'War, sanctions and western disunity' As Russia's invasion of Ukraine is in its fourth year and efforts to pause the conflict have both intensified and become more complex, David O'Sullivan, the EU's Sanctions Envoy since January 2023, discusses the use of sanctions by the EU and others on Russia. Since the invasion in 2022, sixteen packages of sanctions have sought to prevent Russia from accessing dual-use and advanced technologies for the manufacturing of cutting-edge weapons, and to degrade Russia's ability to finance its war of aggression. Mr O'Sullivan discusses the evolution and efficacy of these measures and how the changed posture of the US vis-à-vis the conflict in recent months has affected EU sanctions policy. About the Speaker: David O'Sullivan spent most of his career, before formally retiring in 2019, in a series of senior roles at the European Commission, including Secretary-General of the European Commission; Chief Operating Officer of the European External Action Service; Director General for Trade; and Chief of Staff to Commission President, Romano Prodi. He also served as Ambassador of the European Union Delegation to the United States from November 2014 until February 2019, which included more than half of the first term of US president Donald Trump. Prior to taking up his role as EU Sanctions Envoy, David was Director General of the IIEA.

Following Russia's illegal and brutal invasion of Ukraine almost two years ago, the EU, together with partners from the G7+ coalition, has adopted several packages of unprecedented sanctions against Russia. The main objective of these sanctions is threefold: 1) to provide Ukraine with a key military advantage by depleting Russia from accessing dual-use and advanced technology to manufacture cutting-edge weapons, 2) to degrade Russia's ability to finance its war of aggression, and,  3) to cripple the Russian industrial complex in the medium-to-long-term. In this context, the EU Sanctions Envoy was appointed in January 2023 to reach out to third countries and maximise the impact of EU sanctions against Russia by ensuring that sanctions are implemented fully and effectively. In his address to the IIEA, David O'Sullivan reflects on the objectives of these sanctions and his role as EU Sanctions Envoy so far. About the Speaker: David O'Sullivan took up his role as EU Sanctions Envoy in January 2023. Prior to this, he was Director General of the IIEA. Before working at the IIEA, he joined the Brussels office of the law firm of Steptoe and Johnson LLP as a Senior Counsellor (2019-2022). David O'Sullivan served as Ambassador of the European Union Delegation to the United States from November 2014 until February 2019. Prior to his appointment as Ambassador, he was the Chief Operating Officer of the EU's diplomatic service, the European External Action Service (EEAS). He previously held a number of senior positions within the European Commission, including Director General for Trade (2005-2010); Secretary-General of the European Commission (2000-2005); and Chief of Staff to Commission President, Romano Prodi (1999-2000). Before joining the Commission, he started his career with the Irish Department of Foreign Affairs (1977-1979).

