While these programs are designed to help people, the truth is, they are often viewed as this crazy and complex web of governmental agencies. I hate seeing hard-working men and women like you spin their wheels trying to untangle this wild web.  As a follow-up to last week’s episode, I wanted to take some time to help you understand how Medicare works, and what you need to do to make it work for you. I don’t pretend to have all the answers but I do know how to get you pointed in the right direction with tools you can use to make the best decision for you and your family. Medicare is a topic that’s often discussed – and often misunderstood. June Kim is a community relations specialist with Blue Cross Blue Shield of Texas that specializes in Medicare, and she’s here this week to separate the fact from fiction. Though it can be confusing at times, she’s passionate about making healthcare a more approachable, understandable topic for seniors. This week Lori and June will discuss key differences between the original Medicare plan and Medicare Advantage, the limitations of each, and who might benefit from each of the plans. There are also opportunities to switch the plan and inherent risks of doing so. For instance, seniors must be healthy to enroll in a Medicare supplement program, but they couldn’t get coverage for preexisting conditions such as cancer. Based on knowledge like this, June offers insights and tips to help seniors navigate their healthcare.Takeaways from this episode:- Seniors aged 65+ are eligible for Medicare, and there are 2 types: Original Medicare and Medicare Advantage.- Medicare is strictly for medical insurance and doesn’t cover senior living facilities (assisted or independent). - Everyone should take advantage of Medicare Part A, which is free and covers hospital costs- Medicare Part B covers doctor visits, X-rays, outpatient care, and more – which requires a monthly premium and increases each year.- Original Medicare (consisting of Parts A and B) and does not cover everything, just 80%, so patients must pay the remaining 20% in addition to the normal Original Medicare monthly premium.- Those who choose Original Medicare can supplement with “Medigap” coverage, which can cover the remaining 20% – but to be eligible, patients can’t have preexisting conditions.- Those who still have medical insurance through their employer don’t need to sign up for Part B healthcare plan because it’s essentially double-paying.- Medicare Advantage is Part C, which is a local plan that often requires co-pays, making it an attractive option for those who seldom visit doctors or don’t have the resources to pay larger monthly premiums.- Part D helps cover the cost of prescription drugs, so they’re more affordable.- Medicare Advantage is an “all-in-one” plan that often bundles in add-ons like drugs, transportation, hearing aids, and even basic vision and dental.- Medicare Advantage is also very localized, so if you move, you’d need to enroll in a different Medicare Advantage plan. - There’s a risk involved with switching from Medicare Original to Advantage – if you want the Original plan again because you’ve become ill with a disease, you wouldn’t qualify for the supplement plan. She's been featured and or quoted by major news outlets around the country such as Fox, Yahoo finance, and Business Insider. In this episode, Steve and Danielle discuss:1. Why do people feel so overwhelmed about Medicare when they're approaching age 65?I think it's because your whole working life, you've had someone choose your health insurance for you, you work for a company, that company has an HR department HR department reviews a bunch of group health insurance plans, and they come and say here, you know, you can sign up for this plan. Here's what it's going to cost you out of your paycheck. And that's what happens. Maybe you work for a company that gives you a choice between a PPO and an HMO. They have two plans to choose from, but you never have to do any of the heavy lifting and learn what deductibles and coinsurance are. You just sign up and go with whatever insurance that's given to you. Well, when you turn 65, and you're retiring. You're leaving that group health insurance  at 65 or later, either way, you've got to learn this National Health Insurance Program, which is a beast with four parts, 10 supplements, and literally thousands of Medicare Advantage or Part D drug plan options. 2. Why haven't they made it easier to comprehend or done some type of Medicare course to help people get introduced and acclimated with Medicare?Yeah, you're speaking my language. We have a private Facebook group where we allow people to join and ask their Medicare questions. I have heard that same question. Probably hundreds of times, people will say, Why didn't anyone prepare us and I often like to say, there should be a class when you're 50 that you have to take online, and they could do it in an hour, but preparing you for things that people generally don't know about Medicare, namely, that it's not free, that you're going to pay for it, and also that it doesn't cover 100% of the cost of your healthcare so that you have time get ready for that. Because we have met over the years, many, many people turning 65 getting ready to retire who were just blown away to find out that there's a cost to this healthcare that they're going to pay their whole life, that it's going to