Saint-Pierre and Miquelon are close enough to Canada that, at their nearest point, the two countries are separated by only a few kilometers of water.In September, Canadian Prime Minister Mark Carney met French President Emmanuel Macron on these islands. The two leaders could stand on French territory and talk about a partnership with the European Union, while Canada was visible across the water.A few days earlier, European Commission President Ursula von der Leyen had made a similar, but possibly more significant proposal. Speaking before the European Parliament, with Carney in the room, she said she wanted to open the door for Canada to become the EU's first “associate member.”Depending on which headline you read about the statement, this may have sounded like Canada might be joining the EU, joining it partway, or joining an entirely new version of it. Soon after, Australia's trade minister said his country was “on the same page” as Canada regarding closer ties, and the European Parliament's president then suggested Australia and New Zealand might follow Canada's lead.Now, despite all those headlines and interpretations, there's one problem with all these stated ambitions: the European Union does not have an established category called associate member. No one has agreed on what rights or obligations an associate member country would have, and figuring that out—and getting some kind of resolution passed—would be necessary for anyone, including Canada and Australia, to get closer in that way with the EU.What I'd like to talk about today is why this proposal was made, what it could mean if it eventually becomes more concrete, and whatever happens, what these statements tell us about the way global alliances are changing.—The EU has 27 member countries, but there are already a few different ways to be connected to it.Full member nations help write EU law and send representatives to its institutions. They all participate in the single market, which means goods, services, money, and people can move across member nation borders under shared rules.The single market is distinct from the customs union, which sets common tariffs on goods imported from elsewhere. Both are distinct from the Schengen area, which removes most routine passport checks between participating countries. And nations that use the euro are another group entirely. These arrangements tend to overlap, but they're not the same thing, and membership in one does not automatically mean membership in all the others.There are also countries outside the EU that participate in some of its systems. Norway, Iceland, and Liechtenstein belong to the European Economic Area and are part of the single market. To do that they have to accept many EU rules, although they don't vote on those rules as that would require full EU membership. Switzerland has built its own set of bilateral arrangements with the EU. And Britain, after leaving the union, has also negotiated a special trade and cooperation agreement with it.So there are precedents for a country having a deep relationship with the EU without being a member. But there's no ready-made ‘associate' slot that Canada can just step into.There's a legal distinction here, too. The EU treaties say that a European state can apply to become a member, and Canada is not a European state. The treaties separately allow the EU to make association agreements with countries outside the bloc, and it already has many kinds of agreements with external partners. An association agreement, though, does not make that partner a member of the Union.“Associate member” could eventually become a useful name for a new collection of rights and obligations held by nations outside those existing parameters. For now, though, it's a political invitation and a negotiating idea, not a defined legal status.All that said, Canada isn't starting from scratch on this. Its trade agreement with the EU, called CETA, has been applied provisionally since 2017. Most of it is already in effect, though ten EU countries still haven't completed the ratification required for the whole of the agreement to go into force.CETA removes most tariffs and opens some opportunities for companies on each side, but it doesn't make Canada part of the single market. A Canadian product can be easier to sell in Europe without a Canadian worker gaining a general right to take a job there. That's part of the distinction between a trade deal and the sort of relationship people sometimes imagine when they hear the phrase “union membership.”Canada also joined Horizon Europe, the EU's major research funding program, in 2024. It has a security and defense partnership with the EU, and it became the first country outside Europe to join an EU defense financing initiative called SAFE.That means some of the proposed future relationship already exists, but in pieces rather than as a unified whole. The question is whether those pieces can be connected and extended into something much more ambitious and holistic.Now, important to understanding the why of all this is understanding Canada's relationship with the US, and how that relationship has been fraying, of late.Canada's economy is deeply integrated with that of the United States. Its proximity to the massive US market has brought enormous benefits, but it also means a change in American trade policy can have an immediate and dramatic effect on Canadian businesses. President Donald Trump's tariffs and repeated suggestions that Canada should become the 51st state have made that dependence