Ekonomist Haluk Bürümcekçi ile Merkez Bankası'nın politika faizini sabit bırakmasını, TL ZK'ların yükseltilmesini ve bunların mevduat ile kredi faizleri üzerindeki etkilerini konuştuk. İyi dinlemeler....

Merkez Bankası politika faizini %35'e taşımadan önce bu seviyenin yeterli olacağı düşünülüyordu. Faiz gerçekten %35'e vardığında merkezin döviz rezervi gelişiminin durduğu görülünceyse %45 seviyesi beklentilere girdi. Sonra bu beklenti gerçekleşti. Merkez Bankası politika faizini %45'e çıkardı. Bu andan itibaren piyasa epey öngörü kazandı. Parametreler ekonominin aktörleri indinde bir yerlere yerleşti. Faize ilişmeden geçilen bir para politikası kurulu dahi yapılabildi. Derken ekonomi yönetiminin içinden, bankalar tarafından, sene sonu kur beklentilerine dair kafa karıştıran bir değerlendirme geldi. Piyasa demek hala çok hassasmış ki hemen tedirginleşti. Sonra merkez bankası enflasyon raporu sunumu toplantısı geldi çattı. Fakat olmaması gereken biçimde gelişti. Söylenenler söylemese de olurdu. Gelmeyen sorulara cevap verilmese de olurdu. Ama oldu. “Link kopmuş,” ifadesi, hızını alamamış bir bufalo gibi yelelerini savura savura, bozkırı yara yara, tozu dumana kata kata geldi, sonra sahipsiz bir yük hayvanı gibi kaldı orta yerde. Ekonomi yönetiminde -miş'li geçmiş zaman kipi kullanılmamasının gerekliliği böylece yeniden anlaşılmış oldu. İktisadi meseleleri tartışırken cümleleri geniş zamanda kurmak tercih edilir. Geçmişle ilgili değerlendirme yapılacaksa ki gereksizdir; gene de ihtiyaç duyulduğunda -di'li geçmiş zamana başvurmak daha iyidir. Hasılı bu link kopmuş sözü, piyasada “piston aşağı,” sözü gibi bir etki bıraktı. Hatırlarsınız, görüntüleri çok paylaşılan olayda, Sakarya'da bir minibüs şoförünün yolcularla göz göze geldikten sonra piston aşağı demesiyle birden tüm yolcular içinde bulundukları minibüsü panikle terk etmişti. Link kopmuş da yaşanan bu hadisedeki gibi TL'den haksız bir kaçış başlattı. Daha doğrusu, ekonomi yönetiminden kişilerce arka arkaya gelen kafa karıştırıcı mesajlar, manipülatörlere aradığı fırsatı vermişti. Yegâne varlık amaçları, Türkiye'nin IMF ile stand-by anlaşması yapmasıymış gibi davranan bu manipülatörler, amaçları uğruna ekonomiyi bir kur şokuyla yüzleştirmek için tüm tuşlara basmaya başladı. Rollerini oynayıp TL minibüsünü boşaltma fırsatını kullandılar. Peki, neden bu amacı edindiler ve Türkiye'yi IMF'e teslim etmek istiyorlar? Öncelikle IMF'e giden yolda almak istedikleri bir netice var. Ekonomiyi olabilecek en kötü durumda göstermenin, geçmiş performansıyla yeniden seçilmeyi hakketmeyen bir belediye başkanının yeniden seçilmesinde işlevsel olacağını düşünüyorlar. Düşüncelerinde ve girişimlerinde başarılı olurlarsa gemi daha da azıya alıp seçimsiz bir 4 sene ortamını Türkiye'ye vermemek ve Erdoğan'ı Türkiye'nin geleceğinden silmek ihtimali için erken seçime mecbur kılmak istiyorlar. Fakat başarabilirlerse asıl yüce amaçları; Türkiye'yi IMF'e mecbur kılıp Erdoğan'ın adını tarihteki hakkettiği yerden de sildirmek. Manipülatörler gerçekten neye ulaşmak istediklerini biliyorlar. Bilmeyenler de böylece farkına varsın. Yaktıkları ateşe kendileri mi düşer, Türk milleti mi, göreceğiz ama tedbiren ekonomi yönetimi iletişim stratejisini değiştirdi. Herkes susturuldu ve sorumluluğu Bakan Şimşek aldı. İyi de yaptı. Ekonominin iletişim ihtiyacını karşıladığı için dahi saldırdılar.