be deducted from the cost, their social security check, and they're not ready. So we've seen a lot of people decide to work a few more years because they were so caught off guard. So the government really does need to do a much better job. They send out a handbook. It used to be mailed to you now not even everyone gets the book in the mail. There's some legislation too, that's in Congress right now to take place to try to do a better job of preparing people for when they should enroll. So they don't end up with penalties that they incurred just because they didn't know when and where and how they should have signed up for Medicare.3. Is it because they're so confused or just so not in the know about what it actually involves and what it’s gonna entail? Usually when there's things that people don't really know anything about, and they're a little nervous about, they tend to avoid it. Yes, people will procrastinate until the very last minute, or they just don't make any decision at all. They sometimes end up in trouble for that. One example that we're dealing with a lot now is that people who don't have employer insurance who've been insured the last few years through the private health care exchange, they have had a subsidy which, helps to make that insurance, very inexpensive for them. So they might be paying 50 or $100 a month for a health insurance plan because the government picks up part of the cost of the premium under the Affordable Care Act and so they're like, well, I love the insurance coverage I have I’m just not going to sign up for Medicare. Well, what they find out later, is that it was never intended that the ACA replace Medicare, they're supposed to leave and enroll in Medicare at 65. So not only will they pay a late enrollment penalty for signing up for Medicare because of that, but furthermore, once the government catches up with them, they'll make them pay back all the subsidy dollars that they've been given since age 65. And you can just imagine there are literally thousands of people in that bucket who don't know any better. So it's so important that people start doing their research early. The early 60s is a good time, but certainly no later than age 64. You need to dive in and learn the parts of Medicare and learn the enrollment periods and familiarize yourself with all that so that you don't accidentally make a huge blunder that is going to affect your coverage and what you pay for it for the rest of your life.4. Can you fill in our listeners on exactly what that entails when you start becoming eligible for Medicare as far as price?So part of the reason people think Medicare is free is that during your working years, you pay FICA taxes, and you see on your paycheck stub, the amount that's pulled out of your paycheck to go toward Medicare and to go towards social security. So people think that they're prepaying and that Medicare will cost them nothing when they get there. And on one part, that's true, Part A, which is your inpatient hospital coverage under Medicare that is funded by the FICA taxes that you pay throughout your working life or if you were married to someone, you have to work at least 10 years here in the US or be married to someone who did to get Part A for free, and most people do work so about 99% of all Medicare beneficiaries, enrolling in part A will pay nothing for it. A lot of times immigrants who are recent to America, maybe don't have that work history, you can purchase it, but for most people, Part A costs nothing.5. What exactly is Part A?Part A is your inpatient hospital coverage. If you're admitted into a hospital, Part A is the fund that pays for inpatient hospitals, skilled nursing, hospice, blood transfusions, things like that, that would occur in a hospital setting.6. So that doesn't cover all the other stuff? It only covers if you get sick, and you have to go into a hospital or you have to get skilled nursing?Sometimes, people who can't afford or didn't know they have to pay, won't sign up for the Part B which is the outpatient coverage, and that's a big mistake if Medicare is going to be your primary coverage if you don't have other coverage, such as through the VA or through retiree coverage through an employer, because although Part B does pay for outpatient things like you and I would think of as outpatient like doctor visits and lab work, it also covers things which may happen in the hospital because physicians perform services at a hospital and physicians fall under Part B. So if you were to have outpatient surgery or chemotherapy or radiation in a hospital, Part B is actually the part that covers those services. Part B is not free currently in 2020. The base premium, the standard base premium for Part B that most people pay is $144.60 per month. That typically goes up a little bit every year. People in higher income brackets about 5% of Medicare beneficiaries pay substantially more than that because they're in a higher income bracket. 7. What about the senior or the aging person who doesn't want to pay $144 for part B, and has either a pension which includes health benefits or is still working and has health benefits, do they need to get Part B?They don't. If you work for an employer, past age 65, and that employer has more than 20 employees, then you can keep your employer coverage and it's going to pay primary and Medicare will pay secondary. 