Do you believe in Zero Harm? Is that your goal for avoiding injuries and ensuring safety of your people? Is that an expectation imposed upon your organisation?Here is a true story and an attempt to challenge the Zero Harm ideology prevalent in almost all safety critical industries. Earlier this year, I interviewed a seafarer whose brother went missing at sea. We don't know under what circumstances Captain Mathew (name anonymised) went missing or, if you like, what was the cause of this accident. Unfortunately, the sea does not provide many answers but this painful story, told from his brother's perspective who also happens to be a seafarer, reveals the dark side of the Zero Harm ideology. There's a lot of debates and discussions in the risk and safety industry whether Zero should be a goal or not. There are practitioners, academics and researchers who believe that there is nothing wrong with having Zero as an aspiration. I hope that this story will serve to slow people down and think about how a seemingly aspiring goal translates into practice in global shipping. I call it a true story but it is shaped by my biased and subjective views. True only to the extent that some may find resonance with this story while others find it deeply uncomfortable.This story touches upon several themes:The unintended effects of absolute and binary goalsWhy perfection (Zero) cannot be a goal to motivate fallible humans.Why compassion, empathy, listening and understanding cannot coexist with absolute and binary goals?Why safety inspections, audits and investigations are so far from an objective exercise?And finally, the entire culture of the risk and safety industry is based on the idea of harm aversion. The power of this story lies in understanding how the ideology of harm aversion translate into practice. More specifically, absolute goals such as Zero Harm lead to more harm in a risk-averse society. This story was first published in the book, 51 stories in Culture, co-authored by Dr Nippin Anand and Dr Robert Long. Our guest in this episode is Henry Shevlin. Henry is the Associate Director of the Leverhulme Centre for the Future of Intelligence at the University of Cambridge, where he also co-directs the Kinds of Intelligence program and oversees educational initiatives. He researches the potential for machines to possess consciousness, the ethical ramifications of such developments, and the broader implications for our understanding of intelligence. In his 2024 paper, “Consciousness, Machines, and Moral Status,” Henry examines the recent rapid advancements in machine learning and the questions they raise about machine consciousness and moral status. He suggests that public attitudes towards artificial consciousness may change swiftly, as human-AI interactions become increasingly complex and intimate. He also warns that our tendency to anthropomorphise may lead to misplaced trust in and emotional attachment to AIs.Note: this episode is co-hosted by David and Will Millership, the CEO of a non-profit called Prism (Partnership for Research Into Sentient Machines). Prism is seeded by Conscium, a startup where both Calum and David are involved, and which, among other things, is researching the possibility and implications of machine consciousness. March 16th, 2021, 21 year old Robert Long opened fire in three different massage parlors in Atlanta, Georgia. Claiming he was fueled by sexual addiction and wanting to rid the world of those temptations, he went to spas he previously had paid for sex and killed 8 and injured 1 other. Although he claimed it wasn't a racist attack, the media ran with that narrative at a time when Covid-19 was causing resentment against the Asian community. Jordan Schneider/ChinaTalk to produce " deep coverage of China and AI." ($17.55k.) Robert Long to conduct " empirical research into AI consciousness and moral patienthood." ($7.2k.) Greg Sadler/GAP organizational expenses. ($10k.) Nuño Sempere to " make ALERT happen." ($8k.) Zhonghao He to " [map] neuroscience and mechanistic interpretability." ($1.75k.) You can find my decisions and comments on grants on my profile. Here, I want to reflect on lessons learned from this wonderful opportunity. I was pretty wrong about my edge In my bio, I wrote: To the extent that I have an edge as a regrantor, I think it comes from having an unusually large professional network. This, plus not having serious expertise in any particular area, makes me excited to invest in "people not projects." I had previously ran a prestigious fellowship program where (by the end) I thought I was pretty good at selection. Successfully running an analogous selection process over people recommended from my wide network (this time for grants) seemed like it would transfer neatly. Austin, who co-runs Manifund, and who participated in my earlier program, seemed to agree on both counts. I still believe the premises, and so remain hopeful that this could be an edge in future. But it was largely unimportant for my recent regranting experience. (Only the grant to Greg Sadler/GAP came out of asking my network for recommendations; only the grant to Robert Long came from private knowledge I would have had regardless of being a regrantor.) I haven't fully figured out why this was. My current best guesses are: What matters most for 'deal flow' is not having a talented network but in-person conversations (with people in a talented network). 2023 was perhaps my most socially isolated non-COVID year. A fraction of a $50k budget is not enough for the kinds of recommendations one might want from one's network. I don't hear about opportunities like "this great person should start that great organization" because these would require more than $50k. Recommenders aren't naturally in the mode of looking out for nor dreaming up novel opportunities. Evidence in favor: Greg Sadler was recommended by someone who previously regranted to Greg Sadler. Perhaps I could have found a better way to get recommenders to change mode in conversations with me. Or perhaps this problem would fix itself if Manifund became better-known. But I have been happy about my low-level strategy Above the edge section of my bio, I wrote: I plan on using my regranting role to optimize for "good AI/bio funding ecosystem" and not "perceived ROI of regrants I make personally." I think that this means trying to: Be really cooperative behind the scenes. (E.g. sharing information and strategies with other regrantors, proactively helping Manifund founders with strategy.) Post questions about/evaluations of grants publicly. Work quickly. Pursue grants that might otherwise fall through the gaps. (E.g. because they're too small, or politically challenging for other funders, or from somewhat unknown grantees, or from grantees who are unaware that they should ask for funding.) Not get too excited about grants where (1) evaluation would benefit strongly from a project-first investment thesis (e.g. supporting AI safety agenda X vs. Y) or (2) the ideas are obvious enough that (to the extent that the ideas are good)...
In this episode, we speak with cognitive neuroscientist Stephen Fleming about theories of consciousness and how they relate to artificial intelligence. We discuss key concepts like global workspace theory, higher order theories, computational functionalism, and how neuroscience research on consciousness in humans can inform our understanding of whether machines may ever achieve consciousness. In particular, we talk with Steve about a recent research paper, Consciousness in Artificial Intelligence, which he co-authored with Patrick Butlin, Robert Long, Yoshua Bengio, and several others. Steve provides an overview of different perspectives from philosophy and psychology on what mechanisms may give rise to consciousness. He explains global and local theories, the idea of a higher order system monitoring lower level representations, and similarities and differences between human and machine intelligence. The conversation explores current limitations in neuroscience for studying consciousness empirically and opportunities for interdisciplinary collaboration between neuroscientists and AI researchers.
