Despite dropping rates, the United States still incarcerates more young people than any other country. According to the Wisconsin Department of Corrections, as of July 2021 93% of the youth housed at Lincoln Hills and Copper Lake juvenile correctional facility have a mental health condition. Of those youth, 25% have a serious illness. WUWM hosted a live virtual discussion focused on how being incarcerated impacts the mental health of young people and what's being done to address it both inside the facilities and upon returning to the community.

Then last week, he released his capital budget — a separate plan that includes the amount of money he's proposing for construction and building projects across the state. Evers wants to borrow an additional $2 billion to renovate UW System buildings, and to build a new adult prison near the troubled Lincoln Hills juvenile facility in northern Wisconsin. Republican Senate Majority Leader Scott Fitzgerald calls the level of spending and borrowing in the plan alarming, especially given tax increases in Evers' overall state budget proposal. State corrections officials are busy working on plans for shuttering two troubled juvenile prisons, after Gov. Scott Walker announced the closures late last week. The announcement came as a surprise to many. Despite lengthy probes into alleged mistreatment of inmates -- and inmate attacks on staff -- Walker had been defending the corrections department and the facilities.