8. What is Part C?Part C is the Medicare Advantage program. To understand how that works, I'll first state that when you have your Medicare benefits in place. They work similarly to other insurance that you've had in the past when you have employer group health insurance. When you go to the doctor, you have a copay. If you go to the hospital, you pay a deductible. Well, Medicare has those same things. You have a deductible when you go to the hospital, there's an outpatient deductible, and then Medicare covers only about 80% of your outpatient expenses. So you need some sort of supplemental coverage that's going to cover that other 20% and also pay those deductibles for you. So you could choose to enroll in a traditional Medicare supplement that goes alongside the original Medicare that picks up those things for you or you could opt for the Medicare Advantage Program instead. And that is just a way where you can get your original Medicare Part A and B benefits through a private insurance company that operates a local network in your area.9. What's the difference if someone wants to do Part C and Part D, they can either get that through Medicare, or they could get it through private companies such as Boomer Benefits?The Medicare Advantage program is not something Boomer Benefits offers, you would enroll in a private insurance company, and all the same companies that you're used to that operate in the under 65 world. They offer Medicare supplements and Medicare Advantage plans. So in your local area, you might be signing up with United Healthcare or Blue Cross or Aetna or Cigna Anthem. There are dozens of carriers that offer these plans. The main differences are with original Medicare and a Medicare supplement. Medicare is the primary payer and if you have a Medicare-approved claim which Medicare approves most medically necessary care. Medicare pays its share and then sends the rest of your supplement company and the supplement company picks up their share, leaving you little out of pocket. And the advantage of sticking with original Medicare and going that route is Medicare doesn't have a network There are over 1 million providers that participate in Medicare across the United States. So you can see any doctor you want anytime you don't have to pick a primary care doctor, you never have to get a referral.9. Pursuant to the CARES Act, Secretary DeVos was required to send a report to Congress with recommendations for waivers to IDEA and other education laws during the COVID-19 pandemic. That report was delivered and posted on 4/27/20 and IDEA waivers related to the provision of a Free Appropriate Public Education for students with disabilities were NOT recommended. Two waiver authorities were proposed in the report: (a) a waiver related to timelines for transition for toddlers from Part C to Part B, and (b) a waiver related to Personnel Preparation grants. The later waiver authority may be of interest to our members involved in OSEP Personnel Preparation grants. Read the entire letter here.

With the cost of healthcare rising at incredible rates, finding the best options for healthcare in retirement can be a deal-breaker. For the average federal employee, Medicare is an integral part of their health care planning in retirement. Let's start with the basics of how Medicare works. Most people in the United States are eligible for Medicare at age 65. For 99% of people, Medicare is a choice and not required.  The only individuals that will be required to enroll in Medicare Parts A and B at age 65, are those that are under the military health program called TRICARE. If these individuals fail to enroll they can lose access to their TRICARE health insurance. For the rest of us, Medicare is completely optional.  There are four different parts to Medicare. Parts A, B, C, and D. Part C is often unpopular because it restricts which Healthcare Providers you can go to and part D is for prescription drugs which are already covered under FEHB. For most federal employees, it makes sense to focus on Parts A and B to make this decision.  Medicare part A covers inpatient hospital care, skilled nursing nare, hospice care, lab tests, and surgeries. Part A is premium free for those who have contributed to the Medicare system for at least 10 years. This covers most people in the United States because it comes right out of our paychecks. And because part A is free, it often makes sense for everyone to enroll. For those that are already drawing Social Security at 65, they will be automatically enrolled in Medicare part A. They would have to contact Medicare if they would like to opt out. Those who have not started Social Security benefits yet will have to actively enroll. You will have three months before and three months after your 65th birthday to enroll in Medicare.  Medicare Part B covers things like health care providers, outpatient care, medical equipment, home health care, and some preventative services.This part is not free however. The premium will be $144 in 2020 for most people, or potentially higher for those with higher incomes. If you are already drawing Social Security, this premium can come right out of your Social Security check. If you are not yet drawing Social Security, you would make payments directly to Medicare. If you choose to enroll in Medicare Part B, it will not lower your FEHB premiums.  