About the lecture: There are opportunities and challenges in Angola and Mozambique to reform the electoral processes. What role can the local stakeholders and USG play to pave the way for a more transparent electoral process? About the coordinator and moderator: Prof. Hashem Mekki, MA, has taught Arabic Language, Culture & Middle East Media at IWP since 2012. He is the owner of Bridge Language Solutions, providing an array of language translation, interpretation and teaching services to the Washington DC metropolitan area, and the founder of Kele Global, a nonprofit organization that promotes education, health, and economic empowerment in the Sudan and the Republic of South Sudan. He also teaches Arabic language to federal employees & professionals at the National Nuclear Security Administration at the Department of Energy. Mr. Mekki volunteers with the IWP Center for Human Rights and International Affairs by providing Arabic translations & strategic cultural perspectives on North Africa and Middle East. He holds Bachelors degrees in both Political Science and International Studies from the City College of New York, and a Master of Arts in Strategic Studies and International Politics from IWP. About the panelist: Martina Perino is the Program Manager for the Great Lakes and Southern Africa at the International Republican Institute. Originally from Mozambique and Italy, she has 10 years of democracy and governance experience in Mozambique, DR Congo, Zambia, and Kosovo. In Zambia, she was the Governance and Social sectors Program Manager at the European Union Delegation. There Ms. Perino designed and managed the electoral support project, an Access to Justice project and worked closely with local CSOs and other donors for human rights issues and local governance. In 2017 she joined USAID/Kosovo as the Democracy and Governance Strategic Planning Specialist where, among other tasks, she designed several projects including a local governance and conflict mitigation project, PVE project, media strengthening project, political party and legislative strengthening. Ms. Perino has been an election observer in Mozambique, DR Congo, Zambia, Kosovo, and Albania. Ms. Perino holds a degree in Politics, Philosophy, and Economics and a Master's in International Development. Florindo Chivucute is the founder and Executive Director of Friends of Angola (FoA), and Radio Angola (an online radio station), activist, blogger and digital media specialist. Florindo earned his Master's degree in Conflict Analysis and Resolution from George Mason University and has over 5 years of experience working in non-profit organizations, international development, international relations, peacebuilding, and education while being active in the Community of Portuguese-Speaking Countries (CPLP) in the United States. Since founding Friends of Angola in April 2014, he has led the design and implementation of four projects in Angola: Radio Angola (an online radio station hosted by Florindo); Strengthening Nonviolent Civic Engagement Among the Youth; Strengthening Democracy in Angola Through Community Journalism; Zuela Application – a pro-democracy and social networking smartphone app focused on fostering good governance, eradicating corruption, monitoring elections and human right violations and more. All projects were envisioned as part of a larger theory of change (ToC) to strengthen the capacity of civil society, empower women and youth while promoting nonviolent civic engagement by using new and existing technologies in Angola and the South-Western African Region. These projects were funded by The National Endowment for Democracy (NED).

Dr. Gregory Alonso Pirio possesses extensive experience in conducting research on political, social and religious issues. His dissertation focused on the political economy of Angola and Mozambique. As a consultant to The Strategic Trade Advisory Corporation, Dr. Pirio produced studies of the civil wars in West Africa and its impact on the politics and economy of the region. He recently completed a major study of radical Islamic groups in East Africa and the Horn of Africa for the U.S. military and is held in high regard as a Subject Matter Expert on African affairs. Dr. Pirio has occupied senior positions at the International Broadcasting Bureau/Voice of America. He was Chief of both the English-to-Africa and Portuguese-to-Africa Services for the VOA. In this capacity, he managed the coverage of international news and current affairs with a special emphasis on Africa, the Middle East, and South-Central Asia, and has traveled extensively to cover events and plan programming priorities. This experience afforded him the opportunity to develop an in-depth knowledge of events in diverse geographic regions and enabled him to know personally many political actors especially on the African continent. Dr. Pirio has also spearheaded innovative media projects in diverse countries such as Afghanistan, Angola, Nigeria, Rwanda, and Zimbabwe.

Prior to becoming a Head of Unit, from 2014 to 2016, Tomas was an assistant to Director-General for Trade Jean-Luc Demarty, advising on a number of trade priorities such as the Transatlantic Trade and Investment Partnership (TTIP) and World Trade Organisation (WTO) negotiations in the run-up to the tenth Ministerial Conference in Nairobi, Kenya. We sat down with Ambassador Fatima Kyari Mohammed for an interview during her visit for the Africa Development Conference. Ambassador Mohammed is the Permanent Observer of the African Union to the United Nations. Before her appointment, she was Senior Special Advisor to the Economic Community of West African States (ECOWAS) Commission and worked with the organization for over a decade. Prior to joining ECOWAS, she was the Executive Director at West Africa Conflict and Security Consulting. She has also previously worked as a Programme Manager for regional cooperation in West Africa at the European Union Delegation to Nigeria and ECOWAS and as Regional Project Manager for security policy projects in West Africa with the Friedrich Ebert Stiftung. Fatima holds a Master of Arts in Peace, Security, Development and Conflict Transformation from the University of Innsbruck, Austria and a Master of Arts in Sustainable Economic Development from the UN University of Peace in Costa Rica. She also holds an MBA in Business Communication from the European University in Switzerland and a BA in Environmental Design from the Ahmadu Bello University in Nigeria.

