Confronté aux conflits en Somalie, en Bosnie, au Proche-Orient, et au Rwanda, le secrétaire général de l'ONU Boutros Boutros-Ghali mesure en cette fin d'année 1995 l'ampleur de son impuissance à reformer l'hydre onusienne qu'il dirige. Son agenda pour la paix dans lequel il préconisait une diplomatie préventive n'est pas parvenu à éviter les massacres, et ces échecs vont faire de lui le bouc émissaire de Washington. Malgré le soutien des 53 pays africains et celui de membres permanents du Conseil de sécurité comme la Chine, les États-Unis ont décidé d'en finir avec ce diplomate peu arrangeant. À 74 ans, Boutros Boutros-Ghali quitte à regret le poste de secrétaire général de l'ONU après seulement un mandat. Le 1er janvier 1997, le Ghanéen Kofi Annan prête serment et devient le premier Subsaharien à la tête de l'ONU. Avec la même ambition de réformer l'organisation, aura-t-il davantage de marge de manœuvre que son prédécesseur ? Avec le témoignage de Ahmedou Ould Abdallah, ancien ministre mauritanien des Affaires étrangères et ami de Kofi Annan.
Tiraillements entre les pays membres de l’ONU, dynamique de désengagement avec la réduction des contingents de la Mission des Nations unies pour l’assistance au Rwanda (Minuar), autorisation de l’opération Turquoise menée par la France… La tragédie rwandaise - qui a fait plus d’un million de morts - est vécue comme un réel échec par Boutros Boutros-Ghali, alors secrétaire général de la « maison de verre ».
Le 6 octobre 1981, tandis qu'il assiste dans un stade du Caire à un défilé militaire, à l'occasion de la fête nationale égyptienne, le président Anouar el-Sadate est assassiné. Il a partagé le prix Nobel de la paix de 1978 avec le Premier ministre israélien Menahem Begin pour avoir signé les accords de Camp David, accords négociés en coulisses par Boutros Boutros Ghali, alors ministre des Affaires étrangères de l’Égypte, et son homologue israélien Moshe Dayan. Et vivement critiqués par les nations arabes.

From Amadou Mbow ( UNESCO) to Tedros Gebreyesus ( WHO): Same battle? My African cliché of the day is a vision, M’Bow’s vision of UNESCO. He saw UNESCO as a means to create a world order based on justice, dignity for all, equity, respect for diversity and the preservation of culture heritage. How many African leaders today still have a vision and stand for it? Mbow’s life’s work has won him widespread acclaim and over 70 awards, medals and honorary degrees and citizenships from around the world. Today from Morocco where he retired and still resides, at the age of 99, what do you think is his reading of this WHO vs USA situation? I keep wondering what they would tell each other if Dr Tedros was to talk to Mbow, or to the late Kofi Anan and Boutros Boutros Ghali. Deja-vu? Don’t give up and change the world? I guess I will never know. As for you, if you want to change the fate of this podcast, keep spreading the word, and rate it as much as possible. Thank you and goodbye.
Mon cliché africain du jour est une vision, celle qu’avait Mbow de l'UNESCO, un outil pour créer un ordre mondial fondé sur la justice, la dignité pour tous, l'équité, le respect de la diversité et la préservation du patrimoine culturel. Euhh…..Vision ? Justice ? dignité ? équité ? respect ? ouhlaaa, autant de mots qui ne parlent plus du tout a la plupart de nos leaders africains. Pour notre plus grand desarroi. En tout cas, le travail de sa vie lui a valu à Mbow, des éloges et plus de 70 récompenses, médailles diplômes honorifiques et nationalités du monde entier, et surtout au Sénégal ou une université publique porte son nom. Aujourd'hui, depuis le Maroc où il a pris sa retraite et réside toujours, à l'âge de 99 ans, que se dit-il en voyant les attaques contre Dr Tedros ? Déjà vu ? ne lâche rien ? Selon vous, quel conseil Dr Tedros demanderait-il à Amadou Mbow ? A Boutros Boutros Ghali ? A kofi Anan ? qui ont tous fait les frais de la colère de l’oncle Sam bien avant lui ? When I travel outside of the US I often think that American citizens have no idea what a “war zone” we are actually living in. Guns are rampant every where. Military hardware comes back from global combat for use by our police departments further escalating violence. Since 2001, the US has spent $32M PER HOUR on war with each taxpayer paying a total of $24,000. US military spending far exceeds every other country on earth including China which comes in a distant second. Those of us in the conflict resolution field know all too well that when you create an adversarial climate, you get identity group polarization. Sure enough, racial tensions in the US are at an epic high and, while “the feminine” is rising, girls and the feminine are under harsh attack with man in our White House who brags of assaulting women and a Supreme Court majority that does not protect women by law from domestic violence. We in the US typically think of ourselves as the envy of the world to which certainly there is some truth. But we are numb to what it costs us — on every level — to dominate the planet. So when I heard Melanie speak at the AfP annual conference about the Hands Across the Hills initiative which applies the same peacebuilding approaches used in the most deadly conflicts around the world to conflict in the US I was intrigued and wanted to learn more. Melanie is one of those souls who exudes both integrity, kindness, high professionalism and intelligence. She is currently the Managing Director at Humanity United (HU) overseeing the peacebuilding and conflict transformation portfolio which develops, refines and implements strategies to build peace and counter violent conflict. She has helped design and facilitate public peace processes in the Middle East, Northern Ireland, the Caucuses and much more. Because she is one of the most seasoned and respected practitioners in the peacebuilding field, I wanted to hear her definition of peacebuilding, how it has emerged as a field, and what she sees as the trends. “Peacebuilding” emerged in around 1990 and was first articulated by Boutros Boutros-Ghali from the United Nations. Melanie describes the various streams coming together (at least in the US) to form the peacebuilding river: the Vietnam anti-war movement, the anti-nuclear movement, the environmental movement which required large scale consensus processes to resolve disputes around land, and the Alternative Dispute Resolution movement giving rise to mediation and other collaborative processes as an alternative to the adversarial American legal system. All of these movements, she says, inspired people to act for themselves and realize that building peace wasn't just the role of the government but could and should belong to citizens as well. She continues on with an excellent definition of peacebuilding which you can hear on the track. She sees many exciting trends in peacebuilding — what we are learning about the connection between neuroscience and peacemaking, and how peacebuilding is becoming more systemically integrated into our institutions. Cool to know that many of the large peacebuilding organizations have come together to improve the “branding” of peacebuilding — to make peace enticing, and counter the news culture of “if it bleeds it leads”. The most discouraging trend to her is that, among practitioners, the US is now generally seen as a “peacebuilding problem”. All of the criteria that are red flags for a peacebuilding initiative are present in this country — the level of gun violence, the tensions, the polarization, the number of deaths from violent conflict. In the Hands Across the Hills initiative, peacebuilder Paula Green is creating dialogue between people from a very conservative area from Eastern Kentucky and a very liberal area from Western Massachusetts. He may not be an artist but at 90 years of age, he is an extremely experienced observer of Egypt and the world, who is passionate about humanity and its problems.