For those who are still working at age 65 and enrolled in FEHB, there will be no penalty if they don't enroll in Medicare Part B during the seven-month window around their 65th birthday. They will be able to enroll once they stop working. But for those who are already retired at 65, there will be a 10% increase to their part B premiums for every year that they wait to enroll. For example, if someone was to wait till age 67 to enroll in Medicare Part B their premiums will be 20% higher then if they would have started at age 65. Because there is little downside to enrolling in Medicare part A, for most federal employees the real decision is to decide how they will coordinate their FEHB and Medicare Part B. There are three main combinations that we should be thinking about. 1. Keeping FEHB and Not Enrolling in Medicare Part B This option will keep your health insurance situation at status quo without much change. You would continue to pay your FEHB premiums.  2. Enroll in Medicare Part B But Drop FEHB This option may make sense for some but there are some inherent downsides to this strategy. First of all, with no other insurance besides Medicare, some providers will be less likely to provide services to you. Medicare generally pays providers at lower rates. Some providers refuse to work with Medicare-only patients because they want to receive their full rates. This could potentially limit your provider choices in retirement. Did you know that people are turning 65 at a rate of 10,000 people per day and that number isn’t expected to decrease for a few years?  That’s a lot of people turning 65. A lot of the people who have had Great accomplishments throughout their lives Their stories might not have been told and if they have been, they might not be remembered. Welcome to seniors we love, a podcast designed to honor the people who have made a difference in our lives. Who might not have gotten the recognition they deserved any other way.  It’s where we share stories of people who have made a difference  Mixed in we talk about some of the difficulties they’ve experienced and some of the joys of their adventures. Trailblazers in their own subtle way. I hope throughout this podcast to share those stories of people who really made a difference and mixed in between some of the stories will probably be some of the difficulties of the senior life that people experience  My name is Debbie DeChambeau and I am the host of this podcast and in 2019, I am also a caregiver. I didn’t plan to be a caregiver. I didn’t go looking for it.  People tell me they don’t know how I do what I do. It’s something I have heard all of my life. Honestly, I just do what I think needs to be done and I keep moving forward. I’m a survivor. I don’t think twice about it. I focus on having a positive attitude  and I think in many ways that’s what keeps me going In many ways I might have set myself up for it because I am so caring. I’m not afraid to jump in and try to figure it out. And I’m not that good at saying NO.  My sister passed away in November, 1999. She was 34 and left behind 4 children. A year after her death, her husband was floundering so I was asked to care for her two youngest children for awhile. I went from two kids to four overnight. I figured it out. I was raising 4 children for over a year. What a challenging time that was in my life. I wouldn’t trade it for anything. I managed the care for my biological father during the last year of his life. You see he ended up in the hospital once a month and would be there for a week at a time. It was an hour away, but I drove there every day, met with the doctors, coordinated the care then came home to take care of the 4 kids. He would misbehave in the middle of the night and they would call me to come and sit with him because they didn’t have anyone else. While caring for him was different than the caring I’ve done for others, his taught me a lot that has helped me over the past 10 years. I also have a step father. Actually if you want to learn a little more about me outside of this podcast episode, go to episode 1 of Divorce Exposed, another podcast I host and you’ll get a lot of my backstory.  I digress.  When my step father passed away, he had a brother that he looked after every month. This was my Uncle Merrill. On the way to the funeral, I learned how much my dad was helping his brother. I said to my uncle, if you ever need any help, let me know, I live in a big house and I’m happy to help. It was my way of letting my dad know how much I was part of his family. Another story for another podcast. Little did I know that within 6 months he would be living with me. He was with me for almost 10 years. I was his caregiver and I’ll talk more about him in another episode. My mom and I have had an interesting relationship over the years. For the first 30ish, she was an alcoholic. Once she was in recovery, we made up for all of the lost years. I always told her there was a room for her in my home when she needed it and that I would never put her in a nursing home. I don’t believe in that.  3 years ago, my mom moved in with me. It was a short visit because she had fallen off the wagon and it was like reliving my teenage years. Fast forward 3 years and she is again in recovery but she’s also very sick and currently in hospice. I’m her caregiver. It’s so much more than I ever imagined. I’m good at providing medicine, doing laundry and keeping people doing the right thing. I’m not so good at some of the other duties of a caregiver. I really don’t like changing the porta potty or cleaning the wounds. With my sisters children, I had a husband who helped and I was 20 years younger! With my uncle, he did almost everything for himself, or at least tried to.  