The market ended up last week Friday, as Taiwan Semiconductor Manufacturing last week recorded an increase in shareholders to the highest number in almost eight months. Analysts say TSMC is expected to continue to benefit from strong global demand for its high-end processes to meet strong global demand for artificial intelligence applications. Air pollution warning issued for sensitive groups The Ministry of Environment is warning that northeasterly monsoon winds will continue to bring increased pollution to southern and central parts of the island today. The ministry says pollutants from overseas are forecast to bring air quality to an orange alert level in those areas and sensitive groups are advised to avoid outdoor activities. Under the ministry's Air Quality Index system, during an orange alert, people with heart, respiratory, or cardiovascular conditions, as well as children and the elderly, are advised to reduce physical exertion (體力消耗/勞動) and limit outdoor activity or wear a mask when going out. According to the environment ministry, the concentrations of fine particulate matter are being brought to Taiwan by a northeasterly monsoon from China's Shanghai and Shandong areas. AP correspondent Julie Walker reports Israel Approves Settlements in West Bank Israel's far-right finance minister says the Cabinet has approved 19 new Jewish settlements in the occupied West Bank. The decision announced Sunday is part of a broader push by the government to expand settlements, which threatens the possibility of a Palestinian state. The Peace Now anti-settlement group says the approval increases the number of settlements in the West Bank by nearly 50% during the current government's tenure (任期). Settlements are widely considered illegal under international law. The decision comes as the U.S. is pushing Israel and Hamas to advance a Gaza ceasefire plan that includes a possible pathway to a Palestinian state. France to Build New Aircraft Carrier French President Emmanuel Macron has announced plans to build a new aircraft carrier. The vessel will have the capacity for 30 fighter jets and 2,000 sailors. Macron described it as a display of national power. The announcement was made to French troops in Abu Dhabi. The new carrier is set to replace the aging Charles de Gaulle by 2038. It will be nuclear-powered and equipped with Rafale M fighter jets. The project is expected to benefit (對……有益) many small- and medium-sized businesses. Since the 1960s, Israel has been building settlements in the occupied Palestinian territory of the West Bank — settlements deemed illegal under international law, and condemned by the Canadian government. With the settlements has also come many documented cases of violence from Israeli settlers against the Palestinians whose homes are being bulldozed to build those settlements.Now, a new investigation by CBC's the fifth estate has found that Canadian charities have been indirectly funding organizations, including the Israeli military, that support the ever-expanding settlements. It's been three years since Europe's Digital Services Act (DSA) came into effect, a sweeping set of rules meant to hold online platforms accountable for how they moderate content and protect users. One component of the law allows users to challenge online platform content moderation decisions through independent, certified bodies rather than judicial proceedings. Under Article 21 of the DSA, these “Out-of-Court Dispute Settlement“ bodies are intended to play a crucial role in resolving disputes over moderation decisions, whether it's about content takedowns, demonetization, account suspensions, or even decisions to leave flagged content online.One such out-of-court dispute settlement body is called Appeals Centre Europe. It was established last year as an independent entity with a grant from the Oversight Board Trust, which administers Oversight Board, the content moderation 'supreme court' created and funded by Meta. Appeals Centre Europe has released a new transparency report, and the numbers are striking: of the 1,500 disputes the Centre has ruled on, over three-quarters of the platforms' original decisions were overturned, either because they were incorrect, or because the platform didn't provide the content for review at all.Tech Policy Press associate editor Ramsha Jahangir spoke to two experts to unpack what the early wave of disputes tells us about how the system is working, and how platforms are applying their own rules:Thomas Hughes is the CEO of Appeals Center EuropePaddy Leerssen is a postdoctoral researcher at the University of Amsterdam and part of the DSA Observatory, which monitors the implementation of the DSA.

Big job cuts and reductions in resources at the IRS are liable to prolong disputes over tax bills and force the agency to leave money on the table when cases are finally resolved. More than 170 attorneys have withdrawn from representing the IRS in cases in US Tax Court since Donald Trump became president in January, according to a Bloomberg Tax analysis. Many have quit the IRS altogether amid a major exodus of employees. Some Justice Department attorneys who represented the IRS in tax disputes in federal appeals courts have also left, moves that could impact some of the biggest, most prominent tax-related cases in the courts. The diminished resources suggest it'll take longer to resolve cases, former attorneys and former IRS and DOJ officials say. The IRS may also be pushed into considering settlements in some cases where perhaps it wouldn't otherwise. That would mean settling cases on less favorable terms for the agency, and potentially give taxpayers a leg up in dealing with the IRS. In this episode of Talking Tax, Bloomberg Tax senior reporter Michael Rapoport discusses the attorney departures and their implications, as well as attorneys' frustrations about their jobs and fears about the future that prompted some to leave the IRS. Trained as both an archaeologist and ethnohistorian, Dr. Ross Cordy is a renowned scholar of Pacific Island Hawaiian-Pacific studies at University of Hawai‘i West O‘ahu, specializing in reconstructing the history of Hawai‘i as told from multiple data sources. Beginning with his study of the Hawaiian coastal village of Lapakahi in Kohala, his career in Oceania spans fifty+ years–from Huahini, Aotearoa, and Micronesia to the Hawai‘i State Historic Preservation Division where he undertook the challenging task of cultural site protection. In this two-part series, we first look at the voyages and settlement patterns of people across the Pacific to Hawai‘i.
