The government claims its new Conservation Amendment Bill will improve protections of conservation land while also enabling more economic growth. Its opponents say the bill will undermine existing protections, however, especially as it enables the sale of large swathes of conservation land into private ownership. This would also undermine existing legal protections for land specifically in the Coromandel, which alongside the Fast Track Bill illustrates this government's intention to entirely circumvent many of New Zealand's long-standing environmental policies. To discuss the Conservation Amendment Bill, what makes it an interesting policy, and how it could end up affecting local conservation efforts in the region, News Director Castor spoke to Chair of Coromandel Watchdog of Hauraki, Catherine Delahunty. I was in the Coromandel over the weekend and I was reading their regional paper which still exists, The Informer, and in it was an article by Jeffrey Robinson, who's a local affairs reporter with decades of experience, and he points out the debate that is happening all over the country. The government is ending New Zealand's two tier regional and district council system, it has to happen by 2028 and every district must choose a new unitary council model. The only rule is, well you can't go with the status quo. There's got to be change, there's got to be a rationalisation, it's got to be amalgamation, it's got to be smaller. Now for Coromandel residents, they believe this means choosing between two options. One, create a small eastern Waikato focused council that looks after the Hauraki Plains and the Coromandel Peninsula that reflects the rural and coastal communities of interest, a Hauraki Plains Coromandel unitary authority. Or the other choice is be absorbed into a Hamilton based Waikato super city scenario. Despite not having asked its ratepayers what they want because there's just not enough time and the government has demanded the action, they're all debating it. And the Waikato Regional Council has already said what it wants: one giant unitary authority based out of Hamilton for the entire region. I mean it's the 07 isn't it? It's all got the same phone number, let's all have the same council. Now under that model, the Coromandel with just 32,000 people would hold one seat on a 16 member governing board based out of Hamilton. Hamilton alone would hold seven seats. They have the advantage, they have the influence. Decisions on rates and infrastructure and environmental management and long term planning would be made far from the Coromandel, while a Coromandel local board with only one seat to represent it would be left with minor matters they'd worry about parking and Christmas decorations, but they think they've got bigger fish to fry. And, of course, a Hamilton based super block of seat holders would mean that Hamilton would be able to dominate decisions and funding. Yeah we could do a new bridge in the Coromandel, or we could make sure that new suburb of Peacocke has more stuff. I think we'll go for the Peacocke, won't we? What do you think? Yeah, there's only one guy to vote against it, that's what we'll do. The Coromandel and Thames are very wary of that. This may be efficient, but they believe it would also be unfair. This eastern Waikato unitary council by the way, this idea has deep roots. Back in 2012 Coromandel and Hauraki residents gathered more than 1,500 signatures calling for just that, a council that represented Hauraki and Coromandel, keeping the decision making local. And such a model would return regional rates and jobs and environmental management to the communities they actually affect rather than happening in Hamilton, and ensure representatives live with the consequences of their decision. Thames Coromandel councillors will be discussing this on May 26th. Here's the thing though, have they asked their ratepayers? No they have not, because the government said you've got three months to do this, it's 10 weeks away, you've got to do it, just do it. They don't have the time to consult. Nobody does up and down the country. And this is happening up and down the country. In the Wairarapa, Masterton, Carterton and South Wairarapa are considering a combined rural unitary council because they don't want to be ruled by Wellington. In Taranaki, iwi and local mayors support splitting the region into two unitary councils that represent the natural north south and urban rural division. Hāwera does not want to be ruled by New Plymouth. Waitomo and Otorohanga are developing a King Country unitary proposal because they don't want to be run by Hamilton. And in the South Island, Selwyn's mayor also wants to protect Selwyn's identity because there they're talking about the Canterbury councils merging into a Greater Christchurch super city and they are not sure they want that. The mayor, Lydia, says it's an incredibly short timeframe, we can't consult with our ratepayers but we need to make sure we make the right decision. And they're not happy about it. Waimakariri and Selwyn ratepayers have expressed reservations of being ruled by Christchurch. And this is a real fear up and down the country. New Zealand First is ramping up its campaigning with an election fast approaching. They announced that if they have any say in the matter, if they form any part of a government, half of all mining royalties will go to the region from whence it came rather than head straight into the