GOI Act 1858: East India Company was liquidated. Indian territories of Britain were to be governed in the name of the British Queen. The Court of Directors and the Board of Control were scrapped. The powers of the Company's Court of Directors were vested with the Secretary of State for India. This Secretary of State was to be a British MP and a member of the Prime Minister's cabinet. He was to be assisted by a council of 15 members. He was also the channel of communication between the British government in Britain and the Indian administration. He also had the power to send secret despatches to India without consulting his council. Via the Secretary of State, the British parliament could ask questions regarding Indian affairs. The representative of the British government in India was the Governor-General and Viceroy (both the same person to avoid conflict). The Viceroy and the governors of the various presidencies were appointed by the Crown. The Viceroy was to be assisted with an Executive Council. This act made India a direct British colony. This act abolished the dual government of the Pitt's India Act. This act also ended the doctrine of lapse. The Indian Civil Services was to be instituted for the administration of the country. There was provision for Indians also to be admitted to the service. GOI Act 1919: 1. It relaxed the central control over the provinces by demarcating and separating the central and provincial subjects. The central and provincial legislatures were authorised to make laws on their respective list of subjects. However, the structure of government continued to be centralised and unitary. 2. It further divided the provincial subjects into two parts—transferred and reserved. The transferred subjects were to be administered by the governor with the aid of ministers responsible to the legislative Council. The reserved subjects, on the other hand, were to be administered by the governor and his executive council without being responsible to the legislative Council. This dual scheme of governance was known as ‘dyarchy'—a term derived from the Greek word diarche which means double rule. However, this experiment was largely unsuccessful. 3. It introduced, for the first time, bicameralism and direct elections in the country. Thus, the Indian Legislative Council was replaced by a bicameral legislature consisting of an Upper House (Council of State) and a Lower House (Legislative Assembly). The majority of members of both the Houses were chosen by direct election. 4. It required that the three of the six members of the Viceroy's executive Council (other than the commander-in-chief) were to be Indian. 5. It extended the principle of communal representation by providing separate electorates for Sikhs, Indian Christians, Anglo-Indians and Europeans. 6. It granted franchise to a limited number of people on the basis of property, tax or education. 7. It created a new office of the High Commissioner for India in London and transferred to him some of the functions hitherto performed by the Secretary of State for India. 8. It provided for the establishment of a public service commission. Hence, a Central Public Service Commission was set up in 1926 for recruiting civil servants. 9. It separated, for the first time, provincial budgets from the Central budget and authorised the provincial legislatures to enact their budgets. 10. Residents from more than 80 villages in Dibrugarh district of Assam donated 45,000 kg of paddy and Rs 80,000 in cash towards funds that will help in driving the anti-CAA campaign led by AASU and its allies. A donation drive in the area is going on for the past two weeks. Each household contributes 4 kg of paddy. The ones who could not do that paid cash as a contribution. AASU general secretary Lurinjyoti Gogoi said that the paddy will be auctioned to raise money for the anti-CAA campaign. He called the gesture of the villagers “priceless.” Assam's Shivangi Sarma has won another gold medal at Dr. Zakir Hussain Aquatic Centre during Khelo India Youth Games in Guwahati. This takes her total medal tally to 5 gold and 2 silver. Shivangi had won her first two gold medals in the Girls U21 200m Freestyle and Girls U21 800m Freestyle event. She also won a gold medal in 100 and 200 m Freestyle swimming event in the ongoing games in Guwahati. Teachers must ensure all-round development of students, Assam Governor Prof. Jagdish Mukhi said. Addressing the students in the closing function of the silver jubilee celebration of Sankardeva Sishu/Vidya Niketan in the city today, Prof. Mukhi said that since today's students are likely to become tomorrow's leaders in their chosen walks of life, the schools need to create a bend of mind among the students helpful for the creation of intellectual excellence. The 11th edition of Pragjyoti International Dance Festival (PIDF), an annual classical dance extravaganza conceptualized to exhibit the wide range of Indian dance traditions through dance, will be held in Guwahati from January 31 to February 1 at Srimanta Sankaradeva Kalakshetra. Addressing a press Conference at Guwahati Press Club on Monday, Kalpa, a society for promotion of literature, art, culture, made this announcement. Zomato, one of the largest food apps in India has acquired Uber Eats in India in an all-stock transaction. The deal is worth $350 million, according to reports. Uber Eats, Uber's food delivery business, will soon discontinue operations and will direct restaurants, delivery partners, and users of the Uber Eats apps to the Zomato platform. Ram Vilas Paswan, Union Minister of Consumer Affairs, Food & Public Distribution, Government Of India, announced that One Nation, One Ration Card scheme will be implemented by June 1 throughout the country. The aim of the scheme is to lift their entitlement foodgrains from any FPS in the country without the need to obtain a new ration card, by integrating the existing PDS systems/portals of States/UTs with the Central systems/portals, etc. Early this year, on January 1, Paswan had said that the scheme was already operational within 12 states. Home minister Amit Shah reiterated that CAA will not be withdrawn under any circumstances. He was speaking at a rally in Lucknow. Shah said the Act will not take away anybody's citizenship instead it is to ensure that the persecuted living in the country can live with dignity. Shah also took a dig at JNU which was linked with “Tukde-tukde gang” and said that those raising anti-national slogans will be out in jail. Eight tourists, all hailing from Kerala were found dead during their stay at a resort in Daman area of Nepal. The two couples and four children allegedly died out of asphyxiation as they had turned on their gas heaters and shut the windows and doors. The incident took place while the group was on their way back to Kerala.
