From its creation in 1997 to its merger with the Foreign Office in 2020, the Department for International Development (DfID) managed nearly £200 billion in total and played a global leadership role in reducing poverty. While DfID also had to deal with high-profile failures and public criticism, sustained political support from Labour, coalition and Conservative governments helped the department to achieve a record of delivery during its 23-year existence.   A new book, The Rise and Fall of the Department for International Development, will be published in October. Sir Mark Lowcock, the book's co-author with Ranil Dissanayake, joined an expert panel at the Institute for Government to discuss what we can learn from DfID's history, with a particular focus on building the institution, how to maintain civil service capability, targeting resources and developing ways to measure value for money – with essential lessons for the new Labour government and what other departments can learn from DfID's focus on delivery.   Joining Sir Mark Lowcock on the panel were:   Sarah Champion MP, Chair of the International Development Select Committee Andrew Mitchell MP, Shadow Foreign Secretary and former Secretary of State for International Development   The panel was chaired by Alex Thomas, Programme Director at the Institute for Government. It focused in particular on the balance between traditional diplomatic activity and the new demands created by climate change, global health challenges and the regulation of emerging technologies. The Shadow Foreign Secretary also explored the convergence between domestic economic and foreign policy and its implications for how Labour's mission-driven approach would shape how Whitehall works on international issues. Veterans In Politics this week is with Rt Hon Mark Francois MP, the former TA Officer and past Defence Minister who worked hard to bring the Armed Forces Covenant into being with the then Prime Minister David Cameron.We talk about his beginnings in the Royal Anglian TA, getting into local government and eventually becoming a Member of Parliament.  On the way, he even went up in a selection and beat a certain Boris Johnson!About MarkMark's political career began in local government, when he was elected to Basildon District Council in 1991 for the Langdon Hills Ward. When the Conservatives took control of the council in 1992.Mark fought his first parliamentary election in 1997, when he stood as the Conservative candidate in Brent East against Ken Livingstone (prior to Ken becoming the Mayor of London). He was subsequently first elected to Parliament as the MP for Rayleigh in June 2001. In May 2007 Mark was appointed as the Shadow Minister for Europe, where he worked directly for the Shadow Foreign Secretary the Rt Hon William Hague MP. Mark's job involved working as the Opposition spokesman on Britain's relations with Europe, including the European Union, Russia, the Balkans, NATO, and the OSCE. In January 2009 Mark was made a Member of the Shadow Cabinet by David Cameron.Following the 2010 General Election, Mark was appointed by Prime Minister David Cameron as a senior whip in the Government Whips Office. Mark's title was 'Vice Chamberlain of Her Majesty's Household'. In the same year Mark was also appointed to the Privy Council.In September 2012, Mark was promoted to become Minister of State for Defence Personnel, Welfare and Veterans (Min DPWV) in the Ministry of Defence. In this role Mark liaised with service charities and was also instrumental in the provision of the latest generation of prosthetics (what The Sun newspaper christened 'Bionic Legs') for service personnel injured in Iraq and Afghanistan.In October 2013, a year after joining the Ministry of Defence, Mark was again promoted to the role of Minister of State for the Armed Forces (Min AF) with responsibility for operations, operational policy, operational legal matters, training and force generation.Mark was appointed Minister of State for Communities and Resilience and Minister for Portsmouth in May 2015, a role which he held until July 2016, when he returned to the backbenches.Following the appointment of the Rt Hon Theresa May MP as Prime Minister, Mark was tasked by the Prime Minister to carry out a study regarding the future recruitment of regulars and reserves into the Armed Forces. In this episode, Shadow Foreign Secretary and Tottenham MP David Lammy speaks with me about what would happen if a Professor at Oxford University was rolling a joint - and what would happen if a young boy in Salford or Brixton was rolling a joint. This is deeply intertwined with, “Where you from?” We talk about David's experience as ‘the first Black Briton' to study law at Harvard; what do these ‘firsts' actually mean? That was really important progress - yet we all know that society has so much work left to do. David also tells me that all countries over-imprison their minorities. The Institute of Economic Affairs was delighted to host The Rt Dr Liam Fox MP, Conservative Member of Parliament for North Somerset, in the latest episode of our In Conversation series. This webinar took place on Monday 24th May, and was chaired by IEA Director General, Mark Littlewood. Dr Fox is the Member of Parliament for North Somerset. He was first elected as the MP for Woodspring in 1992. He has held several ministerial roles, such as being the Constitutional Affairs Spokesman (1998-1999), Shadow Health Secretary (1998-1999), Shadow Health Secretary (1999-2003), Shadow Foreign Secretary (2005) and Shadow Defence Secretary (2005-10), and Secretary of State for Defence (2010-11). In the wake of the United Kingdom’s vote to leave the European Union, Dr Fox was appointed as the first Secretary of State of International Trade by former Prime Minister Theresa May. He served that position, as well as being the President of the Board of Trade, from 2016-2019. In 2020 the UK government nominated Dr Fox as a candidate for Director General of the World Trade Organisation (WTO) which saw him reach the last five in the election.

Please join us for the 10th Margaret Thatcher Freedom Lecture featuring a keynote address by The Right Honourable Liam Fox MP. In his remarks, Secretary Fox will discuss the economic, moral, and political case for free trade in the context of changing patterns of global trade. A particular focus of the lecture will be exploring the opportunities that Brexit creates for the trading relationship between the United States and the United Kingdom.Secretary Fox was appointed Secretary of State for International Trade in July 2016 by Prime Minister Theresa May. A member of the Conservative Party, he was first elected as a Member of Parliament in 1992 representing the constituency of North Somerset. Secretary Fox has held several ministerial roles including Constitutional Affairs Spokesman (1998-1999), Shadow Health Secretary (1999-2003), Conservative Party Chairman (2003-05), Shadow Foreign Secretary (2005), Shadow Defense Secretary (2005-10), and Secretary of State for Defense (2010-2011). Before being elected to Parliament, Liam Fox worked as a General Practitioner and is a former Civilian Army Medical Officer and Divisional Surgeon with St John Ambulance. Secretary Fox attended school at St Bride’s High School before studying medicine at the University of Glasgow Medical School, graduating with MB ChB degrees in 1983.The Freedom Lecture honors the principles, ideals, vision, and legacy of Lady Thatcher.
