Dit is een nieuwe aflevering in de podcastreeks over werken in het onderwijs, gemaakt op uitnodiging van het Nationaal Kennisinstituut Onderwijs (NKO), voorheen het NRO. In deze aflevering verkennen we het thema Human Resource Development (HRD), leren en ontwikkelen van mensen in het onderwijs. In deze aflevering ga ik in gesprek met Piety Runhaar en Gerton Springeling. Piety is opleidingsdirecteur van de lerarenopleiding en universitair hoofddocent aan Wageningen Universiteit. Gerton werkt al 15 jaar bij Deltion College als docent horeca en ondernemerschap en als onderzoeksbegeleider in het onderzoekend werken. We gaan in gesprek over de vraag: hoe kunnen masteropgeleide docenten de onderwijspraktijk van het mbo versterken? We doen dit aan de hand van de studie Versterking van de impact van masteropgeleide docenten op de onderwijspraktijk in het mbo: een HR-perspectief. In het gesprek bespreken we hoe mbo-instellingen de kennis en expertise van masteropgeleide docenten kunnen benutten, en waarom dat niet vanzelf gebeurt. Daarbij gaat het onder meer over de rol van HR-beleid, loopbaanpaden, functiewaardering, professionele ruimte en leidinggevenden hierin. Ook lichten we toe hoe masteropgeleide docenten impact kunnen maken in hun team en organisatie, bijvoorbeeld via praktijkonderzoek, projectleiderschap en kennisdeling. Daarnaast komt aan bod hoe beleid, uitvoering en ervaring niet altijd op elkaar aansluiten en welke dubbele signalen dat kan opleveren. Dit is een nieuwe aflevering in de podcastreeks over werken in het onderwijs, gemaakt op uitnodiging van het Nationaal Kennisinstituut Onderwijs (NKO), voorheen het NRO. Maaike Koopman is associate lector, verbonden aan de lectoraten Beroepsonderwijs en Werken in Onderwijs van Hogeschool Utrecht. Lotte Bakker is schoolleider van Jenaplanschool Wittevrouwen, verbonden aan SPO Utrecht. We gaan in gesprek over de vraag: Wat voor maatregelen nemen scholen om hun onderwijs anders te organiseren en hoe pakken zij dit aan? We bespreken het  onderzoeksrapport ‘Anders organiseren in het primair onderwijs', over een onderzoek naar Utrechtse basisscholen en hoe zij hun onderwijs anders organiseren met behulp van een subsidie vanuit Utrecht Leert. Hoewel dit geen onderzoeksproject is dat gefinancierd is door het Nationaal Kennisinstituut Onderwijs, is het vanwege de relevantie voor de onderwijspraktijk opgenomen in deze podcastreeks. In het gesprek komen veel verschillende maatregelen aan bod. Ook worden concrete praktijkvoorbeelden besproken. Daarnaast gaan we in op onderliggende thema's zoals gespreid leiderschap, collectieve verantwoordelijkheid, het belang van visie bij verandering en de vraag hoe scholen deze vormen van anders organiseren duurzaam kunnen integreren in hun organisatie. In deze aflevering ga ik in gesprek met Sietske Waslander en Anko van Hoepen. Sietske is hoogleraar sociologie en verbonden aan TIAS School for Business and Society. Ze doet onderzoek naar sturingsprocessen in het onderwijs op stelsel-, organisatie- en regionaal niveau. Anko van Hoepen is bestuursvoorzitter van SPO Utrecht, een bestuur van meer dan 35 openbare scholen in de stad Utrecht. We gaan in gesprek over de vraag: wat mogen we (en wat kunnen we) verwachten van regionale sturingsnetwerken in het onderwijs? We doen dit door het onderzoeksproject Sturen met ruimte: regionaal bestuur in het onderwijs te bespreken en specifiek de publicatie De regio als bestuurlijk schaalniveau. Deze publicatie is gebaseerd op een empirische studie naar 30 regionale sturingsnetwerken. Some will get with the program, and some will be crushed in the process. The predictable pattern they are currently running looks extremely insane. They knew people would follow the stars, so now it's an operation. Fake representation of the public while initiating chaos. The loudest denials are not from the most guilty. Organized operations were started early on. Distractions make things look foggy. Precision matters in real work. The FBI has it all. Where there is no evidence, there is no crime. Proximity to power is not insight. Alleged allies are funding subversion. Real briefings are happening elsewhere. The largest groups presents themselves as allies because it's profitable. Dismissal does not stop serious investigations. Pattern recognition shows danger. It's not Soros behind all this. Selective exposure is another of their tactics. Congress members are in the signal calls. We should run Paxton like a race horse. Let's cut some thunder and do the work. Harvard is funded by the ChiComs. ICE once protected the vulnerable. The NRO is more important. Influencers poison the truth well. It's hard, but we have to carefully listen to their plans and decipher the mindset. Then let's all pray for victory, and humanity.

