Last week saw public transport usage in Auckland reach a 7 year high, on account of high fuel prices across the country. While high usage bodes well for public transport, the network is facing difficulties around overcrowding. In addition, Auckland Transport is pushing for central government support to lower fares, which ministers have rejected.  Auckland Council has also conducted a review into its resource management consenting processes, and found multiple spots for improvement. And central government has announced dog control law reforms, which Auckland Council has welcomed given its extensive existing operations in animal control. To discuss each of these issues, News Director Castor spoke to Councillor Shane Henderson.

Central government has granted new police powers to issue move-on orders for rough sleepers around the motu, with failure to comply resulting in penalties of a $2000 fine or the possibility of three months incarceration.  2 cases of measles have been reported in Auckland, both of which have been linked to overseas travel. And, the celebrations continue in Tāmaki this week with the Chinese Lantern festival taking place this weekend at the Manukau Bowl. Safety measures on public transport are of growing concern this week following the fatal and unprovoked attack that took place on route 76 in East Tāmkaki on Monday night. Earlier this week there were also multiple critical incidents that occurred simultaneously across Auckland's West Coast beaches and waterways, seeing an unusually high deployment of emergency services and surf lifesavers for this early in the summer. Similar to how Prime Ministers choose who their cabinet members are, the Mayor last week announced his appointments for committees in Auckland Council. Committees are powerful pieces of the Auckland Council machine, determining the direction on key policy issues around community assets, budgeting, transport and housing.  Notably different to his approach last term, the Mayor has opted to appoint key allies to committee chair roles. These are councilors who have had a good working relationship with the mayor over the last three years and will mean that there are less roadblocks when it comes to advancing his agenda.  At the same time the Mayor and Central Government are responding to increased complaints about anti-social behaviour in the CBD by considering laws and bylaws that would ban homelessness.  Critics of this policy note that such laws would not address the key drivers to poverty and housing need and would simply endanger those individuals experiencing homelessness further.  Thursday Wire Producer Sanat talked to Councilor Shane Henderson today about these committee appointments and this proposed ban on homelessness.

They also had a discussion about the role of fireworks in our community, with major festivals like Diwali prompting some communities to express concern about the disruption that fireworks are causing to their families, animals and the natural environment.

A new housing density plan is going ahead following a heated Auckland Council debate. The plan which allows more housing near transport hubs and fewer in natural hazard zones, has passed with 18 in support and 5 opposed. It will remove 27 percent of Special Character Areas. "It's time for people to feedback in and say - look, we might have gotten this or that area wrong, or make some adjustments to people's neighbourhoods and things like that. Bike Auckland, a pro-cycling advocacy group recently sent out their pledge for candidates which says  “I believe people of all ages should feel able to bike safely to get around. Auckland needs more climate-friendly transport to ensure a sustainable and resilient Tāmaki Makaurau Auckland, protecting our environment and communities for future generations. If elected, I commit to making a safe, connected cycle network a priority.”  Several candidates have pledged their support for the bike pledge, so Thursday Wire Producer Sanat wanted to get some more insight from Councilor Shane Henderson into how cycling will play a role in the future of Auckland's transport network. Thursday Wire Producer Sanat also asked him about what he has to say to opponents of cycleways that argue the increased cost and congestion is part of a larger “war on cas” In other Local Government news, an ACT candidate in Whangerei has had their hoarding shot at several times recently. This follows an increase in abuse and vitriol towards local government candidates, particularly from marginalised communities. Producer Sanat asked Shane what he thinks this means for the state of our local democracy.

The deadline for enrolling to vote in Local elections and nominations for candidates closed last week, with last minute pushes across the country to make sure as many seats as possible were being contested.  There were concerns from the Electoral Commission and Local Councils across the country that some seats might go uncontested or only have one person running. Producer Sanat wanted to understand what the state of local democracy is in Auckland and whether the council is doing enough to make sure it is healthy and thriving.  Also in today's discussion is a conversation about Regional Deals. Recently Auckland Council signed a memorandum of understanding with the government in order to begin “negotiating” a regional deal.  Producer Sanat wanted to understand what a regional deal is and what it can do for Auckland, especially as recent unemployment and homelessness figures suggest that our city has been hit hardest by the recent economic downturn.  He started off by asking Councillor Shane Henderson about the state of Auckland's Local Democracy.