Hâlbuki, dahâ fazlasını ödemesi şartı ile, ödünç vermek fâizdir. Ya'nî böyle olan sözleşme harâmdır. Harâm anlaşma ile, ele geçen malın hepsi harâm olur. Meselâ, oniki dirhem ödemesi şartı ile, on dirhem ödünç verilse, alınan oniki dirhemin hepsi harâm olur. Fâiz ile ödünç vermek ve almak harâm olduğu, Kur'ân-ı kerîmde açıkca bildirilmişdir. İhtiyâcı olanın da, olmıyanın da, fâizle, ödünç alması harâmdır. İhtiyâcı olana, fâiz harâm olmaz demek, Kur'ân-ı kerîmin emrini değişdirmek olur. (Kınye) kitâbı, Kur'ân-ı kerîmin emrini değişdiremez. Lâhor şehrinin büyük âlimlerinden olan mevlânâ Cemâl, (Kınye)nin birçok haberleri kıymetli kitâblara uymamakdadır. Böyle haberlerine güvenilmez buyururdu. (Kınye)nin bu yazısını, doğru kabûl etsek bile, buradaki ihtiyâc kelimesine, zarûret ve ölüm tehlükesi ma'nâsını vermek lâzımdır. Böylece, Mâide sûresi, dördüncü âyetinin, (Ölüme sebeb olan sıkışık hâle düşen) meâlindeki iznden istifâde edilmiş olur. Çünki, bu âyet-i kerîme, harâmlardan afv olunabilecek özrü beyân buyurmakdadır. Fâiz ile ödünç almak için, her ihtiyâc özr olsaydı, fâizin harâm edilmesine sebeb kalmazdı. Çünki, fâiz ödemeği, ancak ihtiyâcı olan kabûl eder. İhtiyâcı olmıyan kimse, açıkdan para vermek istemez. Allahü teâlânın, bu yasak emri, yersiz lüzûmsuz olurdu. Allahü teâlânın kitâbına, böyle iftirâ edilemez. Abes, yersiz, birşey bulunması düşünülemez. Her ihtiyâcı olanın fâiz ile para alması câiz diye, bir ân düşünsek, ihtiyaç da, bir nevi zarûretdir. Zarûretin dereceleri vardır. Ziyâfet vermek için, fâiz ile para almak ihtiyâc değildir. Meyyitin bırakdığı malda meyyitin ihtiyâcı, kefen ve cenâze masrafı olduğu kitâblarda bildiriliyor. Onun rûhu için, ziyâfet vermeğe, ihtiyâc denilmemişdir. Meyyit, sadakanın sevâbına, herkesden çok muhtâc olduğu hâlde, onun rûhu için yemek [helva] dağıtılmasını islâmiyyet emr etmemişdir. O hâlde bunları yapmak, fâizle para almak için ihtiyâc, özr olur mu? Ölünün ihtiyâcı kabûl edilse bile, fâizle alınan para ile pişen yemekleri yemek halâl olur mu? Çoluk çocuğun çok olması, erkeğin askerde bulunması, özr, ihtiyâc sanılarak, fâizle para almak câiz ve halâl olur demek, bir müslimâna yakışmaz. Böyle belâya yakalanmış olanlara, emr-i ma'rûf ve nehy-i anil-münker yaparak, doğru yolu göstermek lâzımdır. Bir müslimân, nasıl olur da, böyle harâm işi yapabilir? İhtiyâcları te'mîn edecek yol çokdur. Bu zemânda, şübheli olmıyan kazanc kalmadı diyorsunuz. Evet öyledir. Fekat elden geldiği kadar, şübhelilerden kaçınmak lâzımdır. Tarlayı abdestsiz sürmek, tohumunu abdestsiz ekmek, rızkın bereketini, tayyib olmasını giderir demişlerdir. Hindistânda, böyle çalışan, hemen yok gibidir. Fekat, Allahü teâlâ, kulundan, elinden geldiği kadar yapmasını istemekdedir. Fâiz ile para alıp ziyâfet vermekden sakınmak, herkes için kolaydır. Halâle harâm, harâma halâl diyen kâfir olur. Fekat bu kat'î, meydânda olan helâl ve harâmlar içindir. Zan olunanlar için değildir. Hanefî mezhebinde mubâh olan çok şey vardır ki, şâfi'î mezhebinde mubâh değildir. Bunun aksi de vardır. Muhtâc olduğu şübheli olan birinin, fâizle para alması halâl olur demiyene, açık bildirilen harâma halâl diyemiyene dil uzatılmaz. Sapık, gerici denilmez. Halâl demesi için zorlanamaz. Onun haklı olması dahâ kuvvetlidir. Hattâ, haklı olduğu meydândadır. Ona dil uzatanlar haksızdır ve tehlikededir. Mevlânâ Abdülfettâh, (Fâizsiz borç almak iyidir. Niçin fâiz ile alıyorlar?) demiş. Siz de, (Böyle söyleme. Helâli inkâr mı ediyorsun?) diyerek onu tekdîr etmişsiniz. Yavrum, bu sözünüz, kat'î olan halâl için doğrudur. İhtiyâcı olanın, fâiz ile borç almasına halâl deseniz bile, bunu yapmamak, yine dahâ iyi olur. Vera sâhibleri, ruhsat, izn verilen şeyleri yapmamış, herkese, azîmet yolunu göstermişlerdir.

