The Metropolitan Police was placed into special measures in June by the police watchdog for the way it carries out core functions. The force has failed to record crimes, allowed delays in answering 999 calls. It has also faced a series of scandals with officers swapping racist and misogynist text messages: others photographing and swapping images of the bodies of two murdered sisters and an off duty PC abducting, raping and murdering Sarah Everard by using his police powers illegally. Today's Nick Robinson spoke to Sir Mark Rowley, who replaced Dame Cressida Dick as Met Police Commissioner in September. (Image credit: CARL DE SOUZA/Pool via REUTERS)

Dame Cressida Dick, the newly-departed Commissioner of the Metropolitan Police, says policing has become ‘too politicised'. When her force has been criticised on the right for investigating ‘Partygate' and on the left for letting the Prime Minister off too lightly, and when the Durham Police must now decide whether to end the career of the leader of the Labour Party, it's hard to argue with her. The Public Order Bill, which had its second reading this week, will create new legal powers to prevent or punish disruptive demonstrations. That too, critics say, is putting politics into policing. Meanwhile, the newly-arrived Chief Inspector of Constabulary, Andy Cooke, has been talking about priorities. He predicted that the cost of living crisis will trigger an increase in crime and advised officers to ‘use their discretion' when people are caught shop-lifting. One columnist wanted to know exactly how much he could nick without getting banged up. Police officers in Scotland have asked for guidance on how to enforce new hate crime legislation after being ‘inundated' with complaints about posts on social media. At its conference last week, the Police Federation of England and Wales was given a list of horror stories about misogyny in ‘every single force'. This week the National Police Chiefs Council declared itself ‘ashamed' about racism in law enforcement. Only six per cent of all crimes resulted in a charge last year. For reported rapes, the charge rate was 1.3 per cent. Some reformers want police priorities and targets set locally by the communities that are being policed. Others say it is precisely the new requirement that the police should be sensitive to everybody's feelings that's stopping them from locking up law-breakers. Where should the police's priorities lie? With Morag Livingstone, Dr Victor Olisa, Zoe Strimpel and Dr Roy Bailey Producer: Peter Everett.

Unusually for this show, which normally focuses on long departed historical figures, today we're going to talk about someone who's still very much in the news. PARENTS have blasted a school's decision to go permanently "meat free". Students at Barrowford Primary School near Nelson, Lancashire, are only offered vegetarian dinners - and kids are also urged not to bring meat in their packed lunches. The new rule was brought in last year, but a letter informing parents of the change was only sent out on Thursday. .Primary school staff on the Isle of Wight warned a six-year-old boy's parents that he may be deemed 'transphobic' if he were to question another pupil wearing a dress. Sally and Nigel Rowe, whose sons attended a Church of England school, say they received a letter from the headteacher and chair of governors which declared pupils could be seen as transphobic if they showed 'an inability to believe a transgender person is actually a ''real'' female or male.' US-founded Roblox, which allows users to create and play their own games, is popular with young children between the ages of nine and 12. The existence of rooms built for explicit activity has sparked concern young children could accidentally stumble into them. Games found by the BBC feature a naked man wearing just a dog collar and a lead, a man in a Nazi uniform, and a group watching a couple having sex. Avatars are able to communicate with each other through dialogue boxes, meaning adults with ill- intent could speak in an inappropriate way with children on the game. The majority of children aged five and younger are not meeting screen time limits, global analysis suggests. Only a quarter of children under two, and one in three aged two to five, are meeting international recommendations, according to the study. Global guidelines suggest infants younger than two avoid screen time altogether, while children aged two to five should spend no more than an hour a day in front of one. A row has broken out between Dame Cressida Dick and Sadiq Khan over the out-going Metropolitan Police Chief's exit payoff, according to reports. After her dramatic resignation on Thursday, Dame Cressida is in line for a payout of more than £500,000 on top of a £160,000-a-year gold-plated pension in what has been described as a 'dreadful reward for failure'.

Pressure is mounting on British Prime Minister Boris Johnson after the UK's Metropolitan Police announced it will investigate multiple events at Downing Street and across government - to see whether there were breaches of Covid-19 restrictions. The commissioner of Britain's biggest force, Dame Cressida Dick, confirmed her officers are now looking into potential rule breaking as a result of information provided to them by civil servants. She didn't specify which events are under investigation although it has been widely reported that an event on the Prime Minister's birthday in June, 2020, has come to light. Johnson is said to have been given a cake. BBC political correspondent Rob Watson spoke to Morning Report.

