As Russia continues its invasion of Ukraine, the Biden administration is contemplating ways to starve the Russian economy of revenues, the bulk of which come from Russian oil and energy exports. As part of that effort, the US Treasury Department has been lobbying European and Asian leaders to support a price cap on Russian oil. Details of how that would be structured and enforced have been scant, but the idea is that a price cap would allow Russian crude supplies to continue to flow to the global marketplace but at a low enough price that Russia would not reap any benefits. Senior editor Jasmin Melvin asked several oil market experts to weigh in on one question: Can the West enforce a global price cap on Russian oil, and will it result in lower prices? We heard from: • Helima Croft, head of commodities strategy at RBC Capital Markets (2:29) • Kevin Book, managing director at ClearView Energy Partners (3:40) • Giovanni Staunovo, commodity strategist at UBS (5:00) • Christof Rühl, senior research fellow at Columbia University's Center on Global Energy Policy (6:37) • Brenda Shaffer, senior energy adviser at the Foundation for Defense of Democracies (10:24) • Ben Cahill, senior fellow at the Center for Strategic and International Studies (12:43) • Paul Sheldon, chief geopolitical adviser for Platts Analytics (14:03) Stay tuned after the interview for a special message from Capitol Crude host Meghan Gordon, and for the Market Minute with Starr Spencer.

Kevin Book, Clearview Energy Partners, says $6 a gallon of gas is not unreasonable. See omnystudio.com/listener for privacy information.

But as economic storm clouds start to gather, will workers be able to maintain the upper hand? Rucha Vankudre of EMSI Burning Glass joins us to discuss the outlook for the labor market. Plus, oil prices are edging lower today, and the market is largely shrugging off the decision by OPEC+ to boost production targets, questioning whether the incremental move can make up for lost supply from Russia and meet growing demand. Kevin Book of Clearview Energy Partners joins us to discuss the rise in U.S. gas prices and whether consumers will have to cut back on driving or other spending. And, Lululemon reported higher than expected earnings for its first quarter yesterday. What does this mean for the broader retail sector? Jessica Ramirez of Jane Hali & Associates gives us her take.

Joe Biden is now officially president-elect after securing a win in natural gas-rich Pennsylvania despite the fight over fracking we've heard so much about these last long weeks. S&P Global Platts Analytics predicts a muted production impact if Biden bans new federal drilling permits, putting up to 1.1 million b/d of oil output and 3.7 Bcf/d of gas output at risk by 2025. On this special episode, we take a look at the implications ahead for energy and climate policy with Washington analyst Kevin Book, managing director of ClearView Energy Partners. We go through two key scenarios: what a Biden White House will try to accomplish if he has the cooperation of a Democratically controlled Senate and how he might have to narrow that down if Republicans hold onto power in the chamber. Book walks us through the many policies that Biden can tackle through executive action. And we ask him if he expects Biden to end new federal drilling permits, yank the Keystone XL heavy crude pipeline permit, cancel leasing in the Arctic National Wildlife Refuge and strike a quick interim Iran deal that brings sanctions relief.

The US House of Representatives has passed the $3 trillion HEROES stimulus package with barely a mention of the energy sector. The legislation is going nowhere in its current form after Senate Republicans dismissed it out of hand and President Trump promised to veto it. So where is the financial aid that the White House promised the oil and gas sector? Kevin Book, managing director of ClearView Energy Partners, tells us how Republicans and Democrats might find energy-sector tradeoffs to include in a future compromise stimulus package. We spoke about the fate of the administration's efforts to fill the Strategic Petroleum Reserve. We look at who came out ahead in the 2015 tradeoff that opened the door for US crude exports. And Kevin talks about how the November election is looming over these negotiations in Washington.

Click here for Under Secretary Mandelker’s complete remarks. The CSIS Energy & National Security Program is pleased to invite you to Are Sanctions Working?, a conference examining the state of U.S. sanctions―what is different, what is and is not working, and implications for U.S. foreign policy, the global economy, and the energy sector. The United States has employed sanctions as a foreign policy mechanism for decades. In recent years, the United States has developed a new generation of more targeted, more agile economic sanctions. It has become increasingly reliant on these new tools, and its ambitions for their impact have increased. Whether more robust sanctions regimes have won any clear victories is a matter of debate. In the last three years, U.S.-imposed unilateral and secondary sanctions regimes have sought to influence North Korea, Russia, Iran, and Venezuela. But countries that have been subject to sanctions for years have found ways to adjust to U.S. moves. This conference will review the efficacy of the new style of U.S. sanctions, understand what is contributing to their success or failure, and gauge their future. Speakers will also explore how sustained use of sanctions is impacting one universally important sector: the energy sector.
