But Virginia's Edmund Randolph offered a counter-proposal: that a sermon be preached on the Fourth of July. On July 4th, 1787, the entire Convention assembled at the Reformed Calvinistic Church in Philadelphia, where Rev. William Rogers prayed asking God to enable them to devise such measures as may prove happy instruments in healing all divisions. Washington recorded the visit in his diary.THE REFLECTIONWhat happened next is the part of this story that almost never gets told.After five weeks of deadlock, after the recess and the church service and the prayer of Rev. Rogers, the Convention reconvened. Maar de toekomst is per definitie aanvechtbaar en veel Argentijnen wensten er – vanwege hun scholing, gedwongen of uit idealisme – een waarin ieder een had wat hij nodig had. Ze stelden het zich voor in de vorm van socialisme of iets in die geest: een samenleving waarin de macht en de welstand beter verdeeld zouden zijn. De strijd om die toekomst maakte de rijke Argentijnen nerveus, zodat ze eens te meer hun toevlucht namen tot hun privépolitie: het nationale leger. Misschien is die 24ste maart niet de dag geweest waarop alles werd verpest, maar het was wel het moment waarop Argentinië de focus verloor die het land decennialang richting had gegeven: de hoop van de langetermijnconstructie. Nog in 1983, toen de dictatuur voorbij was, bood president Alfonsín iets soortgelijks aan een toekomst toen hij bezwoer: ‘Met democratie is er eten, onderwijs en zorg'. Maar de cocktail van armoede, marginalisatie, neoliberalisme en economische crises die de generaals van '76 had den ingesteld bleef van kracht en de regeringen die elkaar sindsdien opvolgden hielden zich vooral bezig met het beteugelen van het dringende, onhandelbare heden. Misschien is dat een voorname reden geweest van de onwaarschijnlijke overwinning van Javier Milei: in zijn campagne had hij het over ‘morgen'. Hij herstelde het Argentijnse geloof dat we een betere toekomst konden bouwen door het heden te offeren. In het begin gaf het herstel van de toekomst hem voldoening. Om te beginnen kon hij zo de laatste desastreuze jaren makkelijker veroordelen. En het gaf hem de kans plannen voor te spiegelen en beloften te doen: de economie koppelen aan de dollar, wat niet gebeurde; de centrale bank sluiten, wat niet gebeurde; de inflatie stoppen, wat niet gebeurde – en een heleboel meer wat ook niet gebeurde. Ook beloofde hij de economie weer op gang te brengen. Maar nu, na twee regeringsjaren, sluiten elke dag zo'n dertig bedrijven en staan zo'n vierhonderd werknemers op straat; dat zijn nu in totaal al zo'n driehonderdduizend werknemers en zo'n 22.600 bedrijven, inclusief verschillende van de weinige fabrieken die er nog waren en die, met de opheffing van de douanebarrières, niet kunnen concurreren met de Chinese industrie. Hij wilde de overheid verkleinen, maar maakte het land kleiner Ook beloofde hij de overheid kleiner te maken, maar in zijn immense onbekwaamheid verwarde hij dat met het land kleiner maken. Ruim twee jaar geleden schrapte Argentinië alle publieke werken, en sindsdien neemt het aantal doden door ongelukken met die kapotte wegen hand over hand toe; hetzelfde geldt voor de ziekenhuizen, de gepensioneerden, de mensen met een handicap. En ook beloofde hij ‘een eind te maken aan de politieke kaste', maar zijn kabinet telt mannelijke en vrouwelijke politici die alle partijen hebben doorlopen. En hij beloofde ‘moraal boven alles', maar de corruptieschandalen in zijn regering en familie volgen elkaar op. Momenteel onthullen journalisten bewijzen dat hij, toen hij al president was, enkele miljoenen dollars opstreek door zijn volgelingen valselijk aan te raden hun geld om te zetten in een cryptomunt die maar twee uur zou standhouden en voor honderden miljoenen verlies heeft gezorgd. Misbaksel Maar los van alle bedrog en gemarchandeer imponeert dit misbaksel omdat het een totaal onsamenhangende figuur is die niet in staat is zich vloeiend uit te drukken en heel goed is in het lanceren van baarlijke nonsens – nog daargelaten dat hij schreeuwt en almaar sprongetjes maakt. Ik denk dat hij al met al het extreemste product is van die staatsgreep van een halve eeuw geleden. Niet alleen omdat zijn woeste economisch beleid een slechte kopie is van dat van de militairen van toen. Maar vooral omdat zo'n heerschap in de regering het resultaat is van vijftig jaar marginalisatie van miljoenen Argentijnen, het resultaat van de verwaarlozing van al diegenen die sindsdien hebben geleden, het resultaat van het verval van het publieke onderwijs, waardoor een gemiddeld geschoold land is veranderd in een land dat alleen kan communiceren door middel van beledigingen, schreeuwpartijen en wreedheden, een land dat ooit de solidariteit voorstond en nu het ‘ieder voor zich' belijdt. Waarschijnlijk wordt Argentinië nooit meer ‘het land van de toekomst' Uiteindelijk is het resultaat van die 24ste maart, van die zeven jaar moord en duisternis, deze arme man. Of nee: in feite is het resultaat dit arme land dat hem koos, het land waarvan deze arme man alleen maar een zielig symptoom is. Het is beschamend, het maakt triest, wanhopig. Waarschijnlijk wordt Argentinië nooit meer ‘het land van de toekomst'. Maar dan nog zou je dit land iemand gunnen die de moeite waard is, die serieus aan de slag gaat.

