https://youtu.be/kAhzQRcJX20 …[W]e now have the first complete data set of all suicide terrorist attacks around the world from 1980 to 2009,…research on who becomes a suicide terrorist showed that virtually none could be diagnosed as mentally ill, while many were religious and, most striking, nearly all emerged from communities resisting foreign military occupation…. From 1980 to 2003, there were 345 completed suicide terrorist attacks by 524 suicide terrorists who actually killed themselves on a mission to kill others, half of whom are secular. The world leader was the Tamil Tigers (a secular, Hindu group) who carried out more attacks than Hamas or Palestinian Islamic Jihad (PIJ) during this period. Further, at least a third of the suicide attacks in predominantly Muslim countries were carried out by secular terrorist groups, such as the Kurdistan Workers Party (PKK) in Turkey. Instead of religion, what over 95% of all suicide terrorist attacks before 2004 had in common was a strategic goal: to compel a democratic state to withdraw combat forces that are threatening territory that the terrorists' prize. From Lebanon to Sri Lanka to the West Bank to Chechnya, the central goal of every suicide terrorist campaign has been to resist military occupation by a democracy…. It was the Hindu, avowedly antireligious Liberation Tigers of Tamil Eelam (LTTE) in Sri Lanka, whose 157 suicide terrorists totaled more than Hamas and all other Palestinian suicide groups combined. Of the Palestinian suicide terrorists, more than a third were from secular groups, such as the Al-Aqsa Martyr's Brigade and the Popular Front for the Liberation of Palestine (PFLP). Of the suicide terrorists associated with Hezbollah in Lebanon during the 1980s, only 21% were Islamic fundamentalists while 71% were communists and socialists; 8% were Christians. In Turkey, 100% of the PKK's suicide attackers were secular. Overall, Islamic fundamentalism cannot account for over half of the known affiliations of the 524 total suicide terrorists from 1980 to 2003—184 were from Islamic fundamentalist groups (35% comprising 73 Al Qaeda, 5 Lebanese, 5 Kashmiri Rebels, 69 Hamas, 34 Palestinian Islamic Jihad) and 236 from secular groups (45% comprising 157 Tamil Tigers, 42 Al-Aqsa, 22 Lebanese, 15 PKK), while 12 (21%) had unknown ideological affiliations…. Further, notice that there are no suicide attackers from Iran—one of the largest Islamic fundamentalist populations in the world, with a population greater than Iraq, Saudi Arabia, Kuwait, Jordan, and Syria combined. – Robert Pape and James K. If there's a thread that connects unsettling trends across domestic and international affairs today, it's the return of forms of violence that we once thought were more or less obsolete. That's true of the return of political violence in the United States. It's also true of the ongoing wars in Gaza and Ukraine. Robert Pape is a political scientist at the University of Chicago and the founding director of the Chicago Project on Security & Threats. He has made a career of studying these types of violence—whether carried out by American extremists, by suicide bombers, or by Russian or Israeli fighter jets. In a series of pieces in Foreign Affairs, he explains why all of these phenomena are likely to endure—including, in the wake of the U.S. presidential election, with what he calls an era of violent populism here at home. He spoke with Foreign Affairs editor Dan Kurtz-Phelan on October 30 about the resurgence of these forms of violence—and the consequences for the United States and the world. Resté de plein exercice malgré la défaite du camp présidentiel le 7 juillet dernier, le gouvernement est désormais un « gouvernement en affaires courantes. Jusqu'à la nomination d'une nouvelle équipe gouvernementale, l'exécutif se bornera à accomplir le strict nécessaire pour assurer la continuité de l'Etat. Et ce, pendant « quelques semaines », vraisemblablement jusqu'à la fin des Jeux olympiques au moins, ont affirmé des participants au Conseil des ministres mardi. La dissolution et son résultat électoral laissent un paysage politique fragmenté tant sur le plan des groupes