Data assimilation (DA) is critical to adjust the initial condition of meteorological forecasts, to estimate model parameters, and produce accurate re-analysis datasets. It has been at the heart of all operational weather forecasts for the past 50 years. Very recently, artificial intelligence (AI) and in particular deep learning, has begun being used as a tool to improve classical DA, to be combined with DA algorithmic schemes, or even to offer a substitute for DA.I will give an overview of the recent achievements and promising routes offered by AI into DA.For instance, ML can be leveraged in the regularisation of ensemble-based DA, in the solvers of variational DA methods, for generating or augmenting ensembles in DA, for building surrogates of the tangent linear and adjoint meteorological models to be used within DA, to learn a model error correction within a weak-constraint 4D-Var framework, or, ultimately, as a replacement for the DA analysis. I will also present an example where AI unveils new DA methods that were overlooked so far by the research community.Marc BocquetMarc Bocquet holds a Ph.D. from École Polytechnique and has an Habilitation delivered by Sorbonne University. He was a postdoctoral fellow at the University of Warwick and then at the University of Oxford. He is currently deputy director of CEREA, a laboratory of École nationale des ponts et chaussées and EDF R&D, and a professor at École nationale des ponts et chaussées, Institut Polytechnique de Paris. He works on data assimilation, inverse problems and statistical learning applied to the geosciences. He develops mathematical methods to better estimate the state of the atmosphere, of the ocean and the climate, as well as their constituents, using massive observations and complex models. He has published 115 papers and two books. He is associate editor of several peer-reviewed journals in the geosciences, and a Distinguished Research Fellow of the world's most renowned weather forecasting centre, the European Centre for Medium-Range Weather Forecasts (ECMWF).

Roy L Hales/Cortes Currents -While there is some disagreement as to whether we have passed the 1.5°C threshhold set at COP 21 in Paris, scientists agree that we are on the brink and 2024 was the hottest year on record. At COP 29 last November, Jim Skea, Chair of the Intergovernmental Panel on Climate Change (IPCC) explained, “Children born today will not know a world without climate change. The IPCC has shown that we, and furthermore they, will live in a world marked by more intense storms, exceptional heatwaves, devastating floods and droughts, a world where food chains are disrupted, and where diseases reach new countries.” On Friday, January 10,  Samantha Burgess, Strategic lead for climate, European Centre for  Medium-Range Weather Forecasts, reported,  “We are now living in a very different climate from that, which our parents and our grandparents experienced.” “Giving some more details for 2024, the year was 1.6°C above the pre-industrial level. 2024 was the warmest year on record, and the last 10 years have been the 10 warmest years on record. The primary reason for these record temperatures is the accumulation of greenhouse gases in the atmosphere and this accumulation has occurred primarily due to fossil fuels as greenhouse gases continue to accumulate in the atmosphere. Temperatures continue to increase including in the ocean. Sea levels continue to rise and glaciers and ice sheets continue to melt. According to the latest IPCC six assessment report published in 2021, greenhouse gas concentrations in the atmosphere are the highest that they have been for the last, at least 800,000 years for methane and for over 2 million years for carbon dioxide.” The most positive reports of last year's average global temperature rise come from NASA and NOAA, in the United States, who claim it was slightly below 1.5°C. However the World Meteorological Organization (WMO) confirmed that 2024 was warmest year on record and stated the average global temperature was 1.55°C. This is the second year in a row that Berkeley Earth reported that the global temperature rise exceeding 1.5°C. They were 1.54°C in 2023 and 1.62°C in 2024. As a result of our entering a weak La Niña phase, Berkeley Earth suggests 2025 could be cooler than 2024, but still ‘roughly the 3rd warmest year in the instrumental record.' Jim Skea warned, “Today, our chances of limiting warming to 1.5 °C are hanging on a very slender thread. The recent UNEP Gap Report concluded that global emissions would need to fall by 7.5% per year through to 2035 to return us to a 1.5 °C pathway. If we delay more ambitious action to 2030, this becomes an unprecedented 15%. Even limiting warming to 2°C is at risk.” “This does not have to be the case. As the IPCC Sixth Assessment Report demonstrated, we have the know-how, tools and financial resources to avoid the worst consequences of climate change. A world where transport is no longer polluting, our cities are green, and we have transitioned away from fossil fuels. We have shown that carbon pricing, regulations and other interventions have already resulted in gigatonnes of avoided emissions. More can be achieved if policies and measures are scaled up and deployed more widely.”

