'War, sanctions and western disunity' As Russia's invasion of Ukraine is in its fourth year and efforts to pause the conflict have both intensified and become more complex, David O'Sullivan, the EU's Sanctions Envoy since January 2023, discusses the use of sanctions by the EU and others on Russia. Since the invasion in 2022, sixteen packages of sanctions have sought to prevent Russia from accessing dual-use and advanced technologies for the manufacturing of cutting-edge weapons, and to degrade Russia's ability to finance its war of aggression. Mr O'Sullivan discusses the evolution and efficacy of these measures and how the changed posture of the US vis-à-vis the conflict in recent months has affected EU sanctions policy. About the Speaker: David O'Sullivan spent most of his career, before formally retiring in 2019, in a series of senior roles at the European Commission, including Secretary-General of the European Commission; Chief Operating Officer of the European External Action Service; Director General for Trade; and Chief of Staff to Commission President, Romano Prodi. He also served as Ambassador of the European Union Delegation to the United States from November 2014 until February 2019, which included more than half of the first term of US president Donald Trump. Prior to taking up his role as EU Sanctions Envoy, David was Director General of the IIEA.

Près de 25 millions de deux roues motorisés circulent en Afrique dont 30 000 motos électriques. Un marché à 90 % entre les mains d'un acteur : Spiro. L'entreprise s'est développée à partir du Togo et du Bénin et elle vend désormais au Kenya, en Ouganda, au Rwanda et au Nigeria. Les deux dernières années ont été consacrées à améliorer les modèles de motos électriques et leur prix, explique Kaushik Burman, le PDG de Spiro. « Si vous voulez réussir dans ce domaine, vous devez vraiment proposer des produits abordables et des produits robustes, parce qu'en Afrique, les terrains sont très difficiles. Le Rwanda a des pentes raides, de 18 degrés. L'Ouganda a des routes cahoteuses. Il faut donc des motos de très grande qualité, mais à un prix abordable, moins cher qu'une moto à essence. Aujourd'hui, nous y sommes parvenus », assure-t-il.600 stations d'échange de batteriesDans ce modèle économique, le client n'achète que la moto. La batterie, Spiro l'échange dès qu'elle est à plat et l'entreprise est donc devenue un fournisseur d'énergie. « Nous avons dépassé les 17,5 millions d'échanges de batteries aujourd'hui. Cela montre à quel point nous avons progressé au cours des 20 derniers mois, se félicite Kaushik Burman. Nous avons environ 600 stations d'échange de batteries actives. »Ce maillage met fin à l'anxiété sur l'autonomie de la moto électrique, pour un coût inférieur au carburant d'une moto thermique, reconnaît Yao Amedokpo. L'entreprise assemble déjà des pièces plus sophistiquées au Kenya, comme les moteurs et les contrôleurs des motos. David O'Sullivan, President of P.W. Trenchless Construction Ltd., is a pioneer in Trenchless Technology. Originally from Ireland, he moved to Canada in 1978 and became manager of P. Baratta Construction by 1989. He led major HDD and Microtunneling projects, including the first HDD crossings of False Creek and the Fraser River. In 2000, he founded P.W. Trenchless to specialize in Pipe Bursting. A founding member of the North West chapter of the North American Society of Trenchless Technologies, he remains an active leader in the field.