Last week, the council's Civil Defence and Emergency Management (CDEM) Committee said they would be seeking to implement a number of recommendations that improve emergency readiness for disabled populations. Following a hui last year where community members were invited to bring forward issues relating to future planning for natural disasters, Sara was interested to hear about how the council is taking suggestions on board. As well, Auckland Council has been considering proposals to mitigate flood risks around the Wairau catchment, including one which would see the reduction of the size of the Takapuna Golf Course, to convert the space into a flood catchment. Numerous political figures including Ministers Shane Jones and David Seymour have spoken out in the media this week with allegations that Auckland Council is trying to usher in ‘co-governance' on a local level, with their proposal on the management of the Waitākere Ranges. CEO of Te Kawerau ā Maki Edward Ashby called out the political lashback as “fear-mongering” and ‘misinformation', affirming that the proposal is not actually a co-governance structure.  The proposal is for a decision-making committee of 50% representation from the Crown and tangata whenua to manage the land under a deed of acknowledgement. The council says the deed of acknowledgement is in line with the Waitākere Ranges Heritage Act 2008, and follows on from the existing management structures in place.  Producer Sara spoke with Councillor Shane Henderson during his bus commute about this topic and the political commentary that's been witnessed this week. Auckland's 21 local boards united in a letter to Mayor Wayne Brown last week, rejecting that they must absorb a $17.6 million budget shortfall tied to the Fairer Funding Initiative.  The letter, dated March 10, highlights the significant pressures imposed on local board activities due to the cost-cutting measures, asserting that local boards had “no control over the budget” and "all decisions were made without any reference to any Local Board”. While Wayne Brown responded earlier this week, ensuring that local boards would not need to seek extra funding to cover the budget shortfall this year, these discussions will become relevant again for next year's budget.  Group chief financial officer for Auckland Council, Ross Tucker, says the council "is embarking on a challenging transition to an equity-based funding model that will see local boards being empowered with more budget autonomy as well as greater budget responsibility". Also, as the need increases to address the number of roaming dogs on the street, as well as the number of dog attacks, Auckland Council has opened a council-operated dog adoption centre. Last year, less than half of roaming dogs were claimed by their owners, the lowest amount in a decade. The adoption centre which opened on the weekend will house over forty dogs in an effort to relieve the strain on animal shelters around Auckland. Producer Sara spoke to Councillor Shane Henderson about both of these issues this morning. To start off, she asked him to explain the purpose of Auckland Council's Fairer Funding Initiative.

Auckland Mayor Wayne Brown has revealed a proposal to build a second harbour bridge between Pt Chevalier and the North Shore as a cheaper alternative crossing option.  This would involve using the naturally existing lava flow at Meola Reef to support a new bridge across the Waitematā Harbour crossing to Kauri Point on the North Shore.  In response, critics have questioned the investment, whether the proposal would solve issues of traffic congestion, and have raised concerns regarding environmental implications, disrupting suburban areas, and iwi consultation.  Additionally, Auckland Council received criticism earlier this week over information revealed through an Official Information Act request by the Auckland Ratepayers Alliance that Council spent over $250k on repairing four sets of stairs on Milford Beach.  Sofia spoke to Councillor Shane Henderson about both of these topics.

The removal of 30% of public bins across Auckland has locals fuming.  As part of the Auckland Council's budget plan last year, the ' bin optimisation' project is expected to save ratepayers at least $9 million.  But many are taking to social media to complain about the litter, dumped bait bags and dog poo left behind in local neighbourhoods.   Auckland Councillor Shane Henderson told Mike Hosking that many councillors disagree with the project.  He says $9 million is significant, but it shouldn't stop council delivering public services.  LISTEN ABOVE See omnystudio.com/listener for privacy information.

There have been two further deaths in the past 24 hours, both in Hawkes Bay. Civil defence reported late last night that a woman in Putorino had died after a bank collapsed onto her home. Police visited the property following a missing person's report and undertook rescue efforts but were unsuccessful, they said. A body was found on the shore in Bay View, Napier shortly before eight-PM last night. It is not yet known if the death is connected to the flooding. In Auckland, the search for a firefighter trapped under a collapsed house in Muriwai has resumed this morning. Fire and Emergency says it's still holding out hope of finding Dave van Zwananberg in the wreckage today. It is more than 24 hours since he went missing. A colleague of his also caught in that slip has been identified as Craig Stevens - he's in a critical but stable condition in hospital. Auckland councillor Shane Henderson spoke to Kim Hill.
