Cyber attacks present a real threat to highway and transport operations, unless very strict security measures are in place, hears this week's Highways Voices. This was according to transport consultant, Scott Belcher, who spoke to Highways News about the importance of cyber security to the sector. Mr Belcher has completed a study, Transit Industry Cyber Preparedness study describes how a huge flaw in security at the San Francisco Bay Area Rapid Transit system meant that 'intentionally planted spyware' had been planted by 'foreign nation hostile to American interests' into hardware switches on its network which could have had 'swift and severe' consequences. In his research, Belcher – a former President of ITS America – discovered that two-fifths of transit agencies had no cyber security policy at all, and only just over a third had revised theirs within a year. Less than 40% of agencies even have standard clauses in their vendor contracts related to cybersecurity. Other worrying examples of cyber failings include hackers attacking the transit system in California's Capital in a ransomware attack, and attacking a lorry and school bus taking control of the vehicles' operations. He said: "The ability to impact transport operations is one of the many things that could be put at risk. Having the means totrack and trace the transport operations of a city or region and impact those means there's a lot of things that could go wrong, and horribly wrong. Adding to that, he said: "Because we now all work from home. We all now work from coffee shops, we all know work from anywhere we can. Quite often we've done that without really understanding or appreciating the cybersecurity ramifications of that. And because the pandemic happened so quickly. And because we are so cybersecurity unsophisticated, we have not done the proper training and put in the proper protocols to protect our networks. And that's really kind of the big takeaways from all of this is it cyber security protections are not necessarily there's an OT a hardware component, protecting your network, making sure you have the malware the security protocols in place, but there is a human element and responsibility as well." On this week's Talking Michigan Transportation podcast, experts in intelligent transportation systems and connected and automated vehicle research react to Wednesday's Federal Communications Commission (FCC) action. Guests include Debra Bezzina, managing director of the Center for Connected and Automated Transportation at the University of Michigan Transportation Research Institute (UMTRI), and Collin Castle, MDOT Intelligent Transportation Systems program manager.The background: The five FCC members voted unanimously Wednesday to free up more spectrum for Wi-Fi, despite strong protests from all 50 state transportation departments, leading university research institutions and other national leaders. The vote allows for Wi-Fi usage in what's known as the 5.9 GHz band of spectrum. For more than 20 years, the spectrum has been set aside for vehicle-to-vehicle and vehicle-to-infrastructure communications using Dedicated Short-Range Communications (DSRC) technology."On Nov. 18, the FCC unanimously voted to value streaming video entertainment above human life," Bezzina said.Later, Bezzina explains why the decision could ultimately devalue technology investments from UMTRI, MDOT and other agencies.ITS America President and CEO Shailen Bhatt was among those who reacted strongly to the commission's action. "ITS America is but one of dozens of transportation safety organizations that have been sounding the alarm about the implications of this action… In a time in which we are rightly focused on following science and data, it is inexplicable that the FCC is willfully disregarding the advice of experts," he told Traffic Technology Today. Bezzina also questions the legality of the FCC action and predicts multiple lawsuits.MDOT's Castle talks about why this represents a "pause" for progress in researching and supporting connected and automated vehicle development and what a transition to other technologies would look like and how to adapt devices. It's America's birthday and you know what she hates more than anything? COMMIES. The unspoken subplot of the film has to be that the main child actor is really a robot in synthetic human skin, that's the only reasonable explanation for his performance. You also get some interesting kills and the faintest hint of a critique of the military you'll see in a Fourth of July horror film, so it's definitely worth the price of admission. The Planet M testing and start-up grants involve a number of stakeholders including the Univerity of Michigan’s test site Mcity in Ann Arbor and Lab director Greg McGuire tells us more about it. We also hear about another major test bed near Detroit as Paul talks to one of the VPs of the American Center of Mobility at Willow Run. Mark Chaput tells him about the vast facility and what it means to autonomous vehicle development. We take a tour of the 3M roadshow truck and hear about some of the initiatives it showcases and take a test drive with GEWI and iCone who have together worked on a safety solution for work zones. Finally there's another launch at the event as ITS America and the Las Vegas-based company Terbine announced a data exchange initiative. The entrepreneurial founder of Terbine David Knight tells us all about it and why it makes such a difference to the task of turning data into information.

According to the Federal Highway Administration, there were over 96,000 crashes in work zones in the US in 2015. Despite work zone safety being a high priority, drivers and workers are still killed and injured at an astonishingly high rate. Technology can play a role in improving work zone safety by informing drivers of hazards ahead and directing them on what to do as they approach the work zone. GEWI is working with HERE and iCONE to show how an off-the-shelf solution can save lives by providing in-vehicle alerts on real-time work zone conditions. Jim O'Neill, the CEO of GEWI North America, talked with Transportation Radio about GEWI is already doing in Germany and what the three companies will be demonstrating at the ITS America conference in Detroit.

One of the largest ITS America state chapters, ITS California, will be holding its annual meeting in Los Angeles September 21 through 23. Transportation Systems Management and Operations is key to keeping people and freight moving smoothly. The field is constantly evolving and the new National Operations Center of Excellence is designed to help all transportation professionals stay up-to-date on TSM&O best practices. The center is a collaboration of AASHTO, ITS America and ITE, with support from FHWA. Transportation Radio attended the ribbon-cutting for the center at the Transportation Research Board's annual meeting.
