EIA data show that the United States, as of Oct. 14, has 25.4 days of supply—down from 34.2 days of supply four weeks prior. National Economic Council Director Brian Deese, a top adviser to President Joe Biden, told Bloomberg News last week that current diesel levels are “unacceptably” low and that “all options are on the table” to increase supplies. The diesel crunch comes just over two weeks before the November 2022 midterm elections and will likely drive up prices even more. Diesel is the fuel used by freight trains and commonly used by long-haul truckers to transport goods and food. Prices, meanwhile, remain relatively elevated, according to AAA data. The average price for a gallon of diesel stands at around $5.33 nationwide, or up nearly $2 since the same time in 2021, the data shows. Kueng had helped to restrain Floyd, who was handcuffed and knelt on his back during the May 25, 2020, killing that was recorded on video. He is the second officer to plead guilty to the state charge. Thomas Lane earlier pleaded guilty to the same count. Their former colleague, Tou Thao, is still scheduled to face trial this week. All three have already been convicted on federal counts of willfully violating the civil rights of Floyd. Lane was sentenced to 2 1/2 years in the federal case. Kueng was sentenced to three years and Thao was sentenced to 3 1/2 years. Mañana 23 de septiembre comienza el otoño en el hemisferio norte. En circunstancias normales esto no pasa de ser un equinoccio más que se repite todos los años a finales de septiembre. Pero este no es un año normal en Europa. Conforme vayan acortándose los días y haciéndose más fríos el continente tendrá que depender de la energía eléctrica y el gas para iluminarse, calentarse y mantener la economía en funcionamiento. Los precios de la energía han subido en todo el mundo, pero en ningún lugar más que en Europa, lo que ha obligado a los Gobiernos europeos a improvisar sobre la marcha medidas de urgencia que amortigüen los rigores de la estación fría. El mayor problema que enfrentan los europeos es el aumento de los precios del gas natural, que está causando estragos en todo el continente, ha impulsado la inflación hacia arriba, está paralizando la industria y haciendo que los consumidores se estremezcan cuando les llegan a casa los recibos del gas y de la luz. En estos momentos los precios del gas natural en Europa son ahora unas diez veces más altos que el promedio durante la última década y también unas diez veces más altos que en Estados Unidos. El consumo de gas se dispara en otoño e invierno a causa de las calefacciones y de un mayor consumo de electricidad. Esa demanda extra incrementará aún más los precios y en algunos países se teme incluso que no haya suficiente gas y tengan que decretarse racionamientos. El problema de la carestía del gas se debe a su escasez. La demanda mundial ya era alta, pero lo que ha llevado los precios a la estratosfera ha sido la guerra de Ucrania. Una parte considerable del gas que se consumía en Europa provenía de Rusia a través de gasoductos. Esos gasoductos están hoy cerrados u operando a una pequeña fracción de su capacidad. Rusia no es el único productor de gas natural del mundo, aunque si uno de los principales. Los países europeos han tenido que realizar un esprint durante los últimos meses para asegurarse cargamentos de proveedores alternativos como Noruega, Estados Unidos o Qatar. Eso ha hecho subir el precio en el mercado internacional, pero no quedaba otra opción en tanto que la Unión Europea ha indicado a sus miembros que deben llenar al máximo sus reservas de gas de cara al invierno. A eso mismo se han dedicado todos los países de la Unión durante el verano, pero a un precio muy superior del habitual. Bruselas había fijado un objetivo del 80% antes del 1 de noviembre. Ese objetivo ya ha sido superado. A principios de esta semana los depósitos europeos se encontraban al 86%, lo que ha llevado a Ursula von der Leyen, presidenta de la Comisión Europea, a pedir a los Estados miembros que sigan haciendo acopio de gas hasta alcanzar el 95% de aquí a principios de noviembre. Para entonces el frío y la oscuridad ya se habrán instalado sobre Europa. Todo queda pendiente ahora de la meteorología. Si el invierno es suave será todo mucho más fácil, pero si es riguroso habrá que recurrir a esas reservas y a otras medidas de urgencia como reabrir centrales de carbón y reducir (de grado o por la fuerza) el consumo energético. Sous les yeux de milliards de téléspectateurs, le cercueil de la reine a été conduit de Westminster Hall à l'abbaye éponyme où les obsèques ont débuté à 11 heures (midi en France). A l'intérieur, les Windsor au grand complet, des familles royales européennes et des chefs d'État, dignitaires et ambassadeurs. 