Todos los demás traed datos» Esta frase de William Edward Demings, un estadístico estadounidense que fue clave en el desarrollo y crecimiento de Japón tras la Segunda Guerra Mundial, preside la sala de evaluación de misiones de la NASA. O eso se cuenta siempre. Yo no lo he visto. Pero parece lógico: explorar los confines del universo, llevar al hombre a la Luna o tratar de encontrar vidas alienígenas son tareas que requieren de una precisión extrema y de un profundo conocimiento científico. Sin embargo, la realidad es tozuda. Y frente a nuestro afán por tomar las mejores decisiones basadas en datos, nos enfrentamos continuamente a la necesidad de decidir sin muchos de ellos, bajo presiones de todo tipo. Algo similar le sucedió, precisamente, a la propia NASA el 28 de enero de 1986.Aquel día despegaría el Transbordador Espacial Challenger, con sus siete tripulantes a bordo, y con, al menos, dos misiones. La primera, la oficial, era la de desplegar un satélite de comunicaciones y estudiar el Cometa Halley mientras estaban en órbita. La segunda, no tan explícita, era la de volver a despertar el interés del público por la conquista del espacio. Habían pasado casi 17 años desde la llegada a la Luna y, sin nuevos grandes hitos que excitaran su imaginación, los estadounidenses ponían su atención —y con ella sus votos y, por tanto, su dinero— en otros temas. Por eso, aquel lanzamiento fue precedido de una campaña de comunicación sin precedentes.Incluso, como cuenta Nuria Pérez en su maravilloso podcast Gabinete de Curiosidades, se plantearon que en aquella misión viajara Big Bird, el primo americano de la Gallina Caponata. Sí, la de Barrio Sésamo. Me habría encantado estar en la reunión en la que discutieron eso. Al final, se dieron cuenta de que, por lo que sea, meter a alguien con un disfraz de dos metros y medio en lo que esencialmente era una lata de sardinas espacial no era factible. La elegida finalmente fue Christa McAuliffe, una maestra de escuela seleccionada entre más de 11.000 candidaturas, que se ganó rápidamente el cariño del pueblo estadounidense con su carisma y su pasión por el espacio.«T menos 10, 9, 8, 7, 6 —motor principal arrancado—, 4, 3, 2, 1… ¡y despegue! ¡Despegue de la XXV misión del transbordador espacial, que ha abandonado la torre!» Así sonó el despegue del Challenger, que fue emitido en directo para todo el país. Y con ella sus siete tripulantes. La tragedia del Challenger sacudió Estados Unidos. Para empezar fue un punto de inflexión en el interés por el espacio y, en particular, en los riesgos que estaban dispuestos a asumir para alcanzarlo. A raíz del accidente, se creó una comisión de investigación encabezada por un ex-Secretario de Estado, William Rogers, a quien al parecer Ronald Reagan, por entonces presidente de Estados Unidos, sugirió que las conclusiones debían proteger a la NASA. Formaron parte de aquella comisión todo tipo de figuras de la aeronáutica, la ingeniería, el ejército y la ciencia. Estaba hasta el primer ser humano en pisar la Luna, Neil Amstrong. Eran casi todos hombres, eso sí. Entre todos ellos estaba un viejo conocido de este podcast: nuestro amigo Richard Feynman, que a sus 67 años era seguramente el científico vivo más conocido y más respetado del mundo. Y también alguien con ideas propias. Dicen las malas lenguas que tal vez desde el poder político pensaron que podrían controlarlo, que ya no tendría la energía de su juventud y que, en cualquier caso, la burocracia y los votos de otros mucho más susceptibles a las presiones acabarían acallándolo. De hecho, él se mantuvo bastante discreto durante todo el proceso. Se tomó su tiempo para entender el problema, comprender el funcionamiento de la nave y también el de la propia comisión. Y empezó a tener la sensación de que más que descubrir la verdad, había un interés en encubrirla. Así que se buscó un aliado: el general Donald Kutyna. Feynman solía contar cómo un día