Merakla beklediğimiz Fed faiz kararı hafta ortasında geldi. Fed kararı ve ardından Fed Başkanı Powell'ın basın toplantısındaki konuşması piyasaları hareketlendirdi. Fed'in hemen ardından TÜİK Ekim ayı enflasyon oranını açıkladı. Bugün her iki konuya da göz atacağız.

Geçtiğimiz perşembe günü Merkez Bankası Para Politikası Kurulu'nun (PPK) faiz kararını takip ettik. PPK, her ne kadar genel beklentinin üzerinde bir oran belirlemiş olsa da alınan indirim kararı piyasalar açısından sürpriz olmadı. Hızlıca karar metnine göz atalım. PPK KARARININ İÇERİĞİNDE NE VAR? Merkez Bankası 150 baz puanlık faiz indirimi ile politika faizi olan bir hafta vadeli repo ihale faiz oranını %12'den %10,5'e çekti. Son karar metni ile bir önceki karar metni arasında 4 noktada fark var. Bunlardan ilki; bir önceki metindeki “büyümede yavaşlamaya işaret” şeklindeki endişe yerini “büyümedeki yavaşlamanın sürdüğü” kabulüne bırakmış.

B ir ülke barışı savunuyorsa her yönüyle savunmalıdır. Mesela diplomasisinin barışı merkeze alan paradigmasıyla ekonomisinin paradigması da uyumlu olmalıdır. Çoğu ülke bu bakımdan kusurludur. Diplomasisi ayrı ekonomisi ayrı telden çalar. Türkiye, dünya en zor zamanlarından birisinden geçip stratejik ürünlere ihtiyacı şiddetlenirken, kendisini dış âleme kapatmayan bir ekonomi modeli uyguluyor. Yunanistan'a bile ambargo getirmiyor. Dr. Ahmed is an Affiliate Assistant Professor of Psychiatry and Behavioral Neurosciences at the University of South Florida. Dr. Ahmed is board-certified in Psychiatry through the American Board of Psychiatry and Neurology and also board-certified in Neuropsychiatry and Behavioral Neurology through the United Council for Neurologic Subspecialties. Dr. Ahmed attended Temple University for his undergraduate studies. He earned his medical degree from Xavier University School of Medicine and then returned to Philadelphia where he completed his residency training at Temple University Hospital in psychiatry. After residency he spent one year treating patients with severe mental illness in an Assertive Community Treatment program in Swarthmore, PA. Dr. Ahmed then joined Johns Hopkins School of Medicine where he completed fellowship in Neuropsychiatry and Behavioral Neurology. Many find comfort, solace and security in their faith, more so when it's something that they've grown up with most of their lives.  Also when it comes to organised religions, the believer is situated among people who shares similar beliefs and rituals which breeds familiarity. To leave or switch faith is equivalent to leaving behind this community. Hence, leaving one’s faith can become a traumatic decision. In some cases, ex-believers experience moral condemnation and risk cutting off ties with their families when they openly declare their decision to do so [1][2][3][4].  Why do they still do it despite the cost of doing so? What happens to a person when their entire childhood, their 'bachpan', is storytelling? Tales of kings, martyrs, heroes, a lantern, a storyteller, and a child... that was Faizi's upbringing. Listen in as she talks to Lakshya about how that childhood shaped her, and how and why she started creating her own stories as an adult.

This episode is a heartbreaker. I was shocked and saddened to learn that Dara Faizi died on September 30, 2013 at the tender young age of 25. I became friends with Dara when he was first starting out as a comedian in Holland. He was a young master of comedy even when he just started. He had confidence as a story teller and a command of the stage you don't normally see in a comedian who is just starting out. He told fierce tales about being from Afghanistan and how his father was killed by the Taliban. He was an only child brought to Holland by his Mother when he was only 9 years old. On long van rides to do theater shows all over Holland he would pick my brain with questions about being a comedian and performing. There are times as a comedian when you see a young performer and you know that they are destined for great things. That is how I felt about Dara, I knew he was going to be a star from the moment I met him. This conversation was recorded on November 1, 2010 in Amsterdam. For years before I started doing my podcast I had been filming comedians for the comedy travel TV show idea that I have about highlighting comedians around the world. Dara Faiza was one of the comedians I wanted to highlight from Holland. Originally I was only going to use a few clips from this conversation for the TV show I wanted to make but since that show is still not in the works and Dara has passed on I see no reason to keep this chat to myself. Since we recorded this conversation his career path had been smart, going in the Dutch tradition of cabaret where you craft hour theater performances instead of a night club act. In recent years he was doing lots of Dutch television programs and being highlighted deservedly so in the Dutch media. His story is epic and he lays it all out for me here. My heart aches to think of his Mother and how shattered she must be right now. In truth everyone's heart should ache because the world of comedy and performance lost a great talent. I still can't believe that he is no longer of this earth but I am grateful that I recorded this conversation with him when he was only 22. I am proud that he was my friend and I'm pleased to present to you here the bright light that is Dara Faizi!
