"A recommendation come from a civil servant to say we've evaluated these three things - we need this change the regulations in order to make that happen, do you agree? But that will come from the civil service, I will come from expert panels set up to look at individual issues. It may come from local authority pressure, it may come from outside bodies, like the RAC and the AA. Actually, the last people you want to be focusing all your time and effort on is politicians, because government doesn't work like that."In the conversation, Mr Grayling discusses his past before parliament, his experience in the role and key issues around smart motorways and road safety and public opinion, plus the "elephant in the room" - Road User Charging. He also explained how, when you're Secretary of State, you can expect to be blamed for things that are not your fault."I don't think we're going to wake up one morning and have a government white paper saying we're going to introduce a pay per mile on every stretch of road in the UK," he said. "What I do think is we're going to see more... paid for miles for lorries on motorways, for example, it may mean pay per mile in and around urban areas. The only way to do that equitably and fairly is to give people an attractive choice and that's what I'm in the business of.”The Rees Jeffreys Road Fund exists to foster improvements in the engineering, management, design and use of roads to deliver safer, more environmentally sensitive, more aesthetically pleasing and more enjoyable outcomes. "The site went down all day - completely bust - couldn't fix it had to dig everything up, and after that," explains Sean Bulmer of the City of York Council on this week's Highways Voices as he discusses equipment obsolescence. Net-zero energy and zero emission homes/buildings are being built ALL across the U.S. and yet so many buyers either don't know this level of performance, including optimized comfort and minimized maintenance, is within their grasp. Or, if they do know about it, they too often assume it is still “too cutting-edge” and thus too expensive to be in their home. "I think when it was first brought in as a role to government departments, the Chief Scientific Adviser was expected to be the wise expert who knew everything about science," says the Department for Transport's Chief Scientific Adviser Professor Sarah Sharples on this week's Highways Voices podcast. It's the most important ingredient of a road, but is often the forgotten part of the transport industry - this week Asphalt takes centre stage on Highways Voices. "I guess the e-scooter trials are a bit of a reset button," commented Jack Holloway, an expert in mobility brands at global brand agency Landor & Fitch on this week's Highways Voices podcast, " to see if they can deliver on the promise of alternative mobility. But for that trial to succeed, the local governments need to work with the rental operators." Jack Holloway joined the podcast to discuss the ongoing issues of safety around e-scooters which have been involved in at least one death and several injuries in recent months. He was responding to comments on a previous edition of Highways News's podcast by Peter Hitchens, the Mail on Sunday columnist, https://highways-news.com/columnist-hitchens-tells-highways-voices-e-scooters-are-a-recipe-for-injury/ (who called them "a recipe for injury") and, when it comes to solving a transport challenge, “whatever you do, there is no problem to which electric scooters are the answer.” Jack Holloway commented that there are several technological safety features built into the rental trials, "[They go at] a maximum of 12 and a half miles per hour, which I think is quite reduced in comparison to many other kinds of cities around the globe, they have to have lights on the front and the rear of the vehicles that are on throughout that rental period," he explained. "They have audible warning systems for people that maybe are visually impaired, they have first ride policies, which means that new users are required to take an e-learning safety course riders can only be over the age of 18." He said they users also need a driving licence, and that the scooters have "GPS tracking monitors on them, so they can see when when riders are riding on the on the pavement or behaving in a kind of inappropriate manner. And then they run a three strike policy, which could lead to suspension." The highways industry needs to improve the way it communicates both internally and externally to the travelling public so it can inform what it is doing and more importantly why it is doing it in a more engaging way. These are the thoughts of experienced marketing and PR Director Helen Blood of Boundary Marketing & PR - a company dedicated to helping the sector to promote itself more effectively. She was speaking on this week's Highways Voices podcast and said the sector should not be afraid of telling the public what it does well. "There are of course some really good examples of great communications work in the industry, but we have a long way to go often to get the public on side. It is about informing and engaging and that will encourage users of the networks to do something differently and to behave differently." But this will only happen if the industry works together, she said. "It's about getting all the right information from the whole supply chain that are going to be delivering the schemes and the consultants that have been involved in designing the schemes and then actually really understanding the reasons behind the project and making sure that we communicate the 'why' factor so the public understand why we are doing something and the reason behind it, we need to be able to communicate that effectively to people, and we need to engage them as well. We need to be able to answer the questions that matter to them." Ms Blood also said more effective use of technology on the roadside will also help deliver the right message if planned in the right way and there will be more tools at our disposal in the future, "but it is how we make best use of them," she added. "I do believe more revenue and bigger profits should just be a result and will be a result of putting the customer centre,” explains SWARCO's Global Business Development Manager in this week's Highways Voices podcast which focusses on how to do business in an ever-changing transport landscape. “We must not take any decisions with the aim of saying, how can we milk this cow more?”