Kutyna se acercó a él con una idea interesante sobre cómo el frío podía haber afectado a las juntas de goma que sellaban los compartimentos del combustible. Mientras cuestionaba a aquel testigo, tomó una pieza de plástico como el que se usaba en las juntas y lentamente lo sumergió en agua helada. Unas preguntas después, sacó la pieza del vaso y explicó que el frío la había vuelto rígida, había perdido su flexibilidad. Millones de personas entendieron inmediatamente el problema. Mientras que inicialmente la NASA había estimado las probabilidades de un accidente como el que sucedió como de una entre 100.000, la presión de Feynman, Kutyna y Sally Ride demostró que el riesgo de aquel lanzamiento era mucho mayor: de 1 entre 200. We want to help people connect to the Japanese well of information, and make connections with other individuals to share ideas and leap forward into greater collaborative understanding. We want our attendees to involve themselves in cutting-edge conversations throughout the conference with networking opportunities with the brightest minds in AI Safety. Leroy Reginald Johnson was an American politician who served in the Georgia State Senate from 1963 to 1975 after winning a seat in 1962. He was the first black state senator to be elected to the legislature in more than fifty years, since William Rogers in 1907, and the first to be elected to the Senate since 1874. He served District 38 in Fulton County and Atlanta. Before his term as senator, Johnson was an attorney where he played a role in Atlanta's civil rights movement of the 1960s. Listen NowThe homeless of course suffer substantial health problems.  The CDC estimates nearly half have one or more chronic health condition (e.g., heart disease, diabetes, cancer), two in five have a mental health diagnosis/es, one-fourth suffer substance abuse, one-third are alcohol addicted.  One 2005 study showed shocking mortality rates, the median age of death was 45.  Over half do not have health insurance - though homeless adults will become eligible in 2014 for Medicaid coverage in states that agree to expand their Medicaid program under the ACA (about half the states) to 133 percent of the federal poverty level ($15,200). During this 24-minute podcast, Dr. Rogers explains how/why he became involved in caring for the homeless.  He discusses the magnitude of the problem, explains the purpose and evolution of the Carpenter's Shelter, the services he provides its patients (as well as care he provides for other homeless Alexandria residents), his frustrations when attempting to find provider for patients needing more intensive care, e.g., surgeries, expectations for Virginia in expanding Medicaid coverage under the ACA in January 2014 and what that would mean for Carpenter's.    Dr. Rogers operates a free medical clinic at the Carpenter's Shelter for the homeless in Alexandria, Virginia.  Dr. Rogers is also the Director of the Physicians Regulatory Issues Team at the Centers forMedicare and Medicaid Services (CMS) and is also a member of Georgetown University ospital medical staff working in the Emergency Department and teaching residents and medical students.  He too holds the rank of Colonel in the US Air Force and is the Operational Medical Director for the National Park Service, National Capital Area.  Before joining CMS, Dr. Rogers served as the Regional Director for an ED staffing company responsible for four EDs in Virginia employing 50 physicians.  Dr. Rogers is a member of the American College of Emergency Physicians (Fellow) and the federal Emergency Care Coordinating Committee.   Dr. Rogers received his medical degree from the University of Virginia. Listeners with an interest in Carpenter's Shelter see: http://www.carpentersshelter.org/.For more general information see, for example, the National Healthcare for the Homeless Council's website at: http://www.nhchc.org/.  This is a public episode.
