How has global perception of the United States shifted since the end of the Cold War? Once seen as a dominant international leader, the country's reputation has evolved into that of a disorganized entity, seemingly unwilling to accept the mantle of leadership. In an insightful discussion with David M. Rubenstein, bestselling author and former secretary of defense Robert M. Gates uses his firsthand knowledge to uncover how this transformation unfolded, how political leaders have wielded American power, and how future leaders can rise to the challenges to come. Recorded on September 18, 2020

Dr. Robert M. Gates brings his decades of observation and participation guarding the security of the nation to a fresh examination of the exercise and limitations of American power. Gates recently wrote in Foreign Affairs that “Most Americans want their country to stand for something beyond just military strength and economic success. They want it to be seen admiringly by others as the world’s strongest advocate for liberty.” He believes that a restructured and strengthened State Department would enable the U.S. to accept the burden of global leadership, in a manner that reduces risk for the nation. Kirkus Reviews said of Gates’ new book, “It’s refreshing to see a secretary of defense call for the use of the military as a choice of last resort.” Robert M. Former Secretary of Defense Robert Gates says that America overuses (and often MIS-uses) the military to achieve its strategic goals while neglecting other (and often better) non-military options.  He discusses how Congress and the last 5 Presidents have allowed many of those non-military instruments of power to wither and die in the three decades after the Cold War.  He suggests that the United States needs to be "less monastic and more Madison Avenue" in how we talk about the good we do around the world and that Presidents need to make an effort to convince the the American people to take a broader, more longterm view of what is in the US national interest.  He criticizes President Trump’s threat to use regular military forces to squelch Black Lives Matter protests and explains that a heavy-handed approach to peaceful protesters may be a gift to authoritarian regimes around the world.  Plus Robert Gates says it may be time for the US to focus on more realistic goals with North Korea, he elaborates on the sometimes mischievous nature of the National Security Council, and he weighs in on whether he believes President Trump's claims that his former National Security Advisor John Bolton is a "traitor" and "liar." How should we look back at President Bill Clinton’s foreign policy legacy? As muddled? Visionary? Or simply uninspired? To answer these questions, James D. Boys has just written Clinton’s Grand Strategy: U.S. Foreign Policy in a Post-Cold War World (Bloomsbury Academic, 2015). Boys is associate professor of International Political Studies at Richmond University, UK, and visiting senior research fellow at King’s College London, UK. Wedged between two Bushes, Bill Clinton bursts onto the national stage with a reputation as a domestic policy wonk, but thin on foreign policy credentials. Boys examines the development of Clinton’s foreign policy beliefs, the people he surrounded himself with on the campaign trail, and how that team formulated his grand strategy. He explores the major crises that defined Clinton’s White House and how Clinton’s foreign policy shaped the George W. Bush presidency in often underappreciated ways. Learn more about your ad choices. Canada’s Security Intelligence Service (CSIS) operates on a very different model from the American CIA, being neither strictly a foreign intelligence agency nor a domestic intelligence agency. Today SPY Historian Mark Stout discusses CSIS with Ray Boisvert, who was one of the founding members of the Service in 1984 and rose to become its Assistant Director, Intelligence, a position from which he retired in 2012. Hear them talk about the concept of “security intelligence” in a democratic society and explore the dilemmas which the Service faces in an era of terrorism emanating from groups such as al Qaeda and foreign covert influence from nation states.