Trinity College Dublin establishes AI Accountability Lab

A new research group designed to advance AI accountability research has launched at Trinity College Dublin. The AI Accountability Lab (AIAL) will be led by Dr Abeba Birhane, Research Fellow in the ADAPT Research Ireland Centre at the School of Computer Science and Statistics in Trinity. It will focus on critical issues across broad topics, such as the examination of opaque technological ecologies and the execution of audits on specific models and training datasets. As AI technologies continue to shape society, the AIAL will examine their broader impacts and hold powerful entities accountable for technological harms, advocating for policies rooted in evidence. Research will specifically address potential corporate capture of current regulatory processes, outline justice-driven model evaluation, as well as audits of deployed models, specifically those used on vulnerable groups. Speaking about the work of the AIAL, Dr Birhane said: "The AI Accountability Lab aims to foster transparency and accountability in the development and use of AI systems. And we have a broad and comprehensive view of AI accountability. This includes better understanding and critical scrutiny of the wider AI ecology - for example, via systematic studies of possible corporate capture, to the evaluation of specific AI models, tools, and training datasets." The AIAL is supported by a grant of just under €1.5 million from three groups: the AI Collaborative, an Initiative of the Omidyar Group; Luminate; and the John D. and Catherine T. MacArthur Foundation. AI technologies, despite their supposed potential, have been shown to encode and exacerbate existing societal norms and inequalities, disproportionately affecting vulnerable groups. In sectors such as healthcare, education, and law enforcement, deployment of AI technologies without thorough evaluation can not only have nuanced but catastrophic impact on individuals and groups but can also alter social fabrics. For example, in healthcare, a liver allocation algorithm used by the UK's National Health Service (NHS) has been found to discriminate by age. No matter how iIl, patients under the age of 45 seem currently unable to receive a transplant, due to the predictive logic underlying the algorithm. Additionally, incorporating AI algorithms without proper evaluation has a direct or implicit impact on people. For example, a decision support algorithm used by the Danish child protection services to aid child protection deployed without formal evaluation has been found to suffer from numerous issues, including information leakage, inconsistent risk scores, and age-based discrimination. Furthermore, errors in facial recognition technologies have led to misidentification and the arrest of innocent people in the UK and the US. In education, the use of student data for purposes beyond schooling drew criticism in the UK. Secret agreements allowing authorities to monitor benefit claims raised fears of increased surveillance, eroding public trust in technology, and disproportionate targeting of low-income families (source Schools Week). These few examples illustrate the need for transparency, accountability, and robust oversight of AI systems, which are central topics the AI Accountability Lab seeks to address through research and evidence-driven policy advocacy. The AIAL will be housed in the School of Computer Science and Statistics at Trinity. Professor Gregory O'Hare, Professor of Artificial Intelligence and Head of School of Computer Science & Statistics at Trinity, said: "The new dawn of AI associated with generative AI has heralded a velocity of AI adoption hitherto fore not witnessed. The provenance of such systems is however fundamental. The AI Accountability Lab will be at the forefront of research that will examine such systems; through algorithmic auditability it will create a National and European Centre of Excellence in this space, delivering thought leadership and informing best practice." Ambitious plans for the creation of a new town and over 3,500 jobs in South-East Clare have been dealt a major blow. It comes as the University of Limerick as lead agency has officially withdrawn its joint application with Clare County Council for an economic Strategic Development Zone (SDZ) on lands to the North of its campus. It was envisaged the site would become a European Centre of Excellence in Dual Education and would contribute over €1.7bn to the economy annually. In a written correspondence to the local authority, Acting University of Limerick President Professor Shane Kilcommons stated the reasons for withdrawal included UL's current governance situation, a lack of progress on the Northern Distributor Road and imminent changes to planning legislation. Clonlara Independent Councillor Michael Begley is confident a revised version of the project is still possible despite the setback.

