A new scheme to improve access to the State Contributory Pension for long-term carers has been announced. Minister for Social Protection, Heather Humphreys, has also announced the details of the three lump sum cost-of-living payments being paid this week. Alan was joined by Marian Costello, a Shannon resident and full-time caregiver, and Sinead O'Brien, based in Bunratty and Clare, carer of the year, on Tuesday's Morning Focus to discuss whether the new scheme and lump sum payments, aimed at alleviating the effects of the cost-of-living crisis, will make a significant difference to the lives of carers. A South-Clare carer who's recently been honoured with a prestigious local award has once again urged to government to scrap means testing for Carer's Allowance. Sinead O'Brien, whose 14-year-old Cathal suffers from a rare genetic disorder with profound needs, has received the gong of Netwatch Clare Family Carer of the Year for the full-time work she carries out along with her husband. For couples applying for Carer's Allowance in Ireland, your means are taken to be half of the total means of yourself and your spouse, civil partner or cohabitant. The Bunratty-based mother says like many others, she has no choice but to seek the support payment because she and her husband are tending to their son on a full-time basis.

On Tuesday's Morning Focus, Alan Morrissey was joined by Sinead O'Brien. Sinead, who hails from Bunratty, won the prestigious Netwatch Clare Family Carer of the Year award for the exceptional dedication and commitment she shows in caring for her 14 year-old son Cathal, who has a has a rare genetic disorder with profound needs. The Netwatch Family Carer of the Year Awards, which are now in their 16th year, continue to pay tribute to the remarkable work of over half a million family carers in Ireland who care for children or adults with additional needs, physical or intellectual disabilities, frail older people, those with palliative care needs or those living with chronic illnesses, mental health challenges or addiction. The Irish Farmer Association have picketed a meeting today in Dublin called by Agriculture Minister Charlie McConalogue this morning, following a cut in Ireland's nitrates derogation limit. The derogation was set to help limit the effect agriculture has had on Ireland's water supply but after an EPA report showing a decline in water quality, the cut has been called. In the UK and Ireland a new music phenomenon is growing - bands that are speaking over their songs instead of singing. Is a new guitar music movement being born? Fontaines D.C., Dry Cleaning and Yard Act, as well as solo artists including Billy Nomates and Sinead O'Brien are just some of the acts using speech prominently in their music. It is not just vocal performance that has been commented on - many emerging bands have been described as having a ‘post-punk' guitar music style and lyrics rich in social commentary. Musician and broadcaster Gemma Bradley meets bands and vocalists to find out more about this exciting music trend and why. James Smith, songwriter and vocalist of English band Yard Act explains why he was attracted to what he describes as ‘spoken word, politically forward' guitar music. He reflects on the power of vocal performance and how the Covid pandemic affected his song writing. Irish vocalist Sinead O'Brien performs on stage with a guitarist and drummer and works in poetry as well as music. She meets Gemma backstage before a gig to discuss how versatile and impactful speech in music can be. Fionn Reilly from Belfast band Enola Gay explains to Gemma what inspires his energetic performance style, vocal delivery and the band's song lyrics. Gemma also visits the prolific and much sought-after producer Dan Carey at his London studio.
