opposition to the latest Portland General Electric rate. It says that vulnerable residents are not in a position to handle further rate increases, and the impact on the city’s power costs would be unsustainable. We talk to the Oregon PUC Acting Executive Director Nolan Moser to find out how these decisions are made and how the impact on customers is considered.

Utility customers in Oregon have seen steep rate increases in the past two years – and more are in the works. What gives? Portland General Electric customers saw their bills go up by 18% in January, in addition to a 14.8% rate increase in 2023. Pacific Power customers saw bills increase by 21% at the start of 2023 and by another 12% in January. Pacific Power just filed another rate increase proposal in Oregon seeking a 17% average increase. Idaho Power is also seeking to raise rates by nearly 27% for its eastern Oregon customers. And it's not just electric utility customers who are feeling the pinch. NW Natural gas rates have gone up by over 32% since September 2022. Bob Jenks is executive director of the Oregon Citizens' Utility Board, a nonprofit organization created via a 1984 ballot measure to advocate for all state utility customers. On Beat Check, Jenks talked about why those rates are climbing so steeply, what the future of utility rates is and how climate change and our transition to clean energy and an all-electric future are affecting utilities. Jenks also spoke about flaws in utility regulations and how his organization is working on reforming them. He encouraged lower income customers to apply for the income-qualified utility bill discount programs, but said those programs aren't a panacea to solving the issue of energy affordability. PGE has just expanded its bill discount program to provide up to a 60% monthly energy discount to customers who qualify. Pacific Power has a similar program as does NW Natural. Private Spacecraft Makes Historic Moon LandingThursday evening, the Odysseus moon lander successfully soft-landed on the moon, becoming the first U.S spacecraft to do so in over 50 years. The lander mission wasn't created by NASA or another government space agency, but by the company Intuitive Machines, making it the first commercial mission to successfully soft-land on the surface of the moon. The mission was part of a NASA program called the Commercial Lunar Payload Services program, which aims to make lunar missions faster and cheaper. There are other commercial moon missions planned for later this year. Umair Irfan, senior correspondent at Vox, joins guest host Sophie Bushwick for an update on the mission.They'll also talk about other stories from the week in science, including the move by some automakers toward plug-in hybrid electric vehicles, work on freezing antimatter, a strange meat-rice hybrid, and progress towards a universal snake antivenom.A New Recipe For Cloud Seeding To Boost Snowfall In IdahoWe're taught in school that water freezes at 32 degrees Fahrenheit.“It usually happens like that in the lake or on the ground,” said Derek Blestrud, a Senior Atmospheric Scientist at Idaho Power.But the process differs in the sky, he said. Clouds contain supercool water that doesn't turn to ice until it reaches about -40 degrees F. That is, unless some other substance initiates the freezing.“Water's really dumb,” Blestrud likes to say. “It doesn't know how to freeze unless something else teaches it how to freeze.”That's where scientists like Blestrud step in. 142. Nuclear Power, Electrification, and Carbon-Free Fuel Are Key to INL Achieving Net-Zero by 2031

In 2021, Idaho National Laboratory (INL) Director John Wagner set a lofty goal for the lab to achieve net-zero carbon emissions within 10 years. An uninformed observer might think that would be an easy task for an organization as focused on energy as INL, but it's important to recognize that the lab is spread over nearly 900 square miles—about three-quarters the size of the state of Rhode Island. To shuttle the lab's nearly 5,400 employees everywhere they need to go across that vast territory, INL has a fleet of about 85 motor coaches with an operating schedule that runs 24 hours a day, seven days a week. With all the transportation and 357 buildings to heat and cool throughout the year, achieving net-zero is a significant challenge. Jhansi Kandasamy, INL's net-zero program director, explained that more than half of the lab's carbon emissions come from purchased electricity. That means INL has to work with Idaho Power to cut much of its emissions. “Probably 60 to 80% is already pretty clean—carbon-free—because they have hydro as a majority electricity generation,” Kandasamy said as a guest on The POWER Podcast, but that still leaves a fairly large gap to fill. “With my background in nuclear and nuclear being dependable, secure, 24/7, we've worked with Idaho Power to say, ‘We'd like to include nuclear as the generation,' ” Kandasamy said. “If we accomplish that—if we get nuclear—that addresses the 54% of carbon emissions that we get from purchasing electricity. Without doing anything else, we would have reduced our carbon emissions by 70%.” The Carbon Free Power Project, spearheaded by Utah Associated Municipal Power Systems (UAMPS), with NuScale Power's VOYGR small modular reactor technology at its heart, seems like a logical fit for Idaho Power's needs. The six-module plant will be built on INL property. Kandasamy said INL helped get some potential project partners, including folks from UAMPS, NuScale, Idaho Power, Idaho Falls Power, and the Department of Energy (DOE), in a room to talk about the project and what needed to be done to ensure it is operational within the next decade. “It's a collaboration effort instead of competition. It's all collaboration—getting all the people that are the experts in the room and kind of working through it. And it's been great in that they're all coming up with these different ideas,” she said. In addition to motor coaches, INL also has more than 600 other vehicles in its transportation fleet. Kandasamy suggested there are plans to electrify much of INL's fleet, as well as adding some hydrogen-fueled vehicles and using carbon-free fuels, such as R99 (renewable diesel), in others, which will all help to cut carbon emissions. Still, getting the vehicles poses a challenge. INL is required to source its vehicles through the DOE, and the DOE's supply of electric and hydrogen-fueled models is lacking. “The Executive Order says by 2027 we need to have all of our light-duty vehicles transition to electric. That's not far away. We have 240 vehicles—light-duty vehicles—that we need to transition. We've gotten 24,” Kandasamy said. Yet, employees may be the real key to success. Kandasamy said the staff at INL has really gotten behind the initiative. “The big push is really the cultural shift across the entire laboratory. So, the communication becomes a really huge part of saying, ‘Here's what we're doing for each scope. Here's how each of the employees contributes to getting us to net-zero,' ” she said. “We've been putting in all these communications about how we're transitioning. The other part is for the employees to tell their story on how they are achieving net-zero,” said Kandasamy. “That has been huge. Now, it's like, everybody wants to have their story. So, they start talking about how they are transforming in their personal life, as well as how they're commuting to work, and so on, with net-zero stories.”