In this episode of HJ Talks about Abuse podcast, the abuse team discuss an investigation of the Byline Intelligence Team into Police Officers Sexual Misconduct. The investigation was conducted by making multiply freedom of information requests and by using publicly available data in relation to police officers. It comes in response to the devastating case of Ms Sarah Everard, who was murdered by a serving MET police officer in March 2021. The aim of the investigation was to address the accountability and wider failings of the police force in tackling male violence against women and girls. Particularly, after the failure of the MET police to dismiss Mr Couzens until after his guilty plea in July 2021, four months after Ms Everard was kidnapped, raped and murdered by him. In response to Couzens' guilty plea, the MET police Commissioner, Dame Cressida Dick, said “on occasion, I have a bad ‘un”. This suggests that it is incredibly unusual for police officers to be involved in any sexual misconduct, however, the investigation suggests otherwise. The investigations key conclusions included: In 31 misconduct hearings, between 2017 and 2020 41% of MET police officers who were subject to disciplinary proceedings for sexual misconduct retained their roles following the decision. 52% of MET police officers who were found to have committed sexual misconduct stayed in their posts. Of MET police officers accused of sexual offences, 89% were male. Of Suffolk and Norfolk constabularies, 70% of officers found to have committed sexual misconduct stayed in their posts. In West Yorkshire, much of the sexual misconduct (44%) was found to have been committed against female colleagues who were also police officers. These figures are shocking when you consider the role of a police officer; undoubtably one of power and that is meant to promote public trust and confidence. This research seems to suggest that the disciplinary process is too lenient on its officers accused of sexual misconduct. However, the difficulty with the research is that it is of a small subject area and is gathered from various sources (freedom of information requests from each department and publicly available data). Therefore, it lacks detail regarding who the allegations are made by, what the allegations are (including the level of severity), and the reasons why the police officers were (or weren't as the case may be) kept in post. We hope that the UK police force acknowledges this report and identifies that the first step is to improve their own internal reporting and transparency. If there is far better record keeping of the various police departments, which is transparent and can be reported on, then this in turn would result in research being appropriately gathered and patterns of failings being identified. Ultimately then changes can be identified to improve this situation. We encourage anyone who has comments or concerns relating to this subject, or about abuse in general, to get in touch with Alan Collins at Alan.collins@hughjames.com or Feleena Grosvenor at Feleena.grosvenor@hughjames.com.   Sources: More Than Half of Met Police Officers Found Guilty of Sexual Misconduct Kept their Jobs – Byline Times

In a grand house in South London, a group of seven remarkable people gathered together for the first time - all victims of or witnesses to gross injustices at the hands of the police. Award-winning Daily Mail crime writer Stephen Wright spoke to victims of bungled cases, corruption and the inept investigation of false abuse claims - from Baroness Doreen Lawrence, whose son Stephen was brutally killed by racist thugs in 1993, to Lady Brittan, whose late husband Leon (an ex Tory Home Secretary) was hounded by police over ludicrous false sex abuse allegations, and Alastair Morgan, whose brother, private eye Daniel Morgan, was the victim of an infamous (and still unsolved) axe murder in 1987. All had one thing in common - they felt they had been failed by the Metropolitan Police, and were to sign a letter calling for Dame Cressida Dick's tenure as Commissioner to not be extended and a shake up of the police watchdog. When Alma-Constance discussed the age of criminal responsibility starting at 10 years old in England and Wales with DPP director Max Hill QC (in our episode 2), Max talked about the police investigating when people commit crimes. Alma-Constance was curious to know more about the work the police do and how it affects children. Our guest for this episode - to tackle these questions -  was Dame Cressida Dick, who is the commissioner of the Metropolitan Police Service which means she is head of the police force in London. The Met is one of the 45 police forces in the UK - the force, by officer numbers, is the largest in the United Kingdom by a significant margin, and one of the biggest in the world. Alma quizzes Cressida on what happens if a child is suspected of a crime, the role of police officers in schools, changes in crime levels since the pandemic and how girls can keep safe at school and elsewhere.Cressida tells her how, at 10, she was a shy but active child who enjoyed sports and the outdoors, was ‘not brilliant' at school work, was untidy and ‘quite naughty'.  She puts her success down a love of the job and hard work as well as the support and confidence given to her by those around her growing up who gave her a sense she could achieve whatever she wanted to. She recounts the first arrest she ever made, in Soho in 1984, of a man attempting to break into a red telephone box with a screwdriver.   You can read more about the Metropolitan Police and the police and how the get involved in children's lives:https://www.met.police.uk/cy-GB/heddluoedd/metropolitan-police/areas/campaigns/2018/celebrating-100-years-of-women-policing-in-london/100-years-strong/cressida-dick/https://www.met.police.uk/notices/met/commissioner-statement-working-with-londons-communities-build-further-trust-confidence-police/https://www.police.uk/pu/support-services/support-children-young-people-crime/https://www.gov.uk/if-my-child-gets-in-trouble-with-policeAlso if you need to ask some legal questions and need guidance: https://www.citizensadvice.org.uk/family/children-and-young-people/child-abuse/police-involvement/child-abuse-police-involvement/Alma-Constance and Lucinda would love to hear from you! Tell us what you think of our episode, and if you've got any questions,  ideas about a topic or someone you'd like us to interview,  please  contact us through the website, kidslaw.info  or on social media  on Twitter @KidsLawInfo, Facebook and Instagram @KidsLawInfo You can also email us: kidslaw@spark21.orgPlease subscribe, rate, and share with your friends. See you in the next episode!
