As the individual costs of the EU's Green Deal are becoming clearer, many people across Europe say they are unwilling or unable to pay the price associated with it. Anna Holligan explores the increasing popularity of anti-green political parties across the continent. She talks to dairy farmers in the Netherlands, who fear government green targets would endanger a sector which makes the country the world's second biggest exporter of food. She also travels to Bremen in Germany where concern over the phasing out of new gas and oil boilers for houses, dubbed the “heating hammer” by the nation's tabloids, has lead to the government slowing down the pace of change.In the meantime, the city's Green Party vote fell by almost half in recent local elections while Citizens in Rage, which is highly sceptical about how green deal policies are being implemented, came from almost nowhere to capture close to ten per cent of the vote. The experiences in both countries suggests that the political consensus that seemed to exist only four years ago when the EU announced its Green Deal targets seems to have broken down. What might the possible repercussions be on Europe's politics and its approach to tackling climate change? Produced by Bob Howard.

The coalition of opposition parties which secured the majority in Parliament has turned the tide of political force in the country. The upcoming parliamentary term brings opportunities, as well as numerous challenges for animal welfare in Poland and beyond. What are the potential implications for animals of the election results? Summary: The size of agricultural production in Poland makes the country an important player influencing European Union policies. The Law and Justice party governed Poland for eight years, shaping conservative policies. In 2020, the party proposed the so-called 'five for animals' bill. The bill, aiming to improve animal welfare, faced challenges and eventual failure, leading Law and Justice to abandon the animal protection topic. Controversy over ritual slaughter and farmer protests influenced Law and Justice to backtrack on the proposed reforms, hindering animal welfare initiatives. Collaborative efforts by animal advocacy groups before the 2023 elections pressured political parties on key issues like a fur farming ban and phasing out cages for farmed animals. The election results placed Law and Justice in the lead but lacking a majority, resulting in several former opposition parties forming the new government. Despite challenges, optimism exists for future animal welfare policies in Poland, including a fur farming ban, phasing out cages, and addressing fast-growing chicken breeds. A brief overview of the farmed animal situation in Poland Animal production and exports landscape Poland is one of the biggest net meat exporters in the world. According to the Polish Development Fund, in 2021 the country was the fourth-largest net exporter of processed meat, fish, or shellfish in the world and the eighth-largest net exporter of meat and edible offal. The poultry industry is of particular significance with 1,451,000,000 broiler chickens hatched in 2022 and more than half of the poultry meat being exported. Currently, there are over 52,800,000 egg-laying hens in Poland, and 72% of them are still kept in cages. There are also 3,430,000 animals (mostly mink) killed for fur every year in Poland (in 2015, the yearly export of fur skins from the country increased to over 10 million, but since then, the number of fur animals has been in decline). Poland's position in the European Union Due to its size and economy - Poland is the fifth-largest European Union Member State by population - Poland plays an important role in Europe. For these reasons, Polish internal politics significantly impact the direction of the EU as a whole, especially in the agricultural sector. One example of this was the attempt of the Polish government to block the EU's Green Deal. Animal welfare in conservative Poland For the past eight years (2015-2023), Poland was ruled by a government formed by the majority party Law and Justice (Prawo i Sprawiedliwość), a national-conservative party with an interventionist approach to the economy. The party belongs to the European Conservatives and Reformists Party in the EU. Animal welfare is not part of Law and Justice's political program, however, a significant number of their MPs and MEPs[1] have been involved in animal welfare initiatives, like the Intergroup on the Welfare and Conservation of Animals in the European Parliament. Between 2015 and 2020, Anima International had relatively good relations with some of the party's MPs and MEPs as a result of several instances of cooperation. Processed and refined carbon-based advanced materials, either from natural or synthetic graphite are turned into carbon and graphite products, mainly for industrial applications and are key in the production of many sectors in the EU, such as the steel, aluminum, ferro-alloy, silicon, phosphate, renewable energy, semiconductor, battery and fuel cell, construction and defense industries. Particularly with regard to synthetic graphite till lately we still had a competitive and highly efficient sector in Europe, providing Europe's industrial base, but also exporting in some market segments. How do you judge the sustainability of Europe's graphite production? Steel recycling via the Electric Arc Furnace route saves up to 90% of the emissions caused by the classical Blast Furnace route. The Industrial Emissions Directive's BREF (Best Available Reference Technologies) that apply to the permits in our industry are frequently reviewed and allow for minimal emissions to reduce to the strictest minimum any impact on the environment. We provide many products for the remelting and recycling of other metals. Batteries and fuel cells are the future for our e-mobility and energy storage. Many of our products contribute to the twin transition of the EU's Green Deal by providing material solutions for many new technologies and thus also enabling other industrial sectors to achieve their transitions and ambitious goals. From this view point I would