politiques que des idées. Les alliances qui vont structurer les prochains mois et les prochaines années sont incertaines, entre coalitions introuvables, gouvernements minoritaires et divergences béantes sur de grands enjeux, des retraites à la politique salariale en passant par la sécurité. L'ancien secrétaire général de la CFDT, Laurent Berger pointe les grands chantiers urgents susceptibles de faire consensus dans une coalition républicaine responsable : « réduire les fractures qui ont lézardé la société, apaiser et réconcilier ; endiguer tout risque de crise de régime totale ; définir un cap économique et social à la fois performant et inclusif ; définir une stratégie environnementale à même d'entrainer massivement au sein de la population ; rendre à la société du « pouvoir d'« agir » ». « Je le dis à toutes les forces politiques, à chacun ses remèdes, mais il faut arriver à un consensus pour réduire la dette », enjoint le premier président de la Cour des comptes Pierre Moscovici qui rappelle que « nous avons deux dettes, une dette financière et une dette climatique, auxquelles nous devons faire face simultanément. » Selon lui, « réduire la dette n'est ni de gauche ni de droite, c'est d'intérêt général », car « un pays endetté est un pays paralysé ». Pour la France, quelle que soit l'option retenue à l'issue de la phase de décantation qui s'ouvre dans un Parlement divisé, la nécessité d'améliorer la situation de nos finances publiques s'imposera à tous, conclut-il. LES ETATS-UNIS RATTRAPÉS PAR LEURS DÉMONS ? Le meeting de Donald Trump à Butler, en Pennsylvanie, le 13 juillet, a frôlé la tragédie avec la tentative d'assassinat contre le candidat républicain, Donald Trump. Bien que l'assaillant présumé, Thomas Matthew Crooks, âgé de 20 ans, ait été identifié par le FBI comme étant un électeur républicain, cela n'a pas empêché les partisans de Donald Trump de se déchaîner contre le camp Biden, l'accusant d'avoir ouvert la voie à l'agression en multipliant, selon eux, les appels à la haine contre leur candidat. Dans l'histoire américaine, quatre présidents en exercice ont été assassinés. Trois républicains - Abraham Lincoln en 1865, James Garfield en 1881, William McKinley en 1901 - et un démocrate, John F. Kennedy tué à Dallas en novembre 1963. Six autres présidents ont été la cible de tentatives d'assassinat : Andrew Jackson en 1835, Theodore Roosevelt en 1912, Franklin D. Roosevelt en 1933, Harry S. Truman en 1950, Gerald Ford en 1975, et Ronald Reagan en 1981. On ne compte plus les attentats ayant eu pour effet de supprimer des leaders politiques, comme le pasteur Martin Luther King, héraut de la lutte pour les droits civiques, ou encore le sénateur démocrate Robert Kennedy, tous deux tués en 1968. Selon un sondage publié le 24 juin par l'équipe du professeur Robert Pape, spécialiste de la violence politique à l'université de Chicago, environ 10 % des adultes américains, soit l'équivalent de 26 millions de personnes soutiennent l'utilisation de la force pour empêcher Donald Trump de devenir président ; tandis que 7 % des adultes américains, soit l'équivalent de 18 millions de personnes, soutiennent l'utilisation de la force pour rétablir Donald Trump à la présidence. Le camp MAGA (Make America Great Again) de Donald Trump est largement réfractaire à toute forme de contrôle sur les armes semi-automatiques comme le AR-15 — le fusil le plus populaire des États-Unis, celui utilisé par Matthew Crooks. Since the Jan. 6, 2021 attack on the U.S. Capitol, University of Chicago Prof. Robert Pape has been closely observing the threats to our democracy. Now, the renowned terrorism expert says that violent ideas coming from a dedicated minority are moving from fringe to mainstream.In 2021, Pape's team along with NORC at the University of Chicago launched the Dangers to Democracy tracker, an ongoing series of surveys to track Americans' thoughts and attitudes about political violence. In one recent survey, about 12 million Americans said they believe violence is justified to restore Trump to power. Still, Pape believes the data may give us some answers about how to move forward, and how to strengthen the center.