2000 invités parmi lesquels se trouvaient la leader écossaise Nicola Sturgeon et des anciens Premiers ministres Boris Johnson, David Cameron, Tony Blair, Gordon Brown et Theresa May. Etaient également présents les leaders du Commonwealth mais aussi Joe Biden, Emmanuel Macron, le vice-président chinois Wang Qishan, la présidente de la Commission européenne, Ursula von der Leyen, le président turc Recep Tayyip Erdoğan ou le président brésilien, Jair Bolsonaro. Mais il y avait également un grand absent : Vladimir Poutine et les autorités russes qui n'ont pas été invités à Londres, invasion de l'Ukraine oblige. Moscou a dénoncé une décision « profondément immorale » et même « blasphématoire ». A l'extérieur, un million de personnes étaient attendues pour suivre ces obsèques conçues pour rester dans l'histoire. Sur des kilomètres, le public s'était massé, certains depuis 48 heures pour suivre la procession funéraire jusqu'à la chapelle Saint-Georges du domaine de Windsor, là où ont eu lieu les funérailles du prince Philip. Un pays entier à l'arrêt pour faire ses adieux à la dernière reine planétaire, au règne unique par sa durée, et qui ne voulait rien manquer de cette nouvelle page de l'histoire royale britannique va se poursuivre désormais avec Charles III. Une première rencontre depuis l'invasion de l'Ukraine par la Russie au cours de laquelle les deux dirigeants ont multiplié les déclarations de coopération, de convergence de vues et d'intérêt envers le monde non-occidental. Ainsi Xi Jinping a assuré que son pays était prêt à assumer son rôle de « grande puissance » dans le cadre d'une coopération renforcée avec la Russie, tandis que Vladimir Poutine a dénoncé les tentatives occidentales « laides et inacceptables » de « créer un monde unipolaire ». La dernière rencontre entre les hommes date de février dernier, lorsque Vladimir Poutine s'était rendu à la cérémonie d'ouverture des Jeux Olympiques à Pékin. Le président russe et son homologue chinois avaient alors proclamé leur amitié « sans limite ». Ils se sont depuis parlé au téléphone, à propos de la guerre en Ukraine notamment, et ont fait mener par deux fois des exercices militaires conjoints, en mai et en septembre. Selon Pékin, le but étant d'« approfondir la coopération » entre les deux armées. Alors cette rencontre entre Vladimir Poutine et Xi Jinping est-elle le signe d'un nouveau rapprochement entre la Chine et la Russie ? Si elle a donné lieu à de vigoureuses déclarations d'amitié, dans les faits le soutien chinois à son allié russe ne se matérialise encore guère : pas de fourniture d'armes, pas d'exportations de composants industriels, notamment les cruciaux semi-conducteurs, couverts par les sanctions de l'Occident. Reste le côté hautement symbolique qui permet à Vladimir Poutine de montrer que la Russie n'est pas isolée sur la scène internationale dans le contexte de la guerre en Ukraine. Et ce alors que des critiques se font de plus en plus entendre dans le pays après le succès ces derniers jours des forces ukrainiennes dans le Nord-Est, mais aussi en Europe. Jeudi, la présidente de la Commission européenne a plaidé en faveur d'une comparution du président russe Vladimir Poutine devant la justice internationale pour les crimes de guerre commis en Ukraine. « Il faut que Poutine perde cette guerre et réponde de ses actes », a déclaré Ursula von der Leyen à la chaîne de télévision du quotidien allemand Bild. En Ukraine, où la contre-attaque des troupes ukrainiennes se poursuit, Kiev a indiqué ce vendredi avoir découvert près de 450 tombes près d'Izioum, ville de la région de Kharkiv, récemment reprise aux forces russes. L'ONU a dit vouloir envoyer une équipe sur place pour enquêter. Le président turc Erdogan a lui appelé à mettre fin à la guerre en Ukraine « au plus vite » en marge du sommet de l'OCS. Son homologue indien a de son côté estimé que « le temps n'est pas à la guerre ». Det var i strid med menneskerettighederne, at Frankrig afviste at tage imod børn med fransk statsborgerskab og deres mødre, der ønsker at forlade lejrene i Syrien. Det fastslog Den Europæiske Menneskeretsdomstol i en principiel afgørelse onsdag. Den dom havde en del andre lande, herunder Danmark, set frem til med spænding. Spørgsmålet er, om dommen får indflydelse på fremtiden for de børn og mødre, der stadig befinder sig i al Roj-lejren. Ulrik Dahlin har set på dommen. Onsdag afleverede den tyske EU-kommissionsformand, Ursula von der Leyen, en af sit livs taler på et meget afgørende sted i unionens historie. Krisen buldrer på flere fronter. Medlemslandene lancerer enorme støttepakker for at hjælpe forbrugere og virksomheder igennem energikrise, inflation og krig. Men hun talte også til et Europa, der måske har fået øjnene op for, at vi ikke kommer igennem dette alene. Tore Keller udlægger den vigtige tale.  Og så er der selvfølgelig også en optur ved chefredaktør Rune Lykkeberg. Denne gang over, at krigslykken tilsyneladende er vendt i Ukraine. Det skal vi glæde os over. Også selv om vi ikke ved, hvordan Putin vil reagere på udsigterne til et nederlag.

ENTREVISTA Félix Arteaga, investigador principal del Real Instituto Elcano al micrófono de Radio Francia Internacional destaca la importancia de la ayuda occidental. "El apoyo militar es determinante, pero para esos gobiernos y esas poblaciones, que apoyan militar y económicamente a Ucrania, necesitan ofrecer a su población resultados como esta ofensiva exitosa, eso aumenta el crédito del apoyo, Las sociedades occidentales ya están pagando un precio económico por la guerra y si no se producen este tipo de éxitos militares, expectativas de que 'se puede parar a Rusia', se puede acabar ese crédito político y social y acabarse de paso esa ayuda militar que es decisiva pero también económicamente gravosa." Sin este tipo de éxitos podría acabarse la ayuda militar "Hoy en día las guerras no se pierden en el campo de batalla, sino en la percepción de un relato perdedor o ganador. En llevar a quienes te apoyan o defiendes, a la percepción de que vas a tener éxito. Estas pequeñas contraofensivas, con más o menos éxito como estas, llevan, por una parte, a la población rusa a dudar. “Esto que era un simple paseo militar ¿puede transformarse en una guerra con movilización general?” Y, por el contrario, anima a la población propia: “Merece la pena el esfuerzo económico y humano que estamos haciendo defendiéndonos ante Rusia” Y también permite a los aliados europeos y norteamericanos seguir manteniendo el respaldo. Porque sin estos logros, todo el apoyo emocional, político y social que se le ha dado al gobierno de Ucrania, se podría volver en su contra. Y las poblaciones occidentales podrían comenzar a presionen a sus gobiernos para buscar un acuerdo que detenga la guerra o el coste que sufren asociado a ella."

ÉNERGIE : QUI SERONT LES SACRIFIÉS DE L'HIVER ? – 15/09/22 EMMANUELLE WARGON Présidente de la Commission de régulation de l'énergie Hier en conférence presse, la Première ministre a annoncé les pistes du gouvernement pour faire face à la crise de l'énergie. Parmi les mesures proposées, on compte la mise en place d'un bouclier tarifaire limitant la hausse des prix à 15% en 2023 ainsi que des chèques énergie exceptionnels pour 12 millions de foyers modestes. Quelques heures avant, c'est la présidente de la Commission européenne, Ursula von der Leyen, qui a présenté des mesures d'urgence pour répondre à la crise énergétique, lors de son discours sur l'état de l'Union. Elle a proposé notamment un plafonnement des super-profits, qui rapporterait 140 milliards d'euros aux Etats de l'UE. A ce jour, si la France a rempli à 94% ses stocks de gaz pour l'hiver, le gestionnaire du réseau de transport d'électricité RTE a appelé les Français, ce mercredi 14 septembre, à limiter leur consommation en période tendue et a évoqué des « coupures » possibles cet hiver, mais « maîtrisables ». EUROPE : PEUT-ON ÉVITER LA RÉCESSION ? – 14/09/22 ALAIN MINC Économiste, essayiste Ce mercredi à 15h30, la première ministre Elisabeth Borne tiendra une conférence de presse « sur la situation énergétique » de l'Hexagone. La Première ministre devrait profiter de cette occasion pour revenir sur le bouclier tarifaire, qui atténue la note pour les foyers comme pour les entreprises. Elle devrait aussi annoncer une hausse des tarifs, l'an prochain, alors que ceux-ci sont gelés depuis de longs mois. Une décision justifiée par l'argument budgétaire, brandi lundi par le chef de Bercy : « Il y aura quand même, au 1er janvier 2023, une hausse contenue des prix du gaz et de l'électricité », car il « serait irresponsable de faire peser » l'explosion des factures uniquement sur l'État De son côté, la présidente de la Commission européenne Ursula von der Leyen a présenté ce mercredi matin des mesures d'urgence pour répondre à la crise énergétique, lors de son discours sur l'état de l'Union. Elle a proposé notamment un plafonnement des super-profits, qui rapporterait 140 milliards d'euros aux Etats de l'UE, ainsi qu'une réforme en profondeur du marché de l'électricité ou la création d'une banque publique dédiée à l'hydrogène capable d'investir 3 milliards d'euros. Caroline Roux reviendra sur ces deux prises de parole ainsi que sur la situation préoccupante de l'Allemagne qui devrait entrer récession cet hiver, en raison du lourd impact de la crise de l'énergie avec Alain Minc.

The President of the EU Commission, Ursula von der Leyen, made her State of the Union address today - focusing on tackling the unfolding energy crisis across Europe. She said the EU was committed to protecting citizens and business from soaring costs, and called for cuts to electricity use and windfall taxes on energy firms. So how would the measures work? We speak to Henning Gloystein, from the risk consultancy Eurasia Group for the detail, and get reaction from Estonia's energy minister Riina Sikkut. China's President Xi Jinping has made his first overseas trip since the outbreak of the Covid pandemic - to Kazakhstan and Uzbekistan. Temur Umarov, expert on China and Central Asia and a fellow at the Carnegie Endowment for International Peace, talks us through why central Europe is so important to China. In India, Taiwanese firm Foxconn and Indian mining giant Vedanta have just announced a nearly $20bn investment to build one of the country's first semiconductor factories. It comes as the Indian government pushes to boost chip manufacturing in the country. Tech boss Prem Sanjay, founder and CEO of Zeos Global, joins us to discuss the deal. And you may never have heard of 'The Merge' - but it is one of the biggest events ever to take place in cryptocurrency. The countdown has begun to Ethereum switching to a new operating model, aimed at drastically reducing its energy use. So why is it so important - and what could go wrong? Our correspondent Joe Tidy explains all.
