Columbia's municipal elections are less than three months away. Columbia mayor Barbara Buffaloe is seeking a second term in April and has at least two challengers: businessman Blair “Murph” Murphy and Mizzou journalism instructor Tanya Heath. Ms. Heath also ran in 2022. Mr. Murphy co-owns Johnston Paint and Decorating on Buttonwood. Comobuz publisher Mike Murphy, who also anchors afternoon newscasts on 939 the Eagle, discussed the April municipal elections in-detail Saturday morning on 939 the Eagle's “CEO Roundtable.” Murphy tells host Fred Parry that police and the Laborers Union are unhappy with both Mayor Buffaloe and with Fourth Ward Councilman Nick Foster, who is also seeking re-election in April. Murphy says the fourth ward and labor support provided the votes to propel Buffaloe to victory in 2022, noting she beat businessman Randy Minchew by about 800 votes citywide. Murphy says the margin of victory for Buffaloe in the fourth ward was about 1,200 votes, adding that the Laborers Union provided a lot of support after Minchew mentioned the word “privatization” at a public meeting before the 2022 election. Mr. Parry and Mr. Murphy also discussed April's election in Columbia's third and fourth ward, and they also discussed April's Columbia school board race and Columbia Public Schools' (CPS) search for a new superintendent. Murphy tells listeners that no one has stayed elected on Columbia's school board without the blessing of the local teachers union, which is the NEA. The school board held four public forums and one online session last week aimed at gathering input on the qualities and characteristics the community wants to see in the next CPS superintendent. CPS spokeswoman Michelle Baumstark says the board will review applications this week and will screen semifinalists during the week of January 27. Mike Murphy tells listeners that the school board doesn't have a lot of experience hiring a senior executive. “They're like what do you want in a superintendent, what should we hire. They're doing this public thing and they're discussing it among themselves. Hold it. When you're going to hire a CEO (chief executive officer) of an operation like this, you evaluate what you need. You say what is it that we want, where do want to be. What's our short-term problem, what's our long-term problem,” Murphy tells listeners. He and Fred also tackled numerous other issues during the one-hour interview, including last week's week's winter weather, which has featured ice, snow, sleet and more snow and school closings across the entire 939 the Eagle mid-Missouri listening area:

The shooting death of a man outside Jake's Bar and Grill on Columbia's Clark lane remains under investigation. Columbia Mayor Barbara Buffaloe joined us live on 939 the Eagle's "Wake Up Mid-Missouri" to discuss the shooting, the issue of public safety and city issues. Columbia's city council will be discussing a 95-page report tonight about the historic McKinney building downtown. The council will be tackling a 17-page agenda tonight. As for public safety, Mayor Buffaloe emphasizes the importance of having enough police officers. He notes that have eight recruits and that another 14 are in the new police academy. Mayor Buffaloe also emphasizes the importance of working with federal partners:

Columbia's city council holds the second of three public hearings on city manager De'Carlon Seewood's proposed $558-million budget at tonight's meeting. You'll be able to testify at 7. Mr. Seewood's proposed budget emphasizes public safety: $68-million of the city's general fund budget would go toward public safety. That's 51 percent of the general fund budget. Mr. Seewood's budget also includes money to fund Mayor Barbara Buffaloe's proposed Office of Violence Prevention. Mayor Buffaloe joined us live on 939 the Eagle's "Wake Up Mid-Missouri", telling listeners that the proposed Office of Violence Prevention will not take money away from Columbia Police and does not defund the police. Mayor Buffaloe is optimistic the office will be included in the final budget approved by the city council in September. She also discussed this weekend's shooting at Columbia's Buffalo Wild Wings on East Nifong and the proposed Flock camera system. Mayor Buffaloe tells listeners that city staff will put a report together including all of the comments about Flock at last week's eight meetings, comments expressing support and concern. She expects the issue to go before council for a vote in September. Mayor Buffaloe also discussed the Columbia Chamber of Commerce's upcoming September leadership visit to three college towns in North Carolina: Durham, Raleigh and Chapel Hill. Columbia's city council will hear a short presentation tonight from resident Tanner Ott, who will call on the city to convert a section of the COLT railroad into a community-focused greenway park and trail. The COLT railroad is owned by the city and is operated by Columbia Utilities. Mayor Barbara Buffaloe joined us live this morning on 939 the Eagle's "Wake Up Mid-Missouri," noting that the COLT railroad was originally designed to get coal to the power plant. Mayor Buffaloe tells 939 the Eagle that Mr. Ott's call is exciting and has been talked about for some time. She says Mr. Ott wants the city to move the project up, with the aim being to create an exciting and energetic area. She says the proposed park would be built in Columbia's popular Arcade district. The theme of the Arcade district is where innovation thrives. The proposed park would be near Columbia College and also near the popular Pasta La Fata and Walt's Bike shop. Mayor Buffaloe also discussed the two bills that will be voted on tonight involving short-term rentals:

Columbia Mayor Barbara Buffaloe is excited about a $2.5 million development planned at the former Boone County Fairgrounds in Columbia. It goes before the city council tonight for final approval. City manager De'Carlon Seewood is recommending that the council accept a $2.5 million grant from the state Department of Agriculture (MDA) to develop facilities at the former Boone County Fairgrounds to support the Boone County Fair. Missouri lawmakers have already approved the funding. Mayor Buffaloe joined us live on 939 the Eagle's "Wake Up Mid-Missouri," and praises Columbia Parks and Recreation for applying for the grant. The money would be used to build a new covered arena and livestock barn, along with a fair office. Mayor Buffaloe also discussed tonight's public hearing on the planned $12.3 million voter-approved capital improvement project on busy Forum Boulevard between Chapel Hill and Woodrail Avenue. The mayor also discussed recent crime during the live interview. Columbia saw two brutal murders last week, and a gunman barricaded himself at the Greens apartments last night after allegedly robbing Subway. While CPD is currently 37 officers short, Mayor Buffaloe praises the recruiting efforts of police chief Jill Schlude, noting 11 officers are currently in the police academy. Mayor Buffaloe also praises the city council for recently voting to raise starting pay for officers and for addressing pay compression for officers:

Columbia debated the controversial roll cart issue for a decade before they were finally approved in 2023. While roll carts began two weeks ago, some residents say they are still seeing city sanitation workers picking up trash bags by hand. Mayor Barbara Buffaloe joined us live on 939 the Eagle's "Wake Up Mid-Missouri", telling listeners that a few of the smaller trash trucks that are designed for tighter, smaller streets and areas haven't come in yet. That's why sanitation workers in some areas have to pick up the bags by hand. Mayor Buffaloe also says a few of the larger trash trucks are currently out for maintenance. We also discussed the proposed $1.2 million roundabout at Fairview and Chapel Hill on "Wake Up." Tonight is an opportunity for you to testify about the proposed new single-lane roundabout at the busy intersection of Columbia's Fairview and Chapel Hill. The city council will hold a 7 pm public hearing on the plan, which was on the list of projects approved by Columbia voters in 2015 as part of the capitol improvement sales tax extension. The issue came up during a June 2016 city council meeting, and many residents voiced concerns or opposition to the roundabout at that time. The council decided then to not proceed. The issue is back again, and city manager De'Carlon Seewood is recommending approval of the roundabout. Mayor Buffaloe tells listeners that she has contacted as many of the 2016 opponents as possible to see if they still have the same concerns. Assured Workloads with Google is a security and compliance engine that allows users to control their data with the help of Google. With the expansion of data use around the globe, data sovereignty has become more important as well, and Google Cloud products offer myriad tools to maintain control, privacy, and compliance no matter the location. Seth talks more about sovereignty and how it's changing data storage and management. Our guests talk about how Google has tackled the sovereignty issues, difficult decisions that had to be made, and the process of working with clients to optimize tools for different security and sovereignty scenarios. With Key Access Justifications, Google has bolstered its offerings to provide clients with trustworthy controls to keep data secure and sovereign, from Compute Engine VMs to BigQuery. We learn what Key Access Justifications look like for users and how the encryption keys work in different Google Cloud services. Customer managed key material is stored outside of Google and the key manager must give permission for access for an added layer of trust and security. Seth and Bryce explain why this is important and describe how KAJ are used with some examples. These features may also be used to improve security in the future by preventing data from being decrypted and stolen should someone ever get access to your system. We hear more about the future of data security and sovereignty, including simplifying the process with managed services and easier onboarding. Strategic European partnerships are helping Google tackle these important issues overseas so clients can focus on their businesses and worry less about data security. The catalyst for KAJ was a large German bank that recognized the sovereignty changes coming, and we hear more about the origins of KAJ and the path to where it is today. When paired with Assured Workloads, clients get maximum sovereignty coverage. Seth talks a little about the Sovereignty Access Controls done internally as well. Bryce walks us through using these Google services with a European example. Barbara Buffaloe is the city’s first Sustainability Manager. In her role, she is responsible for integrating short- and long-term sustainable comprehensive action plans, resource conservation, and related sustainability programs to advance a more sustainable, vital and well planned future for the city. Barbara is a co-chair of the Urban Sustainability Directors Network (USDN) Planning Committee, a peer network of local government sustainability officials across the United States and Canada dedicated to creating a healthier environment, economic prosperity, and increased social equity. Buffaloe holds a BS in Environmental Design and a MS in Environment & Behavior from the University of Missouri. She has been a LEED Accredited Professional since 2004 and is a huge fan of breakfast tacos. Barbara Joins Sustainable Nation to Discuss: Climate Action and Adaptation Planning in a red state Maintaining personal sustainability while working on behalf of global sustainability Working collaboratively with other institutions throughout the community Advice and recommendations for sustainability leaders Barbara's Final Five Responses: What is one piece of advice you would give other sustainability professionals that might help them in their careers? Taking time for yourself, making sure that you're thinking about what sort of priority areas that you want to focus on and sticking with them as part of a plan will help you maintain your sanity as well as show the impact of the work that you're doing without getting distracted with all the other squirrels and balls running around. What are you most excited about right now in the world of sustainability? I am most excited about the local action efforts I see among communities. After the president pulled out of Paris Agreement, seeing all these communities, even without sustainability staff members, signing on and saying, "We're still in and we're still committed to making a difference." What is one book you would recommend sustainability professionals read? There's actually a good book written by a couple of former sustainability directors called The Guide to Greening Cities, and if you're in sustainability in local government, it has a lot of really good projects and ideas that can help you establish and make impact in your community. What are some of your favorite resources or tools that really help you in your work? I must sound like a broken record and I should be getting royalties on this, but USDN, the Urban Sustainability Directors Network is a wealth of knowledge besides just the peer learning among your peers and other communities, but also their innovation projects have a lot of best practices that you can implement in your own community Where can our listeners go to learn more about you and the work you're leading at Columbia?
