RFI : Việt Nam nằm trong số các điểm dừng chân trong chuyến công du châu Á của bộ trưởng Chiến tranh Hoa Kỳ Pete Hegseth tháng 11/2025. Chuyến thăm này diễn ra trong bối cảnh nào ? Laurent Gédéon : Trước hết, cần lưu ý rằng ông Pete Hegseth được coi là một đồng minh thân cận của tổng thống Donald Trump và được biết là người có lập trường cứng rắn đối với Trung Quốc. Ngày 03/11, ông Hegseth kết thúc chuyến thăm Việt Nam kéo dài hai ngày, gặp bộ trưởng Quốc Phòng Phan Văn Giang và cam kết tăng cường quan hệ quốc phòng giữa hai nước. Chuyến thăm này trùng với kỷ niệm 30 năm thiết lập quan hệ ngoại giao song phương và hai năm nâng cấp lên thành Đối tác Chiến lược Toàn diện - cấp ngoại giao cao nhất của Việt Nam. Chuyến thăm này diễn ra trong bối cảnh ngoại giao tế nhị, được đánh dấu bằng chuyến công du Bắc Triều Tiên của tổng bí thư đảng Cộng Sản Việt Nam Tô Lâm ngày 09/10, dự lễ duyệt binh tại Bình Nhưỡng để kỷ niệm 80 năm thành lập đảng Lao Động Triều Tiên. Dĩ nhiên là chuyến công du đầu tiên của một quan chức cấp cao Việt Nam từ năm 2007 cũng được theo dõi sát sao ở Washington. Thứ nhất là thể hiện mong muốn của Hà Nội trong việc khôi phục quan hệ với Bình Nhưỡng bị đình trệ vì đại dịch Covid-19, Bắc Triều Tiên gần như đóng cửa hoàn toàn biên giới với du khách nước ngoài. Mặt khác, điều này có thể liên quan đến môi trường địa-chiến lược nhạy cảm ở Đông Nam Á, đặc biệt là liên quan đến Trung Quốc, cũng như sự bất cân xứng quân sự đặc trưng trong mối quan hệ Việt-Trung. Trong bối cảnh này, Hà Nội quan tâm đến các phương pháp hiện đại hóa hệ thống vũ khí Liên Xô do Bắc Triều Tiên phát triển, đặc biệt là không quân, bởi vì Việt Nam cũng được trang bị vũ khí hạng nặng từ Nga hoặc Liên Xô cũ. Mối quan tâm này có thể giải thích sự hiện diện của bộ trưởng Phan Văn Giang. Giả thuyết này càng được củng cố qua việc hai bên đã ký một thỏa thuận hợp tác quốc phòng song phương. Bên cạnh hai yếu tố này, Việt Nam cũng đang định hình là một trung gian tiềm năng nếu đối thoại giữa Mỹ và Bắc Triều Tiên được nối lại, như trường hợp hồi tháng 02/2019. Lập trường này sẽ giúp Hà Nội có được lợi thế ngoại giao quý giá đối với Washington, đặc biệt là trong giai đoạn quan hệ kinh tế song phương nhạy cảm. Chuyến thăm của bộ trưởng Pete Hegseth, diễn ra trong bối cảnh phức tạp như đã nói ở trên, còn được đánh dấu bởi mong muốn của Hà Nội trong việc tìm kiếm sự cân bằng giữa hợp tác với các bên liên quan trong khu vực, tìm kiếm ảnh hưởng của Mỹ làm đối trọng với Trung Quốc, và duy trì khoảng cách tương đối với Washington mà không cắt đứt quan hệ với Mỹ. RFI : Hoa Kỳ đã tạm dừng viện trợ của Cơ quan Phát triển Quốc tế USAID trên thế giới, yêu cầu các đối tác và đồng minh chi tiêu nhiều hơn cho an ninh của họ. Ngược lại, Washington lại công bố khoản tài trợ mới 130 triệu đô la cho dự án xử lý dioxin tại sân bay Biên Hòa, nâng tổng số viện trợ không hoàn lại lên 430 triệu đô la. Đâu là lý do có thể giải thích cho quyết định này ? Laurent Gédéon : Thông qua quyết định này có thể thấy kết quả của sự hợp tác về các vấn đề hậu chiến, vốn là nền tảng chính trị và biểu tượng thiết yếu trong quan hệ Việt-Mỹ. Năm 1995 khi bình thường hóa quan hệ, hai nước hợp tác trong việc rà phá bom