But the dream collapsed, we entered an era of technological and economic stagnation, and pop culture became fixated on catastrophizing the outcomes of scientific innovations. If we had to rebuild American politics to be more positive, could we do it? And what would a positive or even optimistic politics look like? What would be its program, and how could we all be galvanized to join in a world and at a time when it seems as though every day brings another dampener to human enthusiasm? Those are just some of the questions that James Pethokoukis approaches in his recent book, The Conservative Futurist. James emphasizes that optimism and pessimism don't exist on the traditional left-right axis of political analysis (named for the seating arrangement of politicians during the French Revolution). Instead, he divides the world into an “up wing” — people who believe in expanding the bounds of human ingenuity — and those who belong to a “down wing,” which might be simply summarized as degrowthers and others who see limits in all aspects of science, technology and the human condition. James and I talk about his book, and then I quiz him on just how realistic his futurism is. Is his vision actually possible, or is it the sort of slapstick fantastical science fiction that is great as entertainment but has long since died out as a way to govern? He's got better evidence marshaled than I expected, and you can be the judge if optimism can guide your thoughts.

"We wanted flying cars, instead we got 140 characters." Peter Thiel's famous complaint hearkens back to the middle of the 20th century, when high economic growth seemed unstoppable and the future was filled with visions of moon bases, nuclear energy too cheap to meter, and yes flying cars. But in the 1970s, economic growth slowed down and the future suddenly darkened, now menaced by threats of overpopulation and runaway pollution. Except for a few brief years during the internet boom of the 1990s, the old dynamism and optimism have never returned. In his new book The Conservative Futurist, American Enterprise Institute scholar James Pethokoukis investigates what he calls the "Great Downshift" of the past half-century - and surveys the hopeful evidence that a new burst of technological and economic innovation may be in the offing. Pethokoukis joins Brink Lindsey to discuss the book, review what's gone wrong in both public policy and the broader culture, and explore (in the words of the book's subtitle) "how to create the sci-fi world we were promised."

But instead of looking back over the past eight-and-a-half years of our podcasts, we consider the future: How collective optimism or pessimism can have a huge impact on the economy, risk taking, and the acceptance of new technologies that spark growth and innovation.Our guest is scholar and journalist James Pethokoukis of the American Enterprise Institute, author of "The Conservative Futurist: How To Create the Sci-Fi World We Were Promised."In this episode he argues that in the decades after World War Two and during the space race, America was the world's dream factory. TV and movies helped to turn imagination into reality, from curing polio to landing on the Moon to creating the internet. In those years we were confident that more wonders lay just over the horizon: clean and infinite energy, a cure for cancer, computers and robots as humanity's great helpers. But as we moved into the late 20th century, we grew cautious, even cynical, about what the future held and our ability to shape it. James Pethokoukis says that this year— 2023— marks the 50th anniversary of the start of the Great Downshift in technological progress and economic growth, followed by decades of economic stagnation, downsized dreams, and a popular culture fixated on catastrophe."If you cannot imagine or have someone present a plausible imagining of a better tomorrow, why should we take any risks today?", Jim tells us. "There will be failures. Failure is part of taking a risk. Vitalik wrote a post trying to make the case for his own take on techno-optimism summarizing it as an ideology he calls "d/acc". I resonate with a lot of it, though also have conflicting feelings about trying to create social movements and ideologies like this. Below some quotes and the table of contents. Last month, Marc Andreessen published his "techno-optimist manifesto", arguing for a renewed enthusiasm about technology, and for markets and capitalism as a means of building that technology and propelling humanity toward a much brighter future. The manifesto unambiguously rejects what it describes as an ideology of stagnation, that fears advancements and prioritizes preserving the world as it exists today. This manifesto has received a lot of attention, including response articles from Noah Smith, Robin Hanson, Joshua Gans (more positive), and Dave Karpf, Luca Ropek, Ezra Klein (more negative) and many others. Not connected to this manifesto, but along similar themes, are James Pethokoukis's "The Conservative Futurist" and Palladium's "It's Time To Build for Good". This month, we saw a similar debate enacted through the OpenAI dispute, which involved many discussions centering around the dangers of superintelligent AI and the possibility that OpenAI is moving too fast. My own feelings about techno-optimism are warm, but nuanced. I believe in a future that is vastly brighter than the present thanks to radically transformative technology, and I believe in humans and humanity. I reject the mentality that the best we should try to do is to keep the world roughly the same as today but with less greed and more public healthcare. However, I think that not just magnitude but also direction matters. There are certain types of technology that much more reliably make the world better than other types of technology. There are certain types of technlogy that could, if developed, mitigate the negative impacts of other types of technology. The world over-indexes on some directions of tech development, and under-indexes on others. We need active human intention to choose the directions that we want, as the formula of "maximize profit" will not arrive at them automatically. In this post, I will talk about what techno-optimism means to me. This includes the broader worldview that motivates my work on certain types of blockchain and cryptography applications and social technology, as well as other areas of science in which I have expressed an interest. But perspectives on this broader question also have implications for AI, and for many other fields. Our rapid advances in technology are likely going to be the most important social issue in the twenty first century, and so it's important to think about them carefully. Today's podcast is on an invaluable insight from Master & Apprentice, a novel by Claudia Gray about Qui-Gon Jinn and Obi-Wan Kenobi. Before we met them in Star Wars Episode I: The Phantom Menace, these two Jedi did not always get along. Qui-Gon even wanted to dump Kenobi as his Padawan learner during this time. They were oil and water. Why was Obi-Wan so reactive to Qui-Gon Jinn's loose nature as a teacher? Young people are contrarian by nature of their age. Here's what Qui-Gon had to learn….“What your Padawan is doing is totally normal. Adolescents go one of two ways. They're either rebels to the core, or even stricter than their elders. So Obi-Wan's the latter. He'll relax after a while. Know what? If his new Master is stricter than you, I bet he'll loosen up immediately, just to be contrary.” This is what Rael Averross says to Qui-Gon Jinn, who is distraught about his messy relationship with Obi-Wan Kenobi. Jinn is a rule breaker and Obi-Wan is a rather puritanical Jedi. But part of what Learners do is they see both your best and your worst. They borrow from what they like, and dispense with what they don't. It's natural. Don't be offended when YOUR Padawan does the same. They are growing. Testing boundaries and their own convictions. Let them. Keep watch, but let them feel out their own values. It's not all about you. This is the way.