say that the EU is the perfect place to manufacture synthetic graphite for all its applications but also for our electrodes due to the high respect to the environment. We, as an industry should have a bright future in Europe since we perfectly fit with the EU's climate change strategy. What is your biggest challenge in Europe? Unfortunately, we have strong headwinds that jeopardize our future. We are an energy intensive industry, needing both, gas and electricity in our process. An overhaul of the EU packaging and packaging waste directive (PPWD), the main EU-level instrument dealing with how food packaging is placed on the market and requirements for its end-of-life, is due 30 November. But a leaked draft of the proposal has been met with consternation by stakeholders, including the liberal lawmaker. “I am concerned that the Commission is pushing forward a regulation that is not necessarily based on evidence and is driven by ideology,” she told EURACTIV. The MEP particularly took umbrage with the fact that the draft proposal places too strong an emphasis on reusable packaging, despite the fact this is “robust evidence and data available that reusable packaging is not the best option in all settings,” such as in quick service restaurants. For Katainen, the ideology against the use of biomass in recyclable products is “hard to understand” given that EU forests are sustainably managed, which the MEP defined as meaning forests are “grow[ing] more than they are harvested”. As such, there is a risk that the new legislation may in fact increase the amount of plastic packaging in the EU market, she said. In this way, the leaked proposal seems “contrary to the long-standing goal of the EU's Green Deal agenda,” she said, stressing the need for the circular economy to be front and centre of the proposal. EU's draft reuse targets for packaging meets barrage of criticism from industry A leaked draft of the EU's new packaging law, seen by EURACTIV, has caused uproar among the industry, which says it risks undermining years of efforts and billions of euros worth of investments into recycling. Food value chain ‘at risk' Some of the targets in the draft include 30% of reusable packaging for cold and hot beverages by 2030 and 95% by 2040, as well as 20% of takeaway ready-prepared food by 2030 and 75% by 2040 According to the MEP, an ill-conceived proposal based on rigid targets could have far-reaching consequences for the agri-food chain. “By unrealistic thresholds, the Commission will put food packaging and the food system value chain at risk,” she warned, stressing the need for “more concreteness” about the role of packaging in food security. Instead, the Commission should take a more holistic approach to the food systems value chain, including food packaging, she said, stressing its crucial role in ensuring food safety and food availability. Food packaging has also a role in preventing food waste which, for the MEP, is not given enough attention. The UN Sustainable Development Goals, EU Green Deal, Paris Climate Agreement, and numerous national initiatives adopted by individual governments all reveal there is no dearth of fora and mechanisms to demonstrate the public interest and global political will to reduce greenhouse gas emissions. According to the recently published March 2022 BEREC draft report on sustainability in the connectivity sector, the digital sector's impact is 2-4% compared to other industries.Some industry stakeholders within the connectivity sector have gone beyond being content with these statistics. Many have already begun working towards tackling the energy intensive aspects of their operations and are currently prioritising sustainability. A number of operators have also announced their voluntary commitments to meeting ambitious goals by joining the European Green and Digital Coalition.There is broad agreement that the ICT sector and digitalisation can have a favourable impact on international and regional climate targets, by enabling green and digital transitions. Companies in the connectivity sector claim they want to make responsible and sustainable investments. For them, one of the key challenges will be to balance their role as an enablers of green and digital transformations with operational resources required to implement their own sustainability efforts. Moreover, several of the EU's Green Deal and Digital Decade 2030 targets require upgraded infrastructure and increased private investment.Connectivity operators, within this consistently evolving sector, must contend with increased demand. Finally, he touches on how Russia's aggression in Ukraine affects the EU decarbonization efforts. The EU aims to become the first climate-neutral continent by 2050. The EU's Green Deal includes an ambitious package of measures to reach that goal, such as cutting greenhouse gas emissions, investing in cutting-edge research and innovation, preserving Europe's natural environment, and more. Transport represents almost a quarter of Europe's greenhouse gas emissions and is the main cause of air pollution in cities. Road transport is by far the biggest emitter accounting for more than 70% of all GHG emissions, followed by maritime and air. Decarbonization of transportation – road, air, and maritime – is a key component of the EU strategy. In the United States, transportation surpassed electricity as the largest source of greenhouse gas (GHG) emissions in 2017, so decarbonizing the sector is key to addressing climate change. This seminar is part of the REthink Energy lecture series, which is co-organised by the IIEA and ESB. On this occasion, a distinguished panel, will reflect on the outcome of COP26. In this conversation-style seminar, chaired by Alex White SC, chair of the IIEA Energy Group, the speakers examine some of the major developments agreed in the Glasgow Climate Pact and also discuss the significance of the sectoral coalitions formed during COP26, such as the ‘Beyond Coal and Gas Alliance' and the Global Methane Pledge. The panellists provide a range of perspectives and discuss the impact of COP26 on Ireland's climate priorities, on the EU's Green Deal agenda, and