Budget season at the state legislature has officially kicked off with the release of Gov. Josh Stein's budget recommendations. He's calling on lawmakers to pause scheduled corporate and personal income tax cuts to avoid projected revenue shortfalls starting next year. He says those revenue drops will make it difficult to fund teacher raises and other major investments in state government, but Republican legislative leaders aren't eager to change course on tax cuts. Kristin Walker is the state budget director, overseeing the economists who develop the revenue forecast. She joined WUNC's Colin Campbell to discuss the details of those projections, and some of the other highlights from the governor's budget recommendations, including public safety funding and free community college tuition.
As North Carolina schools face staffing shortages, both Republicans and Democrats are pushing for bigger raises for starting teacher pay -- but the proposals could face tough odds in a tight budget year.Gov. Josh Stein's proposal to increase starting teacher pay above $50,000 is similar to one filed recently by Republicans in the state House. Rep. Erin Paré, R-Wake and sponsor of that bill, was appointed this year to help lead the budget process. She spoke with Colin Campbell about the teacher pay plan and its prospects in the legislature. Paré also discussed her bills to offer tax exemptions on tips and gambling losses, as well as a salary transparency measure for school district administrators.

But that requirement remains in the state's constitution, unenforced.Rep. Terry Brown, D-Mecklenburg, is making another attempt this year to get the language removed. The state has banned gender-affirming care for minors; its MAGA Republican gubernatorial candidate is calling for death for LGBTQ people and a total abortion ban. Will Proud Boys show up at polling sites this November to intimidate voters? In this special report, Laura speaks with Attorney General and Democratic gubernatorial candidate Josh Stein, and correspondent Lewis Raven Wallace examines the agenda of his Trump-endorsed opponent, Lt. Title 32, Part 553, Subpart C: Memorial Services and Ceremonies at Army National Military Ceremonies will not include partisan political activities. Trump's team exploited a memorial service at Arlington on Monday, broke the law by privately photographing and filming it, physically assaulted Arlington National Cemetery staff who asked him to stop, he gave a thumbs up and smiled idiotically while literally standing on the graves of dead U-S military heroes, and now they have turned it into an online campaign advertisement – by definition, a partisan political activity. This could've been trivial. It could've been “there was a miscommunication.” Not even an apology – like anybody in the Trump campaign were human enough, or honest enough, or RESPECTFUL OF OUR WAR DEAD ENOUGH to apologize. Just “misunderstanding.” No. They blamed the Cemetery staffer, they blamed the media, they blamed Vice President Harris for not being there to commemorate the sad anniversary of deaths in Afghanistan – the commemoration Trump has illegally turned into a campaign AD – the commemoration Trump skipped last year and the year before. Because to Trump, and to this robot JV Vance, those buried AT Arlington are just another product, just another SELL, just another gimmick, just another BRAND NAME. And they got the brand name wrong. Trump thug Chris LaCivita wrote that Arlington "most hollowed" ground. Corrupted news outlets like The New York Times covered for it by claiming he wrote "hallowed." Hallowed, is Arlington. Hollowed, is Trump's brain. TRUMP IS NOW MORE DANGEROUS THAN EVER. Another new round of polls underscores: he's losing, and dragging down the down-ballot MAGA GOP: a total swing in four states of 25 points to Harris. She leads by one in Arizona, two in Georgia and Nevada, and has cut it to one in North Carolina. The Fox poll in Arizona scores the Senate as Ruben Gallego 56, Kari Lake 41.
