Putnam also considers lower premiums for employees A consultant is recommending salary increases for Putnam County public health nurses and other positions. At the same time, the Legislature took up a proposal to dramatically reduce the amounts employees contribute to their health coverage. Julia Culkin-Jacobia of Catapult Executive Consulting presented to the Legislature's Personnel Committee on Sept. 18 the results of her review of the salaries paid to employees covered by the Civil Service Employees Association, the county's largest union. The committee also reviewed a draft agreement between County Executive Kevin Byrne and labor unions that would cap the employee share of their health insurance premiums at 17 percent, instead of the current maximum of 30 percent. The six nursing jobs in the Department of Health were the original focus of the study, but it expanded to include other positions as Putnam seeks to improve recruitment and retention. For nurses, Culkin-Jacobia suggests that Putnam boost the starting rate from $72,269 to $75,770 by reassigning them to a higher CSEA pay scale, Grade 19 instead of Grade 18. The starting salary would then be closer to the average of $74,153 in seven "peer counties," including Dutchess, Orange, Rockland and Westchester. Kathy Percacciolo, the nursing supervisor for the Health Department, said that many counties and hospitals used pandemic relief funds to raise the salaries of public health nurses, but in Putnam, "the COVID money was not used for that reason, which set us back." Putnam has had a "real struggle" to fill the nursing positions, said Paul Eldridge, the county personnel officer. Five of the six positions are now filled, but three were open as recently as August, he said. To entice new hires, the county is offering starting pay at the higher end of Grade 18, but that leaves little room for raises. Reclassifying the positions to Grade 19 allows the county to offer higher starting pay while retaining the "ability to use the other steps" of the higher grade, he said. Culkin-Jacobia also suggested changes for management positions, ranging from confidential secretaries and directors to assistant district attorneys and the county executive's staff, that do not have salary scales. She recommended a 12-grade scale "to help manage costs and also have a guideline for administration to make salary decisions." Each grade would have a minimum salary ranging from $62,080 to $177,121, as well as maximums ($80,960 to $230,988). Culkin-Jacobia identified several management positions for raises, including the county auditor (7 to 10 percent), the two elections commissioners (5 percent), an IT systems specialist (28 percent) and the park superintendent (5 percent). "With the labor shortage over the last two to three years, especially, there's been a lot of retention issues, especially as people were retiring from the county," she said. The challenge of recruiting and retaining employees also prompted Byrne to create a committee to review the amount that workers must contribute to their health insurance premiums. Many new hires pay 30 percent, which falls as they accrue time, Eldridge said. Putnam's rate is significantly higher than the cap in Dutchess and Westchester (20 percent each) and Orange (16 percent) counties. Under the proposal, the 30 percent contributions would be reduced to 17 percent under an agreement between Byrne, the CSEA and the three other unions that represent Putnam employees: the Putnam County Sheriff's Employee Association (jail guards and staff), the Putnam Management Association and the Sheriff's PBA (deputies). The committee also calculated the costs if the county changed the maximum to 20 percent, 18 percent or 15 percent, but Byrne, in a letter to the Personnel Committee, called the 17 percent cap "reasonable, fiscally informed, fair and regionally competitive." Almost 60% of Contactless Payments Made Using Mobile Wallets rather than Cards

Over 1.6 billion contactless point of sale (POS) payments, valued at €28.3 billion, were made in shops, restaurants and other retail outlets in the 12 months to June 2025, according to the latest payments analysis published today in Banking & Payments Federation Ireland's (BPFI) Payments Monitor. The report reveals that contactless payments accounted for 87.9% of all POS card payments in H1 2025, with more than half of all contactless payments now made using mobile wallets such as Apple Pay or Google Pay, rather than cards. Speaking on the publication of the latest Payments Monitor, Gillian Byrne, Head of Payments, BPFI, stated: "Looking at the payments trends in today's report, we can see that contactless payments continue to be very popular with Irish consumers, accounting for almost nine out of ten point of sale (POS) card payments made in shops, restaurants and other retail outlets in Ireland in the first half of 2025. The use of smartphones and watches is growing in popularity and is the preferred payment device over physical cards for many consumers. Some 58.2% of contactless payments were made using mobile wallets rather than cards in the first half of 2025 (58.8% in Q2 2025), up from 52% in the same period of 2024. Overall, there were almost 454 million mobile wallet payments in Ireland on Irish cards in H1 2025, up 19.7% on the same period in 2024." Adoption of mobile wallet payments varies by region Looking at regional variations, Ms Byrne added: "Dublin had the highest number of contactless and mobile wallet payments per capita in Ireland at 392 and 238, respectively, in the twelve months ending June 2025, accounting for 39.1% of all contactless payments and 41.8% of mobile wallet payments. Carlow had the second-highest number of contactless payments per capita at 339, followed by Limerick with 299 and Waterford with 289. By contrast, Roscommon had the lowest contactless per capita at 139, behind Offaly with 148 and Monaghan at 157." As cash usage declines, digital euro plans will be key Ms Byrne continued: "As the popularity of contactless payments has grown, cash usage has fallen in recent years, with less than half of POS payments in Ireland made in cash in 2024, according to European Central Bank (ECB) survey