Utility criticized for seeking higher delivery rates Two administrative judges have recommended higher electricity and gas delivery rates for Central Hudson but rejected the increases the utility sought and demands by elected officials, advocates and customers to deny any hike. The decision, released May 1, follows nearly a year of testimony that began last summer when Central Hudson said that it would seek state approval to raise revenue for electricity delivery by $139.5 million and for gas by $41.5 million during 2024-2025. Under that plan, the utility's customers, including 6,800 households and businesses in Beacon and 5,200 in Cold Spring, Nelsonville, Philipstown and Kent, would have seen their monthly bills rise by an average of $30 for each service. The increases will be lower under the judges' recommendation, which, if approved by the state Public Service Commission, grants Central Hudson revenue increases of $75 million for electricity and $29.6 million for gas, according to an analysis of the decision by the Public Utility Law Project. That's less than the $128.7 million in new electricity revenue and $47.2 million in gas increases requested by Central Hudson in a revised proposal but more than the $65.5 million increase for electricity and $25.1 million for gas sought by the state Department of Public Service (DPS). Even the judge's lower amounts are "way too high," said Jonathan Jacobson, a Democrat whose state Assembly district includes Beacon. "The original request was merely a bargaining chip and was never a serious proposal, so this recommendation is not a win for consumers." How the increases affect monthly bills will not be known until May 21, the deadline for Central Hudson and DPS to submit those figures. Central Hudson's basic delivery charge for electricity is 10.5 cents per kilowatt-hour; for gas, it's $24.50 for the first 200 cubic feet, $1.36 per hundred cubic feet (Ccf) for the next 4,800 and 95 cents per Ccf for additional amounts. But the decision noted that the "general sentiment" expressed at public hearings "was that Central Hudson is not providing basic service and should not be rewarded for its poor performance." The utility is being investigated over billing problems that began in 2021. Rep. Pat Ryan, whose congressional district includes Beacon, described the recommendation as "outrageous." "I'm again calling on the PSC to reject this exorbitant rate increase and hold public hearings," said Ryan. "We need real accountability and relief, not another corporate handout." Central Hudson has said that the additional revenue is essential to replace aging transmission and gas lines, connect solar and wind projects to its system and add personnel and equipment to restore power after outages caused by extreme storms, which have become more frequent. The company also said it planned to expand financial-assistance programs for low-income customers and increase its workforce by 20 percent. Joe Jenkins, a Central Hudson representative, said on Tuesday (May 7) that the company is "reviewing the decision in its entirety and will provide additional information by the end of the month." Overshadowing the process is continued anger over widespread problems that began when the company switched in 2021 to an $88 million customer-service system. Programming errors caused delays in issuing statements that lasted more than three months for some customers and overcharges that affected more than 8,000. Central Hudson agreed to pay for an independent monitor to verify the utility's progress in correcting the sources of its billing mistakes. The company also agreed to end its practice of estimating every other monthly bill and transition to reading meters monthly. The change launched with customers in Orange and Ulster counties and is scheduled to take effect in Beacon and Philipstown this spring. One of the biggest sources of stress for people working in charities is conflict between teams. Many find that however committed they are, and however hard they work, the default structure and culture often hamper genuine cooperation and progress toward a common goal. Given how difficult this problem can be, Rob was thrilled to talk to Joe Jenkins, who has given more thought and energy to solving it than anyone he has interviewed. Joe shares what happened when he worked for Friends of the Earth over a decade ago, when the leadership team did certain things to reduce silo-thinking and nurture conditions for success. Joe explains it was this effort, especially in terms of structure, culture and a shared vision, that enabled the charity to later create the hugely successful and award-winning Bee Campaign. Mr. Joe Jenkins is the author of Humanure Handbook according to his website when he turned his masters thesis into the non-fiction Humanure Handbook and published it in 1995 the first edition of the book developed a life of its own somehow, and has gone on to sell 70,000 copies so far and be translated in whole or in part into 19 languages over four editions. In 2015, the British fundraising sector was startled by emerging cases of misconduct. Joe Jenkins, chair of the Fundraising Convention, who also works for the Children's Society, sits down with guest presenter Jolan to talk about the code of conduct for charities introduced by the Institute of Fundraising (IoF), which ensure transparency and respect in the sector. Joe also talks about the ways in which the sector needs to become more dynamic to stay relevant and impactful in the 21st century.

The Humanure Handbook was something of an accidental literary phenomenon. Joe Jenkins began writing the book as a Master of Science in Sustainable Systems thesis in the early 90s. Not content with academic convention, but fascinated with the topic of humanure composting, Jenkins decided to convert the book’s language into a popular format and self-publish the thesis as a book. Episode 2 of Cracking Charity Chat. I chat with Joe Jenkins, Director of Supporter Impact and Income at The Children's Society about supporter relationships in the new world. With increased media and political scrutiny, lower (but still high!) public trust, and a new regulatory environment, how should we engaging with supporters to help them play the fullest role in tackling some of societies biggest issues?
No one can say that Joe doesn’t know his shit because this guy literally wrote the book on it. And, for as much as we thought we knew about composting and composting toilets, as it turns out; we don’t know crap about it. Joe originally had only 600 copies printed of his first edition, and they sold out faster than his pile out back could compost his beloved pet. Poop or pee, urine or feces, he doesn’t care what you call it; just don’t call your “dry toilet” a composting one. Yes, composting humanure is perfectly legal. No, you can’t just pile it in the corner of your garden and HOPE it decomposes. And, yes, you’ll learn more about this very uncomfortable subject listening to this one conversation than you’ll ever want to know. We promise. Joe literally knows more about shit than almost anybody else on the planet. He didn’t set out to be the authority on all things poop related, but now that he’s sold almost 60,000 copies of his book, we’re thinking that maybe now he’ll reluctantly accept the title of The King Of Crap. This guy’s been using composting as sanitation for over 37 years in the same location. His pile includes everything from humanure to dead animals, layered carefully with organic materials. These efforts then create the perfect cooking temperature which transforms his potentially smelly mess into valuable fertilizer. Surprisingly, he does not separate urine from solid wastes and made us question everything we know about this scientifically heady subject. We were tempted to drop way more poop euphemisms into this show than we did, but rest assured, we wrote them all down. So, grab a cup of Joe, and be prepared to hear nothing but shit for the next 45 minutes.