Within the context of modernity and globalisation, this research project investigates the processes by which governance arises in territories subjected to illicit forms of social order that contest state sovereignty and authority. Within the context of modernity and globalisation, this research project investigates the processes by which governance arises in territories subjected to illicit forms of social order that contest state sovereignty and authority. Drawing from recursive theoretical and empirical research rooted in the ‘abductive' method of Pragmatism, the analysis has three principal objectives: First, it offers a different conceptual approach by moving away from negative categorisation of the phenomena, e.g. failed states, ungoverned spaces, limited statehood etc., towards a positive conceptualisation, i.e. illicit orders. By casting off the legal-rational, sovereign-territorial lens, the pursuant conceptual reconfiguration of territory, authority, and institutions recognises and more directly conveys the existence of local social organisation apart from the modern state via the agency of social groups acting in violation of domestic and/or international legal norms, rules, and institutions. Second, it seeks to explain the constitution of ‘illicit orders' by offering a sociologically-cognisant analytical framework capable of elucidating the ‘micro' processes inherent to governance in territories where state institutions remain nominal and ineffective. Based on insights from theoretically-informed empirical fieldwork in the favelas of Rio de Janeiro, Brazil, I maintain that inter-subjective relations of authority can be produced when a given actor asserts predominance in three co-constitutive domains; namely, organised violence, socioeconomic security, and social legitimacy. Resultant authority then gives rise to the ‘structuration' of norms, rules, and institutions, which also recursively reinforces the institutionalisation of authority – a process inherent to the constitution of social order in these circumscribed territories. Third, it provides an understanding of how inherently local ‘illicit orders' at once form part of a diffuse mosaic of social, political, and economic structures that collectively constitute ‘global society', while simultaneously existing in dramatic juxtaposition to the ‘international order' of states within it. Dr Christopher Lilyblad is currently a Visiting Research Fellow at the Changing Character of War Centre. He returns to academic life after spending working at European Union Delegation in Cape Verde (2014-16), the Luxembourg Development Cooperation Agency – LuxDev (2016-2017), and Luxembourg's national NGO platform, the Cercle de Coopération (2017-2018). In October 2017, Dr Lilyblad was elected as Councillor in his native municipality of Betzdorf, Luxembourg.

By casting off the legal-rational, sovereign-territorial lens, the pursuant conceptual reconfiguration of territory, authority, and institutions recognises and more directly conveys the existence of local social organisation apart from the modern state via the agency of social groups acting in violation of domestic and/or international legal norms, rules, and institutions. Second, it seeks to explain the constitution of ‘illicit orders’ by offering a sociologically-cognisant analytical framework capable of elucidating the ‘micro’ processes inherent to governance in territories where state institutions remain nominal and ineffective. Based on insights from theoretically-informed empirical fieldwork in the favelas of Rio de Janeiro, Brazil, I maintain that inter-subjective relations of authority can be produced when a given actor asserts predominance in three co-constitutive domains; namely, organised violence, socioeconomic security, and social legitimacy. Resultant authority then gives rise to the ‘structuration’ of norms, rules, and institutions, which also recursively reinforces the institutionalisation of authority – a process inherent to the constitution of social order in these circumscribed territories. Third, it provides an understanding of how inherently local ‘illicit orders’ at once form part of a diffuse mosaic of social, political, and economic structures that collectively constitute ‘global society’, while simultaneously existing in dramatic juxtaposition to the ‘international order’ of states within it. Dr Christopher Lilyblad is currently a Visiting Research Fellow at the Changing Character of War Centre. He returns to academic life after spending working at European Union Delegation in Cape Verde (2014-16), the Luxembourg Development Cooperation Agency – LuxDev (2016-2017), and Luxembourg’s national NGO platform, the Cercle de Coopération (2017-2018). In October 2017, Dr Lilyblad was elected as Councillor in his native municipality of Betzdorf, Luxembourg.

The Report draws attention to rising levels of food insecurity and malnutrition, particularly associated with conflict and the impact of extreme climate events. The 2018 Report provides the latest estimates of severe hunger in the world. Conflict and insecurity continued to be the primary drivers of food insecurity in 18 countries, where almost 74 million food-insecure people remain in need of urgent assistance.