more than a little politically uncomfortable.For Carney, a closer European relationship offers a way to reduce the risk of having too many economic and security decisions shaped by one increasingly unpredictable and at times belligerent neighboring country. Europe has its own reasons to be interested in closer ties. Canada has energy and critical minerals, industrial capacity, research institutions, and a role in the Arctic. Both sides also support Ukraine and work together through NATO and other forums.Von der Leyen has proposed cooperation with Canada on batteries, artificial intelligence, cybersecurity, advanced manufacturing, and defense production. Carney has added ideas about financial services and opportunities for young people to live, work, and study across the Atlantic.This isn't a plan to move Canada's economy from one continent to another. Geography still matters. A car part crossing the US-Canada border may be part of a production chain built up over decades; a new trade agreement with Europe doesn't instantly recreate or replace that chain.But diversification doesn't require replacing one partner with another. It can mean having additional buyers, suppliers, research collaborators, and sources of investment, so that a disruption in one relationship is less damaging.The costs and limits matter here, too. Canadian opposition leader Pierre Poilievre has warned that deeper EU ties could mean higher costs and Canadian industries being regulated from Brussels. His motives in bringing this up are likely at least partly political, but it's a question worth asking: if Canada wants more access to a tightly regulated European market, which European standards would it have to accept as a tradeoff?Europe would face its own questions. EU governments have spent decades building shared rules among countries that accept reciprocal obligations. They may not want to give a distant partner the benefits of those standards without comparable commitments. The fact that ten member states have yet to ratify the existing Canada trade agreement is a reminder that closer ties require more than an enthusiastic speech from the Commission president; there are real, practical realities to consider, here.If something like this were to move forward, we don't yet know whether the final result would be one major agreement or a series of smaller ones. The latter might be easier to negotiate: a defense arrangement could advance while mobility or food standards remain unresolved, for instance. But calling the package an associate membership could also raise expectations that every difficult issue will be solved at once, which probably isn't realistic.And none of this automatically grants Canadians the right to settle anywhere in the EU, or Europeans the right to settle in Canada. Carney has talked about expanding opportunities for young people, but the scope of any mobility arrangement would have to be negotiated. A youth work or study program would be a very different proposition from full freedom of movement.And as all of this has played out, Australia has watched with interest.Australian Trade Minister Don Farrell said Australia and Canada were “on the same page” about building stronger ties with Europe, and that he would watch what Carney did. Then European Parliament President Roberta Metsola named Australia and New Zealand as examples of countries with which the EU could deepen its relationship.Those remarks generated another round of headlines about countries joining Europe, but as with Canada, things are more complicated than most of the reporting on this would suggest.Australia and the EU finished negotiating a free trade agreement earlier this year, but it still has to be signed and brought into force. They also have a security and defense partnership and have discussed bringing Australia into Horizon Europe. At a September meeting, their leaders focused on those steps, along with potential agreements related to critical minerals and technology.All of which illustrates the difference between a political signal and a policy commitment. Whether the involved negotiators eventually decide on some kind of associate terminology is arguably less consequential than the real-deal agreements being worked out piecemeal, today.If the associate model were to become a real thing and catch on with Canada and Australia, that could open the doors for more and deeper collaborations by the EU with non-member states, though, which could be long-term impactful, even if it took a while to spin-up.Looking across the channel at Britain, we find evidence that an associate membership with the EU might have real appeal, even for union skeptics.In a YouGov survey published ten years after the Brexit vote, 57% of Britons said leaving had been the wrong decision, and 55% said they supported rejoining the EU in principle. But when asked about rejoining without Britain's old exceptions to EU rules, support fell to 35%. Meanwhile, 59% supported a closer relationship without rejoining the EU, its single market, or its customs union.Those results don't tell us what Britons would think of a hypothetical Canadian-style agreement, but they do suggest that the details are important. “Closer ties” can sound attractive to people who are uncomfortable with shared laws, movement across borders, and which institutions get the final say, because it suggests more benefits with fewer organizational constraints. In diversi paesi europei si cercano delle soluzioni per aiutare chi fatica a stare a galla a causa