treasury coffers in Wellington. New Zealand First says it will build up wealth and infrastructure in the regions allowing for future development rather than having the money spent across wider national projects, so flood mitigation in Westport rather than four lane highways north of Auckland. I really like that idea. The funds would be directed to things like water services, flood protection, energy generation, tourism and transport to enable housing development in areas of high minerals industry growth and critical infrastructure projects, according to the party statement. As I say, I like the idea. What's not to like? The West Coast Regional Council has the smallest operating budget and fewest staff of any regional authority, yet it's facing huge costs for specialised protection works such as those in the Karamea and Punakaiki ratings district. With a population of just under 35,000 and only 20 to 25,000 of those being ratepayers, there's not a lot of money coming in to do essential work and yet they're generating a huge amount of income. Why should they not share in the proceeds? We don't get a huge amount from mining royalties compared to what it generates, 250 million last year, but it's all relative. Imagine tens of million into the West Coast, it would make the world of difference to the people and the land. It is really only fair when you think about it that the region that supplies the raw materials and the workers gets a bit more of the proceeds as Jamie Cleine, former mayor of Buller and now a New Zealand First candidate, told Ryan Bridge this morning. One of the issues the West Coast has, small population base, huge geographic area and and like most of New Zealand, massive infrastructure needs and ability to pay, affordability, all of those things are affecting our region. So it's high time that the minerals royalty scheme gets a bit of a shake up and to hear that there's appetite, New Zealand First are certainly campaigning on 50% of those royalties coming back to the regions where the minerals are coming from is music to my ears. Alongside that of course is, you know, we've got an industry that wants to ramp up and a lot of that requires civil infrastructure to be to be put in ahead of time to facilitate building and accommodating all of the, you know, the wave of workforce that are coming. And so an ability to do that and make sense to focus that on the areas where the growth's going to occur in the mineral sector. So, yeah, makes sense, doesn't it? However, and there's always a however, generally with most good ideas there's a however. You're only going to get, this is what Ryan referenced on Early Edition this morning as well, we're only going to get royalties if we're mining, if we're digging the stuff out of the ground and selling it overseas. Last year mining contributed 2.83 billion to New Zealand's GDP. So, you know, it's worth exploring, it's worth investigating. We think that. But we'll only get investment in mining if we get a bipartisan agreement from our main parties. It is absolutely pointless for any mining company to invest huge amounts of money in this country only to be told to get out and stay out by an incoming government. They're not going to invest. They're not going to take that risk until they know that they can be here for enough time to make a profit. It's got to work for them, it's got to work for us. So this is all very well and good, New Zealand First saying, Yes, let's put half of the royalties back into the regions from whence they came." Couldn't agree more. It will do wonders for all of New Zealand. Quite agree. It's only fair and right. Absolutely. But we have to have the confidence, we have to have the guarantee before mining companies will invest here, otherwise 50% of nothing is nothing. Love to get your thoughts on this. I mean, it is hard to disagree with the concept, isn't it, that 50% of the royalties go back to the regions, to Hauraki, to the West Coast. But why would you invest here when there is uncertainty? The thing investors love more than anything is certainty in an uncertain world. And if they think that a Labour Greens Te Pāti Māori coalition is going to send them packing, they're not going to commit millions and millions and millions of dollars. So what chance do you think we have of getting a bipartisan agreement? This country needs money. We need to sell what we've got so that we can invest in the schools and the hospitals and the public health system and and the like. Yes, we can make cuts and we should be making cuts in some areas, means testing the super and the like, but they're unpopular to voters. We also need to grow the economy and what we've got are minerals and resources. But there's a strong and vocal lobby group that doesn't want to sell those off. They want to leave the ground pristine as and as it is, which is fine, but then you have to accept that we can't have all the luxuries that come with living in a first world. The National Iwi Chairs Forum has unanimously backed a High Court challenge from Hauraki iwi Ngāti Manuhiri against the Governments Marine and Coastal Area Act passed last year. The Act makes it harder for Māori groups to win customary title; a move the government says restores the legislation to its "original intent". The forum is meeting at Waitangi this week and will tomorrow meet with Prime Minister Christopher Luxon. Māori News journalist Pokere Paewai spoke to Lisa Owen from Waitangi.