The European Commission's Global Gateway initiative will turn three years old in December. The $300 billion infrastructure initiative was launched with great fanfare to provide developing countries in Africa and elsewhere with an alternative to China's Belt and Road Initiative. Many European stakeholders also hoped that Global Gateway would catalyze a new EU foreign policy agenda for Africa, which many critics contend is now unmoored. It's Monday! Sam and Emma speak with Ilan Pappe, professor of history at the University of Exeter and Director of the European Centre for Palestine Studies, author of Lobbying for Zionism on Both Sides of the Atlantic, to discuss the state of affairs in the Middle East a year after October 7th, 2023. Then she speaks with Rakan Abed El Rahman, correspondent at the National News stationed in the Gaza Strip, to discuss what it has been like reporting on the Israel/Gaza conflict since October 7th of last year. First, Emma runs through updates on today's voter registration deadlines, Israel's decimation of Gaza, the IDF's failing invasion of Southern Lebanon, Blinken's role in approving the IDF's bombing of aid trucks in Gaza, France's military aid to Israel, the Harris campaign, SCOTUS, Biden's immigration policy, and the impending Hurricane Milton, before parsing through Elon Musk's simultaneously cringeworthy and genuinely concerning appearance at Trump's rally in PA. Professor Ilan Pappé then joins, diving right into the rapid escalation and exacerbation of Israeli society and the Israeli state's genocidal desires, first tackling the clear signs of the citizenry's right-wing turn and the Netanyahu Administration's messianic nature in the wake of the 2022 elections, before unpacking his thoughts on how the rapid radicalization during Israel's brutal ethnic cleansing of Gaza (now expanded into a regional conflict) has exposed extensive cracks in the state of Israel. After briefly touching on the role of Israeli's backlash to Netanyahu's fascistic judiciary reforms – and the particular dearth of any connection between the violence imposed on Palestinians and the fascism coming home to roost – in demonstrating the precarious state of the country, Professor Pappé steps back to explore this evolution as a natural progression of right-wing colonial ideology in direct conflict with the world it's invading, bolstered by Israel's proactive violence in stamping out any conditions for change. Ilan then walks Sam and Emma through the evolution of the super-alliance that backs the Zionist state, exploring the movement's roots in an Evangelical Christian movement that sought to capitalize on anti-Semitic sentiment and the growing aims of the British Empire, putting together an overwhelmingly powerful coalition before the Jewish community even came to the fore, also looking at the incredible evolution of the Zionist lobby in the United States and how Israel's ability to stamp out conditions for change extends well beyond its border. After expanding on the ever-growing international backlash to Israel's genocidal apartheid regime, Pappé dives deep into the need to recenter Palestinian actors in this fight, and what must be done to achieve decolonization in the region as quickly and with as little violence as possible. Rakan Abed El Rahman then looks to the ongoing devastation Israel is inflicting on the Gaza Strip, unpacking the ever-rising death toll, the debilitating material and mental conditions, and the complete decimation of civilian sectors in the region, before stepping back to outline how very real (while certainly less extreme) all of those issues were *prior* to October 7th of last year. Expanding on this, El Rahman walks Emma through the near-total nature of Israel's reign of terror in Gaza since Hamas' attack last October, even in contrast with Israel's other major offensives against Gaza over the last two decades, before wrapping up by sharing his (and others') experiences of Israel's explicit and targeted terrorizing of journalists and medical personnel, and the insane need for the West (and Israel) to recognize Palestinians as humans rather than terrorists. And in the Fun Half: Emma and the MR Team reflect on the Veepstakes after last week's debate, parse through Donald Trump's recent comments on the real estate value of colonizing Gaza, and watch Google's former CEO attempt to argue that providing infinite growth for AI is more important than tackling climate change. The 2024 edition of the AIG Global Trade Series explores the theme of ‘Back to the Future: A New Era of Managed Trade?' Four years on from Britain's departure from the EU, politicians on both sides of the Channel continue to grapple with its consequences. In recent months, the election of the Labour government in the UK and the reelection of Ursula Von der Leyen as President of the European Commission have opened a new more constructive chapter in the complex process of negotiation over the UK's relationship with its neighbours.  