del continuo rincaro, conseguenza di una situazione geopolitica funestata da diversi fronti di guerra. La Francia ha pensato, ad esempio, a sgravi per chi viaggia molto per lavoro, a sussidi per l'agricoltura e il presidente Macron ha chiesto alla presidente della Commissione europea von der Leyen misure per incrementare la produzione di diesel e cherosene nell'UE. La Germania col suo “Tankrabatt” da inizio ottobre fino alla fine dell'anno calmiererà i prezzi di benzina e diesel di 17 centesimi al litro. Misure simili saranno introdotte anche in Spagna. In Italia ENI introdurrà un tetto massimo ai prezzi e la speranza è che altri distributori seguano questa via. La Lituania dimezza le tariffe dei treni, la Polonia propone forti prelievi su profitti record di produttori e venditori di carburanti e la Grecia tassa di più il gioco d'azzardo per trovare fondi per gli aiuti. E in Svizzera cosa si fa? Sul piano nazionale stanno arrivando diverse proposte dalla politica, da schieramenti di destra, come di sinistra, per chiedere alla Confederazione di intervenire. Qualcuno sottolinea i maggiori introiti nelle casse pubbliche, poiché i prezzi più alti aumentano l'IVA incassata. De dreiging vanuit Rusland stopt niet zodra er een einde komt aan de oorlog in Oekraïne. Daarvoor waarschuwt minister van Buitenlandse Zaken Tom Berendsen. Hij is te gast in BNR De Wereld die deze week in zijn geheel afkomstig is vanaf de Algemene Vergadering van de Verenigde Naties in New York. Luister ook | Von der Leyen wil een Europese Veiligheidsraad: 'Dan zitten we zelf aan het stuur' Berendsen ziet die signalen nog niet. ‘We hebben tot op heden onvoldoende gezien dat Rusland aan tafel wil komen praten over een oplossing.’ Daarom is volgens hem meer druk op Rusland nodig. ‘Wat daar ook belangrijk in is, is bijvoorbeeld premier Modi van India die publiekelijk voor de camera Poetin heeft aangesproken op deze oorlog. Dat zijn kleine stappen, maar wel hele belangrijke.’ Wat daar volgens hem ook bij hoort is steun aan Oekraïne. ‘We moeten ze blijven steunen. Als we Oekraïne niet steunen, dan verdwijnt Oekraïne.’ Het is niet het enige onderwerp waarmee Berendsen naar de VN is afgereisd. Een belangrijk onderdeel vormde een grote maritieme veiligheidsconferentie die Nederland samen met onder meer de EU, Japan en de Filipijnen. Landen die hier niet bij waren zijn onder meer de Verenigde Staten, China, Rusland en Iran. Toch de veroorzakers van het probleem. Berendsen denkt toch dat dit soort ontmoetingen zin hebben, ook al zijn de grote partijen er niet bij. ‘Je laat hiermee zien dat een oplossing voor iets als de Straat van Hormuz niet iets is wat alleen speelt tussen de VS en Iran, maar dat het iets is waar de hele internationale gemeenschap bij meekijkt en iets van vindt en daarmee ook druk uitoefent.’ Lees ook | ‘Europese passiviteit bij burgeroorlog Soedan is een politieke keuze’ Minister Sjoerdsma: ‘Nieuwe sancties op grondstoffen Soedan onderzoeken’ Nederland wil met andere Europese landen onderzoeken of er naast goud ook sancties kunnen worden ingesteld op andere grondstoffen uit Soedan. Dat zegt Sjoerd Sjoerdsma, minister van Buitenlandse Handel en Ontwikkelingssamenwerking. 'Wij willen drukken op de oorlogseconomie die is ontstaan om ervoor te zorgen dat landen steeds minder profijt kunnen hebben van de handel hierin', zegt Sjoerdsma. De burgeroorlog in Soedan gaat tussen het regeringsleger en de paramilitairen van de Rapid Support Forces (RSF). Naar schatting kampt meer dan de helft van de bevolking – zo'n dertig miljoen mensen – met voedseltekorten. Zeker dertien miljoen mensen zijn op de vlucht geslagen. 'Soedan is de grootste humanitaire ramp op aarde op dit moment, als je ziet hoeveel slachtoffers daar vallen, maar ook op welke barbaarse wijze', schetst Sjoerdsma de situatie. Hij verwijst daarbij naar het bloedbad van El-Fasher. 'De hele stad werd maandenlang omsingeld en vervolgens werd iedereen op een brute manier vermoord. Je krijgt er kippenvel van.' Het ergste vindt Sjoerdsma nog dat niemand ernaar kijkt. 'Ik vind dat we ons dat niet kunnen veroorloven.' Dat wegkijken heeft volgens hem niet alleen te maken met politieke belangen. 'Het is ook een kwestie van moraal. Wat zegt het over ons als dit niet genoeg is voor ons, als er ondraaglijk en onnoemelijk lijden is, om iets te doen?' Syrian authorities arrested him last year. Canadian officials euthanized 83-year Christian great-grandmother Law enforcement officials in Canada are now investigating the killing of a Christian great-grandmother. Eighty-three-year-old Brigitte Stegemann was euthanized on July 10. This happened against her will and against the will of her family. Her granddaughter Brigette Kranendonk said, “I truly believe that one nurse really saw us as an obstacle. We were getting in the way of her doing [euthanasia] on my grandmother. I think she really, truly believes that [euthanasia] is the best for people, and shame on me for trying to stop that.” Proverbs 12:10 says, “The tender mercies of the wicked are cruel.” Will European Union add Canada? The European Union is exploring ways to add Canada as an associate member, reports the Epoch Times.  European Union Commissioner Ursula von der Leyen told Canadian Prime Minister Mark Carney, “I would like to work with you on opening the door for Canada to be the first associate member of the European Union.” Von der Leyen continued, “Our cultural, historical, and personal links run deep in the fabric of our societies and thanks to the Comprehensive Economic and Trade Agreement our trade and goods has grown by 75 percent in less than a decade.”  