mìn, tìm kiếm hài cốt quân nhân mất tích và tẩy sạch chất dioxin tại các căn cứ không quân cũ bị nhiễm của Mỹ. Vết tích chiến tranh vẫn in hằn đối với cả người Mỹ và người Việt Nam. Việc nêu bật hậu quả về con người và môi trường của các vụ ném bom của quân đội Mỹ ở Việt Nam đã nâng cao nhận thức tại Hoa Kỳ và thúc đẩy mong muốn giải quyết cuộc xung đột này. Bối cảnh này là một trong những yếu tố giải thích cho quyết định tài trợ của Washington. Theo quan điểm của các chiến lược gia Mỹ, một Việt Nam trung lập nhưng hòa giải đối với Mỹ, hoặc thậm chí là một Việt Nam đồng minh, là một mục tiêu đặc biệt quan trọng, bởi vì sẽ giúp kiềm chế Trung Quốc. Đây chắc chắn là một trong những lý do cho sáng kiến ​​của Mỹ. RFI : Liệu sự hợp tác về di sản chiến tranh có tạo nền tảng cho mối quan hệ quốc phòng giữa hai nước sâu sắc hơn không ? Việt Nam có thể vận dụng sự hợp tác này như thế nào để phát triển quan hệ với một cựu thù ? Laurent Gédéon : Hợp tác về di sản chiến tranh chắc chắn rất quan trọng để củng cố quan hệ quốc phòng giữa hai nước. Việc này cũng mang ý nghĩa chính trị nội bộ ở Việt Nam. Tại một đất nước mà cuộc chiến vẫn giữ ý nghĩa biểu tượng rất quan trọng đối với người dân, kể cả các thế hệ về sau, sự hợp tác về di sản chiến tranh này mang lại cho chính quyền tính chính danh chính trị cần thiết trong nỗ lực phát triển quan hệ với cựu thù. Tuy nhiên, sự hợp tác này không phải là động lực duy nhất thúc đẩy mối quan hệ Việt-Mỹ. Ngoài di sản chung của chiến tranh, mối quan hệ đó còn được thúc đẩy bởi thực tế cụ thể của bối cảnh địa-chiến lược hiện tại trong khu vực, được đánh dấu bằng sự trỗi dậy của Trung Quốc. Chỉ riêng thực tế này cũng rất thuận lợi cho việc thúc đẩy các cuộc đàm phán giữa hai nước. Mặc dù khởi đầu đầy hứa hẹn nhưng thỏa thuận lại không tiến triển trong chuyến thăm Hà Nội của bộ trưởng Pete Hegseth. Tuy nhiên, thất bại này không liên quan - hoặc chỉ liên quan tối thiểu - đến vấn đề ký ức lịch sử và di sản chiến tranh như vừa đề cập ở trên. Đó là lý do tại sao tôi nói rằng còn có những yếu tố tác động khác. Thật vậy, cần phải nói là song song với đàm phán Việt-Mỹ, nhiều cuộc đàm phán khác cũng diễn ra giữa Hà Nội và Matxcơva để Việt Nam mua chiến đấu cơ của Nga. Báo New York Times đưa tin vào ngày 27/10 rằng Hà Nội đã đặt mua vũ khí Nga trị giá 8 tỷ đô la, trong đó có 40 chiến đấu cơ Su-35 và Su-30. Nếu được xác nhận, hợp đồng này chứng minh hai điều : Thứ nhất, sự xích lại gần nhau ngày càng sâu sắc giữa Hà Nội và Matxcơva, và thứ hai, những thắc mắc của Việt Nam liên quan đến mức độ tin cậy lâu dài của Mỹ. Tuy nhiên, vì Washington hiểu rằng Việt Nam đã tăng cường quân sự đáng kể trong những năm gần đây, với ngân sách quốc phòng hiện chiếm gần 2% GDP, cho nên rất có thể Mỹ sẽ tiếp tục nỗ lực xích lại gần hơn bằng cách dựa vào những nền tảng được đặt ra trong hợp tác song phương về di sản chiến tranh, cũng như những chương trình hợp tác khác. RFI : Trong cuộc đối thoại ngày 02/11, bộ trưởng Quốc Phòng Việt Nam cũng bày tỏ mong muốn Mỹ tiếp tục hỗ trợ Việt Nam đào tạo nguồn nhân lực chất lượng cao trong lĩnh vực quốc phòng và chia sẻ kinh nghiệm về an ninh mạng. Đâu là mục đích của Việt Nam trong việc này ? Laurent Gédéon : Đây là điểm