After being chased by racists through London in 1997, Ricky Reel was found dead in the River Thames. For many years, his family struggled to convince the Metropolitan Police to investigate his death. Ricky's mother Sukdhev was then later informed that SpyCops from the Special Demonstration Squad had spied on the family campaign. Lowkey speaks to the grieving mother still struggling for justice for her son almost 20 years later.“Throughout his 20 years, there hasn't been a day where I haven't missed him…the police officer told me the story, told me that Ricky and his friends had been attacked…still turned around and said, I'm sorry, I'm not going to take a statement…”While police racism has become a national issue in the United States, the situation in the U.K., if Reel's case is anything to go by, is not so dissimilar. “They were racist,” Sukdhev said of the police, adding,They were stereotyping our family because we happened to be an Asian, working-class family. And also sexism was also in there because I'm a woman. I stood up to face them.”She also claimed that once her son's body was found, the police categorically refused to investigate the matter.Continuing the conversation, Lowkey discusses the Special Demonstration Squad. This undercover unit infiltrated hundreds of groups for over 40 years, including the Justice for Ricky Reel Campaign, which Sukdhev set up to investigate the death of her son.“Why did they spy on me? All I was asking was for justice for my son. All I was asking was for you to do a proper investigation, simply because I kept on pointing on their mistakes...I felt like a second-class citizen. Earlier this year saw the publication of Deep Deception, a non-fiction book about the Spycops scandal by five of the many women targeted by undercover police officers in the 1980s, 1990s, 2000s and into the 2010s. They were part of left-wing activist groups routinely spied on by the Special Demonstrations Squad, a police unit founded in 1968. On March 21st, 2021, thousands entered the streets of Bristol in the UK to vent their anger at deaths in police custody, police violence on the streets, as well as a slate of repressive laws including the SpyCops Bill, increasing impunity for government officials breaking their own laws, as well as the Police, Crime, Sentencing and Courts Bill, or simply The Bill, targeting Roma people, Travelers, lengthens youth prison sentences and criminalizing dissent and protest amidst some of the harshest Covid-19 lockdowns the UK had seen. What became known as the Kill The Bill riot led to running fights with police, burnt cop cars, a dizzying disinformation campaign by police centering themselves as victims, and over 80 people arrested to date, with more being detained and some facing years in prison. Since the 1960s, the U.K. police have been charged with surveilling and infiltrating some 1,000 political, environmental or social justice organizations. Much of this involved undercover work. As part of their false personas, many officers entered romantic relationships with activists, leading to the births of a number of children whose mothers were completely unaware of their partners' double lives. More than 20 women have come forward to claim they were “raped by the state” in such a way.Today, The Watchdog is talking to Tom Fowler about the so-called “Spycops” scandal in the United Kingdom. Fowler is a veteran activist from South Wales involved with a number of groups that were spied upon and infiltrated by police. His work can be found at SpyCops.Info, where he hosts a weekly podcast that shines a light on police malfeasance.In this conversation, Fowler notes that after the spectacular success of the anti-Vietnam War movement in the United Kingdom, the police have looked for any way to prevent other widespread radical movements from gaining momentum. In time, this technique expanded to the point where spy cops had infiltrated virtually the entire New Left, as well as the environmental movement and anti-war groups. Greenpeace, the Campaign for Nuclear Disarmament, the National Union of Rail, Maritime and Transport Workers, and the Fire Brigades Union were all targeted.So effective was this strategy that, at one point, the National Secretary of the Troops Out [of Northern Ireland] movement was an undercover police officer. On the other hand, the police showed no interest in surveilling violent far-right gangs or organizations, with which they became almost tacitly aligned.And while so many commentators complain about the excesses of cancel culture, the police are known to have worked with the private sector to maintain a secret blacklist of radical subversives (i.e., people who were the best union organizers), who were barred from jobs in their professions. In this sense, they became the enforcers for the upper class.The police have been less than forthcoming throughout the Spycops scandal, attempting to deny as much involvement as possible. To what extent is this policy still in place? And what techniques do police continue to use to infiltrate and derail any movement challenging the status quo? This week's guest is Tom Fowler, who calls in all the way from Wales to break down an ongoing public inquiry into abusive and morally abhorrent undercover policing practices in the UK. Tom is a member of an anarchist collective that was infiltrated, and he became close friends with a man who was later outed as an undercover pig. Tom and other like-minded comrades are a critical part of a growing movement to shed light on and hold to legal account undercover donut munchers who have been manipulating and abusing law abiding citizens in the UK for decades. These fuck-head cops infiltrate perfectly legal and constitutionally protected political activism groups, such as the anarchist collective Tom was a part of, then proceed to keep gratuitous and explicit notes about all the members, particularly the young women, and finally they attempt to ingratiate themselves within the group's core leadership. Spy pigs have cultivated intimate relationships with women in groups they've infiltrated, and some have even fathered children with these women, before disappearing when their "deployment" ends. And to think: the state pays them to do this. If that doesn't get you heated, I don't know what to tell ya. Ep 93: #SpyCops - the Undercover Policing scandal, with Tom Fowler Back in January, we got in touch with a member of the Cardiff Anarchist Network named Tom Fowler, who was spied upon by an undercover police officer back in the early 2000s. For decades, individuals across the UK have been targeted by secret police due to their involvement in political activism and community organising. Citizens have been spied on, manipulated, and abused in order to undermine democratic participation in politics. Sustained pressure from activists networks campaigning on these issues led to the calling of a public inquiry into Undercover Policing. Police Spies Out Of Lives is a support group for women affected by relationships with undercover cops. Here is what they have to say about #SpyCops: “We now know that officers adopted the identities of dead children and lied their way into the heart of protest groups. They spied on anyone and everyone who was involved in political dissent or who posed a threat to the reputation of the police; they spied on the families of those people; they formed intimate, sexual relationships and lived with women for years, even proposing marriage or fathering children before disappearing; they provided intelligence in secret that led to hundreds of people being wrongfully convicted; and they worked with private companies to create illegal blacklists, ensuring political activists could not find work.” Tom speaks to us about the history of #SpyCops in the UK, the recent #SpyCops Enquiry, and the controversial ‘#SpyCops Bill’. We talk about the policing of protest, overt and covert policing, and the criminalisation of dissent. We’re glad to be able to put some small focus on this heinous abuse of police power. In November 2015 London's Metropolitan Police was forced to apologise to seven women "tricked into relationships" over a period of 25 years by officers from two undercover police squads. The officers involved - just some of 140 officers who took part in such operations - had eventually vanished, leaving victims feeling as if – in their words - they had been subject to "psychological torture". The disclosures led to the closing of the units concerned, and the setting up the Undercover Policing Inquiry under retired judge Sir John Mitting. One group representing at least 30 victims of such practices, which my interviewee in this episode is associated with is Police Spies Out of Lives who work with other groups and jointly operate a campaign called Spycops, which aims to bring out the truth and get justice for the victims to ensure that such activities never take place again.