For the UK, mitigating Brexit's negative effects on trade and business remains a central goal in the reset of relations. For the Commission, trade issues are increasingly wrapped up in a broad concern, vividly captured in the recent Draghi report, about the EU's competitiveness and its long-term economic growth.  What are the political and economic parameters within which the UK and EU are working on a reset?  Where are the red lines and where the areas of Win-Win? And can a new deal help address the growth challenge on both sides of the Channel?  Panellists:        Georgina Wright, Senior Fellow and Deputy Director for International Studies, Institut Montaigne  Dr Nicolai von Ondarza, Head of Research Division, EU/Europe, German Institute for International and Security Affairs (Stiftung Wissenschaft und Politik, SWP)  David Henig, Director, UK Trade Policy Project, European Centre for International Political Economy (ECIPE) Moderator:      Rem Korteweg, Senior Research Fellow, Clingendael Institute  This podcast episode was recorded on 26 September 2024.  Related content from GTS Contributors:  Paper | Extraterritoriality: a Blind Spot in the EU's Economic Security Strategy | Institut Montaigne  Paper |The UK and the EU: New Opportunities, Old Obstacles | SWP  Report | Negotiating Uncertainty in UK-EU Relations: Past, Present, and Future | ECIPE ___  The Global Trade Series is a collaboration between AIG and the following international organisations with leading expertise on global trade: the Aspen Institute Germany; CEBRI - the Brazilian Center for International Relations; Chatham House (UK); CITD - the Center on Inclusive Trade and Development at Georgetown University Law Center (US); the Clingendael Institute (The Netherlands); Elcano Royal Institute (Spain); ERIA – the Economic Research Institute for ASEAN and East Asia (Indonesia); ISPI - the Italian Institute for International Political Studies; the Jacques Delors Institute (France); RIETI - the Research Institute of Economy, Trade and Industry (Japan); and the St. Gallen Endowment for Prosperity through Trade (Switzerland).  The views and opinions expressed in this podcast series are those of the speakers and do not reflect the views, policy or position of American International Group Inc, or its subsidiaries or affiliates (AIG). Professor Pappé  has dedicated dedcades of his life to writing and speaking about the Nakba of 1948, shedding light on what actually happened and what a grave catastrophe it was and continues to be. He calls for a one-state solution and for the right of return of all Palestinians. His books have sought to tackle the myths around Israel and Zionism, providing much needed insight, information, thoughtfulness and nuance reflections. He is one of the major historians of our times writing on Palestine. As the current aggression and genocide in gaza continues well into its tenth month, Ilan encourages us to understand the root of the violence – the illegal occupation of Palestine. Ilan Pappé is an Israeli historian and socialist activist. He is a professor with the College of Social Sciences and International Studies at the University of Exeter, director of the university's European Centre for Palestine Studies, and co-director of the Exeter Centre for Ethno-Political Studies. They discuss how the Russian propaganda machine has attempted to influence recent regional and global events, such as elections to the European Parliament and the Ukraine Peace Summit. They also speak about the strategic narratives employed by Russian propaganda, the tools used to make these narratives effective, and the dangers posed by this powerful Kremlin weapon. Three news stories summarized & contextualized by analytic journalist Colin Wright.Judge postpones start of Trump documents trial without new dateSummary: As anticipated, the judge in former President Trump's classified document trial has indefinitely postponed the start of the trial, citing unresolved issues that need to be figured out before things could get started.Context: The judge in the case, Aileen Cannon, who was appointment by Trump in his final days in office, has been accused of dragging her feet in this case, and it was expected that she would further delay things when she failed to expeditiously act on some of the fundamental issues that need to be resolved in a classified documents case, like what information a jury can hear and what needs to be held back, while also seeming to slow-walk some otherwise fairly standard issues that typically would move quickly in this sort of case; the main concern for prosecutors, now, is that the case will almost certainly be scheduled for sometime after the November election, at which point—if Trump wins—it will likely be moot, as he may be able to either pardon himself, or get someone in his administration to do away with the charges.