đáng chú ý, bởi vì từ một năm nay, Việt Nam giữ vị thế nổi bật trong lĩnh vực an ninh mạng. Ngày 24/12/2024, Đại Hội Đồng Liên Hiệp Quốc chính thức thông qua Công ước Liên Hiệp Quốc về Chống Tội phạm Mạng và chỉ định Hà Nội là địa điểm tổ chức ký kết. Lễ mở ký Công ước Hà Nội được tổ chức ngày 25 và 26/10/2025. Sự kiện này đánh dấu một bước ngoặt quan trọng trong hợp tác quốc tế về an ninh mạng, đồng thời phản ánh tầm quan trọng đặc biệt cho ngành ngoại giao Việt Nam. Theo báo cáo của Liên Hiệp Quốc, thiệt hại kinh tế hàng năm trên quy mô toàn cầu do tội phạm mạng dự kiến ​​vượt quá 10.000 tỷ đô la Mỹ vào năm 2025, với hàng triệu cuộc tấn công mạng xảy ra mỗi ngày. Tội phạm mạng chuyển hướng từ các cuộc tấn công đơn lẻ, quy mô nhỏ sang hoạt động xuyên quốc gia được tổ chức bài bản, nhắm vào các hệ thống quốc gia trọng yếu và các doanh nghiệp kinh tế lớn. Đầu tháng 12/2025, bộ Công An cũng đã cảnh báo về sự gia tăng nhanh chóng của các video và hình ảnh được AI tạo ra sau trận lũ lụt ở miền Trung Việt Nam một tuần trước đó. Rõ ràng đây là vấn đề dân sự. Nhưng vì có tính chất hỗn hợp, những vấn đề này thường đan xen giữa lĩnh vực dân sự và quân sự, hoặc thậm chí là an ninh dân sự và quốc phòng. Trong bối cảnh đó, Hoa Kỳ - quốc gia sở hữu một trong những chuyên môn hàng đầu thế giới trong lĩnh vực này - rõ ràng có thể hỗ trợ Việt Nam, nếu Hà Nội yêu cầu, dưới hình thức đào tạo chuyên gia, cung cấp chuyên gia, chia sẻ dữ liệu số, xây dựng năng lực, thậm chí là hội nhập vào các mạng lưới quốc tế. Tuy nhiên, để đi xa hơn trong quá trình hợp tác này, ví dụ, liên quan đến việc chia sẻ kinh nghiệm từ xung đột Ukraina, có lẽ Việt Nam sẽ phải thay đổi triệt để các ưu tiên chiến lược và ngoại giao, trong đó có việc Hà Nội có thể sẽ phải tách khỏi Matxcơva và xích lại gần Washington, điều này sẽ đưa Việt Nam vào quỹ đạo đồng minh hoặc bán đồng minh của Mỹ. Mike Durant is a retired U.S. Army Chief Warrant Officer 4 and Master Black Hawk pilot with the 160th Special Operations Aviation Regiment (Night Stalkers). Inspired by his father, a First Sergeant in the Army National Guard, and a family friend's helicopter flight, Durant enlisted in 1979. After studying Spanish at the Defense Language Institute and serving as a voice intercept operator in Panama, he graduated from flight school at Fort Rucker, Alabama, becoming a Warrant Officer in 1983. He flew over 150 medical evacuation missions in South Korea with the 377th Medical Evacuation Company and later served as an instructor pilot with the 101st Aviation Battalion. Joining the elite 160th SOAR in 1988, Durant flew in Operations Prime Chance, Just Cause, Desert Storm, and Restore Hope. During the 1993 Battle of Mogadishu (Operation Gothic Serpent), his MH-60 Black Hawk was shot down, leaving him severely injured and held captive by Somali militia for 11 days. Despite doctors' doubts, he recovered, ran the 1995 Marine Corps Marathon, and returned to duty, retiring in 2001. Adam Levy's Secrets to Success of Top-Level Dual Dogs [caption id="attachment_14601" align="alignleft" width="322"] Adam Levy and Devon Kipp Levy work magic emphasizing the dual dog.