. “The one saving grace,” says Glynn Barton while talking about the Coronavirus crisis, “is that it wasn't the other way – we didn't all of a sudden see a boom in traffic and movement on our very busy network”. Having overseen a huge change to traffic flows in London, been affected by the sudden drop in tube and bus passenger numbers and therefore revenue, and having managed his huge team's switch to home working (not to mention becoming a father again), it's been a challenging year for Transport for London's Director of Network Management. "I loved being a Minister, but not being an MP". That's the admission from two former transport ministers in this week's Highways Voices podcast, which hears from Conservative Steve Norris, who served in the John Major government in the 90s, and Labour's Stephen Ladyman, a minister under Tony Blair a decade later. In the podcast they discuss how they are proud they made a difference. "One of the things you get as a transport minister in your weekend box are reports of fatalities on the motorways. One of the first ones that I opened up after I became the minister was referring to to roads workers who had been killed because of somebody speeding through road works at night in the rain and lost their way gone through the cones and hit these two poor people," said Ladyman. "So I immediately said, we have got to do something about about speeding through motorway roadworks, and we came up with with average speed cameras and they've worked brilliantly." Norris, who coincidentally worked on the average speed camera scheme after he left government, talked about legacy too discussing the Jubilee Line Extension he oversaw and also the role of a minister, "In some ways, having too much expert knowledge is quite dangerous, because it means you've got a very fixed idea of what you think should happen, and it may not be actually what the rest of the world thinks," he explained. The latest Highways Voices podcast from Highways News has heard why transport modelling is key to making the most of the growth in traffic data that is being gathered to understand changes in patterns due to the Coronavirus crisis. Guest Darren Capes from the Department for Transport explains a data project he's overseen for the Transport Technology Forum which analyses data gathered from more than a hundred local authorities. “I think the snapshots are increasingly useful, we now have nearly a year's worth of data,” he tells the podcast. “So not only we're able to see what's happening and how lockdown is affecting trade and travel and daily life, but we're also able to make some interesting comparisons between pre-lockdown or between what's happened in the various ones. So we can start to see some interesting trends.” But it's the use of the data in the future where he gets increasingly animated. The former City of York transport manager suggests that the power of transport modelling will help give real insights into the new shape of traffic.  “We're seeing increasingly elaborate models, we're seeing increasingly powerful computing capabilities that allow us to run models, much more complex models,” he says. “I think cities should be starting to invest more in real time modelling and bringing the power of modelling, bringing their transport planning services together with the network management services, working with companies, traditional players and new entrants into the market that can model things in real time… I think now is the time to start to invest in the resource to get the modelling in place to get a new understanding of what how your city will work in the future.” This week's other guest is INRIX director Peter Lees who told his former colleague Paul Hutton about the INRIX Traffic Scorecard's value in understanding travel behaviour and how people's commutes will change long-term. “We've noticed the biggest drop being commutes in and out of towns and city centres,” he explains. “So, whereas generally travelling between centres on the motorway network and the larger road networks, and between smaller town and village centres hasn't been affected as much, we anticipate that that will rebound. The latest Highways Voices podcast from Highways News features an in-depth interview with one of the UK's leading experts on enforcement, who explains how to make sure the public support technology to ensure compliance on the road. Assistant Managing Director Geoff Collins of Jenoptik told hosts Paul Hutton and Adrian Tatum that enforcement should never been seen as money making, but as a war on bad driving. "Bad driving and bad driving behaviours are things that make the road worse for other people," explained Collins. "And I think that's one of the one of the things that needs to be addressed by the the operators of technology is to make people appreciate why something is happening rather than it's just a blind autonomous thing. at the side of the road. You earn compliance and you earn respect rather than demand it." Collins, who's also the Chair of ITS (UK)'s Enforcement Forum, discussed public engagement, making sure any penalties are just, Home Office Type Approval and ensuring the public are informed about the benefits of a system. "I believe it's the responsibility of that road authority to communicate what is happening, why it's happening, how it's being done," he explains. "[There are] some really good examples of things that transport Scotland do, where they will put up a dedicated website, which relates to the project, and it has all of the history of the project, the data behind it, meetings that have happened, decisions that have been made, and then ongoing publishing of data, which basically justifies the reason that this is happening. I have seen this work fantastically well on a number of projects, and I strongly advocate sharing data explaining why things are happening." When you stop and think about it, a huge amount of innovation in the highways and transport technology industries over the past 20 years have been related to location services, but what about the mapping that underpins it? The latest Highways Voices podcast digs into the issue by talking to HERE Technologies Chief Product Officer Jorgen Behrens about their latest innovations involving personalising maps, data privacy and 3D mapping, and then hears from Steve Birdsall, CEO of Highway Technology Company Gaist about innovations based on location. "What we're noticing is that a lot of our customers are sitting on a lot of location data, and are looking for ways to monetise that and to make use of it in a kind of differentiating way in their own business," explains Behrens told host Paul Hutton. "So what we've done is we're gradually exposing our mapmaking capabilities in our platform so that customers can use the platform to ingest their own location data, process it into location contents and make maps with it." Highways News co-owner Adrian Tatum talked to Birdsall who told him, "I guess it's just our imagination, really, that limits what we can do. There's still a long way to go, we've got all of this capability growing, but it still needs to be bolted together and still needs to be brought to bear on a lot of problems. But if you were to look forward another five years, I believe that we won't be able to recognise the way that we do things." That's such a gargantuan event that you have to give it the time to move.” Paul also explains how the original podcast promoting Intertraffic had already been produced when the decision was taken to postpone, so he brings you one conversation from that, with George de Boer of TomTom who explains the Company’s move to focussing on B2B. “We're making sure that we can make data available to… automotive companies. Most of the automotive companies are using either our components or the full stack of navigation in their cars today.