So, Fire and Emergency New Zealand has launched an investigation into the firefighter in the video with the Prime Minister. You'll know what I'm talking about, you've probably seen it already. It's been doing the rounds since Friday. It's the video of the PM touring the devastation on the East Coast last week. As he's walking back to a Defence Force helicopter, he stops to talk to a volunteer firefighter who's wearing the old high‑vis with 'Fire' written on the back. He does his political schmoozing - having the chat, getting up in the face, clapping the arm - then he heads off toward the chopper. The firefighter turns around, looks at the phone filming her and makes a crude gesture, which the Hauraki boys would describe as “feeding the birds". I saw that on Friday, I smirked, I thought, “Oh, that's a bit funny,” and then I shut it down and got on with my life. Fire and Emergency NZ, however, does not think it's funny at all. They've completely overreacted to it and, after questions from the Herald, have decided to launch an investigation into this firefighter. If they're open to taking some feedback, I would urge them to drop the investigation here. If there's been a bad call, the really bad call isn't the firefighter doing something silly in front of her mates who are filming - it's the person who put the video online, which was the truly unwise thing to do in this modern age. And it doesn't seem to be the same person, by the way, given the TikTok account is run by a man and the firefighter is a woman. But even if they were the same person, it's just really not a big deal, is it? Politicians should expect - and do expect - this kind of reaction when they go around doing their political schmoozing. And if people have a laugh about the PM doing his schmoozing, who cares? It's not threatening or intimidatory, it's just mocking. We have a shortage of volunteer firefighters in this country. We shouldn't be lifting the expectations of volunteers to the same level as what we expect from professionals to the point that volunteers are dissuaded from giving us their time, which we frankly should be grateful for. And there but for the grace of God, etc, right? Because we all do stupid things - we just hope the people around us don't put it on TikTok. I don't want to live in a world where we get investigated over something as silly as this. Civil Defence in Tolaga Bay East Coast says low-lying households near Hikuwai River should evacuate now. Surface flooding has stranded several East Coast communities - with no easing yet of the tropical storm battering the North Island. Tairawhiti has now joined Whangārei, Hauraki, Thames-Coromandel and the Bay of Plenty in declaring States of Emergency. Red rain warnings for Northland, Coromandel Peninsula, Bay of Plenty and parts of Gisborne will start expiring between 11pm and 11am tomorrow. Hauraki District Council says some homes in Whiritoa have been evacuated, and the Surf Club has been set up as a Civil Defence site. In Thames Coromandel, Mayor Peter Revell says Whitianga, Cooks Beach and Pauanui are cut off, with near record rain already last night. "There's going to be significant volumes of rain in the next four or five hours, so that will certainly load up the rivers and threaten slips on roads and what have you." The Mayors Taskforce for Jobs initiative is leading to apprenticeships, qualifications and employment. Driving the scheme is a network of Mayors around the country helping young people from 16-24 to get jobs, skills and training. It is working particularly well in the Hauraki and Thames-Coromandel districts. Hauraki District Mayor Toby Adams says the scheme has resulted in jobs for 150 young people over the past four years. And Miyah Henley is one of those young people, she is an apprentice Reticulation Serviceperson at the Council.