Carney responded on X, “With President von der Leyen and [European Parliament] President [Roberta] Metsola, we focused on what comes next: a closer partnership that strengthens our mutual sovereignty in order to create more opportunities and prosperity for our people.”  However, the idea has received pushback from conservatives in Canada.  Trump's Greenland deal allows America's military presence The United States is establishing a larger military presence on Greenland. President Donald Trump signed an agreement with the leaders of Greenland and Denmark on Tuesday.  The agreement does not make Greenland a territory of the U.S. But it does allow the U.S. military to use the region for its missile defense shield.  Listen to comments from President Trump. TRUMP: “We will have the complete ability to do what is necessary to defend the American continent and also Europe and other places. No U.S. adversary will ever be permitted to establish a military presence in Greenland anymore or make sensitive investments there without our express written approval. “We will immediately begin the process of developing a large military presence in the appropriate locations. We'll be building two very major military bases.” How Christians are reaching the deaf And finally, Christian ministries are reaching the deaf and hard-of-hearing with the Gospel of Jesus Christ. Disconnected from the hearing world, these individuals often feel forgotten and unloved. Il mercato degli appalti vale circa il 15% del Pil europeo e almeno il 30% della valutazione delle offerte dovrà basarsi su criteri diversi dal prezzo, come sicurezza e requisiti sociali e ambientali. Le amministrazioni potranno attribuire più punti alle offerte europee e, nei casi non coperti da accordi di accesso reciproco, escludere operatori o prodotti di Paesi terzi. Il vero e proprio «Buy European» sarà obbligatorio solo in alcune filiere strategiche, tra cui clean tech, cloud, intelligenza artificiale e medicinali essenziali. Secondo la Commissione, la semplificazione potrebbe ridurre gli oneri amministrativi fino a 650 milioni di euro l’anno. Un primo esempio del tentativo di riportare produzioni strategiche in Europa arriva dall’accordo tra l’italiana Mevis e la cinese Zz Tech: nascerà una società controllata al 51% da Mevis per produrre in Slovacchia involucri e chiusure per celle delle batterie destinati esclusivamente al mercato europeo. La produzione dovrebbe partire tra fine 2027 e inizio 2028, con circa 100 assunzioni nella prima fase. La presidenta de la Comisión Europea, Ursula von der Leyen, también abogó por dicha soberanía: “Estamos comprometidos con una nueva visión europea respecto al espacio” dijo Von der Leyen, resaltando que la comisión ha propuesto al bloque de los 27 aumentar cinco veces más el presupuesto destinado a defensa, seguridad y espacio. Josef Aschbacher, director general de la Agencia Espacial Europea, resaltó que apostarle a la inversión es el camino para cumplir dicho objetivo de independencia. “Hoy en día, Estados Unidos gasta aproximadamente seis veces más que Europa en el ámbito espacial en el sector público, y aún más en el sector comercial. Así que, si Europa realmente quiere dar un paso adelante y desarrollar su propia capacidad, este es el camino”, señaló, aunque admitió que tomaría tiempo. “Se necesitan 10 años para el desarrollo de una capacidad de vuelo de astronautas; lo que significa llevar a un astronauta con nuestro cohete y nuestro vehículo tripulado al espacio, para realizar experimentos, llegar a una estación y aterrizar de nuevo de forma segura. Todo esto supone, por supuesto, una importante inversión y desarrollo. Y si, toma tiempo, pero Europa puede hacerlo. Se necesita una decisión política y una vez obtengamos luz verde, lo haremos”, indicó Aschbacher. A pesar del desarrollo espacial europeo, el viejo continente depende, por ejemplo, de proveedores de lanzamiento de satélites.  Análisis del sector estiman que el año pasado más de un 90% se han lanzado con SpaceX , la compañía de Elon Musk. Los satélites juegan un rol crucial en varios sectores como las telecomunicaciones, que se usan con fines civiles, pero también son cruciales en el sector de defensa.  Mario Maniewicz, director de la Oficina de Radiocomunicaciones la Unión Internacional de Telecomunicaciones  (UIT), el organismo de la ONU encargado de regular las comunicaciones internacionales, explica que dichos aparatos son esenciales para la transmisión de datos, imágenes e información en general. “Entre más uso hay, más aplicaciones, más servicios, hay más necesidad de capacidad. Entonces el espacio nos brinda una capacidad de comunicación sobre todo en zonas marginales, en el océano, en las montañas y zonas poco habitadas”, señaló. Los satélites ocupan cada vez más lugar en órbita para cumplir diversas funciones, por lo que en esta cumbre el mandatario Macron también abogó por apoyar el marco regulatorio de la UIT para la gestión de frecuencias en el espacio.

Russia flew a naval drone into Romanian airspace, which Romanian jets destroyed, and the EU Commission president called it hybrid warfare without naming Russia, which is the diplomatic equivalent of a strongly worded letter. And Trump is fighting to build a ballroom at his golf course in the Irish village of Doonbeg, where his only obstacle is a local hermit with no phone or social media who has blocked thousands of development projects across Ireland purely for sport.