The secretive National Reconnaissance Office has announced a new top official. William Adkins was appointed principal deputy director of the NRO on Monday. Adkins previously served as professional staff on the House Appropriations Committee. He's also a veteran of the Central Intelligence Agency and had been detailed to the NRO to manage technology development projects in the late 1990's. TCW Podcast Episode 248 - An Act of Control   We look at Japan's Act on Control and Improvement of Amusement Business and its impact on the arcade industry in Japan. In the late 1970s and early 1980s, video games became increasingly popular in Japan, drawing public concern over how much time and money players were spending in game centers. With little cultural context for games as entertainment, many assumed there must be some form of gambling or prize element involved, leading to growing moral panic. These concerns culminated in a 1985 amendment to an existing law that brought game centers under strict regulation. We examine the role of industry trade groups during this period, including the NRO, an operators organization that supported regulation under the belief it would disadvantage large arcades while leaving smaller venues such as department store rooftops and grocery stores unaffected. That assumption proved incorrect. At the same time, JAMA, representing manufacturers, organized its own operator segment to counter the NRO's influence. Because the law was written broadly, regulators were left to define what qualified as a controlled amusement, resulting in a chilling effect on arcades across Japan. Justin Stapley and I have been on similar journeys these past many years seeking to better understand our worldviews and the ever-changing political moment and how best to restore sanity and integrity to our politics. But while I've been diligently producing podcast episodes for these past seven years, Justin has launched a dizzying array of projects. In his own words: There's an ongoing joke between myself and @svngelephants that every time I'm on his podcast, I've rebranded. And he's not necessarily wrong, lol. Here's the various blogs and efforts I've done since 2016... Never Tyranny was my first anonymous blog in 2016. I started writing while I was briefly working in the Global Services Center for the Church of Jesus Christ of Latter-day Saints as I was transitioning from one police agency to another. Very much a 2016-esque #NeverTrump blog, with the moniker "Never Hillary, Never Trump, Never Tyranny." I was inspired to start writing after reading the "Against Trump" issue of National Review, an issue that also introduced me to a host of writers, most of them at @NRO at that time, that I continue to read to this day, such as @JonahDispatch, @DavidAFrench, KD Williamson, @EWErickson, and @jpodhoretz. As you can tell from the borrowed image from "Washington's Spies," this first blog was very unpolished as I kind of stumbled my toward becoming a better political writer. While this blog never really took off, I did get a small bump when Rush Limbaugh used the term "Never Tyranny" on his show, though he didn't use it in a anti-Trump context. After Donald Trump's 2016 victory, I wanted to transition to an anonymous identity that was positive and forward thinking, that was about what I was for as opposed to what I was just against. In my hopes that the Trump presidency would lead to a broader re-embrace of federalism across the spectrum, I chose to name my new blog "The Millennial Federalist" and began writing under this moniker in 2017. This blog was far more widely read than Never Tyranny was, and was well known among certain segments of the 2017 #NeverTrump movement. This blog became particularly attached to the short lived Federalist Party effort and it's mildly popular #FedUp hashtag, as well as to @RealFedCo (now defunct), where I first released articles under my real name. Sometime in 2018 and 2019, I decided I wanted to create a more collaborative effort and create a blog where liberty-minded conservatives could post articles and engage in debate and dialogue. My idea at the time was that libertarians and NeverTrump conservatives could come together and throw their weight behind a a candidate who could attempt to challenge Trump in the 2020 GOP primary and pivot to either an independent candidacy or get on the Libertarian Party ticket. This idea became what I chose to call the Liberty Hawk. Within the blog, I wrote under my own name and then hosted any other writers who wanted to be published there. (This effort was when I first became acquainted with @ConservaMuse, who published several articles at The Liberty Hawk in his senior year of high school). While my vision for a "fusion" candidate in 2020 came close to realization with @justinamash, the idea was thwarted both by Libertarians who refused to work with "statist" conservatives and by NeverTrump personalities and organizations who felt a strong third option would risk undermining Joe Biden. It was at this point that I broke from #NeverTrump because I didn't want to belong to an effort that boosted Democrats. Self-Evident was a moniker I used twice. First as my next effort after I transitioned away from The Liberty Hawk and then for the last year or so as well. In my frustration with the direction the #NeverTrump effort had taken, I pivoted in mid-2020 to the idea that I would involve myself less in direct political activism and instead focusing on illuminating the "self-evident" truths and first principles of free government. This was also when I began my first podcast, also called Self-Evident, but I only released episode intermittently, adding up to only 15 episodes over the course of several years. I blogged at Self-Evident and engaged online throughout 2022-2023 even while deployed to Kuwait and Syria with the Idaho National Guard. During my deployment, I completed by Bachelor's degree and envisioned returning home and starting a 501(c)3 with an associated publication. I attempted to follow through on this idea by founding and leading The Freemen Foundation and establishing The Freemen News-Letter. For a little over a year, I we published tremendously relevant and high quality articles from many figures across the conservative intellectual community. During most of this time, I