Lisa Grow has been President and Chief Executive Officer (CEO) of IDACORP, Inc. and Idaho Power since June 1, 2020. She most recently served as President of Idaho Power and was appointed to the IDACORP and Idaho Power boards of directors in February 2020. Prior to her position as President and CEO, Grow served as Idaho Power’s Senior Vice President and Chief Operating Officer from March 2017 to October 2019. Grow has also served as Senior Vice President of Operations and, prior to that, Senior Vice President of Power Supply. Grow began her career at Idaho Power in 1987 and held many engineering positions before moving into management. Russell Schiermeier runs an 800-acre farm in Bruneau, Idaho. Like much of Idaho, Russ's farm is in a very arid climate, so irrigation is a must. As a result, Russ says Idaho farmers “live or die by our power costs." To address that, Russ installed solar in the pivot corners of his fields to pump water at lower cost than the grid. Russ is now active in building awareness among other farmers of the benefits of installing solar. Russ doesn't push solar for altruistic reasons, he advocates for farmers' best interests. He speaks to how solar can increase the value of farmland, boost the competitiveness of Idaho agriculture, and improve the economic resiliency of farming. Now, Russ has the largest solar farm in Idaho Power's net metering program.

When it comes to reducing greenhouse gas emissions in the U.S., the private sector is playing a bigger role than ever before, and that goes for some energy providers, too. Among them is Xcel Energy, the first major U.S. utility to pledge to go entirely carbon-free. In this edition of Columbia Energy Exchange, host Bill Loveless sits down with Ben Fowke, the chairman, President and CEO of Xcel Energy, which in December announced a bold commitment to provide 100% carbon-free electricity to its customers by 2050. Not only that, but Xcel also set a goal of cutting the company’s carbon emissions by 80% by 2030, compared to 2005 levels. Since then, other utilities have also unveiled major carbon-cutting initiatives. Among them Idaho Power and Public Service Company of New Mexico, with goals of 100% carbon-free electricity by 2045 and 2040, respectively. Ben doesn’t pretend that achieving Xcel Energy’s goals will be easy and he tells Bill why. Nevertheless, he’s confident that the Minneapolis-based company, with 3.6 million customers in Colorado, Michigan, Minnesota, Texas and four other states, is off to a good start. Bill caught up with Ben while he was in Washington to testify on energy storage before the Senate Energy and Natural Resources Committee. They talked about his company’s ambitious carbon agenda, including its growing reliance on renewable energy and its movement away from coal for electric generation. They also discussed the role that natural gas and nuclear energy will play in Xcel’s resource plans and the challenges of finding the technologies necessary to make carbon-free electricity a reality for Xcel and other utilities.   Not surprisingly, the Green New Deal came up in their talk as did proposals for a carbon tax and other options for policymakers to consider in addressing climate change.

Idaho Power Sets Goal Of 100% Clean Energy By 2045

Idaho Power announced a pledge Tuesday to provide customers 100 percent clean energy by the year 2045. The company that serves over half-a-million customers calls the effort “Clean Today, Cleaner Tomorrow.” Nearly 50 percent of the electricity the company currently generates comes from hydro power. About a fifth comes from coal. Adam Richins, Idaho Power's Vice President of Customer Operations and Business Development, joins Idaho Matters to talk about shifting paradigms in the state's energy generation.