[/caption] Host Laura Reeves is joined by Adam Levy, breeder of Chesapeake Bay Retrievers, to talk dual dogs, retriever tests and what it takes to be successful at the top. Levy started in Chessies 16 years ago. In that time he has bred five BIS winners, including two with MH titles and field trial points. Working with his business partner Andrew Barbouche, Levy operates Next Generation Gundog Training in Minnesota. “Just because a dog is pretty or well put together or just because a dog has got a master hunter title, doesn't mean the dog should be bred, doesn't mean that it should really keep producing forward,” Levy said. “I don't mind a soft dog,” Levy noted. “I don't think that is a bad thing. As long as you have some grit behind you, I don't care if you have to kind of slow everything down and get them through the yard, as long as they have some good grit to them and they have that desire for themselves. “I won't take a quitter. A dog that wants to quit is just a big no-no for me and a dog that just doesn't look good doing the job that you've asked them to do. You know, we have to remember that the standard was meant to be able to have a dog that can last long. “I wanna be hunting with my 10-year-old dog. I don't want to be fighting through injuries because I've hunted this dog. I was just in Canada and we shot 1000 birds over a couple days. I want to be able to hunt that dog every day without it being sore or breaking down. So being able to be structurally sound and being able to have the brain to do the job that you asked them to do, those are must haves for me. [caption id="attachment_14602" align="alignright" width="348"] Levy focuses on dogs with the structure and the brains to work all day.[/caption] “And being able to have the willingness to “cut” a dog from a program because they're not that. And I think that's the hardest thing for breeders nowadays or people that can't have large numbers of dogs, they don't want to cut the one or two dogs that they have living in their house. And so I think that's where we kind of get stuck in mediocrity sometimes. Levy married Devon Kipp Levy in 2021. This powerhouse couple combines the field and show elements of their dual dogs in an enviable manner. “Devon is somebody that has such a great eye and is so talented hands on with a dog. I really get to see what a dog really looks like to their full potential with her. And I think it's definitely taken the breeding program to heights at a faster rate that I could have ever imagined. And it doesn't even have to do with the ribbons or winning. It's just being able to really see a dog move properly and watching a dog, you know, what they really look like. And being able to talk about those things. “Emotion needs to come out of breeding. And we should love our dogs and our dogs should be our pets and sleeping in our bed and love our dogs like they're our own family. But when it comes to breeding, you need to take the emotion out of it. “You have to make the right decisions for your breeding program and for the breed. That's the hardest thing. (People think) “it's the best dog I ever had so I want to breed him.” Just because he's the best dog that you've ever had doesn't mean that it's going to help advance the breed.”
