C dans l'air du 1er janvier 2025 - Macron : un mea-culpa… et un référendum ?Pour ses huitièmes vœux depuis son arrivée à l'Élysée en 2017, Emmanuel Macron a voulu innover hier soir, en entamant son allocution par une vidéo retraçant les évènements marquants et les succès de l'année 2024 : 80 ans de la Libération, loi inscrivant dans la Constitution la liberté garantie des femmes de recourir à l'IVG, Jeux olympiques et paralympiques, réouverture de Notre-Dame de Paris…"Nous avons prouvé qu'impossible n'était pas Français", a-t-il dit sur le fond de la bande-son des JO. "Demain, sachons garder le meilleur de ce que nous avons été en 2024 : unis, déterminés, solidaire. Nous avons réussi car nous avons été ensemble".Dans un décor sobre et flouté, le président de la République a ensuite esquissé un premier mea culpa sur la dissolution de l'Assemblée nationale du 9 juin dernier. "Je dois reconnaître que la dissolution a apporté pour le moment davantage de divisions à l'Assemblée que de solutions pour les Français. La lucidité et l'humilité commandent de reconnaître qu'à cette heure, cette décision a produit plus d'instabilité que de sérénité et j'en prend toute ma part", a déclaré le chef de l'Etat.Appelant de ses vœux en 2025 un "ressaisissement collectif" pour permettre "la stabilité" et mener à de "bons compromis pour prendre les bonnes décisions", Emmanuel Macron, privé de majorité à l'Assemblée nationale, s'est ensuite recentré sur ses prérogatives, l'international, appelant les Européens à en finir avec la naïveté et à un "réveil" face aux "lois" qui sont "dictées par d'autres".Surtout et c'est l'annonce de la soirée : au détour d'une phrase mystérieuse - "Notre économie, notre démocratie, notre sécurité, nos enfants…" - Emmanuel Macron a fait savoir qu'il demanderait en 2025 aux Français de "trancher certains de ces sujets déterminants". Par le référendum, " outil gaulliste" utilisé neuf fois sous la Ve République, ou à travers l'organisation de consultations citoyennes ? Le chef de l'État n'en dit pas davantage pour le moment mais son entourage confirme que si le mot "référendum" n'a pas été prononcé, c'est bien ce à quoi penserait le chef de l'Etat. Une manière de laisser entrevoir des votations évoquées, mais jamais organisés depuis son arrivée à l'Elysée en 2017, et de se replacer au centre du jeu après une année 2024 qu'il voulait synonyme du "réarmement" de la France et qu'il a terminé comme désarmé politiquement par la dissolution.Dans l'opposition, de nombreuses voix se sont aussitôt élevées. "En 2025, Macron découvre la démocratie. Tout arrive !", a ironisé sur X le secrétaire national du Parti communiste français Fabien Roussel. "Après avoir refusé obstinément le référendum sur la réforme des retraites, Macron envisage de consulter les Français. Nous ne manquons pas d'idées à lui soumettre", a-t-il poursuivi. Ce n'est pas la volonté des Français. Un sondage BVA publié hier indique en effet qu'une large majorité d'entre eux se disent favorables à un changement de chef du gouvernement. La défiance à l'encontre de la Première ministre est particulièrement forte du côté des opposants à la majorité présidentielle. Le président de la République va-t-il alors la remercier, à l'approche du 14 Juillet ? Le moment pourrait s'y prêter : un changement de Première ministre permettrait de tourner la page, au moins de façon symbolique, de la difficile séquence de la réforme des retraites, incarnée par Élisabeth Borne. Cette date marquera également la fin des "cent jours" d'apaisement que le président disait vouloir pour le pays. Mais problème, les conditions politiques ne semblent pas réunies, à cause, notamment, de l'absence d'une nouvelle donne. Trois options se présentent donc à Emmanuel Macron. Tout d'abord, Elisabeth Borne pourrait très bien ne pas être remplacée. Si elle est depuis longtemps annoncée sur la sellette, l'hypothèse de la voir rester à Matignon demeure crédible. Elle l'a redit dimanche 