Voters in Columbia/Boone County will cast ballots Tuesday on Proposition 1, which involves exempting senior citizens from increases in property taxes. Former State Rep. Cheri Toalson Reisch (R-Hallsville) is urging voters to vote yes on Tuesday, saying this is a full freeze to include bond levies. She joined host Fred Parry in-studio Saturday morning on 939 the Eagle's “CEO Roundtable” and discussed Proposition One. Former Rep. Toalson Reisch says seniors deserve a break on their property taxes. Meantime, voters in Columbia's second ward will be filling a vacant council seat. Former second ward Councilwoman Lisa Meyer resigned in May for health reasons, so that seat has been vacant for more than two months. Businessman Ken Rice is running against activist Vera Elwood. The second ward includes the Belwood, Park DeVille, Parkade and Vanderveen neighborhoods along with some retirement homes. While Mr. Rice gives city manager De'Carlon Seewood a grade a “D”, he adds that the council gets in Mr. Seewood's way. Mr. Rice also describes the Office of Violence Prevention as a breath of fresh air. Mr. Rice also joined host Fred Parry. The Office of Child Advocate (OCA) was established by the Missouri Legislature in 2002 as an agent of accountability with Missouri's Children's Division (CD). The OCA operates under the Office of Administration (OA) and is independent of the Missouri Department of Social Services, Children's Division, the Department of Mental Health, and the juvenile court. Former State Rep. Becky Ruth (R-Festus) is the director of the Office of Child Advocate. She joined us live on 939 the Eagle's "Wake Up Missouri" to discuss child abuse awareness month, which is in April. Then-President Ronald Reagan first observed child abuse awareness month in 1983. Director Ruth spoke about the trauma and the external and internal scars that victims of child abuse face. She's helping to organize Saturday's parade in downtown Jefferson City to observe child abuse awareness month. Director Ruth tells listeners that at least 60 entries will be in the parade, adding that you'll also see Batman, Superman and the Chick-fil-A cow. The parade, which begins Saturday morning at 10, will start on High street and go to Capitol Avenue. Director Ruth hopes for a good turnout and invites you to attend. She also says the rural southeast Missouri town of Potosi helped give her and others the idea of Saturday's parade. Potosi has had a parade to observe child abuse awareness month for years:

The next election will be April 1st, which will be the general elections for some of these (like OKCC) and could be the run-off for municipal races. April 1st will also be the general for other municipal races, like Harrah - I don't know why those weren't in February, too, along with the other municipal ones. April 1st will also be the primary election to fill two vacant seats in the state House - HD71 and HD74. HD71 is in Tulsa, just south of downtown and along the east side of the river, and was held by Rep. Amanda Swope who left the House to work for Tulsa Mayor Monroe Nichols. Seven candidates have filed, 4 Dems and 3 Republicans, so there will be primaries for both major parties.HD 74 is northeast of Tulsa, basically Owasso and the surrounding area. It was previously held by Mark Vancuren who resigned to accept a position as deputy county commissioner, working with another former house member, Lonnie Sims. Six candidates filed for HD74, five Republicans and one Democrat.So the primary election for these seats is on April 1st, it will be followed by, likely, a primary run-off on May 13 and then a general election on June 10th. But it could be different…if each primary has one winner who gets more than 50% of the vote, then there won't be a run-off and the general will be held on May 13th. It's been 20 years since a Democrat was elected to a Missouri Senate seat from Boone County. Then-State Rep. Chuck Graham (D-Columbia) won the 2004 race and lost his re-election bid to Kurt Schaefer (R-Columbia) in 2008. Senator Schaefer represented the seat from 2009 to 2016 and Caleb Rowden (R-Columbia), who is now Missouri Senate President Pro Tem, has represented it from 2017 and terms out on December 31. It's an open seat and a Boone County-only seat after redistricting, and Democrats are expected to win it next week. Former State Rep. Stephen Webber (D-Columbia), who served in the House from 2009 to 2016, faces Republican James Coyne on Tuesday. Representative Webber joined us live on 939 the Eagle's "Wake Up Mid-Missouri" and is hopeful of victory. He notes that he and Mr. Coyne have participated in five candidate forums and that both are running positive campaigns. Mr. Webber also notes that if he wins, he will be the first Senate Democrat to represent an area outside of the St. Louis and Kansas City regions. He also outlined some of his priorities, if he wins on Tuesday:
Witness testimony has resumed in the bribery and racketeering trial of former Illinois House Speaker Michael Madigan and co-defendant Michael McClain. Former State Rep. Scott Drury, D-Highwood, returned to the stand for additional cross-examination Wednesday morning after beginning his testimony on Tuesday. Drury and Madigan defense attorney Todd Pugh had several combative exchanges over a variety of issues. U.S. government prosecutor Amarjeet Bhachu said the prosecution planned to call utility company executive Scott Vogt next, followed by former State Rep, Lou Lang, D-Skokie. Lang was on Madigan's leadership team before stepping down in 2019 amid harassment allegations.

Boone County Circuit Judge Brouck Jacobs ruled Monday that CPS violated state statute in former State Rep. Chuck Basye's Columbia school board filing case. The Rocheport Republican tells 939 the Eagle's "Wake Up Mid-Missouri" that he's confident and hopeful that his name will appear on the April school board ballot. Mr. Basye wants CPS to pay for his legal expenses, which he says are substantial. He also blasts the district, saying they don't want any diversity of thought on the board. The district has said that Basye didn't follow their filing instructions. Judge Jacobs says CPS' requirement for Basye to have made an appointment by December 22 violates state law:
