Dr. Black specializes in legal and policy issues in K-12 and Higher Education. He has researched and written about the First Amendment expression rights of both students and teachers, Fourteenth Amendment Equal Protection analysis, affirmative action and diversity in the public schools. He has also published work in the area of principal development and school reform. He has worked with Ministries of Health and other international organizations in Australia, Nigeria, Republic of Georgia, Ghana, Kenya, Zambia, Mozambique, South Africa, China, Brazil, Antigua and Barbuda, Tanzania, Philippines and Vietnam. His methodological areas are epidemiologic methods, sampling hard to reach populations, population size estimation, behavioral surveillance, public health triangulation, social epidemiology and mixed-methods research. Additionally, Dr. Raymond applies lessons learned in sampling hard to reach populations to other research endeavors where robust representative data are needed to make appropriate inferences to populations. His content areas of interest are populations at high risk for HIV infection (including men who have sex with men, people who inject drugs, trans women, prisoners, migrant populations and female sex workers), LGBT populations, HCV infection, health disparities and social determinants of health. Dr. Raymond is very active in improving the capacity of public health departments and ministries of health to conduct epidemiologic research among highly stigmatized populations and to disseminate and use epidemiologic data for policy and planning. Dr. Raymond has been PI, Co-I or faculty lead on over 40 CDC, NIH and DOD funded research projects. He has published over 190 peer-reviewed manuscripts over the past 13 years.