—The New York TimesOne Sentence News is a reader-supported publication. B. Joseph Pine II is an internationally acclaimed author, speaker, and management advisor to Fortune 500 companies and entrepreneurial start-ups alike. He is cofounder of Strategic Horizons LLP, a thinking studio dedicated to helping businesses conceive and design new ways of adding value to their economic offerings.   In 1999 Joe and his partner James H. Gilmore wrote the best-selling book ‘The Experience Economy: Work Is Theatre & Every Business a Stage', which demonstrates how goods and services are no longer enough; what companies must offer today are experiences - memorable events that engage each customer in an inherently personal way. Joe is also co-author of ‘Authenticity: What Consumers Really Want', which recognizes that in a world of increasingly paid-for experiences, people no longer accept the fake from the phony, but want the real from the genuine; and ‘Infinite Possibility: Creating Customer Value on the Digital Frontier', on how to use digital technology to stage experiences that fuse the real and the virtual.   In his speaking and teaching activities, Joe has addressed both the World Economic Forum and TED and is a Visiting Scholar with the MIT Design Lab. He has also taught at Penn State, Duke Corporate Education, the University of Minnesota, UCLA's Anderson Graduate School of Management, and the Harvard Design School. Happy Monday! Sam and Emma speak with Ilan Pappe, professor of history at the University of Exeter and Director of the European Centre for Palestine Studies, to discuss the ongoing conflict in Israel and Gaza. First, Sam and Emma run through updates on Israel's continuing bombardment of the people of Gaza, their expanding attack in the West Bank, global pro-Palestine action, the GOP's speakership clown car, SAG-AFTRA's strike, crime rates, and local news funding, before parsing through the hilarious task that is being a republican talking to media right now. Professor Pappe then joins, diving right into Israel's response to the Hamas attacks on October 7th, including the media's persistent revenge narrative arming the population for a compassionless siege on Gaza, the pervasive understanding by Israeli civilians that the Israeli army and government can't and won't protect them, and why – despite seeing the necessity – the Israeli public is not open to a discussion of alternatives to Israeli occupation. Stepping back, Professor Pappe then walks Sam and Emma through the genesis of the Zionist movement as an attempt to redefine Jewish identity as a nationality amid increasing persecution (and national-identity building) in 19th-century Europe, tackling backing of the project by European states and the US during the onset of the 20th Century, as they sought a clean expulsion of Jews from Europe, with an extra emphasis for the British on expanding their sphere of influence. After expanding on the Western-led colonial structure of the establishment of Israel – particularly in the ethnic cleansing of local populations – Ilan Pappe walks through the thriving cosmopolitan world of pre-Israel Palestine, one in which communities and religions coexisted, as a proper pretext for a discussion of the following eviction and cleansing of these local populations in the leadup to the Nakba in 1948, also touching on the use of Europe's own crimes against Jewish people as a justification for the violence being imposed upon the Palestinians from 1948 on. Wrapping up, Sam, Emma, and Professor Pappe explore the obvious failings of an Israeli two-state solution, why a single multi-racial, multi-ethnic democracy with full rights for Palestinians is the only viable option, and how Israel and Palestine are reading the international responses to the occupation. And in the Fun Half: Sam and Emma parse through the devastating numbers on Israel's leveling of Gaza, watch the US try to defend vetoing a ceasefire to the UN, and Ilhan Omar's response to another callous questioning of her empathy for Palestinians. After a longer conversation on the failure of the Democratic establishment's response to Israeli war crimes, Sam and Emma spend a little time basking in the shame and incompetence of the House GOP, plus, your IMs! In recent weeks, extreme heat, floods and storms have smashed records and caused devastation around the world. Freak weather events such as these will become more frequent due to climate change—but they are exceptionally hard to predict. How are meteorologists gearing up to face the enormous challenge of predicting the weather in a warming world? Andrew Charlton-Perez, at the University of Reading in Britain, explains how weather forecasts are made—and why meteorology is such a complicated science. The Economist's Rachel Dobbs investigates the next frontiers in forecasting. She asks Sam Levang, the chief scientist at Salient Predictions, how artificial intelligence can play a role in improving predictions of the weather. Rachel also visits the European Centre for Medium-Range Weather Forecasts's data centre in Bologna, Italy, to understand how a combination of technological approaches will be required to make weather forecasting fit for the 21st century.