12 juin sur France 3 : le président de la République et elle « travaillent en confiance ». Assez pour qu'Emmanuel Macron la maintienne à son poste en cas de remaniement ? En un an à Matignon, la Première ministre a affronté 17 motions de censure. Elle est aguerrie. Un remplaçant pourra-t-il se montrer aussi solide ? Vient ensuite l'hypothèse d'un nouveau coup de barre à droite. Après un an de législature dans la douleur, faute de majorité absolue à l'Assemblée nationale, Emmanuel Macron pourrait tenter une opération séduction des députés LR en choisissant un Premier ministre issu de leurs rangs. C'est en tout cas ce que lui a soufflé Nicolas Sarkozy, reçu à l'Élysée le 6 juin dernier : « Quand la France penche à droite, il faut nommer un Premier ministre de droite », a conseillé l'ancien président, selon des propos rapportés par L'Express. Reste enfin pour Emmanuel Macron la possibilité de choisir un Premier ministre issu de son carré de fidèles. Parmi eux, un nom revient plus que d'autres : Julien Denormandie. L'ancien ministre de l'Agriculture, reconverti dans le privé depuis mai 2022, était déjà là en 2016 lors du lancement de la première campagne d'Emmanuel Macron. Richard Ferrand, l'ancien président de l'Assemblée nationale, est parfois également cité, malgré sa défaite aux dernières élections législatives. Pas si facile, donc, d'envisager de remplacer Elisabeth Borne. D'autant que le banc de touche n'est pas pléthorique. Les prétendants sont loin de se bousculer. Un problème de personnel auquel le président de la République fait face depuis sa première élection en 2017. Ministre ne semble plus faire rêver. Les coups à prendre sont en effet nombreux. La tâche est difficile et est moins considérée par les citoyens. Une équipe de C dans l'air a suivi Olivia Grégoire en déplacement sur le terrain. La ministre se confie sur la réalité du poste. Du côté de l'opposition de gauche, une nouvelle assemblée représentative de La France insoumise est organisée aujourd'hui à La Bellevilloise, à Paris. Ce rendez-vous réunit des représentants de la base, tirés au sort, et la direction afin d'évoquer l'avenir du mouvement et notamment la perspective des élections européennes. Mais la crise est loin d'être terminée pour le premier mouvement de gauche. En décembre, les historiques de LFI découvraient que la nouvelle direction s'était faite sans eux. Jean-Luc Mélenchon était alors accusé de verrouillage généralisé. Si pendant la bataille des retraites, les critiques ont été mises sous l'éteignoir, elles refont aujourd'hui surface. A la base, d nombreux militants s'en vont, dégoûtés par l'affaire Quatennens et le soutien que lui maintient Jean-Luc Mélenchon. Qui pour remplacer Elisabeth Borne ? C dans l'air du 14 juin : Pénurie de médicaments : à quand du made in France ? LES EXPERTS : - PHILIPPE DESSERTINE - Directeur de l'Institut de Haute Finance, auteur de Le grand basculement - ANAÏS VOY-GILLIS - Géographe, auteure de Vers la renaissance industrielle - CHRISTINE KERDELLANT - Journaliste – Les Echos - EMMANUEL DUTEIL - Directeur de la rédaction – L'Usine Nouvelle Pour en finir avec les pénuries de médicaments, auxquelles sont confrontés plus d'un Français sur trois, Emmanuel Macron veut relocaliser la production de produits prioritaires du secteur en France. En déplacement dans un laboratoire de la commune de Champagne, en Ardèche, ce mardi, le président de la République a détaillé son plan pour relancer cette industrie dans l'Hexagone. Depuis les années 2000, la France est tombée de la première à la cinquième place du classement européen des pays producteurs de médicaments. En cause : les délocalisations massives. Selon les traitements 60 % à 80 % des principes actifs qui servent de base à la production pharmaceutique sont partis à l'étranger, surtout en Inde et en Chine. C'est le cas notamment pour le principe actif du paracétamol. Selon une étude BVA réalisée pour France Assos Santé en mars dernier, citée