worked full-time as the founding director and president of the foundation, and as editor in chief of the news-letter, but was only mildly compensated as we ran into the difficult realities of securing funding for such an audacious project. I chose to wrap up the effort late last year because I felt the excellent writers of the effort deserved compensation and deserved to have their articles more widely read. I also had returned to college to complete a Master's degree and could no longer commit the kind of time I had been committing. And that brings us fully up to date with my newest project, The Conservative Underground. Less audacious in scope than the Freemen Foundation, but hopefully still incredibly impactful. In this episode, Andrei Robachevsky of the NRO NC talks about the ICP-2 review.In November 2023, the NRO EC requested that the ASO AC "review and consider improvements to ICP-2". The NRO NC (in its role as ASO AC - see notes on organisations and acronyms below) thereby began a comprehensive review of the original document and put together a process for the creation of an updated ICP-2 through open consultation with the community. Having reached step seven in that process, the NRO NC is now receiving community feedback on version 2 of the draft RIR Governance Document (until 7 November 2025). We explored their origins, technical challenges, historical context, and how they interconnected with agencies like the NRO, NRL, and broader advances in computing and satellite technologies. The conversation covered early proposals, the declassification process, and the crucial role of timekeeping, atomic clocks, and Einstein's relativity in enabling this groundbreaking work. Our guests also shared perspectives on future applications, innovation “back in the day,” system resilience, and the shift from strategic to tactical intelligence using satellites like GRAB and POPPY.After introductions, Richard provided an in-depth overview of our special guests and the PARCAE project. Lee began by referencing a 1957 Naval Research Laboratory (NRL) document that proposed two major satellite programs, one of which was PARCAE. He also shared that he is currently writing a book on the evolution of these systems, including GRAB, POPPY, and PARCAE.We examined how GPS and PARCAE—two closely linked programs—emerged. GPS, which began development in the late 1950s, utilized passive ranging for uniform accuracy across satellite constellations. PARCAE evolved from early reconnaissance satellites and focused on collecting radar signals globally, especially from the Soviet Union. GPS's ability to provide accurate geolocation greatly enhanced PARCAE's capabilities. Lee emphasized the importance of 3D mapping and global time synchronization in improving satellite positioning accuracy. We also discussed the difficulties of orbital prediction, relativistic corrections, and the eventual declassification of GPS for civilian use. Note what our guests said about getting so much data that they were overwhelmed and the early computers could not really handle.On the military front, we addressed how GPS was used for targeting and precision strikes. In response to a listener question, Lee explained that as early as 1966, the goal was to accurately know the location of both the user and the target to direct weapons effectively. The challenges included creating precise maps and compensating for Earth's motion. The GPS system reached full operational capability in 1995, evolving from 15-foot accuracy in 1977 to today's much finer resolution. The conversation also covered the complexity of GPS—its integration across organizations, multiple technologies, and the development of similar systems by other nations. Our guests discussed the foundational work of pioneers like Roger Easton (Richard's father), John Foster, Alexander Flax, Alan Berman, John McLucas, David Packard, and others.Later, a listener asked the guests to share their educational and career backgrounds. Lee spoke about earning his bachelor's in electrical engineering from Penn State, where he gained early experience in transistor design. His career took off when he was recruited by Singer and later the NRL after his work during the Cuban Missile Crisis. Peter, an EE graduate from Purdue, also found his way to NRL. Richard shared his own background as well. All three emphasized the importance of self-education and the freedom they had to explore ideas across disciplines—something they felt was essential to their success.Peter reflected on GPS evolution and expressed regret about abandoning UHF transmissions, which might have enhanced performance in forested areas. Lee emphasized the need for cost reduction in future GPS upgrades and the importance of cross-disciplinary exposure for young minds. Peter recounted how Roger Easton proposed passive ranging and how Alan Berman's expertise in atomic clocks was instrumental in advancing GPS. Peter also shared insights into clock accuracy improvements for space use and how he initially doubted such improvements were possible—until he realized it required different physics principles. When asked about using GPS on the Moon and Mars, both Peter and Lee explained the limitations. While GPS signals can be detected on the Moon, a local positioning system might be more practical. On Mars, environmental challenges like dust storms complicate signal transmission. Later, Peter discussed the Clementine mission, which mapped the Moon using cameras initially developed for the Strategic Defense Initiative. Lee noted how