My mom is a primadonna. She wants everything done for her. That might be because she currently weighs 79 lbs. And  is also a fall risk so she can’t do much. But she doesn’t make it easy. Living with my mom for the first time in 30 years has been quite an adjustment. I’ve learned so many things about her that I was never aware of. Or maybe I just forgot or didn’t see them because of the alcoholism.  There’s a reason we didn’t get along when I was a teenager, but I don’t think I was the issue! (wink wink) Because of the caregiving I’m doing for my mom, I decided to create this podcast. I’ve learned so much about her and I think it needs to be shared. Not in a negative way, but in a way that inspires others.  I want to showcase how amazing people are. The little things that make a difference that don't always get talked about. I’m also an insurance agent. I started working for my step dad when I was 15. After my sister passed, I stepped away from the industry for awhile. I kept my license and did my required continuing education credits each year. I’m a certified insurance counselor, so I’ve taken a lot of classes. I kept my insurance license because I didn’t know what the future would hold.  While caring for my mom and trying to figure out her medicare benefits, I was so  overwhelmed. I figure if I’m having trouble with this stuff, how can seniors and other caregivers figure it out. I’m an insurance agent and I’m struggling. I realized why I kept my insurance license all these years. I’m now back in the insurance business as a medicare agent. I’m a resource for anyone eligible for medicare, helping them navigate the confusing waters. It’s a world filled with acronyms. Mops, QMB’s DSNPs to SEP’s. And the list goes on for the acronyms! I started my own insurance agency called Lynn Michel Insurance. Lynn is my middle name, Michel is my youngest son's middle name. He hates that name so I’m hoping to showcase how beautiful it is! I’m also hoping he’ll decide to join me in the business one day. If nothing else, It’s a lot shorter than DeChambeau!  So if you know a senior that needs a review of their medicare insurance, I’d love to be the person you talk to. Technically, I’ve been an insurance agent for the past 40 years, and at the time of this recording I’m almost a year in the medicare space. Being new is a good thing. I’ll be thorough, do the research and provide you with the options that you are looking for. Everything is fresh because of all the studying I’ve been doing. While everything is highly regulated by CMS (centers for Medicare and Medicaid services) and I mean highly regulated, I’ve also completed the certifications for Part C and Part D. Dena shares her experience advocating for her son with severe dyslexia in the early years of special needs legislation and how that inspired & launched her career in advocacy. She describes that it was a time when being "in the building" for a kid with special needs, was about as much support as was given. Dena was Technical Assistant Coordinator for the National Parent Training and Information Center (PACER) for over 6 years training educational advocates throughout the country. She worked with the Office of Special Education Programs (OSEP) during the reauthorization of the Individuals with Disabilities Education Act in 1997. A published author through Incentive Publication, she wrote: “Success with IEPs” and “An IEP Writing Tool” for teachers and school administrators. During her time as CEO of Family and Children First, she ran Part C of the Individuals with Disabilities Education Act Early Childhood Program, Truancy Mediation, and Strengthening Families a Mental Health and Drug Addiction Program for Marion County in Ohio. She is certified as Special Education Mediator through the Juvenile Justice Center of Atlanta and as a Truancy Mediator through the Ohio Supreme Court. On a personal level, Dena also talks about leaving her job at PACER & working with OSEP to return to Ohio to aid her mother and how despite leaving an esteemed position, she was able to use her experience as a parent, advocate & then administrator to rise once again to leadership at Family & Children First in her home state of Ohio. MN074 CMS Slaps Fallon Healthcare With Huge Civil Money Penalty

Hey Medicare Nation! Here I am bringing you yet another Medicare Advantage Plan Sponsor, being slapped by CMS, for failing to comply with Medicare requirements related to Part C (Medicare Choice) and Part D (Medicare Prescription Drug Plans). Today, I will be discussing the CMS Civil Money Penalty (CMP) that was imposed on Fallon Community Health Plan. On June 29, 2017, a letter was issued to Mr. Richard Burke, the President and CEO of Fallon Community Health Plan, from Vikki Ahern, Director of the Medicare Parts C and D Oversight and Enforcement Group. The letter was written relating to a "Notice of Imposition of Civil Money Penalty for Medicare Advantage-Prescription Drug Contract Numbers: H2411, H2470 and H9001. Summary of Noncomplliance CMS conducted an audit of Fallon's Medicare operations from February 16, 2016 through February 26, 2016. In the audit report issued on July 20, 2016, CMS auditors reported that Fallon failed to comply with Medicare requirements related to...."Part C and Part D organization/coverage determinations, appeals and grievances in violation of 42 CFR" (Code of Federal Regulations).  