par l'Elysée, 37 % des Français ont été confrontés à des pénuries en pharmacie. Pour remédier à cette situation, le chef de l'Etat mise sur le retour de la fabrication en France d'une cinquantaine de médicaments "essentiels". Dans cette liste, vingt-cinq "verront leur production relocalisée ou augmentée significativement (...) dans les semaines à venir", a expliqué le chef de l'Etat. Pour cela huit nouveaux projets de relocalisation, représentant un investissement total de plus de 160 millions d'euros, seront soutenus par l'Etat. Ils portent sur l'amoxicilline, l'antibiotique le plus prescrit aux enfants, des médicaments stratégiques pour l'anesthésie-réanimation, des antidouleurs morphiniques ou encore des anticancéreux. Mais le chef de l'Etat prévient que la politique industrielle ne résoudra pas tout. Il faudra aussi revoir à la baisse notre consommation de certains produits - notamment les antibiotiques - pour faire face aux tensions d'approvisionnement. Alors le plan de l'exécutif suffira-t-il à résoudre la crise ? À quand du made in France ? Aux Etats-Unis, le mouvement de réindustrialisation, initié de longue date, connait une accélération depuis 2020, dopé par des subventions ou des promesses d'investissement fédéral. Il y a d'abord eu beaucoup d'argent versé sous Donald Trump pour soutenir la fabrication de vaccins et autres équipements médicaux. Mais depuis l'élection de Joe Biden et l'adoption de son plan de relance ambitieux de la production américaine, c'est le reste de l'industrie qui se développe, sur la foi des milliards à venir. En août 2022, le président américain a promulgué une loi favorisant l'investissement dans les semi-conducteurs sur le sol américain, avec à la clé plus de 52 milliards de dollars de subventions pour faire sortir de terre de nouvelles usines. La loi de réduction de l'inflation (IRA) récemment votée comporte également des mesures favorisant le made in America, notamment pour les véhicules électriques et les panneaux solaires. En France, face à l'IRA et aux 380 milliards de subventions du plan Biden pour relocaliser l'industrie sur le sol américain, Élisabeth Borne assure que le pays ne compte pas "rester les bras croisés", en écho aux inquiétudes récentes de Bruno Le Maire et du commissaire européen Thierry Breton. Pour éviter un décrochage de l'Europe, la cheffe du gouvernement table notamment sur un déploiement accéléré du plan France 2030 avec le déblocage souhaité de 20 milliards sur les 54 compris dans France 2030 vers des projets prioritaires de décarbonation et d'innovation industrielle. Le chef de l'Etat qui prône maintenant la fin de la naïveté européenne pour mener "la mère de toutes les batailles" , la réindustrialisation, a réuni le mois dernier lors du sommet "Choose France" des industriels étrangers à Versailles pour les inciter à investir en France. Mais au-delà de ce rendez-vous annuel, la France attire-t-elle vraiment les investisseurs étrangers ? Un baromètre de l'attractivité tenu par le cabinet Ernst & Young, publié récemment, fait de la France le pays le plus attractif d'Europe, en termes de nombre de projets d'investissements étrangers comptabilisés en 2022. Mais en termes d'investissements directs à l'étranger (IDE), l'INSEE dresse un tableau plus contrasté : s'ils ont rebondi après la crise Covid (1,9 milliard en 2020), pour atteindre 22,8 milliards d'investissements étrangers en France en 2021, ils sont en réalité exactement au même niveau de 2011, dix ans plus tôt, et en 2015, par exemple, ces investissements étrangers en France atteignaient presque le double : 40,9 milliards d'euros. Une ville, en revanche, tire particulièrement son épingle du jeu : Paris. Comparée à Londres et New York, la capitale française a longtemps été un choix de second rang pour les métiers de la finance. Mais depuis le Brexit un mouvement de bascule a été enclenché et les banquiers apprécient chaque année un peu plus son attractivité et sa qualité de vie.