data, down from about 54% two years earlier. While cash remains of vital importance to many people, a recent consumer survey commissioned by BPFI shows that 7% of consumers say they don't use cash, while most use it for small payments, with 54% holding less than €50 cash on hand. The ECB has noted the limitations of physical cash in an increasingly digital world and is seeking to complement it with a digital form of cash - the digital euro." "However, there is still some uncertainty as to how a digital euro will work, reflected in the fact that almost one in four (23%) said that they did not plan to use the digital euro, and 14% of consumers said they didn't know how much digital euro they expected to hold. When asked how they would use the digital euro, just under half of respondents stated they would be likely or very likely to use a digital euro for online purchases, sending money to friends or family or for POS payments. The ECB is expected to announce the next steps for the digital euro shortly, although it is likely we will see the rollout of digital euro wallets by banks in the years to come. However, the results of today's research points to the need for raising greater consumer awareness of the digital euro and how consumers could benefit from using it in the future." Efficiency and consumer experience must remain priorities for digital euro rollout She concluded: "Meanwhile, a recent PwC study commissioned by the European Credit Sector Associations estimates that implementing the digital euro could cost euro area banks about €18 billion - before ongoing running costs and enhancements are factored in. Remain in Love: Talking Heads, Tom Tom Club, Tina By: Chris Frantz Published: 2022 208 Pages Briefly, what is this book about? The life and musical career of Chris Frantz and his wife Tina Weymouth. With particular attention paid to his antagonistic relationship with David Byrne, the front man for Talking Heads, a band they were both members of.   What's the author's angle? Frantz seems to be going for three things here. First it's an ode to his wife. Second it lays out his side of the fight between him and Byrne. Finally it's a snapshot into the origin of punk in the late 70s. Who should read this book? If you're a huge Talking Heads fan. Or if you really want a behind the scenes look at what it was like to be in a band in the late 70s. Otherwise I would skip it.  Specific thoughts: The fact that he's stayed married for all these years counts for a lot.

The former Prime Minister Gordon Brown has added his voice to calls for an apology for what he has called the state's role in the "terrible tragedy" of historic forced adoptions. Between 1949 and 1976, thousands of pregnant women and girls in the UK were sent away to "prison-like" homes run by the church and state and had their babies put up for adoption. In 2021, an inquiry concluded that the State bore ultimate responsibility for the suffering inflicted on vulnerable women and their children, calling on the government to issue an official apology. Anna Foster was joined by Diana Defries, chair of the Movement for Adoption Apology and Karen Constantine, author of Taken, experiences of forced adoption, to give their reaction to the intervention by the former PM and whether they will be granted an apology.Paula Byrne, Jane Austen's biographer and also a novelist, has spent 25 years researching and writing about the iconic author. In this 250th anniversary year of Austen's birth, she joined Kylie Pentelow to talk about her new novel, Six Weeks by the Sea, which is her first fictional treatment of Austen and tells the story of how she imagines the most famous romance writer of all time first fell in love.If you've been watching any of the Women's Rugby World Cup you may have seen ‘high tech mouthguards being used. So just how safe is it for women to play rugby? What are the risks of getting injured, and what is being done to mitigate those risks? We hear from Fi Tomas, women's sports reporter at the Telegraph, Dr Izzy Moore, reader in human movement and sports medicine at Cardiff Metropolitan University and Welsh Ruby Union injury surveillance project lead, and Dr Anna Stodter, senior lecturer in sport coaching at Leeds Beckett University, former Sottish International player, who also coaches the university team.After learning about the threat to harvest mice in the UK, 13 year old friends Eva and Emily decided to breed 250 of them at home and release them into a local nature reserve - with the help of a crowdfunder and Chris Packham. Women who've been stalked, or had to take out a restraining order, have a much higher chance of suffering a heart attack or stroke, according to a new study from Harvard T.H. Chan School of Public Health. It followed a group of over 66,000 women across 10 years, and found those who'd been stalked were 41% more likely to develop cardiovascular disease, with those who'd taken out a restraining orders 71% more likely to have heart problems. Kylie talked to Dr Audrey Murchland, one of the lead researchers who carried out the study, about their findings.Justine Lee is a knitwear designer of 30 years who fell out of love with fast fashion. Her latest work focuses on helping to protect the future of British rare breed sheep. She works with shepherds and wool producers, mostly women, and has knitted swatches from all 62 rare-breed sheep to show the versatility of the wool. Adolf Hitler: My Part in His Downfall is a 1973 British comedy film directed by Norman Cohen and starring Jim Dale, Arthur Lowe and Spike Milligan. It is based on Milligan's best-selling first volume of war memoir of the same name but differs markedly in several respects. It was adapted by Milligan, Cohen and Johnny Byrne; Byrne said of the film: “We want to get away from the idea that Milligan is a clown. He is a clown but first of all he is a human being. As this is a film about the early Milligan, Milligan was more of a human being than a clown at that time.”The casting of Jim Dale as young Spike was inspired, and he received a BAFTA nomination. While the film prioritises comedy, it occasionally crowbars in a clunky 'war is hell' narrative and it struggles to find the right tone.