The audit report lists the exact subsections of 42 CFR that were violated The letter goes on to state....Fallon's failures in these areas were systemic and resulted in enrollees inappropriately experiencing delayed or denied access to benefits and/or increased out-of-pocket costs. CMS made a determination to impose a civil money penalty (CMP) for Fallon's failure to comply, in the amount of $344,100.00. That's a BIG fine!  Fallon Comunity Health Plan was founded in 1977. They have a product portfolio of group and individual health plan options. Fallon also has a Senior Care Services Division, oversees all products, programs and solutions which focus on the senior population. If you are a member of a Fallon Medicare Advantage Plan and you have questions regarding your plan, I would call the Senior Care Services Division. The number is - 800-868-5200. If you are a current member of a Fallon Medicare Advantage Prescription Drug Plan, your benefits are intact and working for you.  The $300,100 CMP was issued due to the incorrect classifications of "grievances", "organization determinations" for Part C complaints or "coverage determinations" for Part D complaints by members. These incorrect classifications resulted in members not receiving the required level of review, and/or experiencing delayed access to medically necessary or life-sustaining treatments. How does something like this happen, you may ask?  Insufficient training of Fallon customer representatives and agents. Employers like Fallon, need to ensure their employees are properly trained in CMS Medicare Advantage Plan and Medicare Part D regulations as well as Fallon's Medicare Health Plans and benefits. Train your employees Fallon!  Fallon needs to ensure their employees are competent and complying with Medicare rules & regulations relating to Medicare Advantage Part C and Medicare Part D.  What Should You Do if You or Your Parent(s) are on a Fallon Medicare Advantage Prescription Drug Plan? Pay attention to your MONTHLY Explanation of Benefits (EOB) letter. Look the document over and ensure all the prescriptions you filled that month are correct! Look and make sure the provider(s) listed on your EOB are doctors or facilities you visited. Ensure any treatments or diagnostic tests were ones you actually did! If you find a discrepancy, call Fallon customer service to notify them of it. A Fallon customer service rep should be able to assist you with this issue. If Fallon customer service is unable to assist you or if they refuse to assist you, you have two good options: 1. Call your Medicare Agent or Medicare Advisor. They enrolled you in the Fallon Medicare plan and should be a liaison between you and Fallon. 2. Call Senior Medicare Patrol.      Senior Medicare Patrol (SMP) is an awesome resource that is available to you for free!      SMP Volunteer's are seniors and understand what you're going through. They are trained to investigate or notify the agency who can investigate, suspicious or fraudulent charges on your EOB statement.      Go to the SMP website to find an SMP location near you:       www.SMPresource.org If you believe you were denied coverage or delayed in receiving your benefits, you have a right to appea Ask your Medicare Agent or Medicare Advisor to assist you and explain your options. Your coverage and benefits are intact and not in danger at Fallon Health Plan. Fallon has the right to appeal the CMS CMP by August 29, 2017.  We'll see what happens. In the meantime, due your due-dilligence and monitor your EOB statements no matter which Medicare Advantage or Medicare Prescription Drug Plan you are on. This doctoral thesis suggests a text-linguistic approach dealing with linked electronic texts, so called HYPERTEXTS. After explaining the concept and philosophy of the hypertext-idea and elaborating on a pragmatic definition of WWW-hypertexts (Part A of the thesis), a linguistic framework, the Textlinguistisches Analysemodell für Hypertexte (TAH), is proposed (Part B). TAH provides a pragmatic-functional, top-down model to analyze CONTEXT, FUNCTION and STRUCTURE of complete hypertexts and the hypertext-components NODE and LINK. Main aim of TAH is to strictly separate the different aspects of each hypertext- and linguistic level – without isolating them. The theoretical approach of TAH is used for a case study (Part C). Therefore a corpus of WWW-hypertexts, mainly informative and instructive ones, is examined with TAH-methods. Aim of this study is on the one hand to provide some sort of evidence for the plausibility of TAH and is on the other hand linked with a specific question of research: It deals with possibilities provided by linguistics to enhance hypertext-links with logically, semantically and/or rhetorically typed information. The conclusion of the study is to distinguish exactly between semantics of a deepstructure-knowledge-presentation, semantic and rhetoric relations of the surface, i.e. the hypertext the user can see, and the layout or traversal behavior respectively of the user interface, i.e. the browsersoftware. Part C mainly deals with problems of typed links on the surface of hypertexts.
