Under the 1913 Mental Deficiency Act, Britain imprisoned 50,000 people as “moral imbeciles.” Many of them were young women—working class, poor or unwed mothers, often victims of sexual assault—and most were confined to so-called Mental Deficiency Colonies for the rest of their lives. It was all down to eugenics; as the middle-class birth rate declined, Britain feared the working classes would outbreed their “betters,” so they imprisoned certain sexually active young people to keep them from having children. Not unlike Ireland's Magdalene Laundries, the Mental Deficiency Colonies were places of terrible abuse. Today we talk about this terrible chapter in British history with Sarah Wise, author of The Undesirables: The Law That Locked Away a Generation.

For this insightful and evocative episode of Travels Through Time, Peter Moore heads to the historian Sarah Wise’s flat in central London, to talk about left wing politics, life and labour in the imperial capital in the year 1889. * London in 1889 lay at the heart of the most extensive empire the world had ever seen. But though there was fabulous wealth in many areas of the capital, it was unequally distributed. Many were worried that those who lived and worked in the East End and docklands were being pushed increasingly into chronic poverty and further towards revolution. Among those to be concerned were the businessman turned social reformer, Charles Booth. Following a series of breakdowns, in the 1880s Booth began his series of social investigations into the East End which would result in his pioneering series of colour-coded poverty maps. As Booth trod the East End streets, assigning each one a social status, other reformers were at work. In one of the most deprived parishes in the country, the Reverend Arthur Osborne Jay re-modelled his church so it included a boxing ring and a music hall platform, so there was a positive outlet for the energies of his congregation. For the last twenty five years the award-winning social historian Sarah Wise has been researching histories like these. Inspired by passionate, thoughtful leftish politicians like Henry Hyndman and William Morris, in this episode of Travels Through Time Sarah guides us into the turbulent East End streets in search of ‘moralised capitalism.’ The nineteenth-century, Wise says, ‘was an era in which there were lots of secrets and lots of mystery and lots of drama.’ Here she takes us to meet figures like Booth and Rev. Jay, who were trying to make sense of the riddles, as well as showing us how close the country came to complete social breakdown. The 19th century saw a series of scandals concerning sane individuals being locked away in lunatic asylums, who were the victims of unscrupulous persons who wanted to be rid of a 'difficult' family member, spouse or friend. But who were the victims of this trade? How much can you find about contested cases, private asylums and dishonest doctors in the surviving records? Sarah Wise explains what she learned during research for her latest book, which made use of The National Archives' holdings as well as a number of other less well known sources of data.Sarah Wise's debut, The Italian boy: Murder and grave robbery in 1830s London, was shortlisted for the 2005 Samuel Johnson Prize for non-fiction and won the Crime Writers' Association Gold Dagger for non-fiction. The most notorious novel of the ‘slum fiction’ genre, Morrison’s A Child of the Jago, caused outrage, with its nihilistic depiction of a population of criminals and social outcasts. Morrison claimed that it was an eyewitness account of the real Old Nichol district of Shoreditch. Two years after publication, the rows the book engendered were ongoing in the periodical press. In this illustrated talk, author Sarah Wise (Inconvenient People, The Blackest Streets) explores the real slum that inspired his fantasy vision. Sarah Wise’s book The Blackest Streets: The Life and Death of a Victorian Slum was published by Vintage in June 2009 and was shortlisted for the Royal Society of Literature’s Ondaatje award. Her debut, The Italian Boy: Murder and Grave Robbery in 1830s London, was published in 2004 and was shortlisted for the 2005 Samuel Johnson Prize for Non-Fiction and won the Crime Writers’ Association Gold Dagger for Non-Fiction. Sarah was a major contributor to Iain Sinclair’s compendium London, City of Disappearances (2006). Her latest book, Inconvenient People: Lunacy, Liberty and the Mad Doctors in Victorian England was published last autumn by Vintage.

With Government services increasingly going on-line how do the most disadvantaged cope and how will the government met it's obligation to service all of the people of Australia. We talk to Sarah Wise from Anglicare Victoria about the findings of a recent report into access to on-line and mobile services amongst their clients.But first the meaty issue of immigration policy and its effect on employment opportunities. Dr Bob Birrell from the Monash Centre for Population and Urban Research gives us a break down of the report Impact of Recent Immigration on the Australian Work force.