on the international community, in particular, on least developed countries. About the Speakers: Professor Morgan Bazilian is the Director of the Payne Institute for Public Policy and Professor at the Colorado School of Mines. Previously, he was Lead Energy Specialist at the World Bank. His work has been published in Science, Nature, Foreign Affairs, Foreign Policy, and Proceedings of the National Academy of Science. Previously Professor Bazilian was a senior diplomat at the United Nations. He has served as the EU's lead negotiator on technology at previous UN climate negotiations. Professor Bazilian is also a member of Ireland's Climate Change Advisory Council. Connie Hedegaard is Chair of the European Commission's Mission Board on Adaptation to Climate Change, an element of the Horizon Europe research and innovation programme. She also serves as Chair of the OECD's Round Table for Sustainable Development and as Chair of Aarhus University. From 2010-2014, Ms Hedegaard was European Commissioner for Climate Action. Previously, she was Minister for Environment and Minister for Climate and Energy, Denmark. Alicia O'Sullivan is a law student and Quercus Scholar for Active Citizenship at University College Cork (UCC). Ms O'Sullivan represented UCC and World YMCA at COP26. Previously, she represented Ireland at the first UN Youth Climate Summit. Ms O'Sullivan has also served as an Ocean Ambassador for Ireland. She is currently the Environmental Officer at UCC Students' Union.  Dr Sinéad Walsh is the Climate Director at the Department of Foreign Affairs. Previously, Dr Walsh served as EU Ambassador to South Sudan. Prior to this, she was Irish Ambassador to Sierra Leone and Liberia. Dr Walsh is the co-author of the book ‘Getting to Zero', which recounts her experience as a diplomat on the frontline of the Ebola crisis in West Africa.

In June 2021, the EU reached agreement on reforms for the new common agricultural policy (CAP) to be implemented in 2023 which aim to make the CAP fairer, greener, and more sustainable in the context of the EU's Green Deal goals and Farm-to-Fork strategy. How exactly EU Member States will achieve these goals will be determined by national strategic plans, based on the EU's objectives of socially, environmentally and economically sustainable agriculture. This address from Commissioner Wojciechowski outlines what the future of the CAP will look like, what it will mean for European farmers, and what a socially, environmentally, and economically sustainable CAP entails. About the Speaker: Mr. Wojciechowski became European Commissioner for Agriculture in 2019 as part of President von der Leyen's cabinet. He has previously served as a member of the European Court of Auditors, as an MEP in the European Parliament, Deputy Speaker of the Sejm (Polish Parliament) and as President of the Polish Supreme Audit Office. Prior to entering politics, Mr. Wojciechowski was a member of the National Council of the Judicary of Poland, and a judge at the High of Court of Justice. He holds a Masters of Law from the University of Łódź in Poland.

Covid continues to cast a long shadow over the European fresh produce business. In the early days of the Covid-19 pandemic, trade association Freshfel Europe set about assessing the impact of the crisis on Europe's fruit and vegetable trade. Now, after nearly a year of unprecedented disruption to several parts of the produce supply network – from production all the way through to wholesale, retail and foodservice – the financial impact of the crisis is becoming more clear. Despite strong demand especially through the supermarkets, costs have increased significantly. Freshfel's early estimate put additional operating costs for the European fresh produce chain at roughly €500m per month, as companies did everything they could to keep fruit and veg growing and flowing through the market. But now, almost 12 months on, the organisation is looking further ahead, to gauge the pandemic's longer-term effects. “I think Covid has also started to change consumer behaviour and the sector needs to adapt to that,” says Freshfel's general delegate Philippe Binard. Returning to Fruitbox, Fruitnet's series of fresh produce industry conversations, for his second appearance on the show, Binard discusses how not just Covid but also Brexit. the EU's Green Deal policy, online retailing, and the buying attitudes of younger consumers are all affecting the fresh produce business in Europe. He also explains how longer-term concerns over the economy are going to play a far larger role in consumer behaviour in the coming months and years – something which will make consumer marketing campaigns like Freshfel's own SpeakUp4FruitVeg promotion all the more crucial in building and sustaining demand. “In the first wave of the pandemic, I think consumers have been keen to look for healthier products,” he recalls. “They were in an environment where they wanted to be reassured, so they were looking for more natural products, more local products, more pre-packed products. And there has been shift in the attitudes of consumers, moving to online shopping also.” While all of these factors have certainly changed the way consumers shop and the way retailers service that demand, Binard believes the coming months could bring more new trends. “As we move to the second and third waves, there is another important element which is growing uncertainty about the economic situation,” he says. “People are losing their jobs, and that could have an impact on consumer attitudes. Remember in the first wave everyone was looking for premium, organic products. I think this is over and consumers are looking out much more for [lower] prices.” He adds: “We will have to see which of these changes will be the short-term reaction, and which will be more permanent in the attitudes of consumers in the longer term.” Earlier this week, Freshfel Europe and the OECD published the first ever extensive study of fresh produce sold through online vendors, an area of the market that it said had seen considerable growth but also huge variety in terms of methods of distribution, marketing and so on.
