This session shares the Finance Committee meeting conducted Tuesday, April 29, 2025. All 8 members of the Committee were present in the 3rd floor training for the second of the series of Budget Hearings for FY 2026. This session covered Public Safety (police, fire, dispatch, and inspections) and Public Works (DPW, water, sewer, roads, etc). Quick recap:Police Chief TJ Lynch started his update. Basically the same as last year with some minor adjustments. If the override were to fail, he would loose 2 officers. He is hiring to backfill for retirees and transfers. When as ked to elaborate on that, he provided the details on the 5 recent departures, with one being sworn in at Council meeting and one still to be hired.Deputy Chiefs Klich & Barberi provided the update in lieu of Chief McLaughlin out this week on vacation. Similar to the police update, very little change in totals. If the override fails, they would lose the staffing for the 3rd ambulance. The 3rd ambulance responded to over 100 calls last year and resulted in over 70 hospital transports during its 40 hours of weekly coverage. The community would notice the difference in slower response times as mutual aid would be providing more coverage than they do todayDiscussion on vehicle replacement both costs increasing and lead times lengthening. A new ambulance ordered in 2022 is scheduled for delivery in August. The Tower truck ordered in 2023 is scheduled for delivery this summer. The current Tower would stay in the fleet and move to back up status, as would the older of the ambulances when the new one arrives.Brutus Cantoreggi, DPW director and Kathy Mooradd, Administration and Budget manager presented initially. Doug Martin, Water/Sewer Superintendent stood up along the way to cover water and sewer updates.Similar to the police and fire updates, a level funded budget being presented. Note, not a level service budget. The dollar remains about the same but the materials cost across the DPW departments account for 65% of the total budget (35% of the personnel cost). The same amount of money is getting less to work with. A failed override will also be noticeable but not right away. Water will still run, sewers will still operate, other maintenance and road repairs, etc. will be delayed or take longer.There were other budget items discussed; Building & inspection, MECC dispatch. The meeting total only runs 90 minutes so it should be easy enough to catch up to. Fr. Doug Martin grew up in a Godly United Methodist family, but didn't start taking a call to ministry seriously until college, where exposure to various Christian traditions led him to research Church history. At that time, he became Episcopalian, and eventually was ordained an Episcopal priest. After realizing the need for a stronger way of understanding of Christian authority, he gravitated toward the Catholic Church, entering itin 2001 as a layman. Several years later, he revisited the idea of his call to ministry, and was ordained a Catholic priest in 2019.

David Wilson's career, unfortunately, is a story of what could have been, as a neck injury ended a promising start.Round 2 (63rd): Reuben Randle, WR, LSURandle played four seasons with the Giants, amassing 938 yards in 2014 and eight touchdowns in 2015. Despite his production, he faced issues such as being benched twice in 2014 for being late to meetings. Round 3 (94th): Jayron Hosley, DB, Virginia TechHosley played four seasons with the Giants, primarily as a right-side corner. He played the PGA TOUR for nearly 9 years before a back injury cut his career short at 34. This is his 14th year as the Men's Golf Coach for the Cincinnati Bearcats with 5 career team wins, 3 in this season. The team has been ranked as high as #25 this season and getting better every week. A review has found water in the Wellington region hasn't been fluoridated properly for at least six years.The report, which has been made public this afternoon, said fluoridation for oral health was not a priority within Wellington Water - which has apologised for the failings.This was partly due to weak regulatory settings.Regulation has focused on the safety of drinking water and only ensured it was never over-dosed with fluoride, the report found.The independent inquiry was launched following revelations the water company turned off fluoride at two plants last year without telling the board, councils, or residents.But the investigation by consultancy firm MartinJenkins has revealed the extent of Wellington's fluoride failure reaches far beyond the point of facilities being turned off.Since July 2016, on average, fluoridation has been administered effectively just 20 per cent of the time at Te Mārua and Gear Island treatment plants.These plants, plagued by ageing and unreliable fluoride infrastructure, supply water to Upper Hutt, Porirua and Wellington City residents.Over the course of the saga, Regional Public Health was aware the water wasn't being fluoridated properly but didn't raise this as a concern, the report said.Eventually, fluoridation was turned off at Te Mārua in May 2021 after the supply was overdosed with fluoride twice in the space of one month.On both occasions, the problem was caught before the water reached residents.Many people were copied into emails about the fact fluoridation had been switched off."Although a lot of people knew something needed to be done, people were assuming that someone else was taking responsibility for leading the response," the report said. Deputy Prime Minister and Wellington Central MP Grant Robertson has previously said Wellington Water has a lot of explaining to do. Photo / FileMore emails suggested in October 2021 that the councils should be told about the situation, but there was a reluctance to do this until there was a firm plan in place.Fluoridation was then turned off at Gear Island in November 2021 because the storage tanks were past their use-by-date and the building's ceiling was deteriorating.A lack of ownership and escalation to senior leadership meant reinstating fluoridation at the plants was not progressed urgently enough, the report found.When the situation was eventually escalated, Wellington Water's board told the public fluoridation had been switched off at Gear Island and Te Mārua in February 2022.Days later it emerged this statement was incorrect, which the review said was a result of people "talking past each other"."However, I am confident there was no deliberate attempt to hide the length of time that fluoride had been turned off at the two plants," Doug Martin of MartinJenkins said.The report was clear efforts were made at an operational level to address problems with the fluoridation facilities, but a lack of oversight and prioritisation made for slow progress.The insufficient visibility at governance and management levels to ensure effective fluoridation created a "corporate invisibility"."Over time, this has led to a lack of appreciation internally of the importance that stakeholders and the public place on effectively fluoridated water."Interviewees described a "reactive culture and learned hopelessness" through which they gradually accepted investments to resolve systemic issues would not be granted.This was compounded by the fact fluoridation facilities were not considered critical assets.There were also historical challenges to providing fluoride safely.These included shortages, resulting in bad quality powder being used and packaging breaking down and getting caught in the dosing system.In a statement, Wellington Water board chairwoman Lynda Carroll said they apologised for...See omnystudio.com/listener for privacy information.
