The first round of the Agricultural Roads Improvement Program grants is open! This application period will distribute $50 million in ARIP funding to support projects across the state focused on improving rural roads and culverts that are critical to moving and transporting agricultural and forestry products. The 2025-27 Biennial Budget included $150 million to continue this program created in 2023. This year, $30 million will be specifically targeted to bridge and culvert repair through the separate Local Bridge and Culvert Improvement Program. WisDOT is developing those program materials, which are expected to be available in the coming months, says Assistant Deputy Secretary Joel Nilsestuen. He tells Stephanie Hoff that the two completed projects of the 91 grants from the 2024-25 ARIP program are: Town of Sugar Camp in Oneida County and Town of Rockland in Brown County.Not a lot of rain out of yesterdays' cloudy skies according to Stu Muck. The threat of frost gets real for most of the state beginning tonight. He also notes that we'll be enjoying plenty of sunshine and a little warmer temperatures for the rest of the week.With 120 auctions to go before the end of the calendar year, Ashley Huhn with the Steffes Group is staying busy. He says that the fourth quarter has turned into one of their most active times of the year. Why? That's the phrase that WI Senator Pat Testin uses to describe the proposed fee escalation WDATCP wants to levy against all livestock marketing locations, associated support businesses like livestock truckers, and farmers themselves. He implores anyone in the livestock industry to voice their concerns before October 15th. People in the farming community often struggle with discussing mental health. It's important to get beyond that stigma according to Paula Hillmann, Counseling Psychologist with the Wisconsin Farm Center. Housed within the WI Department of Ag., Trade and Consumer Protection, Hillmann says she reminds farmers that if trauma isn't treated it turns into PTSD. She tells Kiley Allan it's important for farmers and their families to remember that people care about them and that there is help available. Just after midnight on May 10, 1996, a motorist in Brown County, Texas called 911. They report that they'd been driving along Farm Road 2126 when they saw a burning car. It was parked just off the road, near the entrance to a gun range. Minutes later, a second motorist called 911 to report they had spotted a body lying near the burning car. When the fire department and Sheriff's deputies show up, the car is engulfed in flames. While inspecting the scene, they find the body of 30-year-old Leon Laureles. He had been shot in the back of the head, execution style. Leon's family believes they know what happened to Leon, but their suspicions have never been confirmed. Juan Leon Laureles was only 30 years old when he was shot execution style on the side of a small gravel road just east of Brownwood, Texas in May of 1996 – his 1988 Ford Thunderbird ablaze. Few theories have been floating around since that terrible, tragic day. The Brown County Sheriff's department has theirs but won't acknowledge that there might be a better one: a theory that actual makes sense and seems to better fit the known facts – that the slaying was an act of hate. But, of course, there are other plausible theories and some recent information that allows for even more speculation. Still though, with the climate of hate towards the gay and lesbian community, among other groups, in Brown County and the city of Brownwood, the possibility that Leon's murder was a hate crime is extremely possible and plausible. Did the Sheriff's Department investigation lag because Leon Laureles was gay? Part 1 of 2. 30-year-old Juan Leon Laureles was well-loved and respected by his family and friends. So, when he was murdered execution style and his vehicle set afire, those who knew and loved him were shocked; Leon didn't live a high-risk lifestyle by any stretch of the imagination. Through the years, as his case has grown colder and colder, the Brown County Sheriff's Department's theory of a motive makes less and less sense. However, as a gay Hispanic man, Leon Laureles killed as the result of an act of hate - of bigotry - seems very plausible. For Arlene, Leon's niece who is only a couple years younger than him and was his best friend, the uncertainty and mystery surrounding what happened and why is excruciating. Much of Leon's remaining family, in fact, live with the pain every waking moment.