Clementine's data later supported encryption and high-speed networks in education and defense. They also addressed early GPS launches—Peter developed a cost-effective launch solution using surplus ICBMs, and Lee praised Peter's innovative "bow and arrow" launch method.Peter and Lee described the technical precision required for GPS accuracy, including clock modulation and carrier frequency synchronization. Applications like tectonic plate monitoring were among the early uses. Concerns were raised about GPS vulnerability in nuclear environments and its role in nuclear targeting. Peter expressed alarm over the potential for nations like North Korea to disrupt GPS via high-altitude nuclear detonations. We ended with a discussion on hypersonic weapons and the challenges of tracking them due to plasma interference with electromagnetic signals.The program concluded with a listener question about whether today's education system can produce the kind of innovation seen in early satellite development. Troy Meink, a senior leader at the National Reconnaissance Office, is President-elect Donald Trump's choice to serve as secretary of the Air Force. The former and future commander-in-chief announced his pick Thursday on Truth Social. As the civilian head of the Department of the Air Force — which also includes the Space Force — Meink would be responsible for leading the service during a period of wide-ranging modernization. If confirmed by the Senate, he'd be expected to play a key role in deciding the future of the Next-Generation Air Dominance program. The department is also pursuing Collaborative Combat Aircraft, the B-21 stealth bomber, a Proliferated Warfighter Space Architecture, AI capabilities, modernized cyber and IT tools, and the DAF Battle Network, among other technologies. Meink has been serving as principal deputy director of NRO, a position he was appointed to during the first Trump administration in 2020. In that role, he was tasked with “overall day-to-day management of the NRO, with decision responsibility as delegated by the Director.” Federal agencies with top-secret workloads can now use OpenAI's GPT-4o through Microsoft's Azure for U.S. Government Top Secret cloud. Microsoft announced Thursday it received authorization for 26 additional products in its top-secret cloud environment, meeting Intelligence Community Directive (ICD) 503 standards and allowing agencies — particularly those in the intelligence community and Defense Department — to use them for the government's most classified information. Those added tools include Azure OpenAI Service — which provides Azure customers access to OpenAI's generative AI large language models — and Azure Machine Learning, among others. Daniel Salter worked for over 20 years with the US Air Force before joining the National Reconnaissance Office (NRO) in 1968 due to his expertise in electronic communications and tracking UFO activity. He spent over ten years working with the NRO, where he was part of a team of covert operatives whose task was to persuade witnesses not to talk about their UFO-related experiences. After completing his NRO career, Salter decided to go public in 1997 with what he had learned. One of his initial disclosure activities was communicating with others to discuss events at a Deep Underground Military Base near the town of Dulce, New Mexico, where a hierarchy of negative extraterrestrials ran operations that included human captives. The subsequent Dulce Files were eventually found by Salter's two grandchildren, Daniel and Derek, who were investigating his personal files which they inherited after his death. The Dulce files reveal Salter participated in discussions about different extraterrestrial organizations competing with one another in influencing humanity's evolution and controlling the Inner Earth. The Dulce files also reveal that American Presidents since Grover Cleveland (1895-1899 & 1893-97), have visited Telos, the capital city of an Inner Earth Civilization deep under Mt Shasta to conduct secret negotiations. The files also reveal the nefarious role played by high level Freemasons who have surpassed the 33rd degree initiation level known to the general public. Freemasons who have achieved 33+ degree levels interact with extraterrestrials and the Inner Earth. 33+ degree freemasons have also played a significant role in fomenting civil and international conflict both above and under the planet's surface, and reached agreements with the Draco Reptilian Empire to escape predicted cataclysmic surface events. Chris talks about where he ventured with interests in the UFO topic when he was on the inside. Chris Mellon's background: Chris graduated from Yale with a Master's Degree in International Relations, he worked for many years for the US Department of Defense as the Deputy Assistant Secretary, Security & Information Operations as well as Deputy Assistant Secretary of Defense for Intelligence and Minority Staff Director of the Senate Select Committee on Intelligence. His responsibilities included review and oversight of intelligence activities, which included Area 51and other sensitive governmental locations. He also spent over a decade on the Senate Intelligence Committee, involved in oversight of NRO, CIA, NSA and other intelligence organizations. He became the first Congressional official to review all of the NSA's compartmented programs. Chris is the recipient of numerous awards, including the National Reconnaissance Office Gold Medal and the Defense Intelligence Agency Director's Medal.
