A Citizens' Europe: Views From The European Parliament

The Conference on the Future of Europe Citizens' Panel in Dublin Castle will take place on 25-27 February 2022, hosted by the IIEA, when citizens from across the EU will discuss the future of European economic, cultural, sport and digital policies. This is the third and final event in a series co-organised with the European Parliament Liaison Office in Dublin on the influence and role of the European Parliament in shaping the future of the EU in the context of the Conference on the Future of Europe. About the Speakers and Chair: Colm Markey is an MEP representing the Midlands-North-West constituency for Fine Gael since 2020 and currently serves on the Agricultural and Rural Development (AGRI) in the European Parliament. Prior to becoming an MEP, Mr. Markey was a member and former chair of Louth County Council (2009-2020) and is the former president of the Irish young farmers association, Macra na Feirme. He is the current leader of the Louth Leader partnership for SMEs and runs a family farm in Togher, Co. Louth. Laurence Farreng is a French MEP representing Mouvement Démocrate (MoDem) since 2019, and is also a local councillor and the former Director of Communication, Events and Protocol for the city of Pau in southwestern France. Ms. Farreng is the Renew Europe Group Coordinator for the Culture and Education (CULT) Committee in the European Parliament, a member of the European Parliament's delegation to the Conference on the Future of Europe and is the founder of the Bonjour l'Europe initiative facilitating youth placements in cities and universities across Europe. Josianne Cutajar MEP has represented the Maltese Labour Party in the European Parliament since 2019. She is the Vice-President of the European Parliament Delegation for relations with Australia and New Zealand and serves on the Industry, Energy and Research (ITRE) Committee focusing on digital policy and the single market. Before becoming an MEP, Ms. Cutajar worked in the Office of the Prime Minister of Malta where she worked on issues of equal gender representation, domestic and gender-based violence. She holds a Doctor of Laws and a Masters of Laws in European and Comparative Law from the University of Malta. The event chair is David Farrell, Professor of Politics at University College Dublin (UCD), and Chair of the European Consortium for Political Research (ECPR). Professor Farrell is an internationally regarded expert in political representation, elections, deliberative democracy and mini-publics. He has served as a research leader of the Irish Citizens' Assembly, a member of the Stewarding Group of the Scottish Citizens' Assembly and the Welsh Assembly's Expert Panel on Electoral Reform. Professor Farrell previously served as the Head of the School of Politics and International Relations at UCD, and professor and head of social sciences at the University of Manchester. He holds a PhD from the European University Institute in Florence, Italy.

This podcast focuses on the important topic of mental health and the impact of the Covid-19 pandemic on rural life. Contributors to the podcast shared their own personal experiences and knowledge in this area, these included: Jonathan Dwyer from Devilsbit Macra na Feirme in Tipperary, Founder of Make the Moove mental health workshops; Ian Power, CEO of SpunOut.ie; and Carmel Dawson, Public Relations Officer of the Irish Countrywomen's Association (ICA). Ian Power discusses the impact of Covid-19 that has resulted in restrictions for young people, in particular a lack of social contact. Research carried out by SpunOut.ie shows that young people in rural Ireland are twice as likely to say that they feel isolated at this time when compared to those in urban areas. He also discusses the work of SpunOut.ie to support the mental health of young people during the pandemic, and his hopes for the future. Jonathan Dwyer was alarmed by the high suicide rate in North Tipperary and Laois, and how this was affecting his own community. As a result, he started the Make the Moove mental health workshops, which looks into the mental health pressures for young people in rural Ireland and the lessons they have learned from examining similar international examples. Carmel Dawson discusses how the pandemic has disrupted people's lives and the problems it has caused in the form of a lack of services and isolation in her hometown of Tullow in Co. Carlow. She also discusses how the ICA and its Federations have adapted to the restrictions.

The final event in the 2019 series of Garden Parties hosted by President and Sabina Higgins was a tribute to two major youth organisations, Macra na Feirme and the Union of Students in Ireland. Entitled “Participation and Transformation”, the Garden Party aimed to celebrate the work of these two organisations that mark significant anniversaries this year and that play a crucial role in encouraging the participation of young people in decision-making processes. Macra na Feirme, formed in 1944, is a national organisation that supports the social and personal development of young people with a connection to rural Ireland, and USI, established in 1959, is the national representative body for students in third level education on the island of Ireland. Throughout his first term in office, President Higgins has encouraged young people to “take charge of change”, and he has championed numerous organisations that support young people – who as the President has said “have come of age during one of the most rapid social and economic transformations Ireland has ever experienced”. During the 2018 Presidential election campaign, President Higgins spoke of the importance of creating spaces and events to discuss the opportunities and obstacles communities and individuals face when seeking to participate in the decisions that affect them. By hosting this event, the President aimed not only to pay tribute to the work of Macra na Feirme and USI, but to explore the possibilities of promoting a more inclusive society in Ireland. At this time of year tillage growers are starting to look ahead and plant their winter crops, but on the minds of many farmers is the effect this year's bad weather has had on tightening straw supply. Our correspondent Pat O'Toole went to the IFA tillage meeting in Enniscorthy, and spoke to Tom Short and Philip Rochford. How does a business survive the tests of time? Our correspondent Patrick Donohoe was at the Macra na Feirme annual conference and spoke to Michael Hoey, of Countrycrest, about the longevity of the Agri-food business With the abolition of milk quotas the dairy herd across the country is expanding and one of the programs that advises farmers is called Dairylink, Our correspondent and resident dairy expert Jack Kennedy met up with Conail Keown to find out a bit more about the scheme. Economist David McWilliams, is often known for his controversial opinions and last week at the Women and Agriculture conference, he told me that he supported that rise in stamp duty from 2 to 6%, an issue that will effect many farmers and their familes. However, he started our interview by outlining his reasons for why Ireland should side-step Brussels and negotiate a parallel Brexit deal with the UK. Farmers often struggle to find reliable farm labour but that wasn't an issue for Co. Clare farmer Patsy Curcurran last Sunday, when myself and over 400 people helped to herd his cattle up a mountain in Fanore to their annual winter grazing.

As 2011 has been designed Year of The Volunteer Midwest Radio produced a series of Sunday documentaries based on the works of voluntary organisations in the region that includes Macra na Feirme, St. Vincent de Paul, Mayo Mountain Rescue and the RNLI. The Mayo Mountain Rescue offer valued assistance to the emergency services in the county. We take a trek up Croagh Patrick on Reek Sunday 2009 to find out why these volunteers put their lives on the line.

As 2011 has been designed Year of The Volunteer Midwest Radio produced a series of Sunday documentaries based on the works of voluntary organisations in the region that includes Macra na Feirme, St. Vincent de Paul, Mayo Mountain Rescue and the RNLI. We travel to Ballyglass to take a guided tour of the Mayo RNLI base. The centre is run on a voluntary basis by men and women who risk their lives on our stormy seas to rescue those in need. We find out about the training programmes in place that ensures that all volunteers are trained to the highest standards.
