US Banking Regulator Suggests Federal Licensing Framework for Crypto Firms - Brian Brooks, chief operating officer of the U.S. Office of the Comptroller of the Currency (OCC), the nation's national bank overseer, said Monday he believes crypto companies could fall under a federal licensing regime – if they provide what can be described as payment services. Speaking at CoinDesk's Consensus: Distributed virtual conference, the former Coinbase chief legal officer said many crypto companies are payments companies, and it therefore might make sense to treat these startups – and other fintech firms like Stripe – the same way as banks are treated federally. "Crypto is one of those areas where we have to ask ourselves, does it make more sense to think of crypto projects as local projects or global projects. If they're global, then the rational for a single national license makes more sense," he said. "Increasingly, it looks a lot like crypto is banking for the 21st century."This would give these startups an alternative to the state-level money transmitter licenses when building operations. The European Central Bank (ECB) is looking into what a retail central bank digital currency (CBDC) form of the euro might look like - The ECB set up a task force earlier this year to look into what its potential CBDC could look like, and the group expects to publish a preliminary report in the coming weeks, said Mersch, an executive board member at the ECB. "A wholesale CBDC, restricted to a limited group of financial counter-parties, would be largely business as usual," Mersch said. "However, a retail CBDC, accessible to all, would be a game changer, so a retail CBDC is now our main focus." A retail CBDC could be based on a digital token circulated "in a decentralized manner," without a central ledger, Mersch said, though he stopped short of saying the words "blockchain" or "distributed ledger." He acknowledged that the traceability of digital transactions would raise privacy concerns among a population used to paying for some things with paper notes.Cold Currency War is brewing - Every sector is competing in a type of arms race to be a leader in the digital currency race.Vitalik Buterin said the Ethereum 2.0 protocol upgrade in July - Eth2 will change the consensus mechanism to proof-of-stake (PoS), is well on its way to launching sometime in July.Zcash Alliance Aims to Bring Privacy Tech to Bitcoin, Cosmos and Ethereum -A handful of big names in crypto want in on the privacy features offered by Zcash. The Electric Coin Company (ECC) announced Monday the launch of the Zcash Developers Alliance (ZDA), an invite-only working group that includes the Lightning Network startup Bolt Labs, the cross-chain technology startup Thesis, the Ethereum conglomerate ConsenSys and two leading startups working on the Cosmos project, Agoric and Iqlusion, just to name a few. “The ZDA is an attempt to introduce a way to collaborate with the ECC, and the Zcash ecosystem, which focuses around other people's priorities,” Iqlusion founder Zaki Manian said. “Product-market fit is other people [beyond fans and founders] actually caring about it.” Manian said the “Zcash anonymity set” is a “valuable public good,” describing how the privacy coin allows shielded transactions and the construct that allows individual transactions to get lost in the metaphorical crowd. We were lucky enough to have David Birch from Consult Hyperion join us in the Ravelin offices to talk about payments and PSD2. Birch is much more than someone banks turn to in need: he’s an author, advisor and regular commentator in the fintech industry.
Payment and identity security and transactions are at the core of the consulting work done by Consult Hyperion. During any sort of transaction, users need to be able to pay for services, and companies or government agencies who are providing those services need to be able to verify who is completing the transaction. Identity, in particular, becomes a big issue because most people's digital identities and accounts are safeguarded by passwords only. This can become a weak link if multiple accounts use the same password, causing problems and friction for all parties involved. Individuals may not want their governments to be the keeper of their digital identities, for reasons ranging from privacy concerns to fears that governments may abruptly change. A solution that Consult Hyperion is currently working on in conjunction with the Canadian banking system allows for online identity authentication through distributed ledger technology. Once authenticated, these identities can be encrypted and transmitted through an intermediary to the Canadian government, allowing citizens to access various government services without compromising the security of their identities and related data. For more information, or to work with Consult Hyperion, visit www.chyp.com.

We discuss the importance of identity and where it is heading with respect to payments. In our pre-show discussion, David hinted about the new book he is writing so we will have him say a few words about that as well.

Having done a few Alternative Finance shows recently it's important to recall that there is another hardcore Fintech sector that is already changing the world (as opposed to threatening to in the future). This is payments. One quarter of the Fintech50 are payments companies and when I looked a little while ago there were well over a thousand on Angelslist. So we definitely need a super sherpa to guide us through this landscape. Consult Hyperion are an independent technical and strategic consultancy that specialises in secure electronic transactions. For two decades they have been working with technologies ranging from smart cards and mobile phones to contactless tickets and electronic ID in mass-market systems that include global payments, national and regional ticketing, international settlement, national identity and corporate services. So I think they might know a bit :-) Dave – besides being a member of the Amalgamated Union of Wheeltappers, Shunters and Podcasters was a founding director of the Consult Hyperion, is now their global ambassador and has decades of experience under his belt. A very rich show with plenty about what is really going on with payments - especially from the strategic big picture perspective which certainly helps put the semi-infinite number of payments startups into some kind of context. Topics discussed include: - what a global ambassador actually does as a day job :-) - the consistency of the three complaints about the payments sector (too slow, too expensive and too opaque) in recent decades and which of these are driving innovation right now - the technological changes enabling and driving Fintech payments progress right now - the importance of regulation in driving change in payments with regulators consistently driving payments away from banks over recent years; the recent EU moves around debit and credit interchange fees (and what they actually are :-D) - the extra valued-added from new payments players - deep-dive discussions on what Dave sees as the five key trends in Fintech payments right now: ....In-app payments ...."Re-localisation" (and the two meanings of this) ....Privacy ....Blockchain ....Internet of things - the trends Consult Hyperion are seeing in the business coming their way at the moment as a weather vane of what is hot in payments - and much much more :-) A very rich and enlightening conversation about the tectonic change in this industry sector!
In David Birch's book “Identity is the New Money,” cash is passé. Regarding ID's Gina Jordan spoke with Birch, director and global ambassador for Consult Hyperion, about his book which focuses on the technological changes that are merging payments with identity. He argues that social connections and mobile phones can work together to provide private and secure transactions. He finishes the book by calling for a rethinking of identity infrastructure, also known as entitlement infrastructure.
