Scotland's most senior law officer has asked nine of the country's judges to overturn an 87-year-old rule on evidence in cases involving rape and other sexual offences. Since she became Lord Advocate in 2021, Dorothy Bain KC has often spoken of her desire to improve the criminal justice system for victims, particularly women and girls. She is now seeking radical changes which would allow more rape cases to reach court. Anita Rani talks to David Cowan, BBC Scotland's home affairs correspondent.A group of state secondary schools in Southwark, south London, has decided to act as a collective and shift their pupils away from smartphones. Children's use of smartphones, particularly in schools, continues to be a hot topic issue, and many schools have decided to create new policies to try and tackle what they call the damaging effects of smartphone use. Multilateral efforts to prevent an arms race in outer space have been going on for decades. The most recent efforts include a UN resolution that intended to solve existing gridlocks by getting states to discuss what responsible behaviours in space look like. The problem of dual use – using space assets for military purposes or as a weapon – will continue to make verification of the nature of assets difficult. However, responsible behaviours that promote transparency on how these assets are used can help reduce the risk of miscalculation in space. The UN resolution on responsible behaviours was put forward by the UK in 2020 and discussed in the forum of Open-Ended Working Groups (OEWG) until 2023. Dr Jessica West, Senior Researcher at the Canadian peace research institute Project Ploughshares, shares observations from the discussions at the OEWG and her assessment of what future efforts might look like. Jessica West – Jessica West was involved in a serious motor-vehicle accident and had sustained several fractures, lacerations, and a traumatic brain injury. The paramedics and doctors did not expect her to survive. However, one by one she had defied the limitations placed upon her. Despite being filled with physical, emotional, and cognitive challenges, her healing journey offered great insight and perspective leading her on a path of self-discovery, personal development and mindset work. So naturally, I was intrigued, and when I dove the teeniest bit, I was super excited to notice Jessica West, who has worked with Drew Voit at Harper Voit for the past seven years, was behind the project with her husband, Paden. Paden was assitant to Isabelle Meunier at Lavinea and is now making wine at Fayla in Dalles and Karta Wines. The husband and wife team riff off one another online, with Jessica spraying her partner in crime with Bubbles or Paden finding the perfect moment to exact revenge. When it comes to making wine together, they are earnest about trying new things, like their first release of extended contact Pinot Gris at a seriously affordable price point. Today our guest is Jessica West of Project Ploughshares, the editor of the 2019 Space Security Index. The index, in its 16th edition, looks at the global space sector to track trends in the use of outer space from a sustainability perspective. The 2019 index covers the 2018 calendar year and includes the following data from the report. "Space activity is flourishing. In 2018, 71 countries owned satellites. Seventy-two national space agencies spent a combined $70 billion. Eleven new agencies were created or announced. Some of the 2,062 active satellites saved 2,700 lives. The satellite industry earned $277 billion, while startups secured $3 billion in private investment.” The new report contains positive developments, but clearly shows more work needs to be done. My guest today is Jessica West who is the Project Manager for the annual Space Security Index published by Project Ploughshares. The Space Security Index tracks developments and activities related to four indicators of the security of outer space - environmental sustainability, access to and use of space, technologies for space security, and space governance - to capture long-term changes. Today, we’ll discuss several topics from the latest Space Security Index including space debris, commercial space, space-based military systems and other important issues. As well, we'll touch on the recent release